EXTRACTS FROM GOVERNOR'S
ADDRESS TO DOMINICA LEGISLA-
TIVE COUNCIL ON 23RD NOVEMBER,
1951.
1 have heard the view expressed that
the Windward Islands were not ready
for adult suffrage. I do not subscribe
to that view and I have no doubt that
the same thing would be said after ten
or twenty years or whenever it was
decided to make the change. Where the
elections have failed to secure the re-
presentation of all important sections of
the community, the retention of a nomi-
nated element has enabled the Governor
to broaden the basis of Council. . .
Before leaving the subject of adult
suffrage, I should like to congratulate
the supervisors of elections on their
excellent organisation. The elections
proceeded 'without a hitch, and when
one reads about the disorders and
violence that accompany elections in
Committee is analogous to a Select
Committee of the House of Commons
and strangers are excluded from its
deliberations as a matter of course. The
absence of formality promotes the rapid
despatch of business, and the absence of
strangers assists a dispassionate and
statesmanlike approach to current prob-
lems. In this connection, it is impor-
tant to remember that under represent-
ative Government the people cannot
participate directly in the business of
Government. That becomes a matter
for their duly elected representatives,
each of whom, after election, must
regard himself as representing all the
people in his constituency and not only
those who voted for him.
The proceedings of Finance Committee
are of course published, and ought to be
published, immediately after their
approval by members. This has been
arranged in the other Windward Islands
and I trust that it will be done here in
future.
I should perhaps add that every item

THE UNITED STATES EDUCATIONAL
COMMISSION IN THE UNITED KINGDOM
announces that, under the provisions of
the Fulbright Programme, travel grants
are available to citizens of the United
Kingdom and Colonies to go to America
for an academic or educational purpose,
such as study, research, lecturing or the
pursuance of other educational activities.
The basic criteria for award of a travel
grant are as follows :-
(a) The applicant must possess a
guarantee of financial support in
dollars for the proposed period cf
his stay in America.
(b) Graduate students must show
proof of admission to an American
institution of higher learning.
All applicants whatever their
programme in America must be
definitely affiliated with such an
institution. Applications may be
made by candidates who have not
yet concluded the above financial
and institutional arrangements.
(c) Graduate students must intend
to spend an academic year of nine
months in the United States.
Professors, lecturers and senior
research workers must intend to
spend at least three months in
the United States. No exceptions
to these regulations will be made
this year. Grants cannot be given
for attendance at conferences
alone.
(d) All applicants must be citizens of
the United Kingdom or Colonies.
'These travel grants are available for
travel to America between 11t f June
1952 and 31st May, 195S. All travel
grants will cover the cort of return rail
and steamship fares between the candi-
date's horne in tlie United Kingdom or
Colonies and the destination in A merica.
No allowances are made for dependents
travel.
Since the funds of the Coumiissiohi
are in non-on vertilble sterling it is not
possible to offer grants for maiin tenance,
tuition or iiciden-ttial expenses within
the United States.
The Awards are competitive ;and

write immediately asking for a pre-
liminary application card. Candidates
should then request the full application
forms as soon as proof of university

of dollar support cannot be obtained
until after the above closing dates, the
Commission will accept a pending appli-
cation, but it must be understood that
such late applicants can only be con-
sidered if there are any grants available
after those who submit applications
within the notified dates have been
considered. No applications will be
considered until both the preliminary
card and the full length forms have been
submitted.

HEADMASTER, GRENADA BOYS'
SECONDARY SCHOOL.
Applications are invited for filling the
vacant post of Headmaster, Grenada
Boys' Secondary School. The salary of
the post, which is pensionable, is $2,880
(600) per annum rising by annual in-
crements of $96 (20) to $3,120 (650)
per annum in addition to a temporary
cost of living allowance at the rate of
$480 (100) per annum. Appointment
may be made at the maximum salary
of the grade if necessary, should the
qualifications of the candidate appear to
justify such a concession.
2. The qualifications required are a
University degree, professional training
in education, appropriate experience, and
an interest in elementary school work.
At least two testimonials should ac-
company the application.
3. The Headmaster will be required
to take charge of the boarding establish-
ment in consideration of which he will
be provided with free quarters.
4. The average daily attendance of
the School is 300 and the boarding estab-
lishment can accommodate 50 students.
5. Applications should be addressed
to the Administrator, Administrator's
Office, Grenada, and should be received
not later than the 31st January, 1952.
