BRITISH COLONIAL POLICY.
The following statement which was
made in the House of Commons on the
14th November, 1951, by the Right
Honourable the Secretary of State for
the Colonies is published for general
information:-
"Certain broad lines of policy are
accepted by all sections of the House
as being above party politics. These
have been clearly stated by my pre-
decessors from both main parties.
Two of them are fundamental. First,
we all aim at helping Colonial Terri-
tories to attain self-government with-
in the British Commonwealth. To
that end we are seeking, as rapidly as
possible, to build up in each territory
the institutions which its circum-
stances require. Secondly, we are all
determined to pursue the economic
and social development of Colonial
Territories so that it may keep pace
with their political development.
I should like to make it plain at the
outset that His Majesty's Government
intends no change in these aims. We
desire to see successful constitutional
development both in those territories
which are less advanced towards self-
government, and in addition, those
with more advanced constitutions.
His Majesty's Government will do
their utmost to help Colonial Govern-
ments and Legislatures to foster the
health, wealth, and happiness of
Cololnial peoples.

4. Any articles considered by the
Head of the Department or Officer in
charge to be of inferior quality may be
rejected by him, and shall be immedi-
ately removed and replaced by the Con-
tractor at his own expense, without any
allowance being made to him for such
articles.
5. If the rejected articles are not re-
moved within 9 hours from the time
notice shall have been given to the
Contractor, they will be returned to, and
at the expense of the Contractor; pro-
vided that if the Contractor gives such
explanation as may be satisfactory to
the Governor, the expense of such re-
turn shall not be charged.
6. Should the Contractor neglect or
refuse to replace rejected articles or to
supply any of the articles contracted
for at the times stated in the requisi-
tions, the Head of the Department or
Officer in charge, shall be at liberty to
purchase the said articles from other
persons; and the difference between the
price paid for such articles and the con-
tract price shall be deducted from the
next payment made to the Contractor.
Y. The Head of the Department or
Officer in charge may, if he should deem
it necessary, purchase articles of per-
ishable food such as bread, meat, &c., at
once to replace rejected articles.
8. All fresh meat contracted for must
be slaughtered in the Slaughter-house
in Kingstown.
9. If the Contractor should persist

have power to terminate the contract

appear to him proper or convenient.
10. The contract may be terminated
at any time by one month's notice be-

MILK FOR GOVERNMENT INSTITUTIONS.
Tenders are hereby invited, and will be
received up to 3.00 p.m. on Thursday, the
22nd November, 1951, for the supply oJ
fresh whole milk to the following Gov-
ernment Institutions for the year 1952:-

3. The milk must contain not less
than 3 per cent of fats and 81/2 per cent
of non-fatty solids and is to be delivered
in good condition at the Institution con-

by three months' notice on either side.

Establishment Officer, Government Of-
fice, and the envelopes are to be marked
"Tender for Milk ".
Tenders over the prices fixed by the
Board of Control will not be considered.

VACANT POSTS.
VACANCY FOR ASSISTANT AGRICUL-
TURAL OFFICER BRITISH HONDURAS.
Applications are invited for the post
of Assistant Agricultural Officer, British
Honduras.
The post is pensionable and carries a
salary in the scale of $1,632 x $72-
$2,280 x $108-$2,712 with an adjustable
cost of living allowance of $144 per
annum, and a temporary additional cost
of living allowance of $180 per annum.
The starting point in the above scale
will depend upon the selected officer's
qualifications and experience.
When travelling on duty a subsistence
allowance of $3.00 for the first six days
and $2.00 a day after the first six days,
is paid.
The appointment will be on probation
for two years in the first instance. If
the officer is confirmed in the appoint-
ment, he will be eligible for admission
to the permanent and pensionable estab-
Slishment. In other respects the appoint-
ment will be subject to Colonial Regula-
tions and local General Orders. Free
Passages will be provided on first ap-
pointment and on termination of ap-
pointment for the officer and family not
exceeding four persons in all. Leave
with full salary is granted at the rate of
5 days for each month of resident ser-
vice, with maximum of 80 Odays. The
length of tour is 2-3 years. Free pas-
sages on leave are provided for the
officer and his wife subject to the pro-
vision of funds annually by the Legis-
lative Council.
SCandidates should possess qualifica-
tions not lower than a Diploma of the
Imperial College of Tropical Agriiinl-
tnre, Trinidad. They should have a
sound -knowledge of Tropical crops and
field practice in general, including the
care and management of Livestock and
should be able to direct and supervise
the work of subordinate extension offi-
cers. They should also be able to lay
out and supervise experimental plots.
Some, knowledge of and familiarity with
mechanical farming equipment would
Sbe useful.
SThe successful enmilidate will lbe re-
quired to pass a medical examination.
He will be subject to taxation in accord-
ance with local legislation.

of an Assistant Mistress (Graduate) for
the Girls' High School, St. Vincent,
B.W.I.
The graduate qualifications preferred
should include Geography or French,
with subsidiary Mathematics or Biology.
The salary of the post, which is pen-
sionable, is $1,032 rising by annual in-
crements of $72 to $1,440 per annum.
A temporary cost-of-living bonus is
payable at the usual rate granted to
Civil Servants.
The candidate selected may be ap-
pointed at any point in the scale accord-
ing to qualifications and experience.
The appointment will be probation-
ary in the first instance, and the ap-
pointee may be confirmed in the perma-
nent, pensionable post after one year's
satisfactory service.
The Girls' High School is under the
control of the Government of St. Vin-
e.ent, and teachers on its Staff possess
the status of Civil Servants.

ELECTRICITY DEPARTMENT.
No. 4 engine at the Power Station will
be closed d own for overhaul from Sun-
day the 25th November until Thursday
the 29th November. Consumers are
asked to use the minimum amount of
current during the hours 6 to 9 p.m.
between the above dates including the
25th, so that load shedding may be re-
duced to a minimum.
It is not possible to issue a schedule of
sections which may be isolated as cir-
cumstances at the Power Station are
entirely governed by the immediate
demand and elaborate isolating facilities
do not exist.
There will be no general restrictions
for shop lighting at Christnms, the de-
partment will endeavour to carry the

BILL FOR
AN ORDINANCE to provide an arbitration tribunal for the
settlement of disputes in Public Utility Undertakings and in
Public Health, Hospital and Sanitary Services.

Enacted by the Legislature of Saint Vincent.
1. This Ordinance may be cited as the Public Utility
Undertakings and Public Health Services Arbitration Ordinance,
1951. It shall apply to trade disputes in any of those Services
rendered by whomsoever to the public which are particularized in
the Schedule to this Ordinance and in any others to which the
Governor by notice in the Gazette shall declare that the
Ordinance shall apply.
2. In this Ordinance unless the contrary intention .appears
the following expressions have the meanings hereby respectively
assigned to them, that is to say-
lockout" means the closing of a place of employment, or the
suspension of work, or the refusal by an employer to
continue to employ any number of persons employed by
him in consequence of a dispute, done with a view to
compelling those persons, or to aid another employer in
compelling persons employed by him, to accept terms or
conditions of or affecting employment;
organisation" means an organisation representative of
employers or an organization representive of workers as
the case may be;

Interpretation.

"strike means the cessation of work by a body of persons
employed, acting in combination, or a concerted refusal or
a refusal under a common understanding of any number
of persons employed to continue to work for an employer
in consequence of a, dispute, done as a means of compelling
their employer or any person or body of persons employed,
or to aid other workmen in compelling their employer or
any person or body of persons employed, to accept or not
to accept terms or conditions of or affecting employment;
"trade dispute" means any dispute or difference between
employers and workmen, or between workmen and
workmen connected with the employment or non-
employment, or the terms of the employment or with the
conditions of labour of any person;
workman means any person who has entered into or works
under a contract with an employer, whether the contract
be by way of manual labour, clerical work or otherwise, be
expressed or implied, oral or in writing and whether it be
.a contract of service or of apprenticeship or a contract
personally to execute any work or labour.

3. For the purpose of settling trade disputes which cannot
otherwise be determined there shall be constituted by the
Governor a Public Utility Undertakings and Public Health Services
Arbitration Tribunal in this Ordinance called the Tribunal".
4. The Tribunal shall consist of the following persons
appointed by the Governor, that is to say, three appointed
members, one of whom shall be Chairman, and two other
members, one of whom shall be chosen to represent employers and
the other to represent workers.
5. Panels of persons chosen to represent employers and
workers respectively shall be constituted by the Governor after
consultation with organizations representative of employers and
workers respectively and the members chosen to represent
employers and workers at any sitting of the Tribunal shall be
selected by the Governor from those panels.
6. The appointed members of the Tribunal shall hold office
for such term and on such conditions as to retirement as may be
determined by the Governor.

and may appoint such other officers and servants as he may
consider necessary.
8. The quorum necessary to constitute a sitting of the
Tribunal shall consist of one appointed member, one member
chosen to represent employers and one member chosen to
represent workers.
9. Save as otherwise expressly provided in this Ordinance,
the Tribunal may regulate its procedure and proceedings as it
thinks fit.
10. (1) If any trade dispute exists or is apprehended, that
dispute, if not otherwise determined, may be reported to the
Governor by or on behalf of either party to the dispute and the
decision of the Governor as to whether a dispute has been so
reported to him or not and as to the time at which a dispute has
been so reported shall be conclusive for all purposes.
(2) The Governor shall consider any dispute so reported to
him as aforesaid and, if in his opinion suitable means for settling
the dispute already exist by virtue of the provisions of any
agreement to which the parties are organizations representative
of employers and workers respectively, he shall refer the matter
for settlement in accordance with those provisions; so, however,
that wheie a matter has been referred for settlement in
accordance,with the provisions of this paragraph and there is a
failure to reach a settlement or, in the opinion of the Governor, a
settlement is unduly delayed, the Governor may cancel the
reference and substitute therefore a reference to the Tribiunal.
(3 Where, in his opinion, no such suitable means of settlement
exist as are mentioned in the last preceding paragraph of this
Section, the Governor shall take 'any"steps which seem to him
expedient to promote a settlement of the dispute and may, if he
thinks fit, refer the n'at'te'r' fi settlemfient to the Tribunal.
(4) Where steps to promote a settlement of the dispute have
been taken by the Governor "under t h provisions of, paragraph
(2) or paragraph (3) df this Section (otherwise than by means of
a reference to the Tribunal) and those steps have not resulted in
a prompt settlement of the dispute, the Governor shall refer, the
dispute for settlement to the' Tribunal and shall do. so .within
days from the date on which the dispute was,o,,
reported to him as aforesaid, unless, in his opinion, the special
circumstances of the case made it necessary or desirable to
postpone such a reference.
(5) Any agreement, decision or award made by virtue of the
foregoing provisions of this Section shall be binding on the
employers and workers to whom the agreement, decision or award

award or as from such date as may be specified therein not being
earlier than the date on which the dispute to which the agreement,
decision or award relates first arose, it shall be an implied term of
the contract between the employers and workers to whom the
agreement, decision or award relates that the rate of wages to be
paid and the conditions of employment to be observed under the
contract shall be in accordance with such agreement, decision or
award until varied by a subsequent agreement, decision or award.

11. The Governor may refer to the Tribunal for advice any
matter relating to or arising out of a trade dispute or trade
disputes which, in his opinion, ought to be so referred.
12. (1) The Tribunal shall make its award or furnish its
advice as the case may be without delay and where practicable
within days from the date of reference.
(2) An award on any matter referred to the Tribunal for
settlement may be made retrospective to such date not being
earlier than the date on which the dispute or question to which
the award relates first arose. The decision of the Tribunal as to
such date shall be conclusive.
13. If any question arises as to the interpretation of any
award of the Tribunal the Governor or any party to the award
may apply for a decision on such question and the Tribunal shall
decide the matter after hearing the parties, or without such
hearing provided the consent of the parties has first been
obtained. The decision of the Tribunal shall be notified to the
parties and shall be binding in the same manner as the decision
in an original award.
PART II.
LOCK-OUTS AND STRIKES.
14. An employer shall not declare or take part in a lock-out
and a worker shall not take part in a strike in connection with
any trade dispute to which this Ordinance applies unless the
dispute has been reported to the Governor in accordance with
the provisions of Part I of this Ordinance and
days have elapsed since the date of the report and the dispute
has not during that time been referred by the Governor for
settlement in accordance with the provisions of that Part.
15. Any contravention of the provisions of Section 14 of this
Ordinance shall be punishable by three months' imprisonment or
by a fine of one hundred dollars or by both these penalties:
Provided that no prosecution for such a contravention shall be
instituted save by or with the consent of the Crown Attorney.

I. Short title. These Rules may be cited as the Prison (Amendment)
Rules, 1951, and shall be read as one with the Prison Rules, 1945, (S. R. & 0. 1945,
No. 39) (hereinafter referred to as the principal Rules) and all amendments
thereto.
2. Rule 75 of principal Rules amended. Rule 75 of the principal
Rules is hereby amended by substituting the words "six months for the words
"two years appearing in the second line thereof.
