POST OF EXECUTIVE SECRETARY---
REGIONAL DEVELOPMENT AGENCY
(Barbados and the West Indies
Associated States)
Applications are invited from suit-
ably qualified candidates for the post
of Executive Secretary, Regional De-
velopment Agency.
The salary of the post will be in the
vicinity of $10,200 per annum but the
actual amount to be paid will depend
upon the qualifications and experience
of the candidate selected. Quarters are
not provided but a house allowance of
$960 per annum will be payable.
The headquarters of the Regional
Development Acency will be located in
St. John's, Antigua, and free passages
for the person selected, his wife and
children up to a total of five persons
will be payable. The Agency will also
meet expenses in connection with the
transport of heavy baggage up to a
maximum of three tons.
The Executive Secretary will carry
out such duties as the Board of Direc-
tors may from time to time assign to
him including the supervision of the
S,,cretariat. The functions of the See-
ritariat will include-
(i) the performance of the admin-
istrative functions of the Re-
gional Development Agency;
(ni the carrying out of the tradi-
tional duties of a Secretariat,.
sM.h as the servicing of meet-
ings etc.;
(iii) the execution of the decisions
of the Board of Directors and
the Development Committee;
(iv) arranging for the provision of
such technical services as may
be required from time to time,
including the carrying out of
feasibility studies and market
research, and assistance in the
preparation of development
plans;
*'v) preparing applications for over-
se0as asuii tance in respect of
regional projects approved by
the Board of Directors;
,vi, muanking ali disbursements on,
behalf of the Agency, to keep
account; and to submit to the
Development Committee, an-
nual reports and accounts for
transmission to the Board of
Directors;
(vii) liaising with participating and
co-operating Governments, as
well as to co-operate with re-
gional and international organ-
isations and institutions.
Applications stating age, qualifica-
tions and experience should be sub-
mitted to reach the Executive Secretary,
West Indies (Associated States) Coun-
cil of Ministers, Castries, St. Lucia not
later than 9th October, 1967.

PROCEDURE:
(a) Questions:
Mr. Speaker drew members' attention to S.O. 19 para. (1) (e) and asked
Members to ensure that only one subject is referred to in any one question.
The Honourable E. T. Joshua asked Mr. Speaker if he would explain the
specific case to which he was referring; whereupon Mr. Speaker drew his atten-
tion to questions numbers 2 and 3 on the Order Paper.
(b) Private Members Business:
The Honourable E. T. Joshua rose on a point of Order and referred to
S.O. number 21, para. 2 Which provides for Private Members' business to have
precedence on the first day at the third meeting of any new Session. Mr.
Speaker informed the Honourable Member that the third meeting was held on
13th July.
ORAL ANSWERS To QUESTIONS:
1. Hon. E. T. Joshua (Central Windward) asked the Chief Minister and Min-
ister of Finance to state what was the net sum of money the Govern-
ment of St. Vincent received according to the Contract and agreement
as a result of cargo handling in the TransitfShed by Cargo Contractors
(St. Vincent) Limited from the commencement -of operations to July
15th 1967.

The Honourable Chief Minister & Minister of Finance replied:
The net sum of money received by the Government of St. Vincent as a
result of Cargo Handling in the Transit Shed on the Deep Water Wharf from
the commencement of operations on 7th September, 1964 to 15th July, is as
follows:-
Cargo Handling Excess Storage (warehouse rent)
$144,685.19 $10,416.73
The amount received by Government under Cargo Handling represents
approximately 27.06% of the total amount collected, the remainder 72.94% was
paid to Cargo Contractors (St. Vincent) Ltd.
The amount under Excess Storage represents 50% of the total collected.
The remaining 50% was paid to Cargo Contractors (St. Vincent) Ltd.
Members will be interested to know that apart from the operations in the
transit shed which amount to $144,6b5.19 which was paid to Cargo Contractors,
the Company also received $1.00 per ton for Cargo delivered directly from
ships under 180 tons. This sum amounted to $308,585.52.
Supplementary Question:
The Honourable Member for Central Windward asked:
What was the sum paid for labour on the wharf for the same period.
The Chief Minister replied: 1 will require the Honourable Member to
give notice of that question.
2. Hon. E. T. Joshua (Central Windward) asked the Chief Minister and
Minister of Finance whether it is the intention of the Government to
have Statehood for this territory as proposed by provisions made in
the 1967 estimates.
If the answer is in the affirmative, will Government seek an early
date to be in keeping with approved estimates.
If the answer is in the negative what plans have the Government
to bring this Territory in line with those of the Associated States in
the Eastern Caribbean that have marched on constitutionally.
The Chief Minister & Minister of Finance replied:
This Government is making every effort to attain Statehood at the earliest
convenient date.
As soon as the preliminary arrangements have been made and agreement
reached with the U.K. Government, an announcement will be made.
3. Hon. E. T. Joshu; (Central Windward) asked the Minister for Trade, Pro-
duction, Labour & Tourism:
(a) whether as Minister of Labour he is aware of the rife vic-
timization taking place throughout the Territory concerning the wage
earning population employed with Government, the quasi government
bodies as local boards and councils and on the big estates. If the
answer is in the negative will he investigate the island wide victimiza-
tion in the Public Works Department under the Ministry for Com-
munications and Works and the Land Settlement and Development
Board under his Ministry.
(b) whether he is aware that the minimum rates for wages fixed
in the Territory of St. Vincent have been abrogated by the estates and
in Government itself; and not paid for the hours of work completing
a day's work.
The Minister for Trade, Production, Labour & Tourism replied:
(a) The answer is in the negative and therefore investigations are in-
essential.
(b) The answer is in the negative.

The Honourable E. T. Joshua stated that his remarks were being misquoted
and taken out of context. Discussion ensued as to what was actually said by
the Honourable Member.
The Honourable Chief Minister persisted in his complaint, and was sup-
ported by the Honourable J. L. Eustace; whereupon the Honourable Chief
Minister moved that all Standing Orders be suspended to enable the House to
check the hansard.

19. The Honourable Member for Central Windward moved the following
motion standing in his name:
WHEREAS the Government Laud Settlement and Development Estates
were acquired by ordinance about the year 1945 by the then Government
of the day led by George A. MelIntosh for the development of Saint Vincent
and the people of the Leeward coast in particular.
AND WHEREAS the estates were purchased on a debenture stock system
supported by the Colonial Office until such time as they were redeemed by
the people of Saint Vincent by the working of the said estates.
AND WHEREAS over the past 22 years the name Land Settlement re-
mained a misnomer and the working of the estates were mainly conducted
in prejudice of the former intention towards the people.
AND WHEREAS it is understood that active steps are now being taken to
hand over the lands of the estates to Colonial Development Corporation at
this stage of this Territory's constitutional change to perpetuate colonialism
and to keep the people for whom development was intended currently in
colonial domination so that estate plantation rule be passed from one set
of colonial masters to another.
AND WHEREAS it was only within recent times that opportunity
afforded Government to amend the Ordinance so that the Minister of
Lands could be able to have a say in the final destiny in the said Land
Settlement Estates and to see that the people get some recompense for
a venture intended for St. Vincent and its development.
BE IT RESOLVED that Government dispose of parts of the Richmond
estates to the people of the area for development of crops enunciated in
the Throne Speech and Budget Speech reciting Government's policy and
because of the Agricultural Co-operative Bank to be set up adequate funds
would be at their disposal to assist the said people in earning a living and
to take part in the development of their own country.
BE IT STILL FURTHER RESOLVED that lands for a housing sel eme as was
intended over the years be established at Richmond to house the people of
the area.
It being 5 o'clock the motion stood deferred until such time as the Speaker

1. Short title. These Regulations may be cited as the Post Office
(Amendment No. 2) Regulations, 1967, and shall be read as one with the
Post Office Regulations, 1938 (hereinafter referred to as the principal Regu-
lations) and all amendments thereto.
2. Regulation 48 of principal Regulations revoked and replaced. Regu-
lation 48 of the principal Regulations is hereby revoked and replaced with
the following:-
"48. In addition to the postage, a fee of fifteen cents shall be
charged for the registration of any postal article.'
3. Regulation 67 of principal Regulations revoked and replaced. Regu-
lation 67 of the principal Regulations is her"by revoked and replaced with
the following :-
"67. On payment of a fee of fifteen cents, the sender of a registered
packet may arrange at th, office of posting, either at the time of posting
or subsequently, for an advice of its delivery to be sent to him. The fee
shall be paid by means of postage stamps affixed by the sender to the
form provided for the purpose."
4. Regulation 73 of principal Regulations revoked and replaced. Regu-
lation 73 of the principal Regulations is hereby revoked and replaced with
the following:-
"73. Inland Money Orders shall be issued and paid at the General
Post Office, and the District Post Offices at Barrouallie, Biabou, Calliaqua,
Chateaubelair, Clifton, Colonarie. Georgetown, Layou, Mesopotamia,
Port Elizabeth, Questelles and Troumaca."
5. Regulation 75 of principal Regulations revoked and replaced. Regu-
lation 75 of the principal Regulations is hereby revoked and replaced with
the following:-
"75. The Commission payable on Inland Money Orders shall be five
cents for each $4.80 or fractional part thereof."

6. Regulation 88 of principal Regulations revoked and replaced. Regu-
lation 88 of the principal Regulations is hereby revoked and replaced with
the following:-
"88. (1) The charges for private letter boxes shall be as follows,
payable in advance:-
From the 1st. day of January to the 31st day: of Deeember in any
year:-
(a) At the General Post Office, Kingstown:-
For a large box $15.00 per annum
For a medium box - $10.00 ,, ,,
For a smAll box $- 7.50 .
(b) At the Post Office, Georgetown:-
For a large box $10.00 per annum
For a small box $ 5.00 ,, .
(c) At the Post Office, Port Elizabeth:-
For a large box $10.00 per annum
For a small box $ 5.00 .
(2) A broken period of a year shall be reckoned as a full year ending
31st December, provided that for a broken period after 30th June, in any
year, half rate shall be payable in respect of that period ending 31st
December."
7. Regulation 95 of principal Regulations revoked and replaced. Regu-
lation 95 of the principal Regulations is hereby revoked and replaced with
the following:-
"95. A box-holder who loses his key may be issued with a duplicate
on payment of the sum of $2.50."
8. Regulation 98 of principal Regulations revoked and replaced. Regu-
lation 98 of the principal Regulations is hereby revoked and replaced with
the following:-
"98. The prepaid rate of postage on letters to the United Kingdom
and other parts of the Commonwealth generally, mandated territories
and Her Majesty's ships in Home or Foreign waters shall be six cents for
the first ounce, and three cents for each additional ounce or fraction
thereof; the rate to all other places shall be twelve cents for the first
ounce, and six cents for each additional ounce or fraction thereof."
9. Regulation 100 of principal Regulations revoked and replaced. Regu-
lation 100 of the principal Regulations is hereby revoked and replaced with
the following:-

"100. The prepaid rate of postage on every Post Card for a destina-
tion to which the six cents letter i'ate applies (as prescribed in regulation
98) shall be four cents and to all other destinations outside the Colony
shall be six cents."
10. Regulation 111 of principal Regulations revoked and replaced.
Regulation 111 of the principal Regulations is hereby .,yoked and replaced
with the following:-
"111. The rate of postage (which must be prepaid) on Printed
Papers and Commercial Papers shall be:-
(a) On Printed Paper-
five cents for the first two ounces or fraction of two ounces, and
three cents for each addition two ominces or fraction of two
ounces; except, that in the. case of newspapers only, the rale of
postage shall be three cents for every two ounces or fraction of
two ounces."
11. Regulation 149 of principal Regulations revoked and replaced.
Regulation 149 of the principal Reg ulations is hereby revoked and replaced
with the following:-
"149. Notice of the arrival of a parcel shall be s,,nt to the addressee
who must claim it at the Post Office and every parcel remaining unclaimed
at the Post Office for fourteen days after thie despatch of i.tification of
its arrival, shall be liable to a charge of ten cents per week or part of a
week in respect of such period of time in excess of the fourteen days after
the despatch of the notification.
Any parcel, the contents or value of which is discovered to have
been falsely declared, shall be liable to seizure and forfeiture. "
12. Regulation 150 of principal Regulations revoked and replaced.
Regulation 150 of the principal Regulations is hereby revoked and replaced
with the following:-
"150. Parcels received from other countries, except the United
States of America, which remain undelivered after 28 days (exclusive
of the day of arrival), and which do not bear a definite request for aban-
donment, shall be returned to the Country of origin."
13. Regulation 165 of principal Regulations revoked and replaced.
Regulation 165 of the principal Regulations is hereby revoked and replaced
with the following:-
"165. A delivery fee of fifteen cents, in addition to the amount of
the Trade Charge shall be paid by the addressee in respect of each parcel
and the amount of the Trade Charge when collected shall be remitted to
the sender without deduction."
14. Regulation 204 of principal Regulations revoked and replaced.
Regulation 2(4'of tie principal! R.eg.lations is hereby revoked and replaced
with the following:-
"204. The sums payable for insurance, including registration, shall
be as follows:-
Not exceeding- $48.00 . 20 cents
Exceeding $48.00 and not exceeding $96.00 .. 30 cents."
15. Regulation 211 of principal Regulations revoked and replaced.
Regulation 211 ol' the principal Regulations is hereby revoked and replaced
with the following:-
"211. Subject to the limitations specified in the British Postal
Guide, letters, post-cards (except the reply halves of reply-paid post-
cards) printed and commercial papers and samples may be registered
for transmission abroad upon payment of a fee of fifteen cents in addi-
tion to the postage."
]l6. Regulation 221 of principal Regulations revoked and replaced.
Regulation 221 of tlie principal Regulations i.s hereby revoked and replaced
with the following:-
"221. The sender of registered correspondence addressed to any
country in the Postal Union may obtain an advice of its delivery on ap-
plication at. the office of posting, either at the time of po-.ng or subse-
wiently. The foe of fifteen cents shall be paid on application by postage
stamps affixed by the sender to a form provided for the purpose."
17. Regulation 222 of principal Regulations revoked and replaced.
Regulation 2122 of the principal Regulations is hereby revoked and replaced
with the following:-
"222. Inquiry tis to the alleged loss or non-delivery of a registered
packet shall be accompanied by a fee of fifteen cents, and ;shall be made
upon the form used in applying for an advice of delivery."
18. Regulation 244 of principal Regulations revoked and replaced.
Regulation 244 of the principal Regulations is hereby revoked and replaced
with the following:-
"244. Reply coupons shall not be issued in this Colony. Reply
coupons issued by other Postal Administrations shall be exchangeable at
any Money Order Office in this Colony for stamps valued as follows:-
International Coupons .. 12 cents
Commonwealth Coupons .. 6 cents."
19. Regulation 247 of principal Regulations revoked and replaced.
Regulation 247 of the principal Regulations is hereby revoked and replaced
with the following:-
"247. Money Orders shall be issued and paid at the General Post
Office and at the District Post Offices at Barrouallie, Biabou, Calliaqua,
Chateaubelair, Clifton, Colonarie. Georgetown, Layou, Mesopotamia,
Port Elizabeth, Questelles and Trouniaca and such other offices to which
the system shall be from time to time extended."
20. Regulation 248 of principal Regulations revoked and replaced.
Regulation ,248 of the principal Regulations is hereby revoked and replaced
with the following:-
"248. The rate of commission on Money Orders drawn on all places
beyond the Colony with which Money Orders are exchanged (except
Canada, Newfoundland and the United States of America) shall be as
follows:-
For every $4.80 or part thereof .. 10 cents."
21. Regulation 249 of principal Regulations amended. Regulation 249
of the principal Regulations is hereby amended by deleting paragraph (i)
appearing therein and substituting therefore the following:-
"(i) Money Orders drawn on Canada, NewfoindIand or the United
States of Ameri,.,a shall be expressed in Canadian or United States
of America dollars and the amount of sterling money deposited by
the remitt. rs (of such Money Orders) shall be converted into
Canadian or United States of America dollars according to the
formula set out in Table C or such other table or formula as may
be pres ribed by the Administrator in Co mcil and published in
the Gazette- from time to time. The rate of commission on the
above-mentioned Money Orders shall be ten cents for every dollar
or part thereof."
22. Regulation 258 of principal Regulations revoked and replaced.
Regulation 258 of the principal Regulation:; is hereby- revoked and replaced
with the following:-
"258. The remitter of an Order may request to be furnished with
an Advice of Payment of such Order. lT; such case, (and provided such
Advices are granted by the country of payment) he shall apply at the
office of issue, either at the time of issue or subsequently, and pay a fee
of fifteen cents by means of postage stamps affixed to a form which shall
be supplied by the Post Office. The Advice of Payment shall be sent to
the remitter on its return from the paying office."
23. Revocation. The following Regulations are hereby revoked:-
(a) Post Office (Amendment No. 3) Regulations, 1941 (S.R. & 0. No. 130
of 1941) ;
(b) Post Office (Amendment No. 2) Regulations, 1951 (S.R. & 0. No. 33
of 1951) :
(c) Post Office (Amendment) Regulations, 1957, (S.R. & 0. No. 51 of
1957).

24. Commencement. These Regulations shall come into operation on
the 1st day of October, 1967, except that the provisions of these regulations
so far as they relate to Regulation 88(1)(a) shall not come into operation
until the 1st day of January, 1968.

Elections) Ordinance, 1966 (No. 25 of 1966) (hereinafter referred to as the
Ordinance), that an election of members of the Marriaqua Village Council
under the provisions of the Ordinance shall be held on a day, and at such time
and place, as the Administrator in Council may appoint by Proclamation pub-
lished in the Gazette:
AND WHEREAS it is expedient that, after due nomination of candidates
held according to law, if necessary, an election to elect members for the Marri-
aqua Village Council shall be held on Monday the 4th day of December, 1967
at the polling station situate in the Mesopotamia Police Station:
Now, THEREFORE, I, HYWEL GEORGE, the Officer for the time being adminis-
tering the Government of this Island of Saint Vincent, pursuant to the authority
vested in me by the Ordinance and by virtue of all other powers enabling me
