EXECUTIVE ENGINEER, DRAINAGE BRANCH,
WORKS AND HYDRAULICS DEPARTMENT,
TRINIDAD.
Applications are invited for appoint-
ment to a pensionable post of Executive
Engineer, Drainage Branch in the Works
and Hydraulics Department, Trinidad,
B.W.I.
The duties of the post comprise inves-
tigation, design, construction and main-
tenance, under the control and general
supervision of the Chief Drainage En-
gineer, of drainage, irrigation and re-
clamation works (including river im-
provements (cutting, realignment, and
protection)), water control structures,
surface water drains and works for
general land drainage including the
reclamation of swamps, with responsi-
bility for technical, administrative and
financial control.
Candidates must be Corporate Mem-
bers of the Institution of Civil Engineers,
or must possess a University Degree or
Diploma exemption from Final Parts I
and II of the A.M.I.C.E. examinations,
with at least 5 years post-graduate ex-
perience in major civil engineering
works and must have a sound knowledge
of hydraulics with some knowledge of
rainfall run-off. Preference will be given
to candidates with knowledge of, and
experience in, design and/or construction
of surface water drainage works in both
urban and rural areas. Experience in
the use of heavy excavating and earth
moving plant would be an additional
advantage.
The appointment is subject to medical
fitness and will be on probation for a
period of two years, with salary in the
scale $3,600 x $120-$4,320 x $240-$6,000
per annum, the point of entry in this
scale being determined by the candidate's
qualifications and experience. A tem-
porary Cost of Living Allowance is pay-
able on salaries up to $4,320 per annum.
The candidate appointed will be re-
quired to keep and use a standard grade
motor car for the performance of his
official duties, and will be paid allowances

be required to pass a medical examina-
tion for admission thereto.
6. Leave and Leave Passages: Will
be granted in accordance with the Gen-
eral Orders and existing Regulations on
the subject.
7. Quarters: Quarters are not pro-
vided.
8. General Information: Appoint-
ment will be subject to the Colonial
Regulations, General Orders and other
local regulations in force from time to
time. Unless the candidate appointed
already holds a post on the permanent
and pensionable establishment, confir-
mation in the appointment will be sub-
ject to satisfactory work and conduct
during a probationary period of two
years. The successful candidate may be
required to undertake a course of fur-
ther training in the United Kingdom.

A rumour has been circulated in the
Colony to the effect that, as the result
of some competition, Banks are buying
the "security thread" which forms part
of British Caribbean Currency Notes and
a number of these "security threads"
have been withdrawn from currency
notes and presented to Banks in the be-
lief that they would be paid for.
The public is hereby warned that
Banks are not paying for "security
threads" withdrawn from currency notes
and further that it is an offence to with-
draw the "security thread" or otherwise
mutilate or deface a currency note. In
the meantime traders should accept
notes which have been tampered with in
this way and present them to Barclays
Bank (D.C.O.) without delay so that
they may be withdrawn from circulation
as soon as possible.

RULES AND ORDERS,
1957, No. 1.
YOUNG'S ISLAND (RENTAL AND CONTROL) RUZE
(Gazetted 27th August, 1957.)
1. Short title. These Rules may be cited as the Young's Island-.4wental
and Control) Rules, 1957.
2. Interpretation. In these Rules-
"the buildings" means the Government Observation Station and the
Isolation Hospital at Young's Island;
"Superintendent" means the Superintendent of Works.
3. Rental of buildings. (1) The buildings, or either of them, may
be rented upon the terms and conditions hereinafter set out when they are not
in use.
(2) Applications for the hire of one or both of the buildings shall be
made by the intending hirer in writing addressed to the Superintendent.
(3) Rent shall be at the rates set out in the Schedule hereto and shall
be paid in advance to the Superintendent together with a deposit of ten dollars
to cover any damage to or loss of Government property for which the hirer may
become liable under the provisions of these Rules.
4. Picnic parties. The Superintendent may upon application made to
him in writing in that behalf, grant permission to any number of persons to land
on Young's Island and to use the Island and one or both of the buildings for
picnic purposes between sunrise and sunset of any day upon payment in advance
of four dollars.
5. Liabilities of hirer. The person who hires one or both of the
buildings shall-
(a) leave the building or buildings clean;
(b) be liable for any damage to or loss of Government property occurring
during his occupancy;
(c) pay from the amount deposited by him in pursuance of the provisions
of paragraph (3) of rule 3 of these Rules such sum as may be certified
by the Superintendent to be due for damage to or loss of Government
property.
6. Termination of occupancy. The occupancy of the buildings may
be terminated by the Superintendent in an emergency upon giving to the hirer
three hours' notice in writing, in which event the rent payable shall be calculated
I on the actual time of occupation.

7. Buildings not to be sublet. The B uidings shall not be sublet.
8. Precedence of application. If more thap one application is made
for the hire of the buildings, or either of them, for the same period, or part of
the same period, such applications will be considered by the Superintendent in
the order in which they have been received by him:
Provided that where more than one such application has bpen received by
the Superintendent on the same day both from persons resident in the Colony
and persons not so resident, the applications from persons resident in the Colony
will first be considered in alphabetical order of their surnames, and the applica-
tions from other persons will next be considered in alphabetical order of their
surnames.
9. Time-limit of applications for hire. Applications for the hire
of the buildings for any period beginning less than one week (except in urgent
cases) after the date of the application, will not be considered. Applications
made more than one month before the commencement of the period sought
must be confirmed not more than one month or less than three weeks before
that date or they will not be approved.
10. Responsibility of Caretaker. The Caretaker shall be respon-
sible to the Superintendent for the Government furniture and household articles
in the buildings and for the scavenging and general sanitary conditions of the
buildings.
11. Revocation. The Young's Island (Rental and Control) Rules, 1956,
(R.O. 1956, No. 1) are hereby revoked.

RULES MADE BY THE CHIEF JUSTICE UNDER SECTION 16 OF THE LEEWARD
ISLANDS AND WINDWARD ISLANDS (COURTS) ORDER-IN-COUNCIL, 1939.

CIRCUITS AND SITTINGS OF THE COURT.
1. Short title. These Rules may be cited as the Leeward Islands and
Windward Islands (Courts) (Circuits and Sittings) (Amendment) Rules, 1957,
and shall be read as one with the Rules relating to the Circuits and Sittings of
the Court made by the Chief Justice on the 24th day of September, 1941,
(S.R. & 0. 1942, No. 22) (hereinafter referred to as the principal Rules) and all
amendments thereto.
2. Rule 1 of principal Rules replaced. For Rule 1 of the principal
Rules the following shall be substituted:-
"1. Circuits. For the purpose of distributing the business of the Supreme
Ccurt of the Windward Islands and Leeward Islands (hereinafter called "the
Court") the Colonies of Grenada, St. Vincent, St. Lucia and Dominica com-
prising the Windward Islands and the Colonies of Montserrat, Antigua, St.
Christopher-Nevis and Anguilla, and the Virgin Islands comprising the Lee-
ward Islands shall be divided into the following Circuits; namely:-
(a) The Grenada Circuit which shall comprise the Colony of Grenada.
(b) The Saint Vincent Circuit which shall comprise the Colony of St.
Vincent.
(c) The Saint Lucia Circuit which shall comprise the Colony of St. Lucia.
(d) The Dominica Circuit which shall comprise the Colony of Dominica.
(e) The Montserrat Circuit which shall comprise the Colony of Mont-
serrat.
(f) The Antigua Circuit which shall comprise the Colony of Antigua.
(g) The Saint Christopher Circuit which shall comprise the Island of
Saint Christopher and the Islands and rocks adjacent thereto
(except the Island of Nevis.)
(h) The Nevis Circuit which shall comprise the Island of Nevis.
(i) The Anguilla Circuit which shall comprise the Island of Anguilla
X and the Islands and rocks adjacent thereto.
(j) The Virgin Islands Circuit which shall comprise the Colony of the
Virgin Islands."

3. Rule 3 of the principal Rules replaced. For Rule 3 of the prin-
':ipal Rules the following shall be substituted:-
"3. In each of the said Circuits an ordinary sitting of the Court presided
over by a single Judge, for the trial of civil, criminal and other proceedings
and for the disposal of such other business as may then be legally disposed
of by him, shall be held at the following times and places:-
(a) In the Grenada Circuit--
(i) In every month except August and September for the trial of
civil causes in the summary and higher jurisdiction of the Court,
and the hearing of appeals from Magistrates.
(ii) In the Months of February, June and October for the trial of
criminal causes.
(b) In the Saint Vincent Circuit-
(i) In every month except August and September for the trial of
civil causes in the summary and higher jurisdiction of the Court,
and the hearing of appeals from Magistrates.
(ii) In the months of February, June and October for the trial of
criminal causes.
(c) In the St. Lucia Circuit-
(i) In every month except August and September for the trial of
civil causes and the hearing of appeals from Magistrates.
(ii) In the months of February, June and October for the trial of
criminal causes.
(d) In the Dominica Circuit in the months of January, April, July and
November for the trial of civil causes in the summary and higher
jurisdiction of the Court, and the hearing of appeals from Magistrates
and the trial of criminal causes.
(e) In the Montserrat Circuit in the months of March and November
for the trial of criminal and civil causes in the summary and higher
jurisdiction of the Court and the hearing of appeals from Magistrates.
(f) In the Antigua Circuit-
(i) In every month except August and September for the trial of
civil causes in the summary and higher jurisdiction of the Court,
and the hearing of appeals from Magistrates.
(ii) In the months of January, May and October for the trial of
criminal causes.
(g) In the Saint Christopher Circuit-
(1) In every month except August and September for the trial of
civil causes in the summary and higher jurisdiction of the Court,
and the hearing of appeals from Magistrates.
(ii) In the months of January, July and October for the trial of
criminal causes.

(h) In the Nevis Circuit in the months of April and November for the
trial of criminal and civil causes in the summary and higher jurisdic-
tion of the Court and the hearing of appeals from Magistrates.
(i) In the Anguilla Circuit in the months of February and June for the
trial of criminal and civil causes in the summary and higher jurisdic-
tion of the Court and the hearing of appeals from Magistrates.
(j) In the Virgin Islands Circuit in the month of April for the trial of
criminal and civil causes in the summary and higher jurisdiction
of the Court and the hearing of appeals from Magistrates."
4. Rule 6 of principal Rules replaced. For Rule 6 of the principal
Rules the following shall be substituted:-
"6. Assignment of Judges to Circuit. The following are the selections
of the Circuit Judges for the said sittings:-
(a) For the sittings of the Grenada Circuit-
The Chief Justice or the Puisne Judge resident in St. Lucia.
(b) For the sittings of the Saint Vincent and Dominica Circuits-
The Puisne Judge resident in St. Vincent or Dominica.
(c) For the sittings of the St. Lucia Circuit-
The Puisne Judge resident in St. Lucia.
(d) For the sittings of the Antigua, Montserrat and Virgin Islands
Circuits-
The Puisne Judge resident in Antigua.
(e) For the sittings of the Saint Christopher Nevis and Anguilla Circuits-
The Puisne Judge resident in St. Christopher:
Provided that the Chief Justice may from time to time alter or vary
the selections of Judges for sittings of the Court."
5. Rule 7 of principal Rules replaced. For Rule 7 of the prin-
cipal Rules the following shall be substituted:-
"7. There shall be in every year the following vacations of the Court:-
The months of August and September and the period from the 23rd day
of December to the 6th day of January next following:
Provided that nothing in this Rule shall be construed as affecting the
hearing of criminal causes during vacations."
G. Commencement. These Rules shall come into force upon the date
to be fixed by the Chief Justice and notified in the Gazette.

COMMENTS ON STATISTICAL TABLES.
TABLE I.
(a) There is no estimate available of the total school age population for the
year 1956 in age groups.
(b) There is one school for girls only at post-primary level-namely, the Girls'
High School (Government).
(c) There were no new secondary schools opened during 1956.
(d) There are in the Colony several private, i.e. unaided, primary schools, but
the Department of Education has no control over these and the number is
not known.
(e) The Teacher Training Centres referred to in Table I. are buildings rented
by the Department to which Pupil Teachers go for instruction in Secondary
School subjects leading to the Cambridge Overseas School Certificate Exam-
ination, and in Teaching Methods. There are no fees.
(f) The Assisted Schools (22) referred to in Table I. are all Denominational
Schools. The chief Denominations being-Anglican and Methodist, there
are 2 Roman Catholic Schools.

COMMENTS ON DIAGRAM OF EDUCATIONAL SYSTEM.
A. There are three avenues by means of which a Primary School child can
achieve a secondary education.
(1) By passing the Entrance Examination to one' of the secondary schools,
or by obtaining a scholarship.
(2) By attending the Evening Classes organised by the Department of
Education. These students pay a small fee of one dollar per subject
per term. The tutors are paid by the Department.
(3) By becoming a Pupil Teacher and attending the Teachers' Training
Course. The Course, except for the purchase of the necessary text
books at the School Certificate level, is free.
B. Evening Classes are also given in practical subjects such as Cooking and
Needlework.
C. Vocational training in Handwork (Strawwork) is given by the Depart-
ment in nine centres. Tuition is free.
There are also twelve Women's Clubs organised and run by the Depart-
ment whose activities are mainly cultural.
