POST OF FARM MANAGER OTTLEY
HALL PRISON FARM.
Applications are invited for appoint-
ment to the post of Farm Manager,
Ottley Hall Prison Farm, under C.D. & W.
Scheme D.586, particulars of which are
as follows:-
Appointment. The post is non-pen-
sionable and appointment thereto will be
on a temporary contractual basis for a
period of three years. The Officer will
be subject to the Colonial Regulations
and General Orders and Financial and
Stores Rules of the Windward Islands,
and to the various Ordinances and Sub-
sidiary Legislation in force in the Colony
in so far as they are applicable. The.
Officer will be a member of the staff of
the Agricultural Department St. Vincent.
Salary. The salary is at the rate of
$1,416.00 p.a. in the scale ($1,416 x $72-
$1,706 x $96-$1,992).
Travelling Allowance. Travelling Al-
lowance is payable in accordance with
local regulations in respect of a means
of transport approved by the Adminis-
tration.
Qualifications. Applicants should have
a knowledge of Agriculture and Animal
Husbandry, and the keeping of Dairy
and Stores Accounts and be capable of
handling labour. A fair standard of
education is required.
Quarters. Quarters are not provided.
Duties. The duties will include the
management of the Ottley. Hall Prison
Farm and Dairy, the supervision of
Prison labour and the keeping of proper
records and Stores Accounts.

the applicant's qualifications and expe-
rience and accompanied by two testi-

Free passages for self, wife and

first appointment and on satis-

in lieu if car already owned.
The Officer and family may be
required to reside temporarily
or for a longer period in a hotel
in which case Government will
contribute to his hotel expenses
according to a formula of gen-
eral application in such matters.
In the event of Government
quarters becoming available, the
officer will be required to pay
rental not exceeding 10% of his
salary. The Officer will be eli-
gible for leave on full salary at
the rate of 1 week for each com-
pleted period of 3 months service.

satisfactory completion of the
period of engagement.

With reference to the above notice,
the Ministry of Finance is prepared to
consider applications for an increased
remittance up to a maximum of the
equivalent of U S. $1,200 every six
months in the case of individuals who
come within one of the undernoted
categories:-
1. Persons who are 60 years of age
or more.
2. Persons who are unemployed and
who are registered as seeking
employment.
3. Persons who are suffering from
serious ill health which makes
necessary or desirable extra in-
come. Such applications to be
also supported by a medical certi-
ficate.
4. Persons who are financially re-
sponsible for a dependent or
dependents who are suffering
from serious illness as described
in (3) above.
Without any engagement whatsoever
on their part, the Ministry will be pre-
pared to give consideration on an ad hoc
basis to applications front individuals,
supported by necessary information and
explanations, who :-
5. are in need of their money for a
specific object of necessity, such
as the payment of a mortgage or
debt, the purchase of a house for
his own use, or for the education
of his children.
Applications from residents in the
United Kingdom, with the necessary
supporting evidence should be addressed
to th, Foreign Office (Claims Depart-
ment, 17, Carlton House Terrace,
London, S.W. 1.) or, if the applicant is
resident outside the United Kingdom. to
the appropriate British authority in the
country in which he or she is residing.

ment of Matters Arising out of the
War and the Occupation, United
Nations nationals and companies or-
ganised under German law in which
U.N. nationals own participation may
assert claims against the Federal Repub-
lic of Germany for the return of their
property and the restorations of their
rights and interests in the Federal
territory to the extent to which such
property, rights or interests suffered
discriminatory treatment (as defined in
the Convention) during the recent war.

The Central Housing and Planning
Authority hereby bring to the atten-
tion of all Lot holders, Sec. 7 of the
First Supplementary Scheme, which
deals with the development of this
Housing Scheme :-
PERIOD WITHIN WHICH BUILDING CON-
STRUCTION SHALL BE COMMENCED
AND COMPLETED.
'Building construction shall be
commenced within six months of
the material date of the scheme
or of the date of the purchase of
the lot, whichever is the later,
and shall be completed within
one year of the date of com-
mencement. The Central Au-
thority may in its discretion
grant an extension of the above
named periods. In case of de-
fault the Oentral Authority may
repurchase the lot at the price
for which it was sold together
with a reasonable sum for any
building or part of a building
whose construction was approved
by the Central Authority."
Lot holders who have not complied
with the abo\e conditions, are hereby
notified that the Authority has again
approved a further extension of the
period to 31st August, 1956, after
which date action would be taken ac-
cordingly.

be issued for the purchase of private
cars and commercial vehicles from the
United States and Canada provided
that-
(i) the purchase of a United States,
North American or Canadian
vehicle is essential and no reason-
able substitute can be found in
the noni-dollar world;
(it) the cars are made available only
to users whos- business or public
duties involve long distance travel
over up-country roads:
(;ii) the purchasers can establish that
they have a genuine need for this
type of car for purposes of import-
ance to the territory;
(iv) no resale is allowed except to
a user who would qualify under
the same conditions as the orig-
inal sale.

AN ORDINANCE further to amend the Estate and Succession
Duties Ordinance, 1939.

Enacted by the Legislature of Saint Vincent.
1. This Ordinance may be cited as the Estate and Succes-
. sion Duties (Amendment) Ordinance, 1956, and shall be read as
one with the Estate and Succession Duties Ordinance, 1939,
(hereinafter referred to as the principal Ordinance) and all
amendments thereto.
2. Section 11 of the principal Ordinance is hereby repealed
and replaced as follows:-

"11. (1) No estate duty shall be payable on
any interest or property given either inter
vivos or by will in any bf the following cir-
cumstances, that is to say-
(a) in support of any body of persons or
trust established within the Colony
exclusively-
(1) for charitable, religious, educational
or scientific purposes of a public na-
ture within the Colony, or
Estate and Succession Duties (Amendment).
(ii for charitable, religious, educational
or scientific purposes of a public na-
ture which, being without the Colony,
are approved by the Governor in
Council for the purposes of this sec-
tion;
(b) for charitable, religious, educational
or scientific purposes of public nature
within the Colony or for such
purposes which, being without the
Colony, are approved by the Governor
in Council for the purpose of this
section:
Provided always that bona fide posses-
sion and enjoyment by the donee or
legatee shall have been or shall be assumed
immediately upon payment of the legacy or
receipt of the gift and thereafter retained to
the entire exclusion of any benefit to any
relative of the donor or testator by contract
or otherwise.
I2) For the purposes of this section the
expression "body of persons" means -any body
politic, corporate or collegiate and any com-
pany, fraternity, fellowship and society of
persons whether corporate or not corporate."

is hereby further amended by deleting paragraph (3) thereof

AN ORDINANCE further to amend the Police Ordinance, 1947.

Enacted by the Legislature of Saint Vincent.
1. This Ordinance may be cited as the Police (Amendment)
Ordinance, 1956, and shall be read as one with the Police Ordin-
ance, 1947, (hereinafter referred to as the principal Ordinance)
and all amendments thereto.
2. (1) Subsection (2) of section 46 of the principal Ordin-
ance as amended by section 10 of the Police (Amendment)
Ordinance, 1951, is hereby further amended by deleting the
words. "subsection (4) of this section" appearing in lines one
and two thereof and substituting therefore the following words
"the following section".
(2) Subsection (4) of section 46 of the principal Ordin-
ance is hereby repealed.
3. After section 46 of the principal Ordinance as amended,
there shall be added the following new section:-
"Pensions 46 A. (1) Where a non-commissioned officer or

his legal personal representative under section
46 (2) of this Ordinance-
(i) if the deceased non-commissioned officer
or constable leaves a widow, a pension to
her, while unmarried and of good charac-
ter at a rate not exceeding ten-sixtieths
of his annual rate of pay at the date of
the injury, or seventy-two dollars a year,
whichever is the greater;
(ii) if the deceased non-commisioned officer
or constable leaves a widow to whom a
pension is granted under the preceding
paragraph and a child or children, a pen-
sion in respect of each child, until such
child attains the age of 18 years, of an
amount not exceeding one-eighth of the
pension prescribed under the preceding
paragraph:
(iii if the deceased non-commissioned officer
or constable leaves a child or children,
but does not leave a widow, or no pension
is granted to the widow, a pension in
respect of each child, until such child
attains the age of 18 years, of double the
.amount prescribed by the preceding para-
graph;
iv, if the deceased non-commissioned officer
or constable leaves a child or children
and a widow to whom a pension is granted
under -,aragraph (i' of this subsection,
and the widow subsequently dies, a pen-
sion in respect of each child as from the
date of the death of the widow until such
child attains the age of 18 years, of double
the amount prescribed in paragraph (ii)
of this subsection;
(v) if the deceased non-commissioned officer
or constable does not leave a widow, or if
no pension is granted to his widow, and
if his mother was wholly or mainly de-
pendeni on him for her support, a pen-
sion to the mother whilel e of good charac-
ter and without adequate means of
support, of an amount not exceeding the

pension which might have been granted
to his widow;
(vi) if the deceased non-commissioned officer
or constable does not leave a widow or
mother, or if no pension is granted to his
widow or mother, and if his father was
wholly or mainly dependent on him for
his support, a pension to the father, while
of good character, of an amount not
exceeding the pension which might have
been granted to his widow;
(vii) if the deceased non-commissioned officer
or constable does not leave a child or
children who is or are eligible for a pen
sion under the provisions of this section,
and, if any brother or sister was wholly or
mainly dependent on him, for support, a
pension in respect of any such brother or
sister of the same amount and sub-jeci
to the same conditions as the pension
which might have been granted in respect
of a child under paragraphs (ii), (iii) and
(iv) of this subsection:
Provided that-
(a) pension shall not be payable under
this subsection at any time in re-
spect of more than six children or
in respect of a legitimate child born
later than nine months after the
date of the injury;
(b) in the case of a pension granted
under paragraph (v) of this sub-
section, if the mother is a widow at
the time of the grant of the pension
and subsequently remarries such
pension shall cease as from the
date of remarriage;
(c) a pension granted to a female child
under this section shall cease upon
marriage of such child under the
oge of 18 years;
(d) in the case of .a pension granted.
under paragraph (v), (vi) or (vii)
of this sub-section, if it appears to
the Secretary of State at any time
that the mother or father, or any
brother or sister is adequately pro-
vided with other means of support,

such pension shall cease as from
such date as the Secretary of State
may determine.
(2) For the purposes of this section, the fol-
lowing words have in relation to a deceased non-com-
missioned officer or constable the meanings respec-
tively assigned to them:-
(a) "brother" includes every male child
of his father or of his mother;
(b) "child" includes-
(i) a posthumus child;
(ii) a step-child or illegitimate child
born before the date of the
injury and wholly or mainly de-
pendent upon him for support;
and
(iii) an adopted child, adopted In a
manner recognized by law, be-
fore the date of the injury, and
dependent as aforesaid;
(c) "father" includes his step-father and
person by whom he has been adopted;
(d) "mother" includes his step-mother
and a female person by whom
he has been adopted;
(e) "sister" includes every female child
of his father or of his mother.
(3) If a non-commissioned officer or constable
proceeding by a route approved by the Governor to
or from the Colony at the commencement or termin-
ation of his service therein, or of -a period of leave
therefrom, dies as the result of damage to the vessel,
aircraft or vehicle in which he is travelling, or of any
act of violence directed against such vessel, aircraft
or vehicle, and the Governor is satisfied that such
damage or act is attributable to circumstances arising
out of any war in which Her Majesty may be engaged,
such non-commissioned officer or constable shall be
deemed, for the purpose of this section, to have died
in the circumstances described in subsection (1) of
this section:
Provided that this subsection shall not
apply in the case of a non-commissioned officer or
constable who is eligible to receive an award under
subsection (4) of this section.
(4) A non-commissioned officer or constable
who dies as a result of injuries received while travel-

ling by air in pursuance of official instructions shall
be deemed to have died in the actual discharge of his
duty and on account of circumstances specifically
attributable to the nature of his injuries; and if his
injuries were not also due to his own default the rates
of pension prescribed in paragraphs (i) and (ii) of
subsection (1) of this section shall be fifteen sixtieths
and one-sixth respectively.
4. This Ordinance shall be deemed to have come into force Commence-
en the 1st day, of December, 1954. meant.

AN ORDINANCE to further and protect the activities and
interests of the Girl Guides Association in the Colony.

Enacted by the Legislature of Saint Vincent.
1. This Ordinance may be cited as the Girl Guides Associa-
tion Ordinance, 1956.
2. In this Ordinance-
"Association" means the Girl Guides Association incor-
porated under the Royal Charter on the 14th day
of December, 1922.
"Girl Guide" means a Girl Guide recognized ss such
under the constitution, byelaws, or rules of the
Association, and includes also all officers of the
Association.
3. It shall not be lawful for any person, not being by the
byelaws or rules of the Association duly authorised and entitled
so to do, publicly to wear, carry or bear any uniform. badge, token
or emblem (which under the said byelaws or rules is speciallyy
adopted for use under the authority of the Association) in such
style or manner as to convey an impression that such person
is, under the said byelaws or rules, entitled so to wear, carry or
bear such uniform, badge. token or emblem.

of this section shall be guilty of an offence against this Ordin-
ance.
4. No Girl Guide shall assume the authority, exercise the
powers or perform the duties of any person employed in the
p7iic service unless sne has been lawfully authorized to do so.

5. It shall not be lawful for any person to form, organize
or work in connection with or be concerned in forming or organ-
izing any corps or body which, without due authority granted
un:ier the Royal Charter of the Association, claim or purport to
be Girl Guides or c .nerwise to be connected with the Association,
or which hold lieimselves out as, or pass themselves off as, Girl
Guides or as otLherwise connected with the Association.
Any person who contravenes any of the provisions of this-
section shall be guilty of an offence under this Ordinance.
6. Any person guilty of an offence under this Ordinance
shall be liable on summary conviction to a fine not exceeding
twenty-five dollars or to imprisonment for a term not exceeding
one month.
