FEDERAL APPOINTMENT.
Mr. E. A. MAYNIER, B.Sc. (Econ.),
Permanent Secretary, Jamaica, has been
seconded in the Pre-Federal Organisa-
tion as Permanent Secretary. Trade and
Industry Department.
It was decided at the Third Meeting
of the Standing Federation Committee
that early appointment be made to the
post.
Mr. MAYNIER is in London on leave, and
at request of the Standing Federatiofi
Committee is carrying out analysis of
proposals for a common market and
Customs Union in Europe.
Mr. MAYNIER was born in Cuba, 20th
August, 1907, and educated at Wolmer's
School, Jamaica College and Toronto
University. From October 1943-June
1944 Assistant Lecturer in Political
Economy at Toronto. He served in
Jamaica first in 1940 as Statistical Offi-
cer to the Competent Authority. His
subsequent career is as follows:-

RESTORATION OF BEARER SHARES
IN INDUSTRIAL BANK OF JAPAN.
1. Arrangements have been made
with the Japanese Government for the
restoration of rights and interests in the
former Industrial Bank of Japan of
Allied Powers nationals who held bearer
shares in that company at any time dur-
ing the war. Accordingly, United King-
dom nationals who did not themselves
apply for restoration of such shares can
now, if they so desire, apply in accord-
ance with the terms of this notice, in
respect of such bearer shares as have
been in uninterrupted British ownership
since December 7, 1941.
2. Such owners should first of all
arrange as soon as possible with the
Authorised Depositories with whom the
shares are deposited to forward to the
Under Secretary of State, Claims De-
partment, Foreign Office, 7, Carlton Gar-
dens, S.W.1. evidence of such uninter-
rupted United Kingdom ownership. The
definitive numbers of the shares for each
holding must be quoted by Authorised
Depositories when writing to the Foreign
Office.
The Foreign Office if satisfied on this
point will so inform the Authorised De-
positaries who should then without
delay forward the Bearer Shares to their
agents in Japan with instructions to
arrange with Her Majesty's Embassy at
Tokyo for the handing over of the share
certificates to the Japanese authorities
and for any other ancillary operations.
3. The Industrial Bank of Japan as
reconstituted in 1946 no longer issues

therefore take the form of the substitu-
tion of one new registered share of Yen
50 for each old Yen 50 Bearer Share.
Registered shares are, however, issued
only in units of ten: odd numbers of
shares can either be made up to ten by
purchase of additional shares as ex-
plained in the following paragraph, or
else redeemed at their face value.
4. In addition to receiving one regis-
tered share free of cost owners who
already possess the necessary Yen in
Japan, are entitled to purchase at their
face value of Yen 50 each 6.2 shares for
every Bearer Share surrendered. A de-
cision concerning this option must be
given before the original holding is re-
stored.
5. Dividend coupons Numbers 70 to 78
(nine coupons in all) on the Bearer
Shares are valid, and the dividend
(amounting, if all nine coupons are
available, to approximately Y13--or
about 3d. per share) will be collected
immediately prior to the restoration and
it is understood that the Japanese Ex-
change Control Authorities will allow
this money, together with any funds,
which the owners may have in a Special
Property Administration account in
Japan, to be used for the purchase of
additional shares. United Kingdom Ex-
change Control permission has been
given for the proceeds of coupons 70 to
78 of Bearer Shares in the Industrial
Bank of Japan to be used tP. purchase
additional shares. United Kingdom
Exchange Control Authorities have
stated that permission will not be given
'for the remittance of funds from the
United Kingdom for this purpose.
6. The surrender of Bearer Shares,
collection of dividends from coupons
thereon, and the restoration of substi-
tuted registered shares will be effected
by Her Majesty's Embassy at Tokyo in
conjunction with the Agents of the
Authorised Depositaries on behalf of
eligible United Kingdom owners who
apply, as will also the purchase of any
additional shares under the above-men-
tioned option, provided that clear
instructions have been received and the
necessary funds in Japanese currency
have been made available to Her
Majesty's Embassy BEFORE RESTORA-
TION.
7. After restoration, shareowners who
are not resident in Japan are required
by Japanese regulations to appoint an
agent in Japan to act on their behalf
and to receive any future dividends and
it is recommended that this also be done
through Authorised Depositaries. The
holding. of Japanese shares, dealing
therein and remittance of dividends are
subject to Japanese laws and regulations
governing such matters.
8. In arranging with Authorised De-
positaries, every shareholder should:
(1) give the full name and address of
the person to be registered as the
owner of the new shares,
(2) state clearly whether or not he
wishes to purchase additional
shares and if so, how many (the
total holding of registered shares
must be a multiple of ten),
(3) If additional shares are to be
purchased, arrange for the neces-
sary funds in Japanese currency
to be available to Her Majesty's
Embassy at Tokyo Before restora-
tion of original shares.

Applications are invited from suitably
qualified persons for appointment to the
vacant post of Assistant Staff Surveyor,
Lands and Survey Department, St. Lucia.
Appointment: The post, which is
permanent and pensionable, carries a
salary scale of $1,992 x $120-$2,592 per
annum, together with a pensionable pay
addition of 20 per cent. The point of
entry into the scale will be determined
according to the candidate's qualifica-
tions and experience.
Qualifications: The applicant should
be a qualified Land Surveyor having
passed an examination required by the
Law in force in any place in Her
Majesty's Dominions to qualify him to
practice as a Land Surveyor in that
place. The post requires active respon-
sible persons capable of acting on their
own.
Duties: The successful applicant will
be expected to undertake cadastral sur-
veys, surveys covering the demarcation
of Crown Lands, the lay out of housing
schemes etc., general engineering and
topographic surveys and any other
duties assigned to him by the Superin-
tendent of Lands and Survey to whom
he will be immediately responsible for
the satisfactory performance of his
duties.
