GREETINGS:
BY virtue of the power and authority vested in me by the SAINT VINCENT
(CONSTITUTION) ORDER IN COUNCIL, 1959, I do by this Commission under the
Public Seal of the Island of SAINT VINCENT appoint you the said WINSTON
FRANCIS CENAC, Attorney General, Saint Vincent, to be my Deputy within
the said SAINT VINCENT from on or about the 26th day of February, One
thousand nine hundred and sixty-seven and until further orders, and in that
capacity should the necessity arise for so doing, to exercise, perform and
execute for and on behalf of the Administrator of SAINT VINCENT during the
period recited, but no longer, all things that belong to the office of Administrator
of SAINT VINCENT according to the tenor of the SAINT VINCENT (CONSTITUTION)
ORDER IN COUNCIL, 1959, already recited or in other Orders in Council adding
to, amending or substituting for the same, and subject to the Royal Instructions
and other Instructions passed under the Royal Sign Manual and Signet to
the Administrator of the said SAINT VINCENT.
II. AND I Do HEREBY DIRECT that you the said WINSTON FKANCIS CENAC
shall not continue to act as Administrator's Deputy after the Administrator
has arrived at the mainland of SAINT VINCENT or some other Officer having
prior right to so act or to administer the Government of SAINT VINCENT has
notified that he is about to assume it.
III. AND, I Do HEREBY REQUIRE and command all and singular Her
Majesty's Officers, Civil, Military, Naval, Air and Otherwise, and all others
the inhabitants of the said SAINT VINCENT and all others whom it may concern
to take due notice thereof and to give their ready obedience accordingly.

EASTERN CARIBBEAN COMMISSION,

Applications are invited for the post of
Commissioner, Eastern Caribbean Com-
mission, London.

2. The basic salary of the post is
$12,000 per annum. The appointment
will be on contract for a period of three
years in the first instance, and will be
subject to termination on six months'
notice on either side.
3. A gratuity at the rate of 121/2%
of basic salary will be payable on the
satisfactory completion of the contract.
4. The officer will be required to
administer Consular services in respect
of the territories forming the West
Indies (Associated States), to promote
the interests of the territories in the
United Kingdom in the fields of trade,
tourism and investment, to attend to the
welfare of migrants and students, and
generally, to project an appropriate
image of the islands served.
5. Living quarters are not provided
but the officer will be paid a House
Allowance at the rate of $2,640 per
annum.
6. Applications on the prescribed
forms, accompanied by two (2) recent
testimonials, should be addressed to the
Executive Secretary, West Indies (As-
sociated States) Council of Ministers,
Bridge Street, Castries, St. Lucia, to
reach' him not later than 31st March,

MONTREAL, CANADA.
Applications are invited for the post
of Commissioner, Eastern' Caribbean
Commission, Montreal, Canada.
2. The basic salary of the post is
$7,920 (Canadian) per annum. The
appointment will be on contract for a
period of three years in the first in-
stance, and will be subject to termina-
tion on six months' notice on either side.
3. A gratuity at the rate of 121/2%

VACANCY FOR POST OF EXECUTIVE
SECRETARY.
Applications are invited for the post
of Executive Secretary to the West In-
clicp (Associated States) Council of
Ministers.
2. The salary of the post will be in
the scale $8,400 x 240-$9,600. The
point of entry in this scale will depend
upon the officer's qualifications and ex-
perience.
3. The general conditions of service
of the Officer would be in accordance
with the Civil Service conditions ob-
taining in St. Lucia at present.
4. A House Allowance at the rate of
$600 per annum will be payable to the
officer, provided he is recruited from
outside St. Lucia.
5. The officer will be responsible for
the administration of the Secretariat in
St. Lucia, the administration of services
jointly sponsored by the West Indies
(Associated States), and the perform-
ance of such other duties that may be
assigned to him from time to time by the
West Indies (Associated States) Coun-
cil of Ministers.
6. Applications on the prescribed
forms, accompanied by two (2) recent
testimonials, should be addressed to the
Secretariat, West Indies (Associated
States) Council of Ministers, Bridge

OTHER NOTICES.
INCOME TAX NOTICE.
TO THE GENERAL PUBLIC
Every person concerned, not being a
Government Officer, is hereby remind-
ed that the latest date for the submis-
sion of Income Tax Returns for assess-
ment in the year 1967 is the 31st March,
and that failure to give notice of
chargeability is an offence against the
Income Tax Ordinance, rendering the
person concerned liable to a fine not
exceeding SEVEN HUNDRED AND
FIFTY DOLLARS.
2. EVERY PERSON whose income
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $600.00
is required to submit a return in the
prescribed form notwithstanding that
on account of approved deductions no
tax may eventually be chargeable, and
particular attention is directed to. the
fact that the term 'income' 'is deemed
to include not only money but also
allowances in kind.
3. Efforts are being made to send
forms to' such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to
anyone and that a person is not exon-
erated from the statutory liability of
making a return even though a form
may' not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia
and Union Island, or in any other dis-
trict from the Police Station situate
therein or from the Income Tax Depart-
ment, Kingstown, where any person
requiring information in connection
therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from
small traders and from occupiers or
cultivators of land will be supplied on
request.
