VISIT OF HIS EXCELLENCY THE GOVERNOR TO ST. VINCENT.
With reference to Government Notice No. 282 of 25th June, 1955, His Excel-
lency Mr. COLVILLE MONTGOMERY DEVERELL, C.M.G., C.V.O., O.B.E., Governor
and Commander-in-Chief of the Windward Islands, will arrive in the Colony by
the "Grumman" at 5.05 p.m. on the 13th July, 1955. Following is the programme
of arrangements for his welcome and Swearing-in:-
Wednesday, 13th July, 1955. (Arrival).
5.05 p.m. His Excellency and Mrs. Deverell arrive at Villa Airport and are met
by the Acting Administrator, Mrs. Kelsick and the Chief of Police.
They proceed by launch to the Kingstown Jetty.
His Excellency and Party then proceed to the Kingstown Jetty
where His Excellency receives a salute of 17 guns and proceeds to
inspect a Guard of Honour (Police) drawn up in front ot the Police
Barracks. His Excellency and Mrs. Deverell are then introduced
to Members of Executive and Legislative Councils, Ministers of
Religion, Heads of Departments, Members of the Kingstown Board
and other notables, after which His Excellency and Party proceed
to Government House under Police escort.
Thursday, 14th July, 1955 (Swearing-in).
9.50 a.m. His Excellency and Party arrive at the Court House Yard under
Police escort from Government House. His Excellency inspects a
Guard of Honour and then proceeds to the Council Chamber where
the Acting Crown Attorney administers the Oaths of Office to him.
The Senior Elected and Senior Nominated Members of the
Legislative Council deliver addresses of welcome to which His Excel-
lency replies. The function then terminates, and His Excellency
and Party return to Government House under Police escort.
The general public are cordially invited to be present at the Swearing-in
Ceremony.

LAND ARRANGEMENTS.
I.-ANNUAL.
Non-Commissioned Officers in charge
of Police Stations throughout the
parishes outside of Kingstown are Hur-
ricane Relief Officers. They are to be
in constant touch with the District
Committees and must render them
useful service in hurricane condi-
tions. They are to keep a list of local
Justices of the Peace and of persons
who may suitably be enrolled as Special
Constables should the necessity arise.
II.-HURF'ECANE WARNINGS.
The Cable and Wireless Company Ltd.
gives priority to hurricane warnings, and
communicates them at once to the Ad-
ministrator and to the Government Sec-
retary who will then notify the Colonial
Treasurer .and the Chtef of Police.
On receipt of such a warning the

blow for 5 mraities.
(3) The siren will blow for 5
minutes.

III.-ACTION TO BE TAKEN AFTER WARNnta

The Chief of Police will warn all Non-
Commissioned Officers in charge of Police
Stations, and they in turn warn inhabi-
tarts. ships in the harbr.ior. &c.

V.-ACTION IN KINGSTOWN.
In Kingstown all action, as indicated

that the Treasurer, the Superintendent
of Agriculture and the Labour Commi;-
sioner will be in charge of food supplies,
and the Chief of Police will be in
charge of the collection and protection
of the homeless.
VI.-ST. VINCENT GRENADINES.
The District Officer, St. Vincent Gren-
adines and/or the individual Reliel
Committees will take any necessary
action in the islands in hurricane con-
ditions.
VII.-RETuRNS.
The Colonial Treasurer, the Senior
Medical Officer, the Chief of Police
and the Superintendent of Public
Works will render a return annually to
the Administrator on the 1st July to the
effect that their preparations with regard
to hurricane arrangements are up to date
and in order.

2. Candidates must possess the Sani-
tary Inspectors Certificate of the Royal
Sanitary Institute. They should have a
working knowledge of the construction
and Maintenance of small rural water
supplies, drainage and the construction
of drains. They should also be able to
read building plans and be familiar with
the construction of houses. Candidates
should mention whether they have had
experience in a Government or Munici-
pal Health Department in the West
Indies.
3. The duties ot the post include
general supervision of the various
scavenging services and Sanitary
measures of the Colony: general main-
tenance of small rural water supplies;
and checking building plans for rural
areas not under control of the Central
Housing and Planning Authority.
All duties will be performed under
the direction of the Senior Medical
Officer.
4. The salary of the post. which is
pensionable. is in the scale $2304 x $96-
$2784. Transport allowance for the
maintenance of a motor car for the
performance of official duties will be
paid at approved local rates.
5. Quartersare not provided. Govern-
ment officials are liable to taxation
imposed by local enactments.

POST OF AGRICULTURAL ASSISTANT
(PLANT PROTECTION) GRENADA,

Applications are invited for the post
of Agricultural Assistant (Plant P'rotec-
tion) in the Department of Agriculture,
Grenada. B. W. I.
2. The post which carries a salary
scale of $2016 x $96-$2100 x $120-$2880.
is pensionalle. Considleration will be
given to appointmefit of a candidate at
a salary in excess of the minimum if
the qualifications and experience of the
candidate or other circumstances justify
such a course.
3. The successful candidate will be
required to supervis- and direct the
department's program mine for the control
of Plant diseas-s and pests including
Wftches' Broom disease of cocoa and
Leafspot disease of bananas. Consider-
able p.ratical experience in leafspot
disease control is of particular import-
ance and applicants should state in
detail their experience in this direction.
Minimum qualification for the post is
the diploma of the Jamaica Society of
Agriculture or its equivalent. The
appointee may be required to undertake
a short course of training in the control
of Witches' Broom Disease at Govern-
ment expense.
4. The post carries a travelling allow-
ance at present at the rate of $1440 per
annum, and the appointee will be re-
quired to keep a motor car. Government
will be prepared to grant a loan, repay-
able in five (5) years, to enable the
appointee to purchase a car.
5. Quarters are not provided.
6. Free passages for the appointee his
wife and children (up to a maximum of
five (5) persons) will be provided on
appointment.
7. Applications, which should be
addressed to the Secretary of the Public
Service Commission, Government Office,
Grenada, should be forwarded through
the Director of Agriculture of the terri-
tory in which the applicant is domiciled,
and should state age, qualifications and
experience, marital status and number
of children, if any, present and past
employment, present salary and the
minimum salary at which the applicant
would be prepared to accept appoint-
ment. The appointee will be expected
to assume duty immediately upon
appointment.

the Colonial Regulation sand the General
Orders in force in the Colony.

VACANCIES FOR MISTRESSES, BISHOP'S
HIGH SCHOOL FOR GIRLS, BRITISH
GUIANA.
Applications are invited from suitably
qualified persons for appointment as
Mistresses, Bishop's High School for
Girls, British Guiana.
2. The duties are to teach two or
more of the subjects English, History,
Latin, French, chiefly in the middle
school though there might be some
opportunity for work at the standard of
the Ordinary Level of the General Cer-
tificate, of Education. The persons ap-
pointed will be expected to take part in
some of the extra curricular activities of
the school in addition to her teaching
duties.
3. Candidates should possess a Bache-
lor of Arts degree either General or
with Honours. A Teacher's Diploma
or an equivalent qualification is desir-
able but not essential.
4. The successful candidate will be
allowed a commencing salary within
the scale 500 x 25-623 per annum
appropriate to her experience and/or
qualifications; at present a temporary
cost of living allowance at the rate of
71. 17. 6. per annum is also payable.
Some improvement in the emoluments
may however be expected when Gov-
ernment takes a decision on the Report
of the Salaries Commissioner. 1954.
5. The appointment would normally
be pensionable subject to the candidates'
medical fitness and to satisfactory ser-
vice during a probationary period of
one year, but the successful candidate
could if she so preferred, be appointed
on a three-year contract in which case
she would be granted, on the satisfac-
tory conclusion of her period of contract
service, a gratuity calculated at the rate
of 25% of basic salary for each complet-
ed period of three months service in-
cluding approved leave.
6. The successful candidate will be
subject on appointment to the Colonial
Regulations ant to local General Orders
and instructions in force for the time
being in so far as they are applicable.
7. Vacation t ave (for both "pension-
able" and contract" staff) is earn-
ed at the rate of five days for each
completed month of resident service up
to a maxim tuiij of six months. subject
to a minimum tour of two years resi-
dent service.
A pensionable appointee would be
eligible for assistedd passages" when
travelling to andt from leave, subject to
the provision of funds annually by the
Legislative Council and to the require-
mnits of the Public Officers Leave
(Passage) Regulations.
If recruited from overseas, the Mis-
tress would be provided by Government
with a passage to British Guiana in
order to take up hier appointment, and
if the appointment is on contract, with
a passage back to the place from which
she was recruited on the satisfactory
completion of her con tract.

Your attention is drawn to the pro-
visions of Regulation 18 of the M.V. &
R.T. Regulations, 1940, whereby no
licence may he issued or renewed for
such vehicles unless an Inspection of
Vehicles certifies that the vehicles com-
ply with all the provisions of the Or-
dinance and Regulations, (that is to say,
that the vehicle must he absolutely
roadworthy, have :ll the necessary fit-
tings, including lamps, efficient brakes,
etc.).
The Inspector of Motor Vehicles (Mr.
Richards) is available at Police Head-
quarters daily from 9.00 a.m. to 12 noon
and from 1.00 p in. to 3.00 p.m. on week
days to inspect vehicles, the licences for
which are ;ue for renewal at the .nd of
Junn" and those vehicles already licenced
for the complete year. as Regulation 18
(5) requires that all vehicles as described
must he examined twice annually.
WARN.ING:- Licences may be re-
fused and those already issued may be
cancelled if those regulations are not
complied with.

AN ORDINANCE further to amend the Passenger Boats Ordin-
ance, Cap. 201.
Enacted by the Legislature of Saint Vincent.
1. This Ordinance may be cited as the Passenger Boats
(Amendment) Ordinance, 1955, and shall be read as one with
the Passenger Boats Ordinance (hereinafter referred to as the
principal Ordinance) and all amendments thereto.
2. Section 2 of the principal Ordinance as amended by the
Passenger Boats (Amendment) Ordinance, 1929, is hereby
amended ag follows:-
(a) by the deletion of the clause therein defining adult
person";
(b) by the deletion of the clause therein defining "Passen-
ger" and the substitution therefore of the following
definition:-
"Passenger" means any person carried in a ship, except-
(a) a person employed or engaged in any capacity
on board the ship on the business of the ship,
(b) a person on board the ship either in pursuance
of the obligation laid upon the master to carry
shipwrecked, distressed or other persons or by
reason of any circumstance that neither the

Amendment of 3. Section 7 of the principal Ordinance is hereby amended
section 7 of by the deletion of the word "adult" a,)pearing at the end of the
principal first line of the said section and before the word "persons".

OBJECTS AND REASONS.
The object of this Bill is to replace the definition of "passenger" contained
in section 2 of the Passenger Boats Ordinance (Cap. 201) as amended by a
definition which would include persons of one year of age and over; and to
provide that the certificate fixing the number of persons to be carried by
passenger boats should relate to all persons and not merely to adult persons.
2. The definition follows section 26 (1) (c) of the Merchant Shipping
(Safety Convention) Act, 1949, which also appears in the Interpretation
Clause of the draft British Caribbean Merchant Shipping Bill.
