VACANT POST OF PHYSICIAN SPECIAL-
IST, GENERAL HOSPITAL, BARBADOS.
Applications are invited for the post
of Physician Specialist, General Hospital,
Barbados.
2. Qualifications: Applicants should
be registered general medical practition-
ers and should possess the M.R.C.P. or an
equivalent qualification. Post-giaduate
hospital experience is essential.
3. Duties: The Physician Specialist
shall be responsible for the public
medical service of the hospital, shall
perform such other duties as may be
required of him from time to time and
shall act under the general superinten-
dence and direction of the Director of
Medical Service.s.
4. Appointment andSalary: Thepost
is full time and pensionable with a salary
in the scale $5,520 x 480-$6,480 per an-
num. A temporaryy cost of living allow-
ance is aiso payable at the rate of $156
per annum. The salary is now under
review. Point of entry into the salary
scale will depend on prof -ssional qualifi-
cations and experience. The Physician
Specialist is eligible for full fees in res-
pect of consultations outside the-hospital
and a non-pensionable allowance equal
to one-half the fees paid into the Pub-
lic Tieasury in respect of specialist
services rendered within the hospital.
Otherwise private practice is not al-
lowed. In case of a pensionable appoint-
ment salary is subject to annual deduc-
tion of 4% under the Widows' and Or-
phans' Pension Act unless wholly or
partially exempt by membership of a
Widows' and Orphans' Pension scheme
of another Government. Appointment
may also be an agreement for a period
of three years.
5. Passages: The successful candi-
date, if appointed on pensionable terms,
will be eligible for the cost of passages
for himself and family from the place of
recruitment up to a limit of $1,440. If
appointed on agreement, he will be eli-
gible for the cost of passages for himself
and his family on appointment and on
satisfactory completion of agreement up
to a limit of $1,440 each way.
6. Leave and Leave Passages: Leave
is granted in accordance with local
regulations. Leave passages for pen-
sionable officer are payable every three
and a half years in accordance with the
Civil Establiahment (Leave Passages)
Order, 1952.
7. Quarters: Free furnished quarters
are provided.
8. Applications giving full particulars,
qualifications and experience and ac-
companied by two testimonials, should
be addressed to the Chief Secretary,
Government Headquarters, Bay Street,
St. Micheal, Barbados, and should reach
him by the 22nd September, 1956.

HOUSING AND PLANNING AUTHORITY,
DOMINICA.
Applications are invited from suit-
ably qualified persons for appointment
to the post of Building Inspictor and
Construction Foreman, Central Housing
and Planning Authority, Dominica.
2. The post is non-pensionable and
the appointment will be on contract for
a period of three years under a Colo-
nial Development and Welfare Scheme.
Serving officers may be appointed on
secondment and should submit their
applications through the proper chan-
nel. The salary of the post is in the
scale of $2,040 x $120-$2,640 per
annum. The question of a general
revision of salaries is under active
consideration and the scale of the
salary may be revised in the light of
the report of the Salaries Revision Com-
missioner. No cost of living allowance
is payable.
3. The duties of the post may be
summarised as follows:-
(a) to inspect all house building
jobs, stage by stage, during
the course of construction.
(b) to ensure that the materials
and the construction conform
with the specifications and
the rules and regulations of
the Central Housing and
Planning Authority, scheme
by scheme;
(c) to work as construction fore-
man on housing, road, water
and sewerage projects under-
taken by Central Housing and
Planning Authority.
4. Free passages will be provided for
the officer, his wife and not more than
three children under the age of eighteen
years who are unmarried and are depen-
dent upon him, provided that they
accompany him or join him in the
experience should be submitted to the
Executive Officer and Secretary, Cen-
tral Housing and Planning Authority,
Goodwill, Dominica, not later than the
21st September, 1966. No more than
three recent testimonials need be for-
warded with the application.

RESOLVED that the Central Housing and
Planning Authority have this 28th day
of August, 1956, decided to prepare a
scheme under the provision of Section
14 of the Slum Clearance and Housing
Ordinance, No. 1 of 1946 for:-

'N.B. It is hoped that good use will
be made of this service. The amounts
of insecticides needed are not large and
hence costs are not likely to be high per
unit area.
The science of crop protection has
made great strides in recent years, but
if we are to derive maximum benefit
from the very effective insecticides
available we must apply them correctly.
This assumes a knowledge of their pro-
perties and the particular pests they are
effective against. It also entails the use
of the right equipment which makes
for efficiency and speedy execution of
the job. Further most of these insecti-
cides are deadly poiso )u.,. In skilled
hands and at the dilutions used they
are relatively safe, but in unskilled un-
enlightened hands, they can be quite
dangerous. For these reasons therefore
we heartily recommend to you this ser-
vice so that you may at last be able to
successfully combat your foes in the
garden.
The Plant Protection Officer has got
to give Cotton Pests Control priority
over all other crop pests. This, along
with the fact that many of your prob-
lems are relatively small and hence can
only keep him busy for a very short
while will necessitate his pooling re-
quests and dealing with several in a
day. This will naturally entail some de-
lay, but we earnestly solicit your pa-
tience and you must remember too that
what you pay is but a small portion of
the true cost of such a service.

PUBLIC UTILITY UNDERTAKINGS ORDINANCE, 1955, TO ENQUIRE INTO
A DISPUTE CONCERNING WAGES AND CONDITIONS OF EMPLOYMENT
BETWEEN THE MANAGEMENT AND THE EMPLOYEES OF THE
ST. VINCENT HYDRO-ELECTRIC SERVICES.
Your Honour,
In accordance with the Notice published in the St. Vincent Government
Gazette of 7th August, 1956, we were appointed as a Tribunal under Section 10 (4)
of the Public Utility Undcrtakings and Public Health Service Arbitration Ordin-
ance, 1952, to undertake on enquiry into a dispute concerning wages and condi-
tions of employment tetveen the Management and the Employees of the St.
Vincent Hydro-Electric Cervices.
2. Thirty-six of the employees addressed a communication to us requesting
that the Hon. E. T. Joshua should be allowed to represent their case before the
Tribunal. This was allowed and a subsequent request by the Management for
the Hon. E. A. C. Hughes to represent their case was also allowed. In addition
five workers and the Manager Mr. E. Hargreaves .gave evidence before the Tri-
bunal. The Parties were heard at the appointed place on 13th, 20th and 27th
August and on 3rd September, 1956.
3. The claims made on behalf of the employees by the Hon. E. T. Joshua
were under the following six heads:
(i) "An overall increase of all grade of workers at 30% (thirty per cent)
"increase on the present rates of wages which are abnormally small.
(ii) "Insurance against accidents to be paid to the worker, instead of the
"present system of compensation adopted.
(i-i) "That workers breaking off from work should be determined when the
"truck arrives to the capital with the men and checked out there. That
"the system of cessation of each day's work should be revised.
(iv) "Double pay for Sundays and Public holidays.
(v) "That the dismissal of workers be not done arbitrary but by a system
"of satisfaction to the worker himself, that an offence was committed
"and a system adopted by which the worker could exculpate himself.
(vi) "That overtime when it is given should be calculated on the basis of
"time and a half."
AWARDS.
4. The Tribunal gave careful consideration to the statements and submis-
sions made on behalf of the Parties and make the following awards, Mr. J. Shil-
ingford dissenting.
1. Electricians, Linesmen, Assistant Electricians, Assistant Linesmen,
Ice Harvesters, Labourers and other hourly paid employees of the St. Vincent
Hydro-Electric Service who were in receipt of wages at the daily rates shown
in Column A of the table below on 18th June, 1956, shall be paid at the
rates shown in Coltumn B of the table with effect from 19th June, 1956.
2. Any such employee paid on 18th June, 1956, at a rate interme-:iate
between any two consecutive rates shown in Column A of the table shall
be paid at that rate plus an amount equal to the difference between the
rate i.ext above it in Column A and the corresponding rate in Column B.
For example, if an employee on 18th June 1953 was paid at the rate of $1.56
per day, his new rate would be $1.56 plus the difference between $1.44 and
$-1.3 as from 19th June, 1956.
II. The working time of all employees who are transported from Head-
quaa'ters in Kingstown for work in the field, shall be calculated from the
time of leaving Headquarters to the time of arrival back at Headquarters,
proAided that overtime rates shall not be payable in respect of time spent
in transit unless the employee concerned is actually performing duties
during the time of transit. This award will become effective from 18th
September, 1956.
