GENERAL CERTIFICATE OF EDUCATION
EXAMINATION.
It is hereby notified for the informa-
tion of interested persons that the
General Certificate of Education Exam-
ination will be he'd in St. Vincent in
June 1958.
Before applicants will be accepted as
candidates for this examination, they
must be certified by the Education Offi
cer as fit to take it. For such purpose,
the Education Officer will require evi-
dence that the applicant has been pur-
suing a suitable course of study.
A candidate who does not hold a
General Certificate of Education of the
University of London, or a Cambridge
School Certificate, will be required to
enter in not less than six subjects at the
Ordinary Level.
A candidate entering in six subjects
as stated above, will not be eligible for
the award of a certificate unless he
reaches the pass standard in at least
four subjects.
The following are the fees payable-
(i) An initial entry fee of ten shil-
lings. (This fee has been recently
instituted by the University, to
come into effect in 1958.)
(ii) the examination fee of ten shil-
lings per subject at Ordinary
Level, and one pound per subject
at Advanced Level.
(iii) a local fee of two shillings pay-
able by each candidate.

8. QUESTIONS.
The Honourable Member for the Grenadines asked the following questions
standing in his name:
1. Will the Minister for Social Services please state what are the causes
that led to the remo ,l of the upper classes of the Clifton School to tha
Asliton School; and will the Minister have this matter adjusted by
having the Upper Classes returned to the Clifton School; and will
the Minister further see that there is some re-organisation in the
staff of the Clifton School, following certain requests made to the
Education Department.
2.. Will the Minister for Trade and Production state what are the possi-
bilities of raising funds for the implementation of the recommendations
of the Team of Experts and from what sources; and will the Minister
further state whether the Team of Experts will visit and report on the
Grenadines during their survey.
3. Will the Financial Secretary please state what has happened to the
$30,000 placed in the Estimates for loans for the replacement of ship-
ping re Hurricane Janet and indicate whether the Secretary of State
has come to any decision concerning the terms of the loans; and if the
answer is in the negative, will Government send a cable immediately
to the Secretary of State for an urgent and final decision about this
fund.
4. Will the Minister for Trade and Production make the necessary ar-
rangements to have the Fisheries Officer or the Assistant Fisheries
Officer appointed before the end of the year 1957.
5. Will tihe Minister for Trade and Production arrange to allow duty-
'ree entry for the gasolene, kerosene and Diesel oil used by-local com-
iaercial fishing boats in view of the high cost of these items.
6. Will the Itinister for Social Services state what is the present hold-up
'f the teachers revisioli of salaries as was finally agreed to. by the
s;-,.r.,-i.,' of Statet, based on. the Petter Report; and will he further

which was rf'oitfitieidod to be paid to the daily workers was approved

8. Will the Minister for Communications and Works state whet..er Gov-
ernment proposes to release the sum of $4,500 asked for by th' Bequia
District Council which is the amount necessary to bring the r funds
for Maintenance of Roads in fair ratio to funds approved for the other
parts of this Colony by the Secretary of State, based oa their mileage
of roads.
The replies given are as follows:
1. Clifton School, Union Island, was established in April, 1951, as a Junior
School providing for infants and children up to Standard 3, vs a result of
a request from parents and guardians of the children of the Village of
Clifton. The irregularity of retaining pupils up to Standards 5 and 3 has on
several occasions been drawn to the attention of the Teachers-in-charge,
who until recently, however, have been able reasonably to maintain these
Upper Classes without detriment to the School as a whole.
This has not been the case with the present Head who is not so fully
qualified as a Teacher. He has had frequent staff difficulties and there
was evidence that not only were the younger pupils not receiving due
attention, but the older ones were gaining little by remaining at Clifton
School. Instructions had therefore to be given to send all children who
had passed Standard 3 over to the Ashton School which was fully
staffed to accommodate infants and children up to Standard 6.
Compared with other areas in St. Vincent, the school-age population of
Union Island does not warrant the establishment of two Combined (i.e.
Infants to Standard 6) Government Schools there, apart from the fact that
the Colony's financial position and the paucity of Qualified Teachers at
present do not make it possible to staff two such Schools in Union Island.
2. (a) It is hoped that funds will become available to St. Vincent under the
new development period 1960-65.
(b) This question has already been partly answered at the last Council
meeting. In addition to Mr. Wiles' report The Team will incorporate the
Conservator of Forests' report on forestry in Bequia in their findings.
3. The Secretary of State has signified his approval and applications for loans
by Schooner owners who suffered in "Janet" will be considered by the
Fisheries Advisory Committee who already deal with loans to fishermen.
4. Mr. Wiles, the Fisheries Officer, visited St. Vincent during October, and is
preparing a fisheries scheme for St. Vincent and the Grenadines. It is
expected that a Fisheries Officer will be appointed from funds to be
provided under the Scheme.
The Scheme has not yet been submitted to Government, and it is
unlikely that its approval will be received in time for an Officer to be
appointed during 1957.
5. Government cannot entertain any general application for the duty-free
importation of gasolene, diesel oil and kerosene for use in self styled
commercial fishing boats. Consideration could, however, be given to the
extension of such a facility to regular fishing boats which are exclusively
employed in the fishing industry. Each such application to be dealt with
on its merits. (Answered orally).
6. The Petter Report has been accepted by the St. Vincent Government and
the Teachers Asoclation, and the Secretary of State has now released
funds accordingly. The Treasury are now at work on the long and
elaborate lists necessary and the new scales and arrears-as from 1st
January, 1957, will be paid before Christmas. (Answered orally).
7. The Secretary of State has replied as follows to the request made by the
Legislative Council:-
"I have carefully considered this recommendation but I regret that
on the evidence available to me of wages increases over the past five years
and of present costs, I do not consider that any increase in Government
daily vwage rates is at present justified, and I am accordingly unable to
approve the increase recommended or any addition to the block grant.
I am led to this conclusion by a number of considerations."
The Secretary of State goes on to give his reasons and states that since
in St. Vincent there is comparable non-Government employment where
the rates are based on recommendations made by an impartial commission
of enquiry which reported in 1956, and since at present there is no material
disparity between the Government and non-Government rates there is
accordingly no case for an increase in Government rates. He adds
that it is net possible to overlook the fact that percentage wage increase
already awarded to daily paid labour in the period 1952 to 1933 are
significantly higher than the 23% increase awarded to civil servants.
The Secretary of State points out that the request that the 1957 block
grant should now be increased to allow for a 20% increase in the wages of
daily paid labour appears to overlook the fact that the original block
grant for St. Vincent for 1957 already contained a considerable element
of increase over the old level to allow for the increasing of Government
daily wage rates by 25%. This increase of 25%, in the Secretary of State's
view, clearly corresponds, for daily paid labour, to the Kirkness ,increase
for civil servants, and he goes on to state that the provision for it
include in St. Vincent's original draft estimates for 1957 distinguished St.
Vincent from the other grant-aided Windward Islands since in neither
Dominica nor St. Lucia was provision included in the original draft
estimates for that year to allow for similar increases in those colonies for
daily paid labour, corresponding to the Kirkness increase for civil servants.
The additions to the block grants in Dominica and St. Lucia, therefore,
which were promised at the time when the estimates were considered an-d
have been agreed to, did no more than permit these colonies to reach a
position on this matter which St. Vincent had already reached. For these
reasons the Secretary of State has refused to authorise the increases
proposed.
8. The Grenadines form part of the Colony and any sum to be spent equally
applies to them. The proportion of the block vote which will be spent
in any particular area depends on the economic significance of the area.
The economic potentialities of the land of the Grenadines is limited and
so emphasis, in the development of the Orenadines, has been placed on
the sea rather than cn the land. As a result more money has been spent
on Fisheries and other saline schemes in the Grenadines than in any
other part of St. Vincent.
It is the intention however to allocate from the Roads Vote such a
proportionate part as mileage and economic potentialities considered
together would seem to justify. (Answered orally).
The Member for the Grenadines asked the following supplementary questions:
When will the allocation be made to the Grenadines?
The Minister for Communications and Works replied that allocation will be
considered as soon as application was received.
Will the Minister please state whether it is a fact that the Secretary of
Estate has approved funds for repairs of the roads of the Colony according
'to the mileage?
The Minister for Communications: "Yes. The allocation will depend on
the condition of the roads."
A further supplementary question from the Member for the Grenadines was
ruled out of order by the President.
MOTIONS.
The Minister for Trade and Production requested and obtained the President's
and the House's permission to amend the mcticn standing in his name. He then
moved the motion:
WHEREAS the Banana Industry is of the greatest importance to the
economy of St. Vincent.
BE IT RESOLVED that Gevernment examine carefully the finances, consti-
tution and administration of the St. Vincent Banana Association to ensure
that these are adequate to the needs of this growing industry.
AND BE IT FURTHER RESOLVED that sections 5 and 31 of the Banana
Growers Association Ordinance No. 44 cf 1954 be amended so as to include
(a) the words and the Minister of Trade and Production" after the word
"Agriculture" in Section 5; and (b) Control by the Association of the
exportation of the plants of the banana specifically set out in sub-section 3
of section 31 of the Ordinance. '
The motion was seconded by the Honourable Member for South Windward.
After the debate the motion was carried by 12 votes with one abstention.

of unsold lands" and addition of a full stop and inverted commas after the word
"tax".
The Bicycles (Amendment) Bill was read a second and third time and
passed without amendment.
ADJOURNMENT.
The Member for the Grenadines said that he was dissatisfied with the replies
given to his questions and added that the roads in the Grenadines should be
improved as those islands are looked upon as a tourist resort.
The Minister for Trade and Production criticised the attitude of the Member
for the Grenadines now that he was in opposition. He stated that the
Grenadines were an integral part of St. Vincent and would receive their fair
share of services; much government money had already been spent there this
year.
The Minister for Social Services gave a brief outline of the West Indian
Conference which was held in Curacao, and which he attended as one of the
Windward Islands Delegates.
The Member for North Leeward drew Government's attention to the dete-
rioration of a quantity of dried milk which was sent to this Colony as a gift from
UNICEF. He also accused the Press of misinterpreting speeches from the House.
The Member for South Leeward spoke on the impending transfers of school
teachers and said that if what he heard was true, it would mean that most of the
school children would stand to suffer. He also spoke of the request to grant daily
paid employees 20% increases of wages, and said that he hoped that the new
Government would see to it that these workers receive the increase.
The Minister for Communications and Works spoke on road improvements
and said that some of the roads in Kingstown were worse than those in the
Grenadines.
The Member for South Windward said that the Education Department had
its policy and it was not for the Ministers to interfere with that Department in
the matter of transfers of teachers. He also said that he looked forward to
hearing the Members who spoke on the 20% increase for workers presenting their
case in Finance Committee.
The President gave an explanation to the Member for the Grenadines as to
why the Development Team's visit was hurried: the organisation of Development
and Welfare will close down at the end of the year and the money to pay for the
Team did not come from St. Vincent's Budget or her own Development Funds,
but from funds controlled by the Comptroller, which would not be available after
the end of the year.
On the question of teachers he stated that the general policy of Education
was decided by Government and it was in the interest of Government to see that
teachers were satisfied and education progressed: the Government and the
Minister were taking great interest in that. But the posting of teachers was not
a matter for the Government, it was one for the Education Department and

himself. He assured Mep1bers that there will be no victimisation and that he
was taking a personal interest in the matter. He ended by wishing the House
the compliments of the season.

AN ORDINANCE further to amend the Bicycles Ordinance,
Cap. 168.

Enacted by the Legislature of Saint Vincent.
1. This Ordinance may be cited as the Bicycles (Amend-
ment) Ordinance, 1957, and shall be read as one with the
Bicycles Ordinance (hereinafter referred to as the principal
Ordinance) and all amendments thereto.
2. Subsection (2) of section 5 of the principal Ordinance
as replaced by the Bicycles (Amendment) Ordinance, 1945, is
hereby repealed and replaced as follows:-
"(2) A metal number plate, bearing upon it the index
mark of B, the separate number assigned to the bicycle and
the year In respect of which the licence has been paid, shall
be issued by the Licensing Officer on payment of the pre-
