APPOINTMENT OF ADMINISTRATOR, DOMINICA TO BASUTOLAND.
The Secretary of State for Commonwealth Relations, in consultation with
the High Commissioner, Basutoland, the Bechuanaland Protectorate and Swazi-
land, has selected Mr. E. P. ARROWSMITH, C.M.G., Administrator of Dominica,
for appointment as Resident Commissioner, Basutoland. Mr. ARROWSM1TH
was born in 1909, and educated at Cheltenham College and Trinity College,
Oxford. He was appointed Assistant District Conmmissioner, Bechuanaland
Protectorate in 1932, Commissioner, Turks and Caicos Islands in 1940, and
Administrator, Dominica in 1946. Mr. ARROWSMITH will assume duties in
Basutoland early in 1952.

Colonial Service are co-operating with
those people in seeking a solution to
their problems. At no time has their
work been of greater significance, not
only for the people immediately af-
fected, but also for the British Com-
monwealth and, indeed, for the free
world as a whole.
I owe to you, and to all those serv-
ing in the territories under your
administration, most sincere gratitude
for the vital part which you are play-
ing in this great partnership, and for
all the splendid help which you have
given me as Secretary of State. Your
contribution continues to maintain
the highest tradition of the great
Service of which you are members.

VACANT POSTS.
VACANCY FOR ASSISTANT AGRICUL-
TURAL OFFICER BRITISH HONDURAS.
Applications are invited for the post
of Assistant Agricultural Officer, British
Honduras.
The post is pensionable and carries a
salary in the scale of $1,632 x $72-
$2,280 x $108--$2,712 with an adjustable
cost of living allowance of $144 per
annum, and a temporary additional cost
of living allowance of $180 per annum.
The starting point in the above scale
will depend upon the selected officer's
qualifications and experience.
When travelling on duty a subsistence
allowance of $3.00 for the first six days
and $2.00 a day after the first six days,
is paid.
The appointment will be on probation
for two years in the first instance. If
the officer is confirmed in the appoint-
ment, he will be eligible for admission
to the permanent and pensionable estab-
lishment. In other respects the appoint-
ment will be subject to Colonial Regula-
tions and local General Orders. Free
passages will be provided on first ap-
pointment and on termination of ap-
pointment for the officer and family not
exceeding four persons in all. Leave
with fnll salary is granted at the rate of
5 days for each month of resident ser-
vice, with maximum of 180 days. The
length of tour is 2-3 years. Free pas-
sages on leave are provided for the
officer and his wife snuject to the pro-
vision of funds annually by the Legis-
lative Council.
Candidates should possess qualifica-
tions not lower than a Diploma of the
Imperial College of Tropical Agricul-
ture, Trinidad. They should have a
sound knowledge of Tropical crops and
field practice in general, including the

care and management of Livestock and
should be able to direct and supervise
the work of subordinate extension offi-
cers. They should also be able to lay
out and supervise experimental plots.
Some knowledge of and familiarity with
mechanical farming equipment would
be useful.
The successful candidate will be re-
quired to pass a medical examination.
He will be subject to taxation in accord-
ance with local legislation.

ras, together with certified copies of
testimonials to reach him as soon as
possible and in any event not later than
the 15th December, 1951.

GIRLS' HIGH SCHOOL, ST. VINCENT.
Applications are invited for the post
of an Assistant Mistress (Graduate) for
the Girls' High School, St. Vincent,
B.W.I.
The graduate qualifications preferred
should include Geography or French,
with subsidiary Mathematics or Biology.
The salary of the post, which is pen-
sionable, is $1,032 rising by annual in-
crements of $72 to $1,440 per annnum.
A temporary cost-of-living bonus is
payable at the iieual rate granted to
Civil Servants.
The candidate selected may be ap-
pointed at any point in the scale accord-
ing to qualifications and experience.
The appointment will be probation-
ary in the first instance, and the ap-
pointee may be confirmed in the perma-
nent, pensionable post after one year's
satisfactory service.
The Girls' High School is under the
control of the Government of St. Vin-
cent, and teachers on its Staff possess
the statnu of Civil Servants.
Free passage to St. Vincent to take up
appointment is provided.

MISCELLANEOUS SUPPLIES.
Sealed Tenders will be received at
this Office until 3 o'clock p.m. on Thurs-
day, the 22nd day of November, 1951 for
the supply to the Government for the
period 1st January to the 31st December,
1952, of such quantities of the under-
mentioned articles as may be daily or
otherwise required for the use of any
Government Department.
Tenders are to be addressed to the
Establishment Officer, Government Of-
fice, and distinctly marked on the en-
velope "Tender for Government Sup-
plies". Printed forms will be issued on
application at this office.
Tenders over the prices fixed by the
Board of Control will not be considered.
Any delivery charge should be stated
on the Tender separate from the actual
price of the commodity.
Parties tendering will be required to
forward samples of all articles included
in their tender which are not of a per-
ishable nature, other than kerosene oil,
shingles, and firewood, and no tender will
be considered unless accompanied by
such samples duly labelled with the price
and the name of the firm tendering.
The Government does not bind itself
to accept the lowest or any tender, and
reserves the power of accepting any part
of a tender.
Nothing in any contract which may
be entered into will be considered as
affecting the right of the Government
to obtain at any time any articles it
may require through the Crown Agents
in England, notwithstanding such sup-
ply is contracted for locally.

Conditions of Contract.
1. The contract to be from 1st Janu-
ary to the 31st December, 1952.
2. The Contractor undertakes to de-
liver at his own expense into the Stores
of Institutions the articles placed oppo-
site his name at the prices stated, on
such days, at such times, and in such
quantities as may be stated on the re-
quisitions of the Head of the Depart-
ment or Officer in charge.
Firewood for the Colonial Hospital,
Fort Institutions and the Mental Hos-
pital to be delivered stacked at the Hos-
pital, Extension Hospital, Fort Charlotte
and the Mental Hospital at Calliaqua re-
spectively.
3. Every article supplied must be of
a sound, good quality, and according
to the samples or specifications which
accompanied the Tender, and no arti-
cle is to be substituted for the one re-
quisitioned for (e.g. meat for fish) with-
out the consent of the requisitioning
officer first obtained.
4. Any articles considered by the
Head of the Department or Officer in
charge to be of inferior quality may be
rejected by him, and shall be immedi-
ately removed and replaced by the Con-
tractor at his own expense, without any
alloivance being made to him for such
articles.
5. If the rejected articles are not re-
moved within 9 hours from the time
notice shall have been given to the
Contractor, they will be returned to, and
at the expense of the Contractor; pro-
vided that if the Contractor gives such
pxDlar1ation as may be satisfactory to
the Governor, the expense of such re-
turn shall not be charged.
6. Should the Contractor neglect or
refuse to replace rejected articles or to
supply any of the articles contracted
for at the times stated in the requisi-
tions, the Head of the Department or
Officer in charge, shall be at liberty to
purchase the said articles from other
persons; and the difference between the
price paid for such articles and the con-
tract price shall be deducted from the
next payment made to the Contractor.
7. The Head of the Department or
Officer in charge may, if he should deem
it necessary, purchase articles of per-
ishable food such as bread, meat, &c., at
once to replace rejected articles.
8. All fresh meat contracted for must
be slaughtered in the Slaughter-house
In Kingstown.
9. If the Contractor should persist
in such irregularities as are stated in
paragraph 6, the Administrator shall
have power to terminate the contract
immediately or at such time as may
appear to him proper or convenient.
10. The contract may be terminated
at any time by one month's notice be-
ing given either by the Contractor to the
Administrator or by'the Administrator
to the Contractor.

22nd November, 1951, for the supply of
fresh whole milk to the following Gov-
ernment Institutions for the year 1952:-

fice, and the envelopes are to be marked
"Tender for Milk ".

days (southbound) leaving Kings-
town at 8.30oe'clock in the fore-
noon, and on Saturdays (north-
bound) of mails, parcels, passen-
gers and cargo by motor-vessel be-
tween St. Vincent and the St. Vin-
cent Grenadines extending to Un-
ion Island; and
(b) a call at Bequia and return with
the Magistrate and other Govern-
ment Officials on the 1st Monday
in every month.
3. The contract will be for a period
of one year from the 1st January to the
31st December, 1952. The several trips
must be done in daylight with a reason-
able stay at each Island of the Grena-
dines.
4. Tenders, which should be sealed,
must state the amount of the subsidy re-
quired; be addressed to the Establishment
Officer, Government Office, and be dis-
tinctly marked Tenders for Conveyance
of Mails, Passengers and Cargo-(St.
Vincent-Grenadines) ".

ELECTRICITY SUPPLY AND REFRIGERATION
(AMENDMENT) REGULATIONS.
(Gazetted 13th November, 1951).
1. Short Title. These Regulations may t cited as the Electricity Supply
and Refrigeration (Amendment) Regulations, 1951, and shall be read as one with
the Electricity Supply and Refrigeration Regulations, 1939, (hereinafter referred
to as the principal Regulations ") and all amendments thereto.
2. Regulation 10 of principal Regulations revoked and replaced.
Regulation 10 of the principal Regulations is hereby revoked and replaced as
follows :
10. The Superintendent may, without further notice, discontinue the
supply of electricity to any consumer whose account is in arrear, and the
following charges shall be made for reconnecting a service which has been
so discontinued-
(a) for places within a radius of half a mile from the Power Station-
a minimum of 50 cents;
(b) for places beyond a radius of half a mile from the Power Station-
a minimum of 50 cents with an increase of 30 cents per mile up to.
a maximum of $1.40."
