CATO was charged with the due adnministrauon of the departments or subjects
particularly enumerated therein according to law and the usages of the Con-
stitution and subject to any variations which might thereafter be made to the
said directions or until the said (Iirections as the same might be varied from
time to time should be revoked:
AND WHEREAS the said ROBERT MILTON CATO is, by reason of his absence
from the Colony on duty, temporarily unable to administer the departments
or subjects with the administration of which he has been charged as aforesaid:
Now THEREFORE by virtue of the power and authority vested in me by
sub-section (1) of section 15 of the Saint Vincent (Constitution) Order in
Council, 1959, and acting in acordance with the advice of the Chief Minister,
I hereby charge you SAMUEL ERIC SLATER, subject to such directions as you
may have received or may heretofore receive from me acting in accordance with
the advice of the Chief Minister, as from the 27th day of August, 1967, with the
due administration of the departments or subjects particularly enumerated
hereunder according to law and the usages of the Constitution and until the
resumption of duty by the said ROBERT MILTON CATO, or until these directions.

IN THE MATTER OF THE LAND ACQUISITION ORDINANCE, 1946.
(No. 22 of 1946).
PRELIMINARY NOTIFICATION.
(Under Section 4 of the Ordinance)
(FIRST PUBLICATION)
WHEREAS it is enacted by Section 4 of the Land Acquisition Ordinance
(No. 22 of 1946) that if the Administrator-in-Council considers that any land
may be required for a public purpose and it is necessary to make a preliminary
survey or other investigation of the land, he may cause a notification to that
effect to be published in the Gazette:
AND WHEREAS the Administrator-in-Council considers that a portion of
land approximately half an acre in extent at Bequia in the Parish of The
Grenadines being the property said to belong to JAMES ROBERT JUTAGIR is likely
to be acquired for a public purpose, to wit, the erection of an Electric Power
Station;
AND WHEREAS it is necessary to make a preliminary survey of the said
portion of land;
Now THEREFORE, this is to require all persons interested to allow the
Authorised Officer (and his agents, assistants and workmen) :
(a) to enter upon and survey and take levels of any land in any locality to
which notification relates;
(b) to dig or bore into the sub-soil of such land;
(c) to do all other acts necessary to ascertain whether the land is adapted
to such purpose;
(d) to set out the boundaries of the land intended to be taken, and the
intended line of the work, if any, proposed to be done thereon;
(e) to mark levels and lines by placing marks and cutting trenches;
(f) where otherwise the survey cannot be completed, the levels taken or the
boundaries or line of work set out, to cut down and clear away any
standing crop, fence, tree or bush;
(g) to do all such other acts as may be incidental to, or necessary for, any
of the purposes aforesaid.

OTHER NOTICES.
PENSIONS INCREASE.
With tlhe agreement of the Secretary
of State fr Coniionwealth Affairs, the
Government of St. Vincent has ap-
proved the payment of revised rates
of Pension Increase to those pension-
ers who retired before 1st January,
1965, that is to say the date from
which the recommendations of the
Gardner Brown Salaries Revision Com-
mission for Civil Servants were imple-
mented.
The revised rates are payable only
in the case of pensioners who have at-
tained the age of 55 years, and will take
effect i'rnm 1st January, 1967. Details
of the approved rates are as follows:-
(a) In the case oK pensioners who
retired prior to 1st April 1960
and whose pensions are based on0
-alaries payable before 1st April
19)60, an increase of 20% on the
adjusted rate of pension.
(b) In the case of pensioners who
retired prior to 1st January 1965,
and whose pensions are based on
salaries payable before 1st Jan-
uary 1965, an increase of 10%
on tile adjusted rate of pension.
In addition a special old age increase
will be paid to all pensioners who have
attained the ae 70, averaging between
, 11 and i$ .(, per m tonth, according as
to whether the pensioner retired prior
to Ist April 1960 or 1st January, 1965.
There are also some pensioners who
retired between 1952 and 1955 who did
not receive any benefit from the last
increase awarded in 1963. In all these
cases an increase of 20% on their ad-
justed rate of pension will be paid with
effect from 1st January 1963.
The adjusted rate means the basis
rate of pension plus all increases in pay-
nent rounded up to the nearest dollar.
Arrange,:ents are being made for the
payment of the arrears of pension in-
creases to all pensioners resident in St.
Vincent and who satisfy the conditions
set out at paragraph 2 above on or after
the 4th September, 1967. Payment to
pensioners resident outside St. Vincent
will be arranged through the usual
channels as soon as possible.

safety of the commufi ty in cases of hurricane earthquakes,
fires, floods or any na ral disaster. /

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the Legislative Council of
Saint Vincent and by the authority of the same as follows:-
1. This Ordinance may be cited as the Emergency Powers Short title.
(Hurricane, Earthquake, Fire, Flood or any natural disaster)
Ordinance.
2. It shall be lawful for the Administrator in Council
after the occurrence in this Island of any hurricane, earth-
quake, fire, flood or any natural disaster to declare by procla-
mation in the Gazette that a state of emergency exists.
(2) No such proclamation shall be in force for more than
one month, without prejudice to the issue of another procla-
mation at or before the end of that period.

(3) Where a proclamation of emergency has been made,
the occasion thereof shall forthwith be communicated to the
Legislative Council, and, if the Legislature is then separated
by such adjournment or prorogation as will not expire within
five days, a proclamation shall be issued for the meeting of the
Legislature within five days and the Legislature shall accord-
ingly meet and sit upon the day appointed by that proclamation,
and shall continue to sit and act in like manner as if it had
stood adjourned or prorogued to the same day.
(4) Where a proclamation of emergency has been made,
and it is impossible to communicate the occasion thereof to the
Legislative Council owing to the dissolution or the expiring of
the term of the Legislative Council and members of a new
Legislative Council have not yet been elected, a proclamation
shall nevertheless be issued for the meeting of the Legislature
within five days, and thereupon notwithstanding the provisions
of any Act or Ordinance to the contrary, the members of the
late Legislative Council shall assemble and the Legislative
Council shall stand revived and shall sit as the competent body
of the Legislature but only for the purpose of considering such
proclamation of emergency and the Legislature shall accord-
ingly meet and sit upon the day appointed by that proclamation.
3. (1) Where a. proclamation of emergency has been
made and so long as the proclamation is in force, it shall be
lawful for the Administrator in Council to make orders
securing the essentials of life to the Community and for the
preservation of the health, welfare and safety of the public.
(2) Orders made under this section may without prejudice
to the generality of the power conferred by subsection (1) of
this section, provide-
(a) for the requisitioning of all forms of transport;
(b) for requisitioning and regulating the supply and
distribution of food, clothing, water, fuel, light and
other necessities of life and for fixing maximum
wholesale and retail prices in respect thereof;
(e) for the requisitioning of private lands, buildings and
premises;
(d) for conferring on any person the right of entry on or
passage through or over any private lands, buildings
or premises;

(e) for the demolition of any building or other structure
deemed to be dangerous;
(f) for the disposal of the dead and for dispensing with
inquiries under the Coroners Ordinance, and from the
provisions of the Registration of Births and Deaths
Ordinance;
(g) for the payment of compensation in respect of any-
thing done under any order made under this Ordin-
ance.
(3) Any order so made shall be laid before the Legislative
Council as soon as may be after they are made, and shall not
continue in force after the expiration of seven days from the
time when they are so, laid unless a resolution is passed by the
Legislative Council providing for the continuance thereof.
(4) The orders may provide' for the trial by Courts of
summary jurisdiction, of persons guilty of offences against
the orders; so, however, that the maximum penalty which may
be inflicted for any offence against any such order shall be
imprisonment with or without hard labour for a term of three
months, or a fine not exceeding four hundred and eighty
dollars, or both such imprisonment and fine, together with the
forfeiture of any goods or money in respect of which the
offence has been committed: Provided that no such orders
shall alter any existing procedure in criminal cases, or confer
any right to punish by fine or imprisonment without trial.
(5) The orders so made shall have effect as if enacted in
this Ordinance.
(6) The expiry or cancellation of any orders so made shall
not be deemed to have affected the previous operation thereof,
or the validity of any action taken thereunder, or any penalty
or punishment incurred in respect of any contravention or
failure to comply therewith, or any proceeding or remedy in
respect of any such punishment or penalty.
4. No action shall be brought against any person for Exercise of

Hospital (Substitution of Title) Ordinance, 1967.
2. In this Ordinance-
"existing Statute" means a Statute in force before the
date of commencement of this Ordinance.
3. As from the date of commencement of this Ordinance
the Government hospital situate in Kingstown and known as
the "Colonial Hospital" shall be named the "Kingstown Gen-
eral Hospital".
4. Where in any existing Statute reference is made to the
"Colonial Hospital" there shall be substituted therefore refer-
ence to the "Kingstown General Hospital".

is on leave of absence pending relinquishment
of his office, it shall be lawful for another per-
son to be appointed substantively to the same

2. Notwithstanding the provisions of any law to the con-
trary relating to the grant of gratuities and pensions-
(a) the payment to Meta de Coteau, a former Certificated
Assistant Teacher, of a gratuity of Two thousand two
hundred and sixty-seven dollars and eighty-eight cents
from the general revenue of the Colony shall be deemed
to have been a lawful and valid payment; and

1. This Ordinance may be cited as the Telephones Short title.
(Interim) Ordinance, 1967, and shall be read as one with the Cap. 146.
Telephones Ordinance, (hereinafter referred to as the principal
Ordinance) and all amendments thereto.
2. In this Ordinance the expression- Interpretation.
"the Company" means Cable and Wireless (West
Indies) Limited and includes any person duly
authorised to do any act on its behalf.
