REPORT OF THE COMMISSION OF ENQUIRY ON THE SUGAR INDUSTRY
OF ST. VINCENT.
It is notified that the Report of the Commission of Enquiry on the Sugar
Industry of St. Vincent (locally known as the Jolly Report) has now been made
available for study by the public.
Government emphasize that it in no way commits itself to support any of
the opinions or recommendations expressed therein. But it feels that this
vigorous and stimulating report should now be made available for study by the
interests concerned and by the public.
A limited number of copies are available and one will be kept for reference
on application at Government Office.
The Recommendations of the Report are as follows:-
(1) "A re-valuation of the Company's various properties by an impartial,
qualified accountant nominated by the Government. Besides the re-valuation,
the accountant should advise the Company and Government on the best
method of presentation for the accounts and lay down accounting procedures
from which costs will be calculated.
(2) Contracts should be signed with every producer who has supplied
not less than 5 tons of cane to the Factory in 1955 for a tonnage of cane equal
to his delivery in that year. These contracts will be the property of the cane
grower and cannot be revoked or transferred by the Company. If it is
necessary to adjust the total supply of cane either upward or downward at

any time in the future, such adjustments should be pro rata among all
contracting cane growers.
(3) When farmers have been given permission by the Cane )Farmers'
Officer to cut cane they should be issued with delivery slips representing 5-ton
truck loads to the extent of the estimated production of the area to be cut.
These slips should specify the days on which deliveries are to be made and
should indicate that the cane must be cut not more than one day before
delivery. The slips are intended to impress the producer with the necessity
of orderly cutting and delivery of cane and not to be used by the Company
as grounds for rejecting cane.
(4) A cane Farmers' Officer should be appointed who for the first five
years will be under the supervision of the Superintendent of Agriculture
and his salary met from public revenue. He will be required to conduct
educational programmes and simple investigations into the cane farming
industry as well as assist Company's employees in organising cane deliveries
during the crop.
(5) A cane Farmers' Association should be established to represent the
interests of peasant farmers (under 500 tons per year) supplying cane to
the factory. The Association should be of an essentially democratic nature.
(0) The price of farmers' cane should be arrived at by the following
formula:

Where C = the price of cane fixed by the formula; no standard deduction
in future to be made for trash.
R = the number of tons of cane required to produce 1 ton of sugar.
S = the average price of sugar and molasses sold during the Com-
pany's previous financial year taking into account all delivery
costs, Preference Certificates and other adjustments.
M = the cost of manufacture per ton of sugar as shown by the
Comuany's accounts.
Suppliers should receive an initial payment for their cane on delivery and
the difference in the total price calculated by the formula and the initial
payment should be distributed as soon after the end of the Company's fin-
ancial year as possible.
(7) An Ordinance similar to the Agricultural Small Holdings Ordinance
in Grenada should be introduced with the object of improving terms of
tenure of land rented by cane farmers and others.
(8) The Registrar of Trade Unions should take steps to cancel the
registration of defunct Trade Unions.
(9) The Registrar should enforce the provision of the Trade Union
Ordinance relating to the annual submission of audited accounts of Trade
Unions.
(10) A Wages Council should be established solely for the sugar indus-
try to supersede the present council for Major Crops (sugar and arrowroot).
Workers' members on the Council should be selected to give representation
to different classes of workers and to different districts in which sugar
provides employment; members should not be drawn from defunct Trade
Unions. Independent members should be impartial and if unobtainable in
St. Vincent should be recruited from some other British West Indian Island.
(11) A Works Committee should be established at Mount Bentinck
Estates Limited to deal with conditions of employment which do not fall
within the province of the Wages Council."

POST OF FARM MANAGER OTTLEY
HALL PRISON FARM.
Applications are invited for appoint-
ment to the post of Farm Manager,
Ottley Hall Prison Farm, under C.D. & W.
Scheme D.586, particulars of which are
as follows:-
Appointment. The post is non-pen-
sionable and appointment thereto will be
on a temporary contractual basis for a
period of three years. The Officer will
be subject to the Colonial Regulations
and General Orders and Financial and
Stores Rules of the Windward Islands,
and to the various Ordinances and Sub-
sidiary Legislation in force In the Colony
in so far as they are applicable. The
Officer will be a member of the staff of
the Agricultural Department St. Vincent.
Salary. The salary is at the rate of
$1,416.00 p.a. in the scale ($1,416 x $72-
$1,706 x $96-$1,992).
Travelling Allowance. Travelling Al-
lowance is payable in accordance with
local regulations in respect of a means
of transport approved by the Adminis-
tration.
Qualifications. Applicants should have
a knowledge of Agriculture and Animal
Husbandry, and the keeping of Dairy
and Stores Accounts and be capable of
handling labour. A fair standard of
education is required.
Quarters. Quarters are not provided.
Duties. The duties will include the
management of the Ottley Hall Prison
Farm and Dairy, the supervision of
Prison labour and the keeping of proper
records and Stores Accounts.

rience and accompanied by two testi-
monials, should be addressed to the

While there do not appear to be any
laws or formal regulations covering the
subject of the remittance of compen-
sation monies abroad, we are informed
that the present practice is as follows:-
1. Claimants who are resident abroad
(i.e., ex-Japan) must place the
amount they receive as compen-

if it is their intention to remit.

RULES.
1. Short title. These Rules may be cited as the Income Tax (Evasion of
Tax Payment) (Prevention) (Revocation) Rules, 1956.
2. Revocation. The Income Tax (Evasion of Tax Payment) (Prevention)
Rules, 1953, (S.R. & 0. 1953, No. 23) are hereby revoked.
Made by the Governor in Council under section 72 of the Income Tax Ordin-
ance, 1956, (No. 1 of 1956) this 16th day of April, 1956.

I have the honour to submit this Report on the Vital Statistics for the
year 1954.
I. POPULATION.
1. St. Vincent's population at the 31st December, 1954 was estimated at
75,200, as compared with 73,132 for 1953 and 61,647 at the Census on the 9th April,
1946. There was a net increase of 2,068 during the year under review, and 13,553
since 1S46. The excess of the number of persons who arrived (5,244) in the
Colony over the number who left (5,168) during 1954 was 76. The rate of natural
increase was 2C.4 showing an increase of 3.1 since 1946. The population com-
prised of 35,693 males and 39,507 females.
2. Inquiries have from time to time been made concerning the population
of Kingstown and other major towns. It is, however, difficult to estimate these
figures as there are no records available for the internal movement of the
population. Nevertheless the following table attempts to supply the answer.
The figures are estimated by taking the 1946 Census figures for each division
and adding thereto the proportionate increase.

3. A detailed study of population increases in the several age divisions over
the past six years is possible from Table I.
II. MEAN POPULATION.
4. The mean population on which rates of Births, Deaths and Marriages
have been calculated and which is arrived at by taking the mean figures for *he
year under review and the previous year is 74,160.
III. FERTILITY AND MARRIAGE.
5. During 1954, the total number of births registered was 3,117 or 48 more
than the previous yea.. Male births outnumbered female births by 1,5'4 to
1,543. The illegitimacy rate increased by .7 being '16.6 as compared with 75.9
in 1953. The birth rate of 41.4 for 1954 fell short of that for 1953 which was 42.5.
6. Stillbirths numbered 119 co-mpared with 97 in 1953. The number of Still-
births per 100 live births was 3.8.
7. The number of registered births of persons legitimate by the Re-regis-
tration of Births under the Legitimation Ordinance No. 5 of 1930 was 12. In
1953 the number was 4.
8. There were 234 Marriages registered of which 24 were Civil M. ~-ies.
The marriage rate for 1954 was 3.11 as against 3.04 for the previou-s ".. he
average ages of bridegrooms and brides were 31.8 and 24.2 respectively, tb'~
showing signs of earlier marriages.
9. 5 decrees absolute of Divorce were granted by the St. Vincent Circuit
of the Court as compared with 3 in 1953.
IV. MORTALITY.
10. There were 1,125 deaths registered during the year as compared with
1,127 in 1953. Of this number 538 were males and 587 were females. The death
rate was 14.9 which is lower than it was in 1953 when it was 15.6.
11. Deaths among children under one year of age fell to 366 as compared
,with 377 in 1953. There was also a drop in the Infant Mortality rate from 122.8
to 117.4. Since 1946 when it was 98.1 infant mortality rates have shown an
upward trend with a maximum of 125.3 in 1952 and a minimum of 90.6 in 1949.
12. There were 148 persons who died at the age of 75 and over of which
54 were males and 94 females.
13. The Causes of death have been tabulated according to the International
Statistical Classification of Diseases, Injuries, and Causes of Death 1948. I am
again indebted to the Medical Department for the tabulation set out in Table 7.
