APPOINTMENTS.
Mr. R. V. M. CLARKE has been ap-
pointed as the Registrar of the Federal
Supreme Court.
Mr. CLARKE was born in St. Vincent in
1912 and was educated at Queen's Royal
College. He became a Solicitor of the
Supreme Court of Trinidad in 1938 and a
Solicitor of the High Court of England
in 1942.
After fifteen years in private practice
as a Solicitor and partner in the firm of
"Procope and Clarke", he was appointed
Deputy Registrar and Marshall of the
Trinidad Supreme Court in June, 1955.
He has been acting as Registrar since
February, 1956.
Mr. CLARKE will assume duty as Regis-
trar of the Federal Supreme Court on
the 1st August.

March 29th, 1957, entered into a Memo-
randum of Undertaking with the Italian
Government providing (inter alia) that
No CLAIMS BY UNITED KINGDOM NATIONALS
CAN BE PRESENTED TO THE ITALIAN GOVERN-
MENT AFTER SEPTEMBER 28TH, 1957.
The Italian Government have agreed
to communicate their decisions on all
outstanding claims already presented t'
them, by March 28th, 1958, and as re-
gards any further new claims which may
be received by them between the date
of the Memorandum and September
28th, 1957, will communicate their de-
cision in writing to H.M. Cove-nment
within twelve calendar months from the
date of receipt by the Italian Govern-
ment of such claims.
If the decision of the Italian authori-
ties is an absolute rejection of the claim
on legal or factual grounds, or a partial
rejection on the grounds that no deci-
sion can be given in the present state of
the documentation or on other grounds,
H.M. Government may request the Ita-
lian authorities within six months from
the date of the communication, to re-
examine the claim if possible, in the
light of the fresh documentation pro-
vided by the claimant or for other good
cause, and the Italian Government will
communicate to H.M. Government their
decision on such re-examination within
six months of the receipt by them of the
request for re-examination.
The Italian Government have agreed
that:
(1) Compensation awarded by them
and accepted by the claimant will
be paid within 120 days of the re-
ceipt by the Italian Ministry of the
Treasury of the completed appro-
priate acceptance documents.
(2) Awards of compensation made by
the Anglo Italian Conciliation
Commission will be paid within 90
days of the receipt by the Italian
Ministry of the Treasury of the
completed appropriate documents.
Compensation will, under Article 78 of
the Treaty, be payable in lire in Italy
and will be subject to the foreign ex-
change control regulations which may
be in force in Italy from time to time.
British property owners who have
suffered war-loss or damage in Italy and
have not yet claimed compensation un-
der article 78 of the Treaty and now wish
to do so, are. advised that they must
submit their claims before September
28th, 1957, direct to the:

Rome.
Claimants who have already sub-
mitted claims direct to the Italian Gov-
ernment, or who now intend to do so
are invited to send two copies of their
claim to the British Embassy, Villa
Wolkonsky, Via Conte Rosso 25, Rome,
for purposes of record.
In cases where H.M. Government are
satisfied that for good reason the claim-
ant is unable to ascertain the loss or
damage suffered, or to complete the ne-
cessary supporting documentation with-
in the time limit laid dcwn, the claim
may be submitted through H.M. Govern-
ment within the time limit in an incom-
plete state. In such cases the documen-
tation or the finall claim must be
presented through H.M. Government to
the Italian Government within six
months of the said time limit, i.e. not
later than March 28th, 1958.
A certificate of the British nationality
of the claimant is required by the Italian
authorities, and claimants in the United
Kingdom wh2 have already submitted
claims direct to the Italian Government
without such certificate cr wish to sub-
mit new claims within the above time
limit, should communicate with Claims

issue of this certificate, Claimants living
outside the United Kingdom should apply
to the nearest British Consul.
Notes for guidance on the preparation
of claims can be obtained from the above

are hereby notified that until further
notice, the return of stocks usually sub-
mitted monthly to the Controller of Sup-
plies by 12 o'clock noon on the 2nd day
of each month must now be submitted
bi-monthly, namely by 12 o'clock noon on
the 2nd and on the 17th day of each
month, the return to contain stocks of

WAGES COUNCIL ORDINANCE, NO. 1 OF 1953.
THE SHOP ASSISTANTS WAGES COUNCIL.
The Shop Assistants Wages Council hereby gives notice of its intention to
submit to the Governor Proposals for fixing the Statutory minimum remuneration
specified in the Schedule below.
The Wages Council will consider any written representation with respect
to these proposals sent to it within 7 days from the 2nd day of July, 1957. Any
such representation should be signed by the person making the same (giving
his or her address) and sent to the Secretary of the Wages Council. Copies
of the proposals can also be obtained from the Secretary of the Wages Council.
It is desirable that persons making objection should state the precise grounds
of their objection.

SCHEDULE.
MINIMUM REMUNERATION OF SHOP ASSISTANTS.
1. The minimum rate of remuneration to be paid to shop assistants in
the Town of Kingstown and within a radius of two miles therefrom shall be
as follows:
A. SALES CLERKS:
(a) Males $44.00 per month or $11.00 per week.
(b) Females $38.00 per month or $ 9.50 per week.
In all other areas the minimum rate of remuneration shall be as follows:
(a) Males $40.00 per month or $10.00 per week.
(b) Females $34.00 per month or $ 8.50 per week.
Provided that the minimum remuneration to be paid to sales clerks under
19 years and over the age of 14 years shall be seventy-five per centum of the
above rates.
Provided further that sales clerks 18 years of age and over who have been
employed for the first time as a sales clerk shall be paid for the first six months
seventy-five per centum of the above rates and thereafter the above minimum
rates shall apply.
("Sales Clerk" means any person engaged in selling any goods or articles
to members of the public and includes Cashiers and persons employed at Gas
Stations).
B. OFFICE CLERKS.
(a) Males $55.00 per month.
(b) Females $50.00 per month.
Provided that the Minimum remuneration to be paid to all office clerks
under the age of 18 years and over the age of 14 years shall be seventy-five per
centum of the above rates.
Provided further that office clerks 18 years of age and over who have been
employed for the first time as an office clerk shall be paid for the first six months
eighty per centum of the above rates and thereafter the above minimum rates
shall apply.
("Office Clerk" means a book-keeper, a typist or any person employed in a
Shipping, Commission Estate or Insurance Office).
HOLIDAYS WITH PAY.
2. Every shop assistant shall, in addition to Sundays and Public Holidays
be entitled to not less than two weeks holiday in every year on full pay.

STATUTORY RULES AND ORDERS,
1957, No. 30.
FOOD VENDORS AND FOOD VENDj
ESTABLISHMENTS REGULATIONS.
(Gazetted 9th July, 1957.)
1. Short title. These Regulations may be cited as the Food Vendors
and Food Vending Establishments Regulations, 1957.
2. Interpretation. In these Regulations, unless the context otherwise
requires:-
"Animal" means horses, mares, geldings, foals, colts, mules, asses, bulls,
oxen, cows, steers, heifers, calves, sheep, lambs, goats, kids, hogs,
pigs, geese, turkeys, cocks, hens, chickens, guinea fowls, ducks, and
domestic poultry generally.
"Food" means any article for food or drink by man other than drugs and
water.
"Restaurant" means restaurant, coffee shop, cafeteria, short order cafe,
luncheonette, tavern, sandwich stand, soda fountain, bar, saloon,
hotels, boarding houses and all other eating and drinking establish-
ments, as well as kitchens or other places in which food or drink
is prepared for sale whether on the spot or elsewhere.
"Itinerant Restaurant" ixeans a restaurant operating for a temporary
period in connection With a fair, carnival, circus, public exhibition,
or other similar gathering.
"Employee" means any person who handles food or drink during prepara-
tion or serving, or who comes in contact with any eating or cooking
utensils, or who is employed in a room or at any place in which food
or drink is prepared or served.
"Food Vendor" means any person who is engaged in the preparation of
or retailing of articles of food or drink in a retail shop, grocery shop,
restaurant, or other place, or as a huckster.
"Food Vending Establishment" means any place or premises used for
the preparation of or retailing of food or drink.
"Grocery Shop" means any business place where food or drink is offered
for sale for human consumption.
"Person" means person, firm, corporation or association.
"Health Officer" means any duly registered Medical Officer, or any Sani-

3. Registration of Restaurants. (1) Every restaurant shall be
registered at the office of the Sanitary Authority, and for that purpose every
person who'intends to use any place in the Colony as a restaurant shall make
application in writing to the Sanitary Authority which application shall be in
the Form 1 in the Schedule hereto setting out his .name in full and a correct
description of the place so intended to be used, upon being satisfied that the
place fulfils the requirements of these regulations, the Sanitary Authority shall
issue to the applicant a certificate which shall be according. to the Form 3 in
the Schedule hereto to the effect that the said place can properly be used as a
restaurant in respect of the period for which the applicant seeks to register it.
The certificate authorising the payment of the registration fee shall be according
to the Form 2 in the Schedule hereto.
(2) Such Certificate shall be exhibited and kept exhibited by the
applicant in some conspicuous place during the whole of the period for which
it shall have been granted and no longer.
(3) A charge of five dollars a year ending on the 31st day of December
or two dollars and fifty cents a half year ending on the 30th day of June or 31st
day of December in the year of issue shall be made for the certificate or any
renewal thereof. This fee shall be payable at the Treasury.
(4) Any person carrying on a restaurant without having in force a
certificate or registration thereof, shall, for each day during which default is
so made, forfeit a penalty not exceeding ten dollars' in addition to any other
penalty to which such person may have become liable in respect thereof.
4. Condition of Restaurant. (1) The floors of all rooms shall be
so constructed as to be easily cleansed and shall be smooth and kept clean and
in good repair.
(2) The walls and ceilings of all rooms shall be kept clean and in good
repair and shall be finished in a light colour and have a smooth washable surface
up to the level reached by splash or spray.
(3) All openings into the outer air shall be effectively screened and the
doors shall be self closing unless other effective means are provided to prevent
the entrance of flies.
(4) All rooms shall be adequately lighted and ventilated.
5. Condition of Grocery Shops or other such place where food
or drink is exposed for sale or being prepared for sale. (1) The
floors of all rooms shall be so constructed as to be easily cleansed and shall be
smooth and kept clean and in good repair.
(2) The walls, fixtures and ceilings of all rooms shall be kept clean and
in good repair and shall be finished in a light colour and have a smooth washable
surface up to the level reached by splash or spray.
(3) All rooms shall be adequately lighted and ventilated.
6. Lavatory Facilities. Every restaurant shall be provided with ade-
quate lavatory facilities which shall be conveniently located and such convenience
shall not form part of any room in which food or drink or utensils are handled,
served or stored.
(2) No employee shall resume work after using any sanitary convenience
without first washing his hands.
7. Sanitary Conveniences. Every restaurant shall be adequately
provided with sanitary conveniences of such a nature and so situated as to meet
with the satisfaction of the Sanitary Authority.
8. Water Supply. Every restaurant, itinerant restaurant or grocery
shop shall be provided with an adequate supply of good and wholesome water
for use in all rooms in which food or drink is prepared and utensils washed.
9. Construction of Utensils and Equipment (1) All multi-use
utensils and all show and display cases or windows, counters, shelves, tables,
refrigerating equipment, sinks and other equipment or utensils used in connection
with the operation of a restaurant shall be so constructed as to be easily cleansed
and shall be kept in good repair.
(2) Utensils containing or plated with cadmium or lead shall not be used:
Provided that solder containing lead may be used for jointing.
10. Cleaning and bactericidal treatment of utensils and equip-
ments. (1) All equipment, including display cases or windows, counters,
shelves, tables, refrigerators, stoves, hoods and sinks shall be kept clean and
free of dust, dirt, insects and other contaminating materials.
(2) All clothes used by waiters, chefs and other employees shall be clean.
Single service containers shall be used once.
(3) All eating and drinking utensils shall be thoroughly cleaned and
effectively subjected to an approved bactericidal process before being used a
second time and immediately following the day's operation.
(4) Drying cloths, if used, shall be clean and shall be used for no
other purpose.
(5) No article, polish, or other substance containing any cyanide pre-
paration or other poisonous material shall be used for the cleansing or polishing
of utensils.
11. Storage and handling of Utensils and Equipment.
(1) After bactericidal treatment utensils shall be stored in a clean, dry place
protected from flies, dust and other contamination as far as practicable.
(2) Single service utensils shall be purchased only in sanitary containers,
shall be stored therein in a clean, dry place until used, and shall be handled in
a sanitary manner.
12. Disposal of Waste. All waste shall be properly disposed of, and
all garbage and trash shall be kept in suitable receptacles, in such manner as
not to create a nuisance.
13. Refrigeration. (1) All readily perishable food or drink shall be
kept at or below 50 degrees farenheit except when being prepared or served.
(2) Waste water from refrigeration shall be disposed of in a manner
satisfactory to the Health Officer.

14. Examination and Contamination of unwholesome or
adulterated food or drink. (1) Samples of food, drink, and other sub-
stances shall be taken and examined by a Health Officer as often as may be
necessary for the detection of unwholesomeness and adulteration.
(2) A Health Officer may condemn and forbid the sale of, or cause to
be removed or destroyed, any food, drink or other substance which in his opinion
is unwholesome or adulterated.
(3) No compensation shall be allowed or payable for such food, drink
or other substance so condemned, destroyed or otherwise dealt with under the
provisions of these Regulations.
15. Inspection of Food Vending Establishments. (1) Al Health
Officers are hereby authorised to inspect all restaurants, itinerant restaurants,
grocery shops or other place under the control of a Food Vendor for the purpose
of determining whether the provisions of these Regulations are observed.
(2) Any violation of the same item on such second inspection may
necessitate legal proceedings.
(3) One copy of the inspection report shall be posted by the Health Officer
upon an inside wall of the establishment and the said inspection report shall
not be defaced or removed by any person except the Health Officer. Another copy
of the inspection report shall be filed with the records of the Health Department.
(4) The person operating the establishment shall, upon request of the
Health Officer, permit access to all parts of the establishment and shall permit
copying any or all records of foods purchased.
(5) Any person who shall obstruct or resist a Health Officer in the exe-
cution of his duties under these Regulations shall be guilty of a breach of these
Regulations.
16. Storage, display and servicing of food or drink. (1) All food
and drink shall be stored, displayed and served so as to be protected from dust,
flies, vermin, depredation and pollution by rodents, unnecessary handling, droplet
infection, overhead leakage and other contamination.
(2) Animals shall not be kept or allowed In any room in which food or
drink is prepared or stored.
(3) All measures necessary for the elimination of flies, roaches and
rodents shall be used.
17. Cleanliness of EmDloyees. (1) Every person employed in any
food vending establishment shall wear clean outer garments and shall keep their
hands clean at all times while engaged in handling food, drink, utensils and
equipment.
(2) No person employed in any food vending establishment shall
expectorate or use tobacco in any form where food is being prepared for sale for
human consumption.
18. Cleanliness of Premises. (1) The premises of all Food Vend-
ing Establishments shall be kept clean and free of litter and refuse.

(2) None of the operations connected with Food Vending Establish-
ments shall be conducted in any room used as living or sleeping quarters.
(3) Adequate lockers or dressing rooms shall be provided for employees
clothing and shall be kept clean.
(4) Soiled linens, coats and aprons shall be kept in containers provided
for that purpose.
19. Disease Control. (1) No person who is affected with any disease
in a communicable form or is a carrier of such disease shall work in any Food
Vending Establishment, and no such establishment shall employ any such person
suspected of being affected with any disease in a communicable form or of being
a carrier of such disease or any disease of the skin or affected with ulcers, open
sores, chapped hands or feet or other cutaneous disease.
(2) Any person employed or about to be employed in connection with
food vending, before being so employed and thereafter at least once in every
six months, shall produce to the Sanitary Authority a Medical Certificate of
fitness.
(3) Notwithstanding the provisions of the preceding paragraph of this
Regulation, a Health Officer may, in his discretion, at any time, call upon such
employee to submit himself for a further medical examination. For such further
examination no fee shall be charged.
(4) Every person so employed shall, whenever required so to do by a
Health Officer, produce his medical certificate for inspection.
20. Procedure when infection suspected. When suspicion arises
as to the possibility of transmission of infection from any employee of a Food
Vending Establishment, the Health Officer is authorised to require any or all
of the following measures:-
(a) the immediate exclusion of the employee from the establishment;
(b) the immediate closing of the establishment concerned until in the
opinion of the Health Officer no further danger of disease outbreaks
exists;
(c) adequate medical examinations of the employee and his associates.
21. Itinerant Restaurants. Any person operating an Itinerant Res-
taurant shall conform with the requirements of these Regulations in so far as
they affect the business.
22. Registration of Food Vendors. (1) No person shall carry on
the business of a Food Vendor unless he has obtained a certificate of registration
required by these Regulations from the Sanitary Authority.
(2) Food Vendors shall be registered as shop clerks, hucksters, cook
shop employees, bar attendants, clerks, cooks or factory employees.
(3) It shall be the duty of the person having the control of any Food
Vending Establishment to report to the Health Officer immediately if he suspects
that any one of his employees is suffering from any communicable or infectious
disease.

23. Any person who shall refuse or fail or neglect to obey or carry out any
order or request validly given by any Health Officer under the provisions of these
Regulations shall be guilty of a breach of these Regulations.
24. Penalty. Any person who contravenes or fails to comply with any
of the provisions of these Regulations shall be guilty of a breach of these Regu-
lations.
25. Revocation. The Regulations made by the Sanitary Authority
under section 15 (e) of the Public Health Ordinance, 1S27, and section 3 (n) (iv)
of the Public Health (Amendment) Ordinance, 1929, and laid before the Legisla-
tive Council on the 12th day of April, 1932, and gazetted on 19th April, 1932, are
hereby revoked.
26. Commencement. These Regulations shall come into force on the
1st day of August, 1957.

1. Short title. These Regulations may be cited as the Passenger Boats
Regulations, 1957.
2. Interpretation. In these Regulations-
"Launch" means any steam launch, motor boat or other vessel propelled
by mechanical power, not exceeding one hundred feet in length.
3. Inspection of Passenger Boat. The Board of Examiners may at
any time cause any passenger boat to be inspected.
4. Decked Passenger Boats to carry Life-boats. Every decked
passenger boat shall carry a properly constructed life-boat or life-boats of a
capacity of 10 cubic feet for each person allowed to be carried.
5. Life-boat Accessories. Every such life-boat not being a launch
shall be provided as follows:-
(a) with a full single-banked complement of oars;
(b) with two plugs for each plug-hole, in case the lifeboat has a plug-
hole, attached with lanyards, and one set and a half of thole pins
or crutches attached to the life-boat by sound lanyards;
(c) with a rudder and tiller or yoke and yoke lines, and a bailer; the
rudder and bailer to be attached to the life-boat by sufficiently long
lanyards and kept ready for use;
(d) with a breaker or other vessel properly constructed and capable of
holding not less than 5 gallons, which shall be kept filled with fresh
water;
(e) with emergency supplies of food to the entire satisfaction of the Port
Officer.
6. Carrying capacity of Life-Boat.
(a) The carrying capacity of a life-boat shall be determined by the Port
Officer of Kingstown having regard to the rules made by the Imperial
Board of Trade with reference to Life-Saving appliances;
(b) the space in each life-boat shall be sufficient for the seating of the
persons carried in it and for the proper use of the oars.

7. Position of Life-boats. The life-boat or life-boats shall be either
hung under davits or so placed that they can be easily and quickly got into the
water.
8. Life Buoys. Every decked passenger boat shall carry not less than
two life buoys built of solid cork fitted with beckets securely seized and with life
lines 15 fathoms in length.
9. Position of Life Buoys. The life buoys shall be so placed as
to be readily accessible to all persons on board- and so that their position may be
known to all persons on board.
10. Life Belts. Every decked or partly decked passenger boat and every
launch shall carry one life belt for each passenger and member of the crew. These
life belts shall be of the -approved Imperial Board of Trade pattern, and shall
be stored in an accessible position and shall be marked with the name of the boat
to which they belong.
11. Moveable Seats. Every partly decked passenger boat, and every
coastal launch, built boat or canoe shall be fitted with moveable seats, to each
of which shall be securely fastened a plank of cork wood or other similar buoyant
wood, of a thickness of not less than four inches, to the satisfaction of the Port
Officer:
Provided however that this Regulation shall not apply to built boats or canoes
engaged in plying solely between ships and the shore in any harbour.
12. Rope life-line. Every built boat, rowing boat or canoe shall be
fitted with a rope life-line not 'less than five-eighths of an inch in diameter
running parallel with and six inches below the gunwale and becketed at intervals
of two feet six inches.
13. Number of Passengers to be marked on boat. Every built
boat, rowing boat or canoe must be clearly marked with the number of passengers
which it is licensed to carry.
14. Seating Accommodation. The space in each open passenger
boat shall be sufficient for the seating of the persons carried in it and for the
proper use of the oars.
15. Cabin Accommodation. No passenger boat engaged in inter-
colonial trade shall be allowed to carry female passengers in excess of available
cabin accommodation:
Provided however that the Port Officer may, in his discretion, in cases where
any stage of a voyage is expected to be run only during daylight hours, permit a
greater number of female passengers to be carried on that stage of the voyage
in excess of the available cabin accommodation.
16. Deck Space. Every passenger boat shall reserve sufliCienl deck
space for the number of passengers carried.

17. Deck Loads and Free-board.
(a) Deck loads and free-board of every passenger boat shall be governed
by the discretion of the Port Officer whose decision in every case
shall be final.
(b) Free-board markings of passenger boats registered in the Colony
shall be done locally to the satisfaction of the Port Officer:
Provided however that certificates of Free-board issued by the proper
Authorities in any other Colony shall be accepted in this Colony.
18. Certificate of Competency. The Master of every passenger boat
shall hold a Certificate of Competency the issuance of which shall be in the
control of the Port Officer and subject to the Governor's approval.
19. Examination for Certificate of Competency.
(a) For the purpose of ascertaining the competency of the Master of any
passenger boat the Governor may, in his discretion, appoint an
Examining Board consisting of the Port Officer as Chairman and one
Master Mariner or any other two persons whom the Governor may
select.
(b) The subjects for examination shall be determined by the Port Officer
and shall include-
(i) Rule of the Road, as applicable to passenger boats.
(ii) How to act in case of "Man Overboard" or in case of "Fire".
(iii) Use of the compass.
(iv) Use of distress signals.
(v) Any questions relating to seamanship and the management
of passenger boats.
(c) The Members of the Examining Board shall be paid such fees for
their services as the Governor in Council shall decide.
20. Suspension and Cancellation of Certificate of Competency.
The Port Officer may suspend any Certificate of Competency for such period,
not exceeding six months, as he may think fit, or he may in his discretion cancel
the said Certificate for any of the following offences:-
(a) Drunkenness when on duty.
(b) Habitual drunkenness.
(c) Misconduct, including any violation of the Passenger Boats Ordinance
or any of the Regulations made thereunder.
(d) Mental or physical disability:
Provided that no such order of suspension or cancellation shall be made
except after due enquiry by the Port Officer and after the person named in the
Certificate of Competency has had full opportunity of making his defence. An
appeal shall lie to the Governor in Council whose decision shall be final.

21. Grounds for Cancellation to be Printed on Certificate of
Competency. The Port Officer shall cause to be printed on the Certificate
of Competency the above grounds for cancellation.
22. Application of Regulations. Regulations 10, 15, 16, 17, 18, 19,
20 and 21 of these Regulations shall not apply to boats of any kind engaged In
plying solely within the limits dof any harbour in the Colony.
23. Scale of Diet. (1) The following scale of diet and water is prescribed
for the use of passengers on every passenger boat engaged in inter-colonial trade,
except as regards boats carrying passengers who have contracted to supply
their own provisions:

In addition to the above quantities every passenger boat, whether the passen-
gers have contracted to furnish their own provisions or not, proceeding on a voyage
from the Colony to any place outside the Colony, is required to carry a reserve
supply of food and water sufficient to supply all persons on board for a period
double the estimated time required for the voyage.
(2) For the purposes of paragraph (1) of this Regulation the following
scale is provided for determining the length of the voyages:

Provided however that the scale set out in this paragTaph for determining
the length of voyages shall be reduced by half in the case of motor vessels and

24. Equipment Required. (1) Every passenger boat shall be pro-
vided with the following equipment in addition to the equipment hereinbefore
required-
(a) In the case of vessels trading coastwise:-
(i) One anchor with chain cable and one kedge anchor with rope
cable.
(ii) Side and anchor lights.
(iii) One bilge pump or more as directed.
(iv) An entire suite of sails in good order:
Provided that the provisions of this paragraph shall not apply
to open boats or canoes.
(b) In the case of vessels trading inter-colonially:-
(1) Compass.
(ii) Two anchors and 2 cables.
(iii) One kedge anchor with hemp or manilla rope.
(iv) Side and anchor lights.
(v) One bilge pump or more as directed.
(vi) Leads and lines.
(vii) Flares or smoke signals to be approved by the Port Officer,
(viii) Emergency Fishing tackle.
(ix) Charts of likely areas.
(x) Red ensign and flag halyard.
(2) The master of any passenger boat about to set out on a voyage shall
not be entitled to receive his clearance or other authority to sail until the Port
Officer shall have satisfied himself that the provisions of this Regulation and
of Regulation 23 have been complied with, and that the passenger boat is in a
seaworthy condition.
25. Launches Plying for Hire. Launches when plying for hire
shall be licensed by the Port Officer on a form prescribed and shall carry at
least such crew as may be directed by the Port Officer who must be satisfied that
the crew includes a helmsman, who has a working knowledge of the rules for
preventing collisions at sea and can bring a launch safely alongside a ship or
pier, and a mechanic who has sufficient knowledge to undertake running repairs
to the engine:
Provided that in the case of launches which do not exceed 30 feet in
length, the combined duties of helmsman and mechanic can be performed by one
member of the crew.
26. Port Officer to Certify Number of Passengers and Crew
of Launch. The Port Officer must certify the maximum number of passengers
which a launch may be licensed to carry and the minimum crew required to
work the launch and that the equipment as prescribed In these Regulations is
carried on board and is of approved pattern.
27. Method of Determining Number of Passengers to be
Carried by Launch. The number of passengers a launch may be licensed
to carry shall be determined by dividing the clear area in square feet of space
or spaces allotted for passengers by 4; provided that:-

(a) this number does not exceed the number for which seating accom-
modation is provided. This number should be found by dividing the
total lengths, in feet, of the seats by 1.5; and
(b) the Port Officer is satisfied that the launch has sufficient stability
to carry this number.
28. Number of Passengers, to be Marked on Launch. Every
launch must be clearly marked with the number of passengers which it is licensed
to carry.
29. Equipment for Launches. Every launch shall be provided with
the following equipment:-
(1) An efficient bilge pump.
(2) Bailer and bucket.
(3) An efficient anchor and cable.
(4) Two oars or sweeps.
(5) Efficient sound signalling apparatus.
(6) Chemical Fire Extinguishers.
Launches under 30 feet in length, with at least one, and over 30
feet in length, with two or more Fire Extinguishers as the Port Officer
may direct. Such Extinguishers must be tested annually to the
satisfaction of the Port Officer.
(7) One box filled with sand and scoop.
(8) Life-buoys.
Launches of 30 feet but under 50 feet in length with two efficient
life-buoys. Launches of 50 feet and over in length with four efficient
life-buoys. Life-buoys must be carried in racks from which they may
be readily lifted and must not be lashed or tied to the launch.
(9) Two boat hooks.
(10) Breaker of drinking water.
(11) Emergency supplies of food to the entire satisfaction of the Port
Officer.
30. Cabin Roof of Launch. No passenger or baggage may be carried
on the cabin roof of a launch.
31. Engines to be Enclosed. Engines of launches must be enclosed
so as to prevent damage to passengers.
32. Application. These Regulations shall apply whether a passenger
boat or launch is on a voyage between places within the Colony or is on a voyage
between the Colony and a place outside the same:
Provided that these Regulations shall not apply to any passenger boat or
launch registered in any place outside this Colony which shall come to this
Colony with passengers intransit for any other place and does not take passengers
from this Colony.

33. Penalty. Where any passenger boat or launch fails to comply with
any of the requirements of these regulations, the master of such passenger boat
or launch who shall use the same on any voyage, and the owner who shall permit
the same to be used, shall be liable on summary conviction to a fine not exceeding
one hundred dollars.
34. Revocation. The following Regulations are hereby revoked:-
(a) Regulations made by the Governor in Council on the 3rd day of
August, 1939, and published in the Gazette on 22nd August, 1939,
under Section 20 of the Passenger Boats Ordinance, Chapter 201;
and
(b) The Passenger Boats (Amendment) Regulations, 1944, (S.R. & 0. 1944,
No. 40).
35. Commencement. These Regulations shall be deemed to have come
into operation on the 1st day of January, 1957.
Made by the Governor in Council under Section 20 of the Passenger Boats
Ordinance (Cap. 201) this 21st day of June, 1957.
