free in the United Kingdom in the
event of the post being filled by a resi-
dent of the British Caribbean area.
Passages on assumption and termina-
tion of appointment for the Assistant
Trade Commissioner and family up to
five in all from the place of engage-
ment to London will be paid by the
Committee.
The post does not at present carry
pension or superannuation rights. The
appointment will be for a period of
three years in the first instance.
Candidates should possess a sound
knowledge of office organisation and
administrative experience in relation to
trade and commercial matters. They
should also be proficient in the assembly
and presentation of statistical material,
commodity market reports, publicity
material, etc. Preference will'be given
to candidates holding special qualifica-
tions in trade and commerce.
The Committee reserves the right to
fill the position by invitation if no suit-
able application is received.

VACANCY FOR A LINOTYPE OPERATOR
IN THE GOVERNMENT PRINTING
OFFICE, ST. VINCENT, BRITISH
WEST INDIES.
Applications are invited from suitably
qualified persons for appointment to the
post of Linotype Operator, Government
Printi ig Office. St. Vincent.
2. The post, which is pensionable
carries a salary scale of $1,104 x $72-
$1,680 per annum. Consideration will
be given to the appointment of a candi-
date at a salary in excess of the minimum
if the qualifications and experience of
the candidate or other circumstances
justify such a course.
3. Tt is essential that applicants
should have a full knowledge of the
mechanism of Linotype machines and
should have worked in a recognized
Printing Office as a Linotype Operator
for some time. The appointment is
subject to the candidate's medical fitness
and to satisfactory service during a pro-
bationary period of one year in the first
instance.
4. Free passages for the appointee,
his wife and children (under the age
of 18 years) will be provided on first
appointment. The appointee will be
expected to assume duty immediately
upon appointment.
5. Applications with details of quali-
fications and past experience accompan-
ied by two recent testimonials should

each month the Launch will be required
to leave Kingstown for Chateaubelair at
about 1.30 p.m. and return to Kings-
town the same evening leaving Chateau-
belair at 7.00 p.m. The hours of leav-
ing Chateanbelair and Kingstown may
be modified byv the Colonial Postmaster.
3. The Motor Launch will be required
to provide a service for the carriage of
passengers and cargo at the present fixed
rates which will Ibe supplied to intended
Tenders, if require d. on application at
Government Office and to call on the
itinerary in each direction at Clare
Valley for this purpose and for the pur-
pose of collecting the mails from and
delivering the mails to Questelles Post
Office.
4. All mails will be delivered at and
collected from the Genetral Post Office.

CONTROL NOTICES.
The attention of all importers is in-
vited to the provisions of Section 15 of
the Second Schedule to Ordinance No.
27 of 1954, dated 20th July, 1954, which
prohibits the importation of any fresh
carcass whether frozen or chilled, or
New Zealand, Australia, and the
United States of America, and
(b) in accordance with the terms of
a permit granted by the Agricul-
tural Superintendent:

Importations made on behalf of the
Government of the Colony:

any cooked or sterilized meat imported
in hermetically sealed containers.
Attention is also invited to Control
Notices appearing on pages 146 and 155
of the issues of the Government Gazette
for the 17th and 25th May, 1955, respect-
ively, wherein meat and meat products
from Denmark and Holland are specifi-
cally prohibited, except when sterilized
and put up in hermetically sealed con-
tainers, certified by a Government Vet-
erinarian of the country of origin, and
that the certificate accompanied each
consignment.
It is to be clearly understood that any
meat or meat product arriving in the
Colony in contravention to the above
provisions, and without the requisite cer-
tification, being invoiced subsequent to
the 30th July, 1955, will be confiscated;
consequently importers having unexe-
cuted orders in unauthorised places are
advised to cable instant cancellation of
such orders so as to obviate any further
loss.

2. No boat whatsoever, except the

any steamer until the Police boat has
been alongside.

er and bringing passengers or luggage
to the steamer, or coming alongside
for the purpose of obtaining passen-
gers or luggage to take from the steam-
er, shall go to the port side of the
steamer, unless otherwise directed by
any police constable on, or i. the neigh-
bourhood of the steamer, and such boat
shall comply with any directions given
by such a police constable.
(i) A boat taking off supplies to a
steamer shall go to the starboard side
of the steamer unless otherwise direct-
ed by such a police constable as afore-
said

steamer while another boat is at the

4. No person shall mal-e any boat
fast to the ladder of a steamer or keep
a boat alongside or near the ladder of
a steamer for a longer period than is
necessary for setting down any passen-
gers, luggage and supplies, or for tak-
ing in any person ready and intending
to leave the steamer by that boat and
any luggage ready to be put into that
boat.
5. Boats (other than lighters with
cargo) returning to the shore from any
steamer in the harbour call, before
touching the shore at any- other part
of the harbour or of the island, and
without transferring any goods brought
from such steamer to any boat or ship.

8. A boat in the neighbourhood of the
Jetty which is not engaged, or is wait-
ing, shall go to and remain at the Station
appointed fo- unengaged boats by the
Chief of Police.
9. Every boot propelled by oars, when
plying between sunset and sunrise in the
harbour of Kingstown, shall carry at the
stern a white light not lower than three
feet above the gunwale of the boat, of a
globular form not less than 6 in diame-
ter and plainly visible from all points of
the compass.
10. In addition to, or in lieu of any
penalty or other punishment inflicted
upon any licensed boatman for a breach
of any of the provisions of the Ordinance,
or the Regulations, the convicting Mag-
istrate may suspend the licence of such
boatman for the whole or part of the
time unexpired and shall forthwith give
notice to the Chief of Police.
11. If any boatman whose licence is
-o suspended shall, during the time of
such suspension be employed in any boat
contraryy to the provisions of this Ordin-
unce, he shall be guilty of an offence
against this Ordinance.
The Police and Port Authorities will
be taking steps to see that these regu-
lations are observed. Recently, there
have been unpleasant scenes as a result
of boatmen disregarding simple courte-
sies and exposing not only themselves
a:s a whole, but the reputation of St.
Vincent to contemptuous ridicule.
Boatmen and porters are hereby ad-
vised to obtain their licences and badges
from the Licensing Authority, Police
Headquarters, and save themselves from
avoidable inconvenience.

PUBLIC HEALTH NOTICE.
The attention of Residents is drawn to
the Regulatio.ns relating to the disposal
of house refuse in Kingstown. For
sometime now, unfortunately, the prac-
tice of dumping refuse in the streets
or placing refuse in old broken boxes
and buckets has been indulged in too
freely. This practice, apart from being
an offence against existing Regulation,
creates unsightly rubbish heaps and can
be dangerous to health.
The Public Health Department is
therefore soliciting the co-operation of
all residents in Kingstown in order to
bring about some amelioration of this
undesirable condition.
For the guidance of the Public we
publish below the Regulation con-
trolling the disposal of refuse in Kings-
town :-
HOUSE REFUSE IN KINGSTOWN.
Regulations made by the Sanitary
Authority under section 3 (i) (ii) of the
Public Health (Amendment) Ordinance,
1929, with respect to the scavenging and
cleaning of Towns and the removal of
house refuse.

1. In the construction of these Regu-
lations the expression "House Refuse"
means dust and sweepings of rooms and
business premises, waste iaper, 1rokn
glass and crockery, kitchen refuse. vard
refuse and garden refuse when contained
in receptacles not exceeding the prescribed
capacity.
(2) The expression "Barrack" means
any building or collection of buildings
divided into rooms and occupied singly
or in sets by persons of the poorer classes
(not being members of the same family)
and to which there is a common vard
and comminon conveniences.
2. The occupier of every dwelling
house in Kingstown, not being a barrack,
and the owner of every barrack shall
not later than 9 o'clock in the morning
of every day (except Sundays and Public
Holidays) deposit in thie gateway or
immediately outside of such premises
in a conveniently accessible position a
moveable receptticle in which shall be
placed all the house refuse of such
premises for the purpose( of removal by
the Sanitary Authority.
3 The receptacle to be provided shall
be of metal or metal-lined of a capacity
not exceeding. in the case of dwelling
houses, two and a half cubic feet and in the
case of business premises six cubic feet,
and such receptacle shall he provided
with a suitable cover and shall at all
times be kept in good repair, and cover-
ed while ii use.
4. In the case of premises other than
barracks it shall be the duty of the
occupier of the premises and in the case
of barracks it shall be the duty of the
person using the receptacles to see that
they are at all times kept covered.
5. Where in any business premises the
receptacle provided exceeds two and a
half cubic feet in capacity, the occupier of
the premises shall provide the necessary
assistance to the scavengers for emptying
the contents of such receptacles into the
scavenging carts.
PENALTY.
6. Every person who shall offend
against any of the provisions of the
foregoing regulations shall be liable for
every such offence to a penalty not
exceeding FIVE POUNDS.

Revised Laws of St. Vincent reads as

TELECOMMUNICATIONS (AMENDMENT), R S.
(Gazetted 2nd August, 1955).
1. Short title. These Rules may be cited as the Telecommunications
(Amendment) Rules, 1955, and shall be read as one with the Telecommunica-
tions Rules, 1953, (S.R. & 0. 1953, No. 52) (hereinafter referred to as the prin-
cipal Rules) and all amendments thereto.
2. Rule 9 of principal Rules amended. Rule 9 of the principal
Rules is hereby amended by the deletion of the full stop at the, end thereof and
by the addition thereto of the following:-
"and shall be in the Form 0 of the Schedule to these Rules."
3. Schedule to principal Rules amended. The Schedule to the
principal Rules is hereby amended-
(a) by adding the words "or on land" after the words "private vessel"
appearing in Form "N" thereof; and
(b) by adding the following new Form after Form "N" thereof.

KINGSTOWN BOARD (BUILDINGS AND TREETB) c
(AMENDMENT) BY-LAWS.
(Gazetted 2nd August, 1955).
1. Short title. These By-Laws may be cited as the Kingstown Board
(Buildings iand Streets) (Amendment) By-Laws, 1955, and shall be read and
construed as one with the Kingstown Board (Buildings and Streets) By-Laws,
1947, (S.R. & 0. 1947, No. 59) (hereinafter referred to as the principal By-
Laws) and all amendments thereto.
2. Amendment. By-Law 9 of the principal By-Laws is hereby further
amended by the addition of the following proviso thereto:-'
Provided further that where a lot on which such permission was given
to build for commercial purposes only is being occupied for business by
the owner or a tenant, the Board may grant permission to the occupier
only of the Business section to occupy the upper floor provided that for
each occupant of the said upper floor there shall be available floor space
of not less than forty square feet in area."

REPORT OF THE DIRECTOR OF AUDIT OF TRINIDAD AND TOBAGO ON THE
ACCOUNTS OF THE BOARD OF THE COMMISSIONERS OF CURRENCY
BRITISH CARIBBEAN TERRITORIES (EASTERN GROUP) FOR THE YEAR
ENDED THE 31ST DECEMBER 1954.
CURRENCY FUND INCOME ACCOUNT.
Income for the year exceeded expenditure by $1,369,043.84. Qf this excess,
$614,676.64 was transferred to the Currency Fund Account, and the remainder,
amounting to $754,367.20 to the Currency Surplus Account in accordance with
Articles 4 (2) c and 4 (3) of the First Sehedule to the Currency Ordinance
Chapter 35 No. 2 (Trinidad and Tobago).
2. As in previous years, the accounts for 1954 have been presented on a cash
basis; all expenditure for the year has been .duly authorized.
3. CURRENCY FUND.
The value of the Currency Fund at 31st December 1954 amounted to
$62,082,339.70 which was $2,851,247.70 more than the total note circulation of
$59,231,092j00. No liability attached to the participating Governm-ents at the
end of the year, under Article 6 (2) of the First Schedule to the said Ordinance.
4. ASSETS AND LIABILITIES.
Statements have been received from the Crown Agents showing the Secur-
ities and Cash on Deposit which they held on behalf of the Currency Fund.
The certificate of the Controller and Auditor General has, however, not yet
been submitted for audit. The amount held on Deposit with the Accountant
General, Trinidad and Tobago, has been verified with his records.
CURRENCY SURPLUS ACCOUNT.
$774,483.90 of the 1953 surplus was distributed to member Governments dur-
ing 1954 in accordance with Article 5 (2) of the First Schedule to the Currency
Ordinance. The balance of .05(< is included in the balance of $754,367.25 shown
at 31st December 1954.
5. BOARDS OF SURVEY-REGULATION 20.
The requirements of Regulation 20 have not been fully complied with in
the following instances:
Grenada 3 ordinary surveys and one surprise survey were held during the
year. An ordinary survey was not held for the last quarter.
Antigua -3 ordinary surveys and one surprise survey were held during the
year. An ordinary survey was not held for the second quarter.
6. DEMONETIZATION OF GOVERNMENT CURRENCY NOTES.
Currency notes issued; by the Governments of Trinidad and Tobago, Barba-
dos and British Guiana, were declared to be no' longer legal tender as from the
2nd January 1955, by proclamation of the Governors of the above territories in
accordance with Sectionr 9 of the Currency Ordinance.
