IN THE MATTER of the acquisition by the Governor in Council o2 certain plots
of land situate at Richland Park in the Parish of Charlotte in the Island of
St. Vincent containing the areas shown in the schedule hereto.
DECLARATION OF ACQUISITION.
(UNDER SECTION 3 OF THE ORDINANCE)
(FIRST PUBLICATION)
WHEREAS it was decided by the Governor in Council that the plots of land
described in the schedule hereto should be acquired for a public purpose, to wit,
the improvement of the Richland Park Bye-road;
AND WHEREAS the said plots of land have been acquired compulsorily for the
public purpose aforesaid;
AND WHEREAS a plan showing the abovementioned plots of land may be
inspected during working hours at the Survey Office in the Island of St. Vincent;
Now THEREFORE, this is to inform all persons interested, that. upon the
SECOND PUBLICATION of this Declaration in the Gazette the above-mentioned plots
of land shall vest absolutely in the Crown.

IN THE MATTER of a Declaration by the Governor in Council that a certain
portion of land at Layou in the Parish of Saint Patrick should be required for
a public purpose:

DECLARATION OF ACQUISITION OF LAND.

(FIRST PUBLICATION)

WHEREAS it is enacted by Section 3 of the Land Acquisition Ordinance
(No. 22 of 1946), that if the Governor in Council consider that any land should
be acquired for a public purpose he may cause a declaration to that effect
to be made.

AND WHEREAS it is considered by the Governor in Council that the undermenk
tioned land should be acquired for a public purpose to wit the construction
thereon of a Government Stud Centre:

Now IT Is HEREBY DECLARED by His Excellency the Governor acting by and
with the consent of the Executive Council of the Colony of Saint Vincent, that
upori the second publication of the Declaration in the Gazette all that piece or
parcel of land situate at Layou in the Parish of St. Patrick containing 2 acres,
1 rood and 3 poles, and bounded on the South-West by the Leeward Highway
leading from Layou to Barrouallie, on the North-West by a Public Road leading
to Palmiste Park, and on the South, South-East and East by the Layou River
shall be acquired for the above-mentioned purpose and shall vest atsolutey in
the Crown:

AND IT Is HEREBY FURTHER DECLARED AND NOTIFIED that the Plan showing the
above-mentioned land has been drawn up and prepared on 27th September, 1955,
by Mr. E. Stinson Campbell, Licensed Land Surveyor, and may be inspected
at all reasonable hours at the Surveys Office in the town of Kingstown in the
said Colony.

AN ORDINANCE further to amend the Public Health Ordinance,
1929.

LEacted by the Legislature of Saint Vincent.


1. This Ordinance may be cited as the Public Health
(Amendment) Ordinance, 1955, and shall be read as one with
the Public Health Ordinance, 1927, and with the Public Health
(Amendment) Ordinance, 1929, (hereinafter referred to as the
principal Ordinance) and all amendments thereto.

2. Subsection (1) of Section 8 of the principal Ordinance
is hereby repealed and replaced as follows:-
"8 (1). Any person who shall sell or offer for sale as milk
or pure milk any adulterated or impoverished milk
shall be guilty of an offence and shall be liable on
summary conviction to a fine not exceeding fifty dollars:
Provided that this subsection shall not apply

RULES FOR THE CONTROL OF THE GOVERNMENT
/ COTTON GINNERY.

(Gazetted 29th November, 1955).

1: Establishment of Board. There shall be established for the
management and control of the Government Cotton Ginnery a Board constituted
and having powers as hereinafter provided in these Rules.

2. Constitution of Board. (1) The Board of the Government Cotton
Ginnery shall comprise the following members:-
(i) The Honourable the Colonial Treasurer;
(ii) The Superintendent of Agriculture;
(iii) The Chairman of the Trade and Production Committee of the
Legislative Council;
(iv) One representative of the Copra Industry appointed by the Adminis-
trator after consultation with persons -concerned in the industry or
with any organisation of or representing the industry;.
(v) One representative of the Cotton Industry appointed by the Admin-
istrator in like' manner;
(vi) One other person appointed at the discretion of the Administrator.
(2) The members of .the Board shall elect one of their number to be Chairman
to hold office for one year and to preside at all meetings of the Board at which
he is present. In the absence of the Chairman the Board may, elect a member
present to act as Chairman.
(3) The Secretary of the Board shall be the Manager of the Government
Cotton Ginnery.

3. Functions of the Board. Subject to any general or special direc-
tions which may from time ,to time, be given tp the Board by the Governor in
Council the Board shall have 'and exercise the following' functions:-
(a) To decide matters of policy affecting the operation of the Government
Cotton Ginnery;
(b) To draw up and approve estimates of revenue and expenditure;
(c) To -regulate conventionally the prices of commodities and products;
(d) To regulate wages and salaries of employees; /
(e) To draw up and" implement pensions schemes and insurance for
securing benefits to employees;
(f) To discipline, engage or discharge employees; .











Provided that the employment ,of the Manager, Accountant and Senior
Overseer shall be. subject to the specific direction of the Governor in Council:
and provided further that the Manager shall have authority, subject to the Board's
review to engage, suspend or dismiss daily paid employees.

4. Meetings of the Board. (1) The Board shall meet'at least twice
a month and may adjourn meetings of the Board.
(2) At any meeting of the Board three members and the Manager shall form.
a quorum.
(3) The Board may co-opt the services of any person considered I~ecessary.
(4) The Chairman or acting Chairman shall have an original and a casting -<
vote.

5. Audit. The Board shall yearly appoint auditors from a reputable firm
of auditors to audit the accounts of the ginnery.

6. Reports. The Manager shall during the first fifteen days of every
month submit to the Board a trading report in respect of the working of the
ginnery for the previous month.

7. Revocation. The Rules for the Control of the Government Cotton
Ginnery, (Rules and Orders, 1954, No. 3), made the 28th day of August, 1954,
are hereby revoked.
