THE WAGES COUNCILS ORDINANCE, 1953 (No. 1)
The attention of all employers of workers covered by Wages Regulation
Orders made under the authority of the above mentioned Ordinance is invited
to Section 3 of Statutory Rules and Orders, 1953, No. 55 which reads thus:
"3. Notice to be given to Workers.
(1) The employer of any wor,'krrs 1:i, 'ho an wages regulation pro-
posals or wages regulation ordrr applies shall keep posted up in a
conspicuous position in the work place' of such workers a copy of such
Wages Council proposals or Wages Council Order.
(2) Where a wages regulation order has been made providing for the
grant of holiday remuneration the employer shall in addition to post-
ing up of notice in accordance with the proceeding paragraph inform
the worker when holidays are so due of his right to such holidays."
2. Wages Regulation Orders in force apply to Agricultural Workers,
Industrial Workers, Shop Assistants, Domestic Servants and Port Workers.

2. Salary: The salary of the post is
in the scale of $3,804 X 180-$5,064 X
24t)--$6,084. The point of entry in the
scale will depend upon the Officer's
qualifications and experience.
3. Duties: To carry out such func-
tions and duties as are normally as-
signed to Masters at Secondary Gram-
mar Schools, and in particular to teach
the subjects of the posts they are ap-
pointed at any level required in the
li:hool (age range of pupils 11-19
years) which annually presents candi-
dates for the Ordinary and Advanced
levels of the Cambridge General Certifi-
cate of Education; to take some part in
out-of-school activities, including games
and to perform such other duties as may
1e assigned by the Headmaster or other
duly authorised officer.
4. Qualification: An Honours degree
from a university within the British
Commonwealth, in the particular sub-
ject of the posts to which appointment
is to be made; but consideration will
be given to the applicant with General
Degrees which include two or more of
tLe subjects in paragraph I above. In
every case a Diploma in Education and
teaching experience in secondary schools
will be an advantage. So too will be an
interest in. and ab litv to assist with the
school's Scout Troop and/or Dramatic
Production.

EDUCATION NOTICE
The Department of Education and the
St. Vincent Secondary School Teachers'
Association propose to run a one week
course from 13th August, 1967 for Sec-
ondary School Teachers and for those
persons who intend to enter the teach-
ing profession in September, 1967 direct
from Secondary Schools.
2. The course will include lectures
and discussions on Education Psychol-
ogy and the teaching of the various
subjects of the school curriculum.
3. Dr. Shah and Mr. Maynard of
the Institute of Education, University
of the West Indies, will assist local
counterparts, and will be responsible for
taking all the sessions on the teaching of
Mathematics and English respectively.

are requested to bring this notice to the
attention of all members of Staff, and
all intending teachers in their fifth and
sixth forms, and to encourage them to
make full use of this form of inservice
training.

THE OWNERS OF PUBLIC
SERVICE VEHICLES, GOODS
VEHICLES AND TRAILERS
(IH., HI.T., & T. PLATES.)
The attention of persons who own
tile types of vehicles mentioned above is
drawn to the provisions contained in
Regulaton 20 and 21 and all amend-
ients thereto of the Motcr Vehicle &
Road Traffie Regulations 1959, whereby
no licenee may be issued or renewed for
such vehicles unless the Inspector cer-
tifies that tile vehicle complies with all
the provisions of the Ordinance and of
these regulations.
The inspector of Motor Vehicles will
be available at Police Headquarters
daily from 9.00 a.m. to 3.00 p.m. except
on Sundays and Public Holidays, to
ensure that all the abovementioned
classes of vehicles are inspected and
are roadworthy before July, 31st 1967.
Regulati n 20 (6) requires that these
vehicles are examined twice annually,
that is before 30th day of June and 31st
day of December, in each year.

sented for inspection or if presented
have not passed the examination by
31st July, 1967. will be taken off the
road.

The Minister for Trade, Production, Labour and Tourism laid the following

ORAL ANSWER TO QUESTION
The Honourable J. F. Mitchell (Grenadines) asked the Attorney General
to explain the delay in the legal department which is holding up the signing
/
of the contract between St. Vincent Electricity Services and the Government
for the electricity supply to Bequia.
The Attorney General replied: There is no delay in the Legal Department
which is holding up the signing of the contract referred to. The Legal Depart-
ment have already completed their perusal of the draft agreements relating
to the proposed service.
Supplementary Questions:
Hon. J. F. Mitchell (Grenadines) asked the Attorney General to state at
what time the delay which existed at the last sitting of the Legislative Council
was completed.
The Hon. W. F. Cenac (Attorney General) replied: I do not think it
proper for me to dwell upon the answer by another honourable member on
a previous occasion. I am merely concerned with the question as put to my
department and I have answered the question.
The Honourable Member is no doubt aware that to peruse a document
requires going through it with a fine tooth comb, and that takes time. I am
sure the member will be satisfied to learn that we have done that part of the
job and that the matter is, so to speak, proceeding through its usual course.
Hon. J. F. Mitchell asked the Attorney General to give the assurance that
the Legal Department has settled the question raised here previously.
Hon. W. F. Cenac (Attorney General) replied: I assure the Honourable
Member that as far as the Legal Department is concerned we are finished in
relation to these agreements. We have given our opinion, we have perused them,
and our part is finished.
PRIVILEGE OF A MEMBER
The Honourable J. F. Mitchell (Grenadines) asked Mr. Speaker if he would
give instructions to the Ministry concerned to arrange for the installation of
a telephone at his home. IHe pointed out that this is a privilege to which he
is entitled as a member of the House and that no action was being taken to
accord him the privilege in question.

2. The IIonourable Chief Minister moved that the Bills listed as Orders
Numbers 1, 2, 3, 4A, 4B, 4C and 4D be taken through their stages at this
meeting.

MOTION-DELETION OF NOTICES OF MOTIONS FROM ORDER PAPER:
The Honourable Chief Minister moved that orders numbers 5 and 6 be
deleted from the Order Paper. He expressed the view that the Notices in
question were calculated to make a mockery of the House and to bring it into
disrepute.
The Honourable E. F. Adams seconded the motion.
Question proposed.
The Honourables J. F. Mitchell, J. L. Eustace and R. M. Cato objected
to the procedure and expressed the view that the Speaker had no authority to
accept such a motion which was ultra vires the constitution. Whereupon Mr.
Speaker referred the Honourable Members to the following sentence at lines
20 and 21, p. 405 of May's Parliamentary Practice, and ruled that the House
was entitled to proceed:
"The House has also, by order directed that a notice of motion be taken
off the notice paper."''
The Honourables J. L. Eustace, L. C. Latham and R. M. Cato continued
to object to the procedure. The Honourables E. F. Adams and E. T. Joshua
joined the debate.
On the question being put, the Honourable R. M. Cato insisted on being
allowed to debate. Whereupon Mr. Speaker ruled that all honourable members
had an opportunity to speak on the resolution, and that the honourable
member ought to have made his contribution before he proceeded to put the
question to the House for its decision. The Honourable R. M. Cato continued
to insist on the right to debate the question. Whereupon Mr. Speaker put
the question again and it was resolved in the affirmative without division.
Notices accordingly deleted.
The Opposition members then withdrew from the meeting en bloc.

MOTION-DELETION OF SCHEDULE FROM ORDER PAPER
On a motion by the Honourable Chief Minister seconded by the Minister
for Trade, Production, Labour and Tourism, the Schedule listing Secretary
of State's Despatch No. 544 for formal laying on the Table, was deleted from
the Order Paper.
STATEMENT BY MINISTER
The Honourable Chief Minister stated that the despatch was deleted on
the ground that certain correspondence was being conducted between the
Government and the Secretary of State,'and Government was therefore not
ready to lay the despatch on the table.

BE IT RESOLVED that this Council authorise the Minister of Finance
to borrow by means of local bank overdraft money to an amount not
exceeding One Million One Hundred Thousand Dollars ($1,100,000) for
the purpose of meeting the current requirements of this Governmnet for
a period of 2 months from the 1st day of January, 1967.
Question proposed.
The Chief Minister explained the reasons for the motion.
Question put and resolved in the affirmative without division.
4. The Income Tax Bill was introduced and read a first time.
ADJOURNMENT
Motion made and Question proposed that this Council do now adjourn.
The Chief Minister extended New Year wishes to Members. The Deputy
Speaker did likewise and asked the Clerk to convey his wishes to the Members
of the Opposition who were absent.
The Chief Minister informed the Deputy Speaker that as the next regular
meeting is scheduled to take place on the day following the New Year holidays
it should be postponed for a date to be notified later. The Deputy Speaker
directed accordingly.

ADJOURNMENT DUE TO LACK OF QUORUM:
The Honourable L. C. LATHAM rose in his place and informed the Speaker
that he would like to retire due to his health, and that a quorum would not be
present after he had withdrawn frhm the House.
The Honourable Member then withdrew from the House.
The Honourable Attorney General rose in his place and drew the attention
of the Speaker and the House to the statement made by the Honourable L. C.
Latham.
A discussion ensued-the Honourable E. F. ADAMS contributing.
Mr. Speaker ruled that a quorum was in fact present when the Honourable
L. C. Latham spoke. He therefore asked the Attorney General if he was
drawing his attention to the position as it stood after the Honourable L. C.
Latham left the meeting. The Attorney General replied in the affirmative.
Without question put, Mr. Speaker adjourned the Council at 10.45 a.m.
till 2.00 p.m. (S.O. 9 para. 3).

ELECTION OF SPEAKER:
The Honourable H. K. Tannis proposed Mr. C. St. C. Dacon to the Council
as Speaker (S.O. 4, Page 32).
The proposal was seconded by the Honourable J. A. Ferdinand.
There being no further proposals the Clerk declared that Mr. C. St. C.
Dacon was duly elected as Speaker of the Council.

Mr. Speaker elect entered the Chamber escorted by the proposer and
seconder. He ascended the dais and took his seat.
The Honourables R. M. Cato and J. F. Mitchell congratulated the Speaker
on his election. The Speaker expressed his grateful thanks for the honour the
House was pleased to bestow upon him.

ELECTION OF DEPUTY SPEAKER:
The Honourable H. K. Tannis proposed Mr. E. A. C. Hughes to the Council
as Deputy Speaker. The proposal was seconded by the Honourable J. A.
Ferdinand.
There being no further proposals Mr. Speaker declared that Mr. Hughes
was duly elected as Deputy Speaker of the Council.
OATHS:
The Oaths of Allegiance and of Office were administered by the Clerk first
to the Speaker and Deputy Speaker, and then to other members of Council
present.

SPEECH FROM THE THRONE:
His Honour the Administrator then entered the Chamber and delivered
the Speech from the Throne. At the conclusion of the Speech, Mr. Speaker

The Chief Minister informed the Council that he proposed to name a date
for the debate of the Throne Speech after consultation with the Leader of the
Opposition Party.

The Honourable Chief Minister moved "that Notice be dispensed with
under Standing Order No. 25 for the purpose of moving a resolution of Loyalty
to Her Majesty."

RESOLUTION OF LOYALTY
The Honourable Chief Minister moved:
BE IT RESOLVED "that this Council now re-assembled at its first
sitting after a General Election holden in the month of May last,
desires once again with humble duty to convey to Her Majesty QUEEN
ELIZABETH the Second the assurance of the fervent loyalty and con-
stant devotion of the people to Her Majesty's Throne and Person with
the earnest prayer that Her Majesty may long be spared as Head of
the Commonwealth."
Due to the absence of the Honourable Leader of the Opposition Party the
Honourable E. A. C. Hughes seconded the motion.

PRIVILEGES OF THE COUNCIL:
The Honourable Member for Cnti al Windward informed Mr. Speaker and
the House that Opposition Members were being heckled and assaulted by
strangers within the Council and its precincts. He asked for protection under
the Privileges of the Council.
Mr. Speaker in reply stated that he had received complaints from both
sides of the House in that regard. He warned strangers that it was an offence
to interfere with any member coming to, going from or being within the Council
or its precincts.

PRIVILEGES OF THE COUNCIL:
The 'Honourable Chief Minister referred to the complaint made by the
Honourable Member for Central Windward at the commencement of the Sitting
on the question of interference by strangers within the Council and its precincts.
The Chief Minister said that neither he nor his colleagues on the Govern-
ment bench had ever condoned such practices and did not propose to do so. IHe
further said that during the election campaign both leaders were invited to
issue a joint release of their policy concerning similar interference, and that
no response came from the Leader opposite. lie was therefore astonished to
hear complaints of that nature coming from the Leader and his colleagues. In
conclusion, the Chief Minister reiterated his Government's stand with regard
to interference of the nature complained of.
