ARRIVAL OF Mr. A. F. GILES, M.B E., ADMINISTRATOR-DESIGNATE, 0 *
ST. VINCENT. .
The newly appointed Administrator and his family (wife .and three children)
are expected to arrive in the Colony at Villa Airport on Friday, 29th July, 1955
at 9.30 a.m.
On disembarkation from the Grumman. which will bring them to St. Vin-
cent, Mr. & Mrs. Giles will be met. at the Airport by the Acting Administrator
and Mrs. Kelsick, the Chief of Police (who will be A.D.C.. for the day' and Mem-
bers of the Executive Council and their wives. From the Airpor' His Honour
and family will proceed to Government House under Police escort.
At 10.50 a.m. His Honour and Mrs Giles will arrive at the Court House where
he will receive a salute of 15 gun and inspect a Police Guard of ronour. The
Assistant Administrator will then introduce His Honour and Mrs Giles to the
other Members of Council and their wives who were not present at the Airport.
After this the Administrator will proceed lo the Council Chamber wv.ere he will
take the prescribed Oaths of Office.
The Senior Elected Member of the Legislative Council, the Honourable E. T.
Joshua, the Senior Nominated Member of the Legislative Council the Honour-
able E. A. C. Hughes, and, the Honourable Crown Attorney, will make addresses
of welcome to the new Administrator, who will reply thereto.
Ministers of Religion, Members of the Kingstown Board. Head? of Govern-
ment departments and other invitees and their wives will be introduced to His
Honour and Mrs. Giles after the swearing- in" ceremony.
Due to the limited seating accommodation at the Council Chamber, a num-
ber of seats have been reserved for those persons who will be introduced;' to His
Honour and Mrs. Giles. These persons are kindly requested to be in their seats
at 10.30 a.m. The unreserved seats will be filled. by the issue of tickets at the
steps leading to the Council Chamber on the morning of the 29th July.

Financial & Economic Adviser of the Windward Islands, who are the Windward

JAMAICA BANANA SCHI-ME.
As already reported the Talks held by the Secretary of State for the Colonies
with the Delegation headed by Mr. N. W. Maniey, have ended with agreement
on a scheme of assistance for the Jamaica Banana Industry.
The details of this 5-year Scheme are set out in correspondence with Mr.
Manley which is now published. The gist of it is that a Price Assistance Fund
will be set up by the Jamaica Banana Board to be used as need arises to cushion
the effects of declining prices in the United Kingdom market on growers in
Jamaica. While the average annual price rules above an agreed level, the Board
will make a contribution to the Fund. If they fall below an agreed level, pay-
ment will be made out of the Fund. If such payment became necessary before
the Fund can be built up from the Board's contribution, they will be under-
written by the Jamaica Government. The amount so underwritten will repre-
sent 8s. 4d. in the pound of a fall in the landed price in the United Kingdom;
(6s. 8d. in the pound will be covered by, an automatic reduction in freight and
commission charges; the remaining 5s. in the pound will be borne by the Indus-
try itself). The Government assistance will be in the form of a loan to the
Board. Since the payment involved might place an undue strain on the Jamaica
Government's Finance, Her Majesty's Government have agreed to make avail-
able, by way of an interest free loan to the Jamaica Government as need' arises,
4/5 of the money required up to a sum which has initially been fixed at 1,000,000.
This assistance will be provided from Funds under C.D. & W. Act over and above
the allocation already made to Jamaica.
Payment into and out of the Price Assistance Fund will be made in accord-
ance with an agreed, schedule. The effect of the schedule will be that no pay-
ment either way will be made in the first year if the annual average landed
price is between 70 and 67. 10s. per ton. Above that range the industry will
contribute to the Fund at an agreed rate. Below that range payment from the
Fund will be made at the same rate to enable the Board to cushion the effect
of any price reduction on growers. If there is a decline in the average annual
price this will be taken into account in fixing the point in subsequent years
at which payment into and out of the Fund will be made. The actual cost of
the scheme in terms of loans by the Government of the United Kingdom to
Jamaica will depend on the course of prices over the coming 5 years. The
scheme contains provisions for revenue in particular circumstances.
In releasing the above, the Government points out that negotiations for
schemes of assistance in the Banana Industry in the Windward Islands are
expected to take place shortly. In the London Talks which have just concluded,
the Windward Islands were represented at first by Mr. H. D. Shillingford and
later by Mr. I. N. Shillingford both of Dominica.

1929, with respect to the scavenging and
cleaning of Towns and the removal of
house refuse.

1. In the construction of these Regu-
lations the expression House Refuse"
means dust and sweepings of rooms and
business premis-s, waste paper, broken
glass and crockery. kitchen refuse, yard
refuse and garden refuse when contained
in receptacles not exceeding the prescribed
capacity.
(2) The expression "Barrack" means
any building or collection of buildings
divided into rooms and occupied singly
orin sets by persons of the poorer classes
(not being members of the same family)
and to which there is a common yard
and common conveniences.
6. Every person who shall offend
against any of the provisions of the
foregoing regulations shall be liable for
every such offence to a penalty not
exceeding FIVE FOUNDS.

Further to the above Public Health
Regulations section 120 (16) of the
Revised Laws, of St. Vincent reads as
under:-Every person who throws or
lays any dirt, litter, ashes. nightsril,
carrion, fish offal. or rubbish in any pub-
lic place or causes or permits any
offensive matter to runi from any
slaughterhouse. butcher's shop or stall,
or any kitchen or dunghill, into any
place : or in any town or village deposits
in any place whatsoever any offensive
matter to injury or annoyance of any
person in such town or village", on
leing convicted thereof shall be liable
to a penalty of THREE POUNDS.
