transportation, tuition fees, cost of ac-
commodation and other charges. Can-
didates will be required to enter into
a bond with sureties to return to St.
Vincent at the end of the Course of
Study or training.
Candidates who wish to be consid-
ered for the award of Courses must
submit duplicate copies of the pre-
scribed application form (T1) which


could be obtained from the Training
Section of the Ministry of Finance and
should be supported by original or cer-
tificated true copies of transcripts of
diplomas or certificates.

VACANT POSTS.


VACANCY FOR POST OF COMMISSIONER,
EASTERN CARIBBEAN COMMISSION,
LONDON.

Applications are invited for the post of
Commissioner, Eastern Caribbean Com-
mission, London.
2. The basic salary of the post is
$12,000 per annum. The appointment
will be on contract for a period of three
years in the first instance, and will be
subject to termination on six months'
notice on either side.
3. A gratuity at the rate of 121/2%
of basic salary will be payable on the
satisfactory completion of the contract.
.. 4. The officer will be required to
administer Consular services in respect
of the territories forming the West
Indies (Associated States), to promote
the interests of the territories in the
United Kingdom in the fields of trade,
tourism and investment, to attend to the
welfare of migrants and students, and
generally. to project an appropriate
mnage of the islands served.
5. Living quarters are not provided
but the officer will be paid a House
Allowance at the rate of $2,640 per
annum.
6. Applications on the prescribed
forms, accompanied by two (2) recent
testimonials, should be addressed to the
Executive Secretary, West Indies (As-
sociated States) Council of Ministers,
Bridge Street, Castries, St. Lucia, to-
reach him not later than 31st March,

$7,920 (Canadian) per annum. The
appointment will be on contract for a

SECRETARY.


EXECUTIVE


Applications are invited for the post
of Executive Secretary to the West In-
dies (Associated States) Council of
Ministers.
2. The salary of the post will be in
the scale $8,400 x 240-$9,600. The
point of entry in this scale will depend
upon the officer's qualifications and ex-
perience.
3. The general conditions of service
of the Officer would be in accordance
with the Civil Service conditions ob-
taining in St. Lucia at present.
4. A House Allowance at the rate of
$600 per annum will be payable to the
officer, provided he is recruited from
outside St. Lucia.
5. The officer will be responsible for
the administration of the Secretariat in
St. Lucia, the administration of services
jointly sponsored by the West Indies
(Associated States), and the perform-
ance of such other duties that may be
assigned to him from time to time by the
West Indies (Associated States) Coun-
cil of Ministers.


6. Applications on the prescribed
forms, accompanied by two (2) recent
testimonials, should be addressed to the
Secretariat, West Indies (Associated
States) Council of Ministers, Bridge
Street, Castries, St. Lucia, to reach that
office not later than 31st March, 1967.

COMMONWEALTH SCHOLARSHIPS
AND FELLOWSHIPS.

MALAYSIA.

The Government of Malaysia has
invited applications for the award of
Comnnonwealth Scholarships and Fellow-
ships tenable at Universities in Malaysia
to suitable men and women from the
West Indies under its Commonwealth
Scholarships and Fellowships Plan
1968/69.

Applicants should not have reached
their 35'h birthday by 1st January,
1967, but in special circumstances this
age lirmt may be raised.

These scholarships and fellowships
are awarded for advanced study or re-
search and are open to students who be-
fore they take up a scholarship hold a
Bachelor's or Master's Degree from a
recognized University or some equivalent
qualification.

Awards will normally be made for a
period of two academic years except in
cases where a shorter period is required
to complete the programme for which
the award is granted.

Each scholarship covers expenses for
travel, living and study during its ten-
ure.

Successful candidates must give an
undertaking to return to St. Vincent at
the end of their scholarship period.

Applications must be made through
unit Governments in septuplicate, and
on prescribed forms available from the
Training Division of the Ministry of
Finance, Kingstown, St. Vincent, from
which further information on these
scholarships could be obtained. Appli-
cations must be forwarded to the Min-
istry of Finance not later than 28th
February, 1967. Applications that are

INCOME TAX NOTICE.

TO THE GENERAL PUBLIC

Every person concerned, not being a
'Government Officer, is hereby remind-
ed that the latest date for the submis-
sion of Income Tax Returns for assess-
ment in the year 1967 is the 31st March,
and that failure to give notice of
chargeability is an offence against the
Income Tax Ordinance, rendering the
person concerned liable to a fine not
exceeding SEVEN HUNDRED AND
FIFTY DOLLARS.
2. EVERY PERSON whose income
-accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $600.00
is required to submit a return in the
prescribed form notwithstanding that
on account of approved deductions no
tax may eventually be chargeable, and
particular attention is directed to the
fact that the term "income' 'is deemed
to include not only money but also
allowances in kind.
3. Efforts are being made to send
forms to such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to
anyone and that a person is not exon-
erated from the statutory liability of
making a return even though a form
may not have been received from the
Department. Forms may be obtained,

on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia
and Union Island, or in any other dis-
trict from the Police Station situate
therein or from the Income Tax Depart-
ment, Kingstown, where any person
requiring information in connection
therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from
small traders and from occupiers or
cultivators of land will be supplied on
request.
