TENDERS FOR THE OPERATION OF A
CAFETERIA IN THE TERMINAL BUILDING
ARNOS VALE AIRPORT-ST. VINCENT.
Tenders are invited and will be re-
ceived up to Monday 23rd October, 1967
for the operation of a Cafeteria in the
Terminal Building, Arnos Vale Airport,
St. Vincent, for a period of two (2)
years from 16th November, 1967.
2. The successful tenderer will be
required to serve liquor, refreshments
and light hot meals on the premises,
equip the premises with:
(a) at least one refrigerator or deep
freeze unit,
(b) one cooking range,
must hold a liquor licence, and pay
rental for the premises as may be fixed
from time to time by the Government.
3. The successful tenderer will be
required to sign a written agreement of
terms and conditions. The business
must be opened at least one hour before
the arrival of any scheduled aircraft,
and at least one hour after the depar-
ture of such schedule aircraft, and not
later than 7.30 p.m. daily.
4. Government does not bind itself
to accept the lowest or any tender.
5. Tenders marked "Tender for
,Cafeteria, Arnos Vale Airport," should
be submitted to the Chairman, Tenders
Board, c/o Ministry of Finance, Minis-
terial Building, Kingstown, not later
than 4.00 p.m. on Monday 23rd Octo-

TENDER FOR THE CONVEYANCE OF MAILS
AND PASSENGERS TO AND FROM BEQUIA.
Tenders are hereby invited and will
be received up to 3.00 p.m. on 30th
October, 1967 for the conveyance daily,
with exception of Sundays and Public
Holidays, of Mails-including Parcel
Post Mails-and Passengers to and from
the island of Bequia for a period of one
(1) year commencing on 1st December,
1967.
The Contractor shall not arbitrarily
refuse to convey any passenger who
pays or offers to pay his or her fare.
The Contract may be terminated by
one (1) month's notice on either side.
A bond with Government for satisfac-
tory performance of the Contract will
be required.
Tenders should state the amount of
subsidy required and must be addressed
to the Chairman, Tenders Board, Minis-
try of Finance, Ministerial Building,
Kingstown.
The envelopes should be sealed and

SCHOLARSHIPS.
SCHOLARSHIPS OFFERED BY THE
uOVERNHMENT OF INDIA.
The Government of India is offering
a number of Seholarships for studies in
India to students from the West Indies
under their General Cultural Scholar-
ships Scheme for 1968/69.
The Scholarships cover a wide range
of subjects including Arts and IHumani-
ties in general; basic Sciences (includ-
irg Holne Science, Library Science),
Statistics; Commerce, Agriculture, Med-
i.-i e, Law.
Applicants for under-graduate study
should be between the age of 17 and 22
vye is and should possess' Senior Cam-
bridge/Matriculation (or its equiva-
hent), those for post-graduate courses
should preferably be between 20-25
years with at least a Second Division
Bachelor's Degree.
Further information about these
Scholarships could be obtained from the
Establishment Office, Kingstown, St.
Vincent.
Closing date for applications, which
should he sent to Establishment Office
is 4th November, 1967, at 3.00 p.m.

considered for undergraduates if the
programinle of study they wish to fol-
low is not available in their own coun-
try.

A wards will normally be made for a
period of two academic years except in
cases where a shorter period is required
to complete the programme for which
the award is granted.
Each scholarship covers expenses for
travel, living and study during its ten-

undertaking to return to St. Vincent at
the end of their scholarship period.
Applications must be made through
unit Governments in septuplicate, and
on prescribed forms available from the
Establishment Office, Kingstown, St.
Vincent, from which further informa-
tion on these scholarships could be ob-
tained.

pension to Charles Gideon Huggins, formerly a Teacher,
Group Organiser, Social Welfare Department of a Colonial
Development and Welfare Scheme, and Civil Servant, in
the service of the Government of Saint Vincent.

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the Legislative Council of
Saint Vincent, and by the authority of the same as follows:-
1. This Ordinance may be cited as the Charles Gideon Short title.
Huggins (Gratuity and Pension) Ordinance, 1967:
2. (1) Notwithstanding the provisions of any law to the Payment of
contrary, there shall be paid out of the general revenue of this gratuity and
Colony to Charles Gideon Huggins, formerly a Teacher, Group pension.
Organiser, Social Welfare Department of a Colonial Develop-
ment and Welfare Scheme, and a Civil Servant, in the service
of the Government of Saint Vincent, with effect from the date
of his retirement from the said service, a sum by way of
gratuity and pension under the Pensions Ordinance, 1948 (No.
16 of 1948).
No. 16. Charles Gideon Huggins (Gratuity and Pension). 1967.
(2) The gratuity and pension referred to in subsection
(1) above, shall be computed as if all the offices of Teacher,
Group Organiser anid Civil Servaii in evhicli hie csad Chlares
Gideon Huggins served were pensionable offices in the service
of the Government of Saint Vincent and his periods of service
as Teacher, Group Organiser and Uivii Servant shaii be aggre-
gated.
(3) Any sums paid before the commencement of this
Ordinance to the said Charles Gideon Huggins by way of
gratuity shall be set off against any sums to which he becomes
entitled to be paid under this Ordinance.
Commencement. 3. This Ordinance shall come into operation on a day to
be appointed by the Administrator by Proclamation published
in the Gazette.

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advie and consent of the Legislative Council of
Saint Vincent and by the authority of the same as follows:-
1. This Ordinance may be cited as the Commonwealth Short tjtie.
Secretariat (Immunities and Privileges) Ordinance, 1967.
2. In this Ordinance-
"the Commonwe.;lth Secretariat" means the Common-
wealth Secretariat established at the Common-
wealth Prime Minister's Meeting of June, 1965.
3. Every senior officer of the Commonwealth Secretariat,
who is a citizen of a country mentioned in section 1(3) of the
British Nationality Act of 1948, and any member of his family
forming part of his household, other than a member who is a
citizen only of the United Kingdom and Colonies, shall, if
permanently resident outside Saint Vincent. have the like
immunities and privileges as are accorded by law to a diplo-
matic agent and the members of his family forming part of
Interpretation.

be granted to the United Kingdom GovernmenI Mission to
the Associated States of the West Indies and to members
of the mission and for purposes connected therewith.

1. This Ordinance may be cited as the United Kingdom Short litle and
Government Mission ( mmunities and Privileges) Ordinance Cemiencement.
1967 and shall come inio force on a day to be appointed by the
Administrator by Proclamation publi:-hed in the Gazette.
2. In this Ordinance the following expression us shall have Interpretation.
the meanings respectively assigned to them-
"head of the mission" means the person ch.i.rged by the
Governiient of the Unitftd Kingdom with the duty of acting
in the capacity of United Kingdom Government Representative
to the Associated States of the West Indies;
"members of the mission" means the head of the mission
and the members of the staff of the mission;
"members of the staff of the mission" means the members
of the diplomatic staff, of the administrative and technical
staff and of the service staff of the mission;

"mnnmbers of the diplomatic staff'' means the members of

mission;

"diplomatic bag" and "diploimat:c document's" mian the
bag and docuimnts belonging to or used for the purposes oi
thle mission;
"members of the administrative and technical staff" means
tile members of the staff of the mission employed in the adminis-
Irative and technical service of the mission;
"members of the service staff" means the members of the
staff of the mission in the domestic service of the mission:
"private servant" means a person who is in the domestic
service of a member of the mission and who is not an employee
of the Government of the UnitId Kingdom;

of buildings a1d' the land ancillary thereto, irrespective of
ownership, uset.( for the purpose of the mission including the
residence of their head of the mission;
"agents of dhe Government of St. Vincent includes any
constable and a .y person exercising a power of entry to any
premises under :my enactment for the time being in force in
St. Vincent.
2) For thlio purposes of paragraph 10 of the Scheduile to
hits Ordinance waiver by the head of the mission or any per-
son for the til'( oeiniig peforming his functions shall be deemed
to be a waiver hy the Government of the United Kingdom.
(3) The e'nption granted by paragraph 11 of l the
Sehed'ule to thi-, Ordinance with respect to any services shall
be deemed to e\
ment which is insurable employment, or in respect of which.

liable to any contribution which he would nott be required to

(4) Paragraphs 13. 14 and 16 of th( Schedule to this
Ordinance shall be construed as granting any immunity or
privilege which they require to be granted.

(5) The r ference in paragraphs 15 and 16 of the Schedule
to tiis Ordinanie to the extent to which any immunities and
privileges are admitted by the Government of St. Vincent and
to additionall imnimnilties and privileges that may be granted by
th, Government of St. Vincent shall be construed as referring
respectively to the extent to which aay immunities and pri-
vil.gces may be specified by the Governor by Proclamation pub-
lished in the Gazett,,' and to any additional immunities and
privileges that may bh so specified.
3. Subject to the provisions of this Ordinance the imi- Immunities and

evidence of the fact.
SCHEDULE
IMMUNITIES AND PRIVILEGES Section 3
1.-(a) Th premises of the mission shall be inviolable.
The agents of the Government of St. Vincent may not enter
them, except wi;h the consent of the bead of the mission.
(b) The Government of St. Vincent is under a special duty
to taUke all appropriate steps to protect the premises of the
miss in agaiint any intrusion or damage and to prevent any
disturbance of the peace of the mission or impairment of its
dignity.
(e) The premises of the mission, their furnishings and
other property thereon and the means oi transport of the mis-
sion shall be immune from search, requisition, attachment or
execution.
2.-(a) The Government of the United Kingdom and the
head of the mission shall be exempt from all Government,.
regional or municipal dues and taxes in respect of the premises
of the mission, whether owned or leased, other than such as
represent payment for specific services rendered.

(b) The exemption from taxation referred to in this
paragraph shall not apply to ;uch tines and taxes payable
under the law of St. Vincent by person; contracting with the
Government of the Unlted Kingdom or the head of the mission.
3. The archives and docnmeiits of the mission shall be
inviolable at any time and wherever they may be.
4.-(a) The Government of St. Vincent shall permit and
protect free communication on the part cF the mission for all
official purposes. In communicating "riTh the Government and
other missions and consulates of the TTnited Kingdom, wherever
situated, the mission may employ all appropriate means, in-
cluding diplomatic couriers and messages in code or cipher.
(b) The official cT.'res pondence o0' the nis -ion shall be in-
violable. Official corr'spondecwe means all correspondence
relating to the mission and its functions.
(c) The diplomatic bag shall not be opened or detained.
(d) The packages consituting the diplomatic bag must
bear visible external marks of their character and may contain
only diplomatic documents or articles intended for official use.
(e) The diplomatic courier, who shall be provided with an
official document indicating his status and the number of pack-
ages constituting the diplomatic bag, shall be protected by the
Government of St. Vincent in the performance of his functions.
He shall enjoy personal inviolability and shall not be liable
to any form of arrest or detention.
(f) The Government of tl e United Kingdom or the mis-
sion may designate diplomatic "ourier, ai hoc. In such cases
the provisions of sub-paragralhl (e) of this paragraph shall
also apply, except that the in m munities therein mentioned shall
cease to apply when such a courier has delivered to the con-
signee the diplomatic bag in his charge.
(g) A diplomatic bag may be entrusted to the captain of a
commercial aircraft as scheduled to land at an authorised port
of entry. He shall be provided with an official document indi-
cating the number of packages coni;tituting the bag but he
shall not be considered to be a diplomatic courier. The mis-
sion may send one of its members to take possession of the

diplomatic bag directly and freely from the captain of the
aircraft.
5. The fees and charges levied by the mission in the
course of its official duties shall be exempt from all dues and
taxes.
6. A diplomatic agent shall be exempt from all restric-
tions on entering and leaving St. Vincent. He shall not be
required to obtain any permit or other document required by
any law for the purpose of entering, leaving or residing in
St. Vincent, and he shall not be liable to deportation or removal
from St. Vincent.
7. The person of a diplomatic agent shall be inviolable.
IHe shall not be liable to any form of arrest or detention. The
Government of St. Vincent shall treat him with due respect
and shall take all appropriate steps to prevent any attack on
his person, freedom or dignity.
8.-(a) The private residence of a diplomatic agent shall
enjoy the same in'-iolability and protection as the premises of
the mission.
(b) His papers, correspondence and, except as provided
in sub-paragraph (1e) of paragraph 9, his property, shall like-
wise enjoy inviolability.
9.-(a) A diplomatic agent shall enjoy immunity from
the criminal jurisdiction of St. Vincent. He shall also enjoy
immunity from its civil and administrative jurisdiction, except
in the case of:-
(i) a real action relating to private immovable pro-
perty situated in ,St. Vincent, unless he holds it
on behalf of the Government of the United King-
dom for the purposes of the mission;
(ii) an action relating to succession in which the
diplomatic agent is involved as executor, admin-
istrator, heir or legatee as a private person and
not on behalf of the Government of the United
Kingdom;
(iii) an action relating to any professional or com-
mercial activity exercised by the diplomatic agent
in St. Vincent outside his official functions.

(b) A diplomatic agent is not obliged to give evidence as
a witness.
(c) No measures of execution may be taken in respect of a
diplomatic agent except in the cases coming under heads (i),
(ii) and (iii) of sub-paragraph (a) of this pa agraph, and
provided that the measures concerned can be taken without
infringing the inviolability of his person or of his residence.
(d) The immunity of a diplomatic agent from the juris-
diction of St. Vincent does ut exempt him from thi.' jurisdiction
of the Uniited Kingdom.
10.--(a) The inununity fromi jurisdiction of diplomatic
agents and of persons enjoying inmimnity under paragraph 15
may be waived by the Government of the United Kingdom.
(b: The waiver must always be express.
(c) The initiation of proceedings, by a dipj nimatic agenl
or by a person enjoying immunity from juris iijet ion under
paragraph 15 shall preclude him from invoking immunity
from jurisdiction in respect of any counter-cUMi directly
connected with the principal claim.
(d) Waiver of immunity from jurisdiction in respect of
civil or administrative proceedings shall not be hlid to imply
waiver or immunity in re Pect of the execution of the juig-
ment, for which a separate waiver shall be necessary.
11.-(a) subject to the provisions of sub-paragraph (c) of
this paragraph a diplomatic agent shall with respect to ser-
vices rendered for the United Kingdom be exempt from social
security provisions which may be in force in St. Vincent.
(b) The exemption provided for in sub-paragraph (a) of
this paragraph shall also apply to private servants who are in
the sole employ of a diplomatic agent, on condition:
(i) that they are not periinm gently resident in St.
Vincent; and
(ii) that they are covered by the social security pro-
visions which may be in force in the United
Kingdom or another country.

(c) A diplomatic agent who employs persons to whom the
exemption p)i ,vided t, r in sub-paragraphi (b of this paragraph
does nlt apply shall observe tie obligations which the social
security provisions of St. Vincent impose upon employers.
(d) The exemption provided for in sub-paragraph (a)
and (b) of the's paragraph shall not preclude voluntary p'artici-
pation in the social security system of St. Vincent provided
that sncLh participation is permitted by the Government of
St. Vincent.
(e) The provision-s f tli .. pagaph shall not affect bi-
lateral or iiilateral agreements concerning sceiel security
concluded previously and ,hall noi prevent the conclusion of
such agreements in the future.
12. A diplomatic agent shall be exempt from all dues and
taxes, personal or real, Government, regional or municipal,
except:
(a) indirect taxes of a kind which are normally incor-
porated in the price of goods or services;
(b) dues and taxes on private immovable property
situated in St. Vincent, unless he holds it on behalf of the
Government of the ITnited Kingdom for the purpose of the
mission; "
(c) estate, succession or inheritance duties levied by the
Government of St. Vincent, subject to the provisions of sub-
paragraph (d) of paragraph 17;
(d) dues and taxes on private income having its source in
St. Vincent and capital taxes on investments made in commer-
cial undertakings in St. Vincent;
(e) charges levied for specific services rendered;
(f) registration, court or record fees, mortgage dues and
stamp duty, with respect to immovable property, subject to
the provisions of paragraph 2.
13. The Government of St. Vincent shall exempt diplo-
matic agents from all personal services, from all public service

of any kind whatsoever, and from military obligations such
as those connected with requisitioning, military contributions
and billeting.
14.-(a) The Government of St. Vincent shall, in accord-
ance with such laws and regulations as it may adopt, permit
entry of and grant exemption from all customs duties, taxes
and i lated charge s o; her than charges for storage, cartage and
similar services, oiln:
(i) articl-., for the official use of the mission;
(ii) articles for the personal use of a diplomatic
agent or members of his family forming part of
his household, including articles intended for his
establishment.
(b) The personal bggage of a diplomatic agent shall be
exempt from inspection, unless there are serious grounds for
presuming that it contains articles not covered by the exemp-
tions mentioned in sub-paragraph (a) of this paragraph, or
articles the import or export of u which is prohibited by the law
or controlled by the quarantine regulations of St. Vincent.
Such inspection shall be conducted only in the presence of the
diplomatic agent or of his authorised representative.
15.-(a) The Members of the family of a diplomatic agent
forming part of his household shall, if they are not perma-
nently resident in St. Vincent enjoy the immunities and pri-
vileges specified in paragraphs 7 to 14, and shall enjoy the
immunities and privileges specified in paragraph 6 whether
they are permanently resident in St. Vincent or not.
(b) Members of the Administrative and technical staff
of the mission, together with members of their families
forming part of their respective households, shall, if they are
not permanently resident in St. Vincent, enjoy the immunities
and privileges specified in paragraphs 7 to 13 except that the
immunity from civil and administrative jurisdiction of St.
Vincent specified in sub-paragraph (a) of paragraph 9 shall not
extend to acts performed outside the course of their duties.
They shall enjoy the privilegIes specified in Paragraph 6
whether they are permanently resident in St. Vincent or not.

They shall also enjoy the privileges specified in sub-paragraph
(a) of paragraph 14, in respect of articles imported at the
tune of first installation.
(c) Members of the service staff of the mission who are not
permanently resident in St. Vincent shall enjoy immunity in
respect of acts performed in the course of their duties, exemp-
tion from dues and taxes on the emoluments they receive by
reason of their employment and the exemptions contained in
paragraphs 6 and 11.
(d) Private servants of members of the mission shall, if
they are not permanently resident in St. Vincent, be exempt
from dues and taxes on the emoluments they receive of their
employment. In other respects, they may enjoy immunities
and privileges only to the extent admitted by the Government
of St. Vincent. However, the Government of St. Vincent must
exercise its jurisdiction over those persons in such a manner
as not to interfere unduly with the performance of the func-
tions of the mission.
16. (a) Except in so far as additional immunities and pri-
vileges may be granted by the Government of St. Vincent, a
diplomatic agent who is permanently resident in St. Vincent
shall enjoy only immunity from jurisdiction, and inviolability,
in respect of official acts performed in the exercise of his
functions.
(b) Other members of the staff of the mission and private
servants who are permanently resident in St. Vincent shall
enjoy immunities and privileges only to the extent admitted by
the Government of St. Vincent. However, the Government of
St. Vincent must exercise its jurisdiction over those persons
in such a manner as not to interfere unduly with the per-
formance of the functions of the mission.
17. (a) Every' person entitled to immunities and pri-
vileges shall enjoy them from the moment he enters St. Vincent
on proceeding to take up his post or, if already in St. Vincent,
from the moment when his appointment takes effect.
(b) When the functions of a person enjoying immunities
and privileges have come to an end, such immunities and pri-
vileges shall normally cease at the moment when he leaves

St. Vincent, or on expiry of a reasonable period in which to do
so, but shall subsist until that time, even in case of armed
conflict. However, with respect to acts performed by such a
person in the exercise of his functions as a member of the mis-
sion, immunity shall continue to subsist.
(c) In case of the death of a member of the mission, the
members of his family shall continue to enjoy the immunities
and privileges to which they are entitled until the expiry of
a reasonable period in which to leave St. Vincent.
(d) In the event of the death of a member of the mission,
not permanently resident in St. Vincent or a member of his
family forming part of his household, the Government of St.
Vincent shall permit the withdrawal of the moveable property
of the deceased, with the exception of any property acquired
in St. Vincent the export of which was prohibited at the time
of his death. Estate, succession and inheritance duties shall
not be levied on moveable property the presence of which in
St. Vincent was due solely to the presence there of the deceased
as a member of the mission or as a member of the family of a
member of the mission.

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the Legislative Council of
Saint Vincent and by the authority of the same as follows:-
1. This Ordinance may be cited as the Kingstown Board Short title.
(Amendment) Ordinance, 1967 and shall be read as one with
the Kingstown Board Ordinance (hereinafter referred to as Cap. 209.
the principal Ordinance) and all amendments thereto.
2. Section 36E of the principal Ordinance is hereby
repealed and the following substituted therefore: -

WHEREAS by section 7 of the Bank Holidays Ordinance, Cap. 161, it is
enacted that it shall be lawful for the Administrator in Council from time to
time, by Proclamation in the Gazette, to appoint a special day to be observed
as a Bank Holiday throughout the Colony:
AND WHEREAS it is meet that a day should be set apart at the close of
the Hurricane Season for General Thanksgiving for our preservation from
the elements and for other blessings vouchsafed to us to be duly observed
in all Churches, Chapels and other places of worship:
Now THEREFORE I do, in accordance with the advice of the Executive
Council, and pursuant to the authority in me vested by the said Ordinance,
hereby appoint Monday, the 13th day of November, 1967, to be observed as a
Bank Holiday throughout the Colony, so that it may be set apart for General
Thanksgiving as aforesaid.

1. Short title. This Order may be cited as the Magistrates (Places for
Sittings of Courts) Order, 1967.
2. Connell's Hall, Barrouallie appointed place for sittings of Court,
The premises of Selwyn Connell at Barronallie known as -Connell's Hall are
hereby appointed a place for the sitting of the Magistrate's Court in the
First Magisterial District.
3. Commencement. This Order shall come into effect on the 17th day
of October, 1967.
