supply any of the articles contracted
for at the times stated in the requisi-

7. The Head of Department ot Offi-

necessary, purchase articles of perish-
able food such as bread, meat, etc., at
once to replace rejected articles.
8. All fresh meat contracted for
must be slaughtered in the Slaughter-
house in Kingstown.
9. If the Contractor should persist
in such irregularities as stated in para-
graph 6, the Administrator shall have
tie power to terminate the contract
immediately or at such time as may
appear to him proper and convenient.
10. The contract may be terminated
at any time by one month's notice being
given either by the Contractor to the
Administrator or by the Administrator
to the Contractor.

EXAMINATION FOR THE AWARD OF
SCHOLARSHIPS.
A Competitive examination for the
award of Scholarships for boys and
girls tenable at the Grammar School
and the Girls' High School will be held
at the Richmond Hill Government
School on Friday. 7th October, 1955,
beginning at 9.00 a.m.
2. The Scholarships are open to
pupils attending Government or Assist-
ed Primary Schools or Private Schools
which satisfy the requirUmenta of the
Board of Education, and entitle the
holders to free tuition, games and
library fees and the necessary school
books and stationery. A maintenance
grant at the rate of ninety-six dollars
per annum is payable to scholarships
holderswhose normal place of residence
is at least two miles from the limits of
Kingstown measured by the shortest
public highway and who have to live
away from home for the purpose of
taking advantage of the scholarship.
3. Candidates must (a) have been
less than 12 years of age o- the 15th
September, 1955. Age must be proved
by a birth or baptismal certificate.

there have been cases of rabies in the
other Islands and owners of dogs in
Kingstown and its environs are asked
to keep their dogs from wandering over
the streets of the Town unattended.
All stray dogs found on the streets or
in public places in Kingstown will be
seized and detained, and if not claimed
"at the expiration of seven clear days
after seizure" will be sold or destroyed.

1. Designation of scheme. The scheme set out hereunder gives
effect to resolution passed by the Central Housing and Planning Authority on
31st May 1955, and shall be designated the Sans Souci Housing Scheme.
2. Area of scheme. All that area of land formerly a portion of Sans
Souci Estate in the parish of Charlotte, and defined on a plan prepared by E. S.
Campbell, land Surveyor, dated 25th April, 1955.
3. Object of scheme. The objects of the scheme are to-
(a) enable the resettlement of the inhabitants of Mt. Grennan and Sans
Souci by making freehold building lots available to them at a cost of
two cents per square foot, payable by monthly or weekly instalments
or otherwise.
(b) provide at the expense of Government and without cost to the inhab-
itants a public water supply.
(cY make advances of building materials to the settlers to facilitate the
removal and re-erection of their houses, such advances being recover-
able under the provisions of the Slum Clearance Ordinance, 1946.
4. Disposition of Buildi.ng Lots. No person shall bpe allowed to
purchase more than one lot.
(2) No lot shall be sub-divided.
(3) No lot shall contain more than one dwelling house with kitchen, bath
and latrine or outhouses. No other outhouses will be allowed with-
out the permission of the executive Officer of the Authority.
(4) Business or refreshment houses will be permitted only on the written
approval of the Authority and where the building consists of two
storeys, the top storey of which is to be used for residential purposes.
(5) Providing the lot owner is still indebted to the Central Lousing and
Planning Authority, no lot or building shall be disposed of, rented or
leased without the written permission of the Authority.
5. Advances.
(1) Advances, except as provided for hereinafter, shall be In kind and -
materials shall be sold or advanced to applicants at a cost prices
(2) Every lot holder shall purchase from the Authority one concrete
latrine plate and box seat at a cost of six dollars. The Authority shall
provide a borehole and install the latrine unit but the lot holder shall
be responsible for the superstructure.
(3) Recovery of advances of materials, latrine units and cash ,ha~- be made
by monthly instalments extending over a period of not n.c.r than four
years.
6. Building Regulations. The Public Health (Buildings) Reaulations,
1946, shall apply but shall be revised in the following respects-
(a) No building lot shall be less than 2000, square feet with f frpntage of
not less than 30 feet.
(b) Every lot shall have access to a public road.
(c) No outhouses of any description including kitchens, stables, pens etc.,
. shall be erected or re-erected in advance of the erecuwan of the
dwelling house without, the approval of the Executive Officer of the
Authority.
(d) No outhouses shall be occupied for sleeping or living purposes.
(e) No building or structure of any kind shall be constructed of Wattle
and Daub or covered with trash, grass or other material rot approv-
ed by the Central Authority.
4: Reads. No main road shall be less than 20 feet in width and no access
road shall be less than 12 feet in width.
8. Overgrowth of bush and trees,. With a view of preventing the
overgrowth of bush and trees and as a means of promoting the amenities of' the
area, no person shall be allowed to plant Cabbage-palm, breadfruit. coconut,
banana, fruit, ornamental or flowering trees, without the written permission
of the Authority.
9. Persons to rectify departure from scheme.
(1) Any person who executes work to which any section of the scheme
applies and who receives notice from the Secretary in wri ing, at any
reasonable time during the progress or after& the coaplk'tioh of the
7". work, specifying any matters in respect of which the erection or exe-
cution may be in contravention of this scheme, and re-quiring such
person within a time specified, to cause anything cortra .ry to this
-" scheme to be amended or to do anything which by any such scheme
may be required to be done, shall within the time specified comply
with the several requirements and shall deliver to the Secretary
within a reasonable time a notice of the completion of such work.
(2) In the case of non-compliance with the requirements of the aforesaid
notice, it shall be lawful of the Central Authority to execute the work
required and to recover the cost as a, civil debt.
10. Building construction. Building construction shall be commenced
within six months from the date of purchase of the- lot and, shall he completed
within six months .from the date of commencement. The Central Housing and
Planning Authority may in its discretion grant an extension of the above-men-
tioned periods.
In case of default the Central Authority, may re-purchase the lot at the
price for which it was sold together with a reasonable sum for any building or
part' of a building existing- thereon.
11.' Financial considerations. The scheme shall be financed by Local
Funds and from such sums as may become available to the Authority.
