BRITISH AID FOR DEVELOPMENT
THE ASSOCIATED STATES AND DEPENDENCIES
IN THE CARIBBEAN.
The United Kingdom is to provide over $22 million for development in the
Associated States and the Dependent Territories of the Commonwealth Carib-
bean during the two years 1968-70.
Mr. Arthur Bottomley, the Minister of Overseas Development, who recently
toured the islands to see for himself their development needs, told the House of
Commons this today. Explaining the background, the British Development
Division in the Caribbean said that Britain intended to ear-mark $2.4 million
mainly for scholarships and training; and to allocate $19.8 million for individual
governments projects, as follows:-
Associated States
Antigua $2.592 million
Dominica ...... $2.496 ,,
Grenada ...... $2.640 ,,
St. Kitts/Nevis/Anguilla ...... $2.496 ,,
St. Lucia ...... $2.640 ,,
Dependent Territories
British Virgin Islands ...... $1.248 million
Caymans ...... $1.056 ,,
Montserrat ...... $1.152 ,,
St. Vincent ...... $2.640 ,,
Turks and Caicos ...... $0.864 ,,
These are new funds; and therefore additional to the $12.5 million which
-the Governments can draw between April, 1967 and March, 1968, when the new

funds become available. This year's allocation includes $7.345 million for the
Associated States-

St. Lucia
and $4.171 million for the Dependent Territories-
British Virgin Islands
Caymans
Montserrat
St. Vincent
Turks and Caicos
...... $1.474 million
...... $0.883 ,,
...... $2.112 ,,
...... $0.994 ,,
...... $1.882 ,,
...... $0.720 million
...... $0.278 ,,
$0...... $ .859 ,,
...... $1.661 ,,
...... $0.653 ,,
-plus a further one million dollars mainly for scholarships and training
schemes.
This grand total of nearly $35 million over the three years 1967/70 rep-
resents direct British aid for development. It is over and above the $9 million
per annum currently provided to enable certain island Governments to balance
their annual budgets; and over and above the 1.25 million per annum also pro-
vided currently under technical assistance to finance seconded British advisers,
consultancies, land surveys and United Kingdom training.
The whole of this British aid programme will be handled by the British
Development Division in the Caribbean, to whom island Governments now direct
their project applications. Within defined limits powers of project approval
have already been delegated by the Minister to the Division. Outside those
limits the Minister will take his decisions in the light of the Division's advice.
