ENQUIRY INTO AGRICULTURAL WAGES IN ST. VINCENT.
The following Commission appointing Sir CLEMENT MALONE, Kt. O.B.E.,
WILLIAM HURFORD HAGLEY, Esquire and GORDON SINCLAIR DABREO,
Esquire, to be the Commissioners to enquire into and Report upon all facts
relating to Agricultural Wages in St. Vincent is published for general informa-
tion:-

GREETINGS:
WHEREAS it is provided by Section 2 of the Commissions of Enquiry Ordin-
ance, Chapter 160 of the Revised Laws of Saint Vincent that whenever the
Governor shall deem it advisable it shall be lawful for him to issue a Commission
appointing one or more Commissioners to enquire into any matter in which an
enquiry would in the opinion of the Governor be for the public welfare:
AND WHEREAS in the opinion of the Governor it would be fot the public
welfare to enquire into and report upon--
(a) The wages, earnings and conditions of employment of agricultural
workers in St. Vincent including those engaged in the processing of
agricultural products;
(b) the adequacy of existing machinery for the fixing of wages and con-
ditions of work in the agricultural industry; and
(c) such other matters as it may be considered advisable to include' in the
investigations.
AND WHEREAS it is expedient that for the abovementioned purposes a Com-
mission should be issued under the provisions of the Commissions of Enquiry
Ordinance (Chapter 160):

Now KNOW YE THAT I LOUIS COOLS-LARTIGUE, Deputy to the Governor
and Commander-in-Chief in and over the Windward Islands 3s aforesaid,
reposing full confidence in your zeal. discretion and ability, do appoint you
the said CLEMENT MALONE, WILLIAM HURFORD HAGLEY and GORDON
SINCLAIR DABREO to be the Commissioners under the said Ordinance to make
diligent enquiries into and report upon all facts relating to the matters set out
above.
AND I DIRECT THAT yOu the said CLEMENT MALONE shall be chairman of
the Commission.
AND I FURTHER DIRECT that you the said Commissioners in your report make
recommendations for the improvement or remedying of such situations in
regard to the subjects of the enquiry as in. your opinion are in need of improve-
ment.
AND I FURTHER DIRECT that the said enquiry shall be made on such days and
at such places as you the Commissioners shall deem proper and necessary and
that you shall make such report and recommendations in the premises as may
to you seem fit with all convenient speed.
AND I FURTHER DIRECT that the first meeting of the Commission be held in
public ,and the other meetings in public or in private as you the Commissioners
in your discretion shall think fit.
AND I Do HEREBY APPOINT JULIAN BYRON COX to be the Secretary of the
Commission to attend the meetings and generally to perform such duties as
Secretary as are prescribed by law.
AND I CHARGE AND COMMAND all officers and all other Her Majesty's loyal
subjects in the Colony that in their several places and according to their several
powers and abilities they may be aiding and assisting you in the execution
of this your Commission.
GIVEN under my hand and the Public Seal of the Colony of Saint Vincent
at Government House in the said Colony this 6th day of July One
thousand nine hundred and fifty-five in the fourth year of the reign
of Her Majesty QUEEN ELIZABETH THE SECOND.

NOTICE.
His Excellency the Governor of the Windward Islands has appointed a
Commission to enquire into the wages, earnings, and conditions of employment
of agricultural workers and those engaged in the processing of agricultural
products in St. Vincent; and also into the adequacy of existing machinery
for fixing of wages and conditions of work in the agricultural industry in the
Island, and into co-related matters which it might be found advisable to include
in these investigations.
Associations of employers and of workers, employers of labour, agricultural
workers, and other employees and all persons interested are invited to submit
to the Secretary of the Commission memoranda in writing on the matters
relating to this Enquiry on or before the 20th July, 1955. All persons who desire
to give evidence before the Commission are requested to communicate with
the Secretary on or before the 20th July, 1955, and, where possible, to furnish
a short statement in writing of the nature of the evidence which they desire
to give.
The Commission of Enquiry will hold its first sitting at the Council Chamber
in Kingstown at 10 a.m. on Thursday, the 21st July, 1955. Sittings will also be
held in other places throughout the Colony. 'Notification of the dates, time
and places of these sittings will be published later.
