Applications are invited for the post
of bIailiff. Magistrate's Office, St. Vin-
cent. The post is pensionable, with
salary in the scale $1.392 '1.5:36 X $84-
$1.872 X $96-$2,640. Travelling allow-
ance is payable in accordance with local
regulations.

VACANCY FOR POST OF COMMISSIONER,
EASTERN CARIBBEAN COMMISSION,
LONDON.
Applications are invited for the post of
Commissioner, Eastern Caribbean Com-
mission, London.
2. The basic salary of the post is
$12,000 per annum. The appointment
will be on contract for a period of three
year -in the first instance, and will be
subject to termination on six months'
notice on either side.
3. A gratuity at the rate of 121/2%
of basic salary will be payable on the
satisfactory completion, of the contract.
4. The officer will be required to
administer Consular services in respect
of the territories forming the West
Indies (Associated States), to promote
the interests of the territories in the
United Kingdom in the fields of trade,
tourism and investment, to attend to the
welfare of migrants and students, and
generally, to project an appropriate
image of the islands served.
5. Living quarters are not provided
but the officer will be paid a House
Allowance at the rate of $2,640 per

MONTREAL, CANADA.
Applications are invited for the post
of Commissioner,' Eastern Caribbean
Commission, Montreal, Canada.
2. The basic salary of the post is
$7,920 (Canadian) per annum. The
appointment will be on contract for a
period of three years in the first in-
stance, and will be subject to termina-
tion on six months' notice on either side.
3. A gratuity at the rate of 121/2%
of basic salary will be payable on the
satisfactory completion of the contract.
4. The officer will be required to ad-

VACANCY FOR POST OF ,EXECUTIVE
SECRETARY.
Applications are invited for the post
of Executive Secretary to the West In-
dies (Associated States) Council of
Ministers.
2. The salary of the post will be in
the scale $8,400 x 240-$9,600. The
point of entry in this scale will depend
upon the officer's qualifications and ex-
perience.
3. The general conditions of service
of the Officer would be in accordance
with the Civil Service conditions ob-
taining in St. Lucia at present.
4. A House Allowance at the rate of
$600 per annum will be payable to the
officer, provided he is recruited from
outside St. Lucia.
* 5. The officer will be responsible for
the administration of the Secretariat in
St. Lucia, the administration of services
jointly sponsored by the West Indies
(Associated States), and the perform-
ance of such other duties that may be
rissiigned to him from time to time by the
West Indies (Associated States) Coun-
cil of Ministers.
6. Applications on the prescribed
forms, accompanied by two (2) recent

EDUCATIONAL.
BRITISH CARIBBEAN RHODES
SCHOLARSHIP-1968.
1. Applications are invited for the
British Caribbean Rhodes Scholarship,
1968.
2. The Scholarship has been insti-
tuted by the Trustees to be awarded to
a candidate from the British Caribbean
(excluding Jamaica). The closing date
for receiving applications is 17th May,
1967.
3. The Scholarship is tenable at Ox-
ford University for two years but may
be extend i ed for a third year.
4. The Rhodes Trustees will pay all
University and College fees, exclusive of
board and lodging, direct to the College
concerned. The Scholar himself will re-
ceive a personal allowance at the rate
of 60 per month, which is expected to
take care of his board and lodging and
other maintenance costs.
5. The following are the conditions
for entry:
(a) Hle must be a male British sub-
ject and unmarried. A Rhodes
Scholarship is forfeited by mar-
riage after election, or during a
Scholar's first or second year of
residence. Permission to marry
without deprivation of his Schol-
arship may be given by the
Rhodes Trustees for a Scholar's
third year.
(b) He must be a British subject who
was himself born in any of the
following territories: Bahama
Islands, Barbados, Guyana, Brit-
ish Honduras, Leeward Islands,
Trinidad & Tobago, Windward
Islands, British Virgin Islands;

or of whose parents (or guar-
dians) either one has been domi-
ciled and resident in one or more
of those territories for at least
five years immediately preceding
;t .January in the year of his
candidature, or, in the event of
both being dead, one has been
domiciled and resident in one of
those territories for at least five
years immediately prior to his or
her death.
(c) He must have been educated in
one or more of the above territo-
ries for at least five years be-
tween the ages of nine and
twenty.
(d) He must have passed his nine-
teenth but not have passed his
twenty-fifth birthday by 1st Oc-
tober, 1968.
(c) Unless he already has a degree
from a recognized University
(the IT.W.I. or the London ex-
ternal degrees are recognized for
the purpose), he must have com-
pleted at least two years'
study by October 1968 at a Uni-
versity approved by the Univer-
sity of Oxford, and thus satisfy
the Oxford admission require-
ments.
6. In making appointments the
Committee will have regard to the quali-
ties specified by Mr. Rhodes in that see-
tion of his Will in which he defined the
general type of Scholar he desired:
literary and scholastic attainments;
qualities of manhood, truthfulness, cour-
age, devotion to duty, sympathy for the
protection of the weak, kindness, un-
selfishness and fellowship; exhibition of
moral force or character and of instincts
to lead and to take an interest in his
fellows: physical vigour, as shown by
fondness for or success in manly out-
door activities.

ing out an experiment along Back
Street in an effort to discourage motor-
ists from speeding.

This experiment will be for a period

It is promulgated for the informa-
tion of all concerned that with effect
from Monday 20th March, 1967. STOP
SIGNS will be erected at the follow-
ing points along Back Street:
Back Street and Melville Street
Back Street and IIigginson Street

As there appears to be some mis-
understanding, drivers and riders of
vehicles are reminded that they are
required to .stop the vehicle and shall
not move the vehicle or cause the same
to be moved to the road junction next
ahead until they shall have satisfied
themselves that it is safe to do so.
The practice of only stopping if an-
other vehicle is approaching is a con-
travention of the law and anyone so
offending is liable to be prosecuted.

TREASURY NOTICE
MISSING "SPECIMEN" NOTES
Certain of the "Specimen" Notes
which were on display when the East
Caribbean Currency Notes were issued
in September, 1965 to various terri-
tories, are missing and have entered
into circulation.
The notes are in the denominations
of $1, $5, $20, and $100; and all bear
the signature of Mr. D. W. Spiers, and
are identical with issued notes of the
same denominations save that they all
bear the serial number Al 000 000, and
are over-printed diagonally with the
word "SPECIMEN" on both sides.
Members of the public are warned
to be on the alert especially when re-
ceiving $20 and $100 notes, and should
report any appearance of them to the
Currency Officer or Police.

INCOME TAX NOTICE.
TO THE GENERAL PUBLIC
Every person concerned, not being a
Government Officer, is hereby remind-
ed that the latest date for the submis-
sion of Income Tax Returns for assess-
ment in the year 1967 is the 31st March,
and that failure .to give notice of
chargeability is an offence against the
Income Tax Ordinance, rendering the
person concerned liable to a fine not
exceeding SEVEN HUNDRED AND
FIFTY DOLLARS.
2. EVERY PERSON whose income
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $600.00
is required to submit a return in the
prescribed form notwithstanding that
on account of approved deductions no
tax may eventually be chargeable, and
particular attention is directed to the
fact that the term "income' 'is deemed
to include not only money but also
allowances in kind.
3. Efforts are being made to send
forms to such persons. it is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to
anyone and that a person is not exon-
erated from the statutory liability of
making a return even though a form
maay not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia
and Union Island, or in any other dis-
trict from the Police Station situate
therein or from the Income Tax Depart-
ment, Kingstown, where any person
requiring information in connection
therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from
small traders and from occupiers or
cultivators of land will be supplied on
request.

NOTICE TO SHIPPING.
It is hereby notified for general infor-
mation that the navigation light at the
entrance to Clifton Harbour, Union
Island, Southern Grenadines, broke
away from its moorings and is now out
of order.
Mariners are requested to be extremely
cautious when travelling through the
passage between Carriacou and the
island of Mayreau and also on entering
or leaving CliftOn Harbour.
