IN THE MATTER OF THE LAND ACQUISITION ORDINANCE, 1946.
(No. 22 of 1946).
PRELIMINARY NOTI TCATION.
(Under Section 4 o," the Ordinance)
(SECOND PUBLICATION)
WHEREAS it is enacted by Section 4 of the Land Acquisition Ordinance
(No. 22 of 1946) that if the Administrator-in-Council considers that any land
may be required for a public purpose and it is necessary to make a preliminary
survey or other investigation of the land, he may cause a notification to that
effect to be published in the Gazette:
AND WHEREAS the Administrator-in-Council considers that a portion of
land approximately half an acre in extent at Bequia in the Parish of The
Grenadines being the property said to belong to JAMES ROBERT JUTAGIR is likely
to be acquired for a public purpose, to wit, the erection of an Electric Power
Station;
AND WHEREAS it is necessary to make a preliminary survey of the said
portion of land;
Now THEREFORE, this is to require all persons interested to allow the
Authorised Officer (and his agents, assistants and workmen) :
(a) to enter upon and survey and take levels of any land in any locality to
which notification relates;
(b) to dig or bore into the sub-soil of such land;
(c) to do all other acts necessary to ascertain whether the land is adapted
to such purpose;
(d) to set out the boundaries of the land intended to be taken, and the
intended line of the work, if any, proposed to be done thereon;

(e) to mark levels and lines by placing marks and cutting trenches;
(f) where otherwise the survey cannot be completed, the levels taken or the
boundaries or line of work set out, to cut down and clear away any
standing crop, fence, tree or bush;
(g) to do all such other acts as may be incidental to, or necessary for, any
of the purposes aforesaid.

threatening or approaching the Island, the following warnings will be given:-

LAND ARRANGEMENTS.
1.-ANNUAL.
Non-Conmmissioned Officers in charge
o0 Police Stations throughout the
parishes outside of Kingstown are Hur-
ricane Relief Officers. They are to be
m constant touch with the Distaict
Committees and must render theia
useful service in hurricane condi-
tions. They are to keep a list of local
Justices of the Peace and of person;
who may suitably be enrolled as Special
Constables should the necessity arise.
II.-HURRICANE WARNINGS.
The Cable and Wireless Company Ltd.
gives priority to hurricane warnings, and
communicates them at once to the Sec-
retary, Central Hurricane Committee
who will then notify His Honour the
Administrator, the Chief of Police, the
Superintendent of Public Works, the
Superintendent of Agriculture and the
Port Officer.
On receipt of such a warning the
Secretary, Central Hurricane Committee
also informs all other Heads of Depart-
ments, and the Chief of Police immedi-
ately relays such warning to Non-Com-
missioned Officers in charge of Police
u-ations.
From the time a hurricane warning
is received, the Hurricane Relief Com-
mittees are to take charge generally of
the Districts. They will at once get in
touch with the Police in their Districts
and the i fliers mentioned in the follow-
ing paragraphs; they are to be ready to
organise relief work with the Medical
Department, to disseminate all informa-
tion; to make arrangements for food sup-
plies; to make arrangements for centres
for hl at aid for the injured, f.:r housing
and feeding the poor and for transport.
III.-ACTION TO BE TAKEN AFTER WARNING
ISSUED.
The Chief of Police will warn all Non-
Commissioned Officers in charge of Police
Stations, and they in turn warn inhabi-
tants, snips in the harbour &c.
All Departments will batten down and
secure loose stores.
The Superintendent of Public Works
will get in touch with Road Overseers
and they and the drivers and gangs will
be on the alert.

IV.-AFTER THE HURRICANE.
After the hurricane is over, the Re-
lief Committees will cecido on what
buildings can be used as first aid sta-
tions and for housing and feeding the
destitute.
Relief Committees will arrange in con
junction with District Medical Offlcer's
for transport of injured to first aid sta-
tions.
Relief Committees will arrange to
shelter the homeless and for their feed
ing
Relief Ccmmittees will issue food (i'
they have taken charge of local 7mpplies),
to first oa'id stations on demand by Dis-
trict Medical Officers.
V.-AcTION IN KINGSTOWN.

missioner will be in charge of food sup-

The District Officer. St. Vincent Gren-
.cdinn; and/or the individual Relief
oCommittees will take any necessary
actiono n in the islands in hurricane con-
ditions.
VII.-RETURNS.
The Financial Secretary, the Senior
Medical Officer, the Chief of Police
nnd the 'Superintendent of Public
Works will render a return annually to
Lie Admiristrator to the effect that their
preparation is with regard to hurricane
.i'rangements are up to date and in
order.

The following is a summary of the
instructions issued to the Committees.
1. In the event of a hurricane strik-
ing this Island the Chairman of each
District Committee will act at once with-
out further orders or instructions and
inaugurate such immediate relief work
as he considers the exigencies of the
situation demand, inclusive of a tempor-
ary hospital and first aid stations where
rural hospitals and dispensaries do not
already fill these purposes. He will im-
mediately summon his Committee, col-
lect the following information and
submit to head quarters as early as pos-
.sible:-
(a) Number of persons killed.
,, seriously wounded.
slightly wounded, requir-
ing medical attention.
(b) ,, of persons destitute.
(c) ,, of houses totally des-
troyed.
,, partially destroyed and
unfit for habitation.
(d) What food is required immediately.
(e) What clothes are required imme-
diately.
(f) What medical stores are required
immediately.
(g) Condition of Roads.
2. The District Committees will ar-
range, in consultation with the District
Medical Officer for the transportation of
the injured to first-aid stations; trans-
ferring the seriously wounded to Kings-
town for hospitalisation; detention of
the slightly wounded at first-aid stations
in the district; establishment of central
kitchens to cope with immediate de-
mands for relief food; rationing and
distribution of foodstuffs; housing and
clothing of distressed persons.
3. Should the roads be blocked so
that communication with the District
Chairman is not possible each member
of the Committee will act on his own
initiative and organise relief parties to
clear the roads and give first aid until
such time as he can communicate with
the Chairman.
In this event each member of a Com-
mittee will send a written statement to
the Central Committee as required In

as possible to the Chairman of his dis-
trict committee.
4. The first duty of a Committee is
to see that roads are cleared at once
so that communication can be estab-
lished.

POST OF EXECUTIVE SECRETARY--
REGIONAL DEVELOPMENT AGENCY
(Barbados and the West Indies
Associated States)
Applications are invited from suit-
ably qualified candidates for the post
of Executive Secretary, Regional De-
v.lopmient Agency.
The salary of the post will be in the
vicinity of $10,200 per annum but the
actual amount to be paid will depend
upon the qualifications and experience
of the candidate selected. Quarters are
not provided but a house allowance of
$960 per annum will be payable.
The headquarters of the Regional
Development Agency will be located in
326 SAINT VINCENT, TUESDAY, 5 SEPTEMBER, 1967.-(No. 55).
St. John's, Antigua, and free passages
for the person selected, his wife and
children up to a total of five persons
will be payable. The Agency will also
meet expenses in connection with the
transport of heavy baggage up to a
maximum of three tons.
The Executive Secretary will carry
out such duties as the Board of Direc-
tors may from time to time assign to
him including the supervision of the
Secretariat. The functions of the Sec-
retariat will include-
(i) the performance of the admin-
istrative functions of the Re-
gional Development Agency;
(ii) the carrying out of the tradi-
tional duties of a Secretariat,
such as the servicing of meet-
ings etc.;
(iii) the execution of the decisions
of the Board of Directors and
the Development Committee;
(iv) arranging for the provision of
such technical services as may
be required from time to time,
including the carrying out of
feasibility studies and market
research, and assistance in the
preparation of development
plans ;
(v) preparing applications for over-
seas assistance in respect of
regional projects approved by
the Board of Directors;
(vi) making all disbursements on
behalf of the Agency, to keep
accounts and to submit to the
Development Committee, an-
nual reports and accounts for
transmission to the Board of
Directors;
(vii) liaising with participating and
co-operating Governments, as
well as to co-operate with re-
gional and international organ-
isations and institutions.
Applications stating age, qualifica-
tions and experience should be sub-
mitted to reach the Executive Secretary,
West Indies (Associated States) Coun-
cil of Ministers, Castries, St. Lucia not
later than 25th September 1967.
Applications should be accompanied
by at least two testimonials. Applica-

lating to the Regional Development

PENSIONS INCREASE.
With the agreement of the Secretary
of State for ('ommonwialth Affairs, the
Government of St. Vincent has ap-
proved the payment of revised rates
of Pension Increase to those pension-
ers who retired before 1st January,
1965, that is to say the date from
which the recommendations of the
(ardner Brown Salaries Revision Com-
mission for Civil Servants were imple-
mented.
The revised rates are payable only
in the case of pensioners who have at-
tained the age of 55 years, and will take
effect from 1st January, 1967. Details
of the approved rates are as follows:-
(a) In the case of pensioners who
retired prior to 1st April 1960
and whose pensions are based on
salaries payable before 1st April
1960, an increase of 20% on the
adjusted rate of pension.
(b) In the case of pensioners who
retired prior to 1st January 1965,
and whose pensions are based on
salaries payable before 1st Jan-
uary 1965, an increase of 10%
on the adjusted rate of pension.
In addition a special old age increase
will be paid to all pensioners who have
attained the age 70, averaging between
$3.00 and $8.00 per month, according as
to whether the pensioner retired prior
to 1st April 1960 or 1st January, 1965.
There are also some pensioners who
retired between 1952 and 1955 who did
not receive any benefit from the last
increase awarded in 1963. In all these
cases an increase of 20% on their ad-
justed rate of pension will be paid with
effect from 1st January 1963.
The adjusted rate means the basic
rate of pension plus all increases in pay-
ment rounded up to the nearest dollar.
Arrangements are being made for the
payment of the arrears of pension in-
creases to all pensioners resident in St.
Vincent and who satisfy the conditions
set out at paragraph 2 above on or after
the 4th September, 1967. Payment to
pensioners resident outside St. Vincent
will be arranged through the usual
channels as soon as possible.

1. Short title. This Order may be cited as the Water (Catchment Area
Reserve) Order, 1967.
2. Declaration. The parcel of land described in the schedule hereto is
hereby declared to be a Water-Supply Catchment Area Reserve.
SCHEDULE
The parcel of land containing by admeasurement 361 acres, commencing
at Petit Bonhomme (198 Vs) thence South Westward along the Crown
Boundary in a straight line to 457 T thence along the said Crown Boundary
as shown on Plan C 249 prepared by N. Neblett Land Surveyor and lodged
in the Surveys Office and to a hardwood stake on the left bank of the Teviot
River thence Southward along this river to its junction with a tributary
thence Westward on a bearing of 2600 to the centre of the ridge which forms
the watershed between Majorca and Montreal thence Northward and North
Westward along the centre of this ridge to Grand Bonhomme (18 Vs) thence
North Eastward and South Eastward along the ridge which is the watershed
between Montreal and the Colonarie River and to the point of commencement.
