MINISTRY FOR TRADE & PRODUCTION
Lands and S,,,,', Department, Gov-
ernment of St. Vincent
Applications are invited for the ap-
pointment to two vacant posts of Sur-
veyor, Lands and Surveys Department,
St. Vincent, West Indies.
Surveyors, preferably not over forty
(40) years of age are required to under-
take surveying for cadastral purposes,
also surveying of a topographical and
engineering nature. Qualifications are
either Intermediate R..I.C.S. (Land Sur-
veying) or exemption therefrom; or a
licence to practice as a Surveyor in
Trinidad, Jamaica, Guyana, The Wind-
ward or Leeward Islands.
Salary according to qualifications and
experience in the scale:-
(a) $4,884 X $180-$5,064 X $240
-$6,240/$6,480 X $240-$7,440
(b) To pass the bar in the scale ap-
plicants must have the A.R.I.C..S.
Appointment: On Contract for one
tour of three years, the other to the
permanent pensionable establishment.

Motor Vehicle & Road Traffic Ordin-

IMPORTATION OF GOODS REGULATIONS.
(Gazetted 22nd August, 1967).
1. Short title. These Regulations may be cited as the Importation of
Goods Regulations, -1967.
2. Prohibition. No goods listed in the Schedule hereto may be imported
into the Colony except under the authority of a licence granted on that behalf
by the Controller of Supplies.
3. Commencement. These Regulations shall come into operation on a
date to be appointed by the Administrator in Council by Proclamation pub-
lished in the Gazette.

SUPPLIES (CONTROL) (PRICES) REGULATIONS.
(Gazetted 22nd August, 1967).
1. Short title. These Regulations may be cited as the Supplies (Control'
(Prices) Regulations, 1967.
2. Interpretation. In these Regulations--
AREA "A" means the town of Kingstown and within one mile thereof.
AREA "B" means all other places throughout the Colony.
3. Maximum prices. From and after the coming into force of these
Regulations the prices set out in the Schedule to these Regulations shall be the
maximum selling prices at which the articles described in the said Schedule
may be sold in the area mentioned in the said Schedule.

IMPORT (FRESH FISH, EGGS AND CHICKEN CARCASSES)
REGULATIONS.
(Gazetted 22nd August, 1967).
1. Short title. These Regulations may be cited as the Import (Fresh
Fish, Eggs aild Chicken Carcasses) Regulations, 1967.
2. Prohibition. No fresh fish, chicken eggs, or the whole carcass or
parts of any chicken shall be imported into the Colony except under the
authority of a licence granted on that behalf by the Controller of Supplies.
3. Revocation. The Import (Fresh Fish, Eggs and Chicken Carcasses)
Regulations, 1965 (S.R. & 0. No. 19 cJ 1965) is hereby revoked.

SUPPLIES (CONTROL) (KEROSENE PRICES) REGULATIONS.
(Gazetted 22nd August, 1967).
1. Short title. These Regulations may be cited as the Supplies (Con-
trol) (Kerosene Prices) Regulations, 1967.
2. Interpretation. In these Regulations- ,,

4. Offences and Penalties. (1)Any person ho s s offers or
attempts or agrees to sell or offer the article describe i Schedule to
these Regulations at a price higher than the maximum price permitted by
these Regulations shall be guilty of an offence and shall be liable on sum-
mary conviction to a fine not exceeding $100.00 or on a second or subsequent
conviction to a fine not exceeding $250.00.
(2) For the purposes of this regulation a person shall be deemed to sell
or offer or attempt or agree to sell as the case may be whether or not such
sale or offer or attempt or agreement to sell be effected by him personally or
through an agent or employee.

2. Hon. R... F. Marksman (West St. George) asked the Minister for Com-
munications and Works whether it is now the policy of the Government to
exclude from the monthly maintenance of roads 'the districts of St. George
West, Central and North Windward.
The Minister for Communications and Works replied:
The answer is in the negative. An equitable policy of making monthly
allocations for road maintenance has now been instituted and allocations
for St. George West, Central Windward and North Windward have been
made for the months of June and July of the current year..
3. Hon. R. F. Marksman (West St. George) asked the Minister for Com-
munications and Works whether road construction and repairs to roads
which began in the agricultural district of St.. George West, Central
Windward and North Windward are now abandoned under the present
Government; and if the answer is in the affirmative will he please state
the agricultural areas in which roads are now being constructed and
repaired under the Road Programme.
The Minister for Communications and Works replied:
The answer is in the negative,
4. Hon. R. F. Marksman (West St. George) asked the Minister f6r Com-
munications and Works whether the policy of the Public Works Depart-
ment is now to dismiss all workers who did not support or subscribe to the
policies of the Labour Party and the polities thereof; and could he account
for the abnormally large numbers of workers who are being laid off or
dismissed from the P.W.D..?
The Minister for Communications and Works replied:
The answer is in the negative. The present Government is aware that, for
the past years, many unemployed workers have experienced great difficulty
in obtaining employment with the Public Works Department. The present
policy therefore is that as many unemployed persons as possible should be
given employment, and to effett this, it is proposed to introduce a system
whereby workers are rotated.
I am not aware that abnormally large numbers of workers are being laid
off or .dismissed.
5. Hon. E. T. Joshua (Central Windward) to ask the Minister for Com-
munications and Works to furnish a statement of all sums expended for
the maintenance and repairs of roads between the years 1965 1966 in
respect of the area known as East St. George; and to state how many
miles of road were oiled in the said area during the period 1st January,
1965 to 31st December, 1966..
The Minister for Communications and Works replied:
The information sought is as follows:-

6. Hon.. E. T. Joshua (Central Windward) asked the Minister for Com-
munications and Works whether it is now the policy of the present Gov-
ernment to discontinue the long standing practice of payment of a gratuity
and/or pension to workers or people in the public service, to wit: the Pub-
lic Works Department, who have done long and meritorious service to the
Department and to the Government of St. Vincent.
The Minister for Communications and Works replied:
The answer is in the negative. This Government will ensure that ex gratia
payments are made to all workers who qualify for such payments,
SUPPLEMENTARY QUESTION:
The Honourable Member for Central Windward asked:
Could the Minister account for the fact that workers of over 26 years'
service are being laid off at the Public Works Department.
The Minister replied: I am not aware that workers of over 26 years'
service are being' laid off at the Public Works Department.
7. Hon. E. T. Joshua (Central Windward) asked the Minister for Trade,
Production, Labour and Tourism what is the present policy of Government
towards the Land Settlement Estates, and whether it is correct that the
lands are now to be handed over to a new colonial Power (C.D.C.) and
that certain members of the Land Settlement Board have privately joined
in a company or private partnership.
The Minister for Trade, Production, Labour and Tourism replied:
Government's policy is to promote the maximum efficient use of land in
the best interests of the people of Saint Vincent. Regarding the Land
Settlement estates, a new Board has been appointed and this will be
announced shortly.
STATEMENT BY MINISTER:
The Minister for Trade, Production, Labour and Tourism read the follow-
ing written Statement:
The following statement is made by the Caribbean Commonwealth coun-
tries.. The British Government has, of course, been consulted in regard to
expressions of view attributed 1o it.
As is known, the U.K. has applied for membership in the European Com-
mon Market. If the United Kingdom joins the Common Market this will have
far-reaching implications for the Commonwealth Caribbean in view of their
close trade and other ties with Britain.. At the invitation of the British Gov--
ernment these implications were discussed in London with Ministers of Com-
monwealth Caribbean countries.
2. The countries of the Commonwealth Caribbean have limited resources
and depend heavily on the U.K. market for their small range of export pro-
ducts. It was therefore impressed on Britain that prior to Britain's entry
into the Common Market adequate provisions should be made for taking care
of our products, either in Britain or in the enlarged Community.
3. The expression taking care of our products has been used because it
must be recognized that a number of these which are vital to our economy are
non-competitive on the world market. This fact is neither due to inefficiency
nor lack of effort, but to topography and limited land areas facts over
which we have no control but which deny us the benefits of economies of scale.
4. The particular products to which reference is made are sugar, bananas
and citrus.. Over the years Britain has made special provision for the market-
ing of these products in the U.K. It has not however been a one-sided arrange-
ment as our trade figures with Britain are able to show.
5. The entry of a metropolitan country into the E.E.C. means the end of
previous preferential tariffs, subject only to such transitional arrangements
which the metropolitan country is able to arrange with other members of the
Community. Recognising the need for an alternative, particularly in the case
of developing countries with special relations with that metropolitan country,
provision was made by the E.E.C. for the system- of association with the Com-
munity.
6. The main problem of the whole Commonwealth Caribbean is, however,
that in the case of sugar, bananas and possibly citrus, association by itself
would not ensure adequate protection. In view of the vital nature of these
export products within our economies and their deep social implications, for
indeed they are by far the largest providers of employment, our first task was
to see how they could be taken care of to provide at least, no less return than
they are now doing.
7. Detailed discussions took place on a product-by-product basis with
particular reference to those products which are traded under special arrange-
ment. The British Government acknowledged that the Caribbean Common-
wealth represents a very real and particular case and that although the precise
form which our future protection would take could not at this stage be deter-
mined, it could be assured that Britain would do everything in its power to
safeguard our essential interests, recognizing fully the peculiar needs of the
Commonwealth Caribbean.. The British Government further promised to re-
main in close consultation with us in the course of their negotiations.
8. The Commonwealth Caribbean asked for assurances that access to the
London capital market would not be impaired and that the flow of aid would
not be impaired and that the flow of aid would not be diminished as a result
of British entry into the E.E.C- Britain agreed that the level of aid would not
be diminished because of Britain's entry into the E.E.C.. The assurance was
given that the E.E.C's policy on capital movements was liberal and that
Britain's expectation was that in an enlarged E.E.C., sterling area countries
would keep that right of access to the British capital market on the same terms
as other members of the E.E.C..
9. As regards migration, we have strongly urged the importance in
Britain's negotiations with the Common Market of ensuring that our citizens
will be enabled to continue entering Britain for employment at least to the
extent that is now possible. We have been assured that this is fully recognized.

8.. The Honourable Chief Minister rose in his place and informed Mr.
Speaker and the Council that as Government has certain pressing matters to
consider within the next 48 hours he proposed to ask that the resolution listed
as order number 8 be postponed until the next meeting. He then formally
moved that the resolution be accordingly postponed.

The following resolution standing in the name of the member for Central
Windward was accordingly postponed:
The Honourable Member for Central Windward to move:
WHEREAS the Government Land Settlement and Development Estates
were acquired by ordinance about the year 1945 by the then Government
of the day led by George A. McIntosh for the development of Saint Vincent
and the people of the Leeward coast in particular..
AND WHEREAS the estates were purchased on a debenture stock system
supported by the Colonial Office until such time as they were redeemed by
the people of Saint Vincent by the working of the said estates.
AND WHEREAS over the past 22 years the name Land Settlement re-
mained a misnomer and the working of the estates were mainly conducted
in prejudice of the former intention towards the people.
AND WVHEREAS it is understood that active steps are now being taken
to hand over the lands of the estates to Colonial Development Corporation
at this stage of this Territory's constitutional change to perpetuate colonial-
ism and to keep the people for whom development was intended currently
in colonial domination so that estate plantation rule be passed from one
set of colonial masters to another.
AND WHEREAS it was only within recent times that opportunity afford-
ed Government to amend the Ordinance so that the Minister of Lands could
be able to have a say in the final destiny in the said Land Settlement
Estates and to see that the people get some recompense for a venture in-
tended for St. Vincent and its development.
BE IT RESOLVED that Government dispose of parts of the Richmond
estates to the people of the area for development of crops enunciated in
the Throne Speech and Budget Speech reciting Government's policy and
because of' the Agricultural Co-operative Bank to be set up adequate funds
would be at their disposal to assist the said people in earning a living and
to take part in the development of their own country.
BE IT STILL FURTHER RESOLVED that lands for a housing scheme as
wa's intended over the years be established at Richmond to house the people
of the area.
