that the Letters Patent dated 27th
August, 1951, passed under the Great'
Seal of the Realm constituting the

1st day of October, 1951 by proclama-
tion published in the Grenada Govern-
ment Gazette.

TENDERS FOR GOVERNMENT
SERVICES.
CONVEYANCE OF MAILS, PARCELS,
PASSENGERS, AND CARGO (LEEWARD).
Tenders will be received at Govern-
ment Office up to 3 p.m. on Thursday,
8th November, 1951, for the conveyance
daily of mails including Parcel Post
mails from, to, and between each and all
the Post Offices of Kingstown. Layou,
Barrouallie, Cumberland, Troumraca,
Chateaubelair and Questelles on the Lee-
ward Coast of the Island of St. Vincent
by Motor Launch from 1st January,
It:, .
2. The motor Launch will be required
to leave Chateaubelair at about 7 a.m.
daily except on the Thursday following
the first Wednesday of each month, and
to return to Chateaubelair leaving Kings-
town at about 3.00 p.m. daily except on
the first Wednesday only of each month.
On the first Wednesday of each month
the launch will be required to leave
Kingstown for Chaeteaubelair at about
1.30 p.m. and return to Kingstown the
same evening leaving Chai anbe-lair at
7,00 p.m. The hours of leaving Chateau-
belair and Kingstown may be modified
by the Colonial Postmaster.
3. The Motor Launch will be required
to provide a service for the carriage of
passengers and cargo at the present fixed
rates which will be supplied to intended
Tenderers, if required, on application at
Government Office and to call on the
itinerary in each direction at Clare
Valley for this purpose and for the pur-
pose of collecting the mails from and
delivering the mails to Questelles Post
Office.
4. All mails will be delivered at and
collected from the General Post Office
and District Post Offices except that
where such provision is made mails may
be delivered to and collected from the
mail carriers of the District Post Offices.
5. The contract will be for a period of
one year to 31st December, 1952.
6. Tenders should state the amount of
subsidy required and should be address-
ed to the Establishment Officer, Govern-
ment Office, and distinctly marked

MOTOR CAR SERVICE.
Sealed Tenders are invited for the
provision of motor cars for the convey-
ance of public officers during 1952.
The Tenders submitted should con-
tain particulars of the charges proposed
to be made for waiting. Rates submit-
ted should not exceed those contained
in Statutory Rules and Orders, No. 15 of
1947.
The contract will be terminable by
-one month's notice on either side, and
the person to whom the contract is
awarded will be required to enter into a
bond with Government for the satisfact-
ory performance of the contract.
Tenders close at 3 p.m. on Thursday,
8th November, 1961, and should be ad-
dressed to the Establishment Officer,
and distinctly marked on the envelope
"Tenders for Motor Car Service".

-vacancies for surveyors in Dominica.
The posts are not pensionable.
Contracts will be for a three-year
period with possibility of renewal.
Consolidated salary within the scale
:$2,400-$3,360 per annum according to
qualifications and experience. Subsis-
tence Allowance at the rate of $3.60 per
night out when working away from
home. Allowance and Mileage for trans-
port at local rates should the officer be
required to maintain a car or motor
'cycle. Housing is not provided and
single men will be given preference for
this reason.
The work calls for self-reliant and
active men capable of taking decisions
and living under rough conditions when
necessary. Main duties involve surveys
of small acreages under a land Control
Scheme.. At least 2 years experience
in carrying out Theodolite traverses and
plotting without supervision is essential.

CONTROL NOTICE.
REMOVAL OF BAN ON THE EXPORT-
ATION OF PIGS.
With reference to Gazette Notice No.
454 of 19th September, 1950, it is noti-
fied for general information that the
Trinidad Government has now expressed
itself willing to resume the importation
of swine products into Trinidad from
St. Vincent.
Licences will now accordingly be
issued granting permission to export
pigs from the Colony, bnt due to the
reduction in the island's pig population
the quantities to be exported will have
to be quota-ed.
Applications for export licences must
be made to the Controller of Supplies
at least one week in advance of the pro-
posed date of shipment. No licences
will be granted in respect of pigs weigh-
ing 100 lb or less.

ELECTRICITY AND TELEPHONE
DEPARTMENT.
ELECTRICITY.
The Power Station at present is run-
ning without any adequate stand-by,
and this condition may not improve for
some considerable time.
In the circumstances, it is not intend-
ed to connect any more new consumers,
neither will the system of transferring
connections be any longer acceptable
to the department, this system being
liable to abuse.
Applications, however, for connections
may continue to be sent in and will be
treated strictly on their merits ; a wait-
ing list will be kept and wherever it is
possible, after careful consideration,
connections will be made, but only if
no addition to the existing number of
consumers is entailed.
TELEPHONES.
It will not be possible to add any
more subscribers to the telephone sys-
tem, either direct, or by party line.
The system is already very heavily
overloaded and it is extremely difficult
to maintain operating efficiency.
The condition of the plant, too, does
not justify any further additions to the
list of subscribers and only very urgent
applications, such as from doctors, will
be considered.

Consumers are notified that as from
and including the 14th October, No. 4
engine at the Power Station will be
closed down for general overhaul.
This will entail load shedding in cer-
tain districts, as No. 4 being the largest
unit in the station carries during peak
hours the bulk of the load.
The production of ice will also be
very much curtailed during this period.
Every effort will be made to minimise
the inconvenience resulting from this
close down.

SAVINGS BANK (AMENDMENT)
(Gazetted 9th October, 1951).
1. Short title. These Rules may be cited as the Savings Bank
(Amendment) Rules, 1951, and shall be read as one with the Rules made by the
Governor in Council under the Savings Bank Ordinance, 1936, on the 1st day of
May, 1l36, (hereinafter referred to as the principal Rules) and all amendments
thereto.
2. Rule 6 of Principal Rules revoked. Rule 6 of the principal Rules
is hereby revoked and replaced as follows :-

The King's Most Excellent Majesty in Council
Whereas a Treaty(a) was signed on the twenty sixth day of June, 1873, between
Her late Majesty Queen Victoria and His late Majesty King Oscar II of
Sweden and Norway for the mutual extradition of fugitive criminals and this
Treaty was, by an Agreement(b) made on the second day of July, 1907, between
the British and Swedish Governments, contiLuEd in force better( n the 'nite d
Kingdom of Great Britain and Northern Ireland and the Kingdom of Secden ;
And Whereas the said Treaty, by virtue of a notice given by the Swedish
Government under Article XV thereof, chased to have effect on the twenty
ninth day of May, 1951, as between the United Kingdom of Great Britain and
Northern Ireland, the Channel Islands, the Isle of Man and the Colonies on the
one hand and the Kingdom of Sweden on the other hand ;
And Whereas certain Orders in Council were made under Section two of
the Extradition Act, 1870(c), in pursuance of the said Treaty;

to the surrender to such state of any fugitive criminals shall not rnctainn in
force for any longer period than the arran-gement;
And Whereas it is desirable to revoke these Orders in so far as they relate
to the Kingdom of Sweden ;
Now, therefore, His Majesty, in exercise of the powers conferred on Hiim
by Section twenty one of the Extradition Act, 1870. is pleased, by and with the
advice of His Privy Council, to oider and it is hereby ordered, as follows :-
1. The Order in Council of the thirtieth day of September, 1873(a), which
in accordance with the aforesaid treaty of 1873 applied the Fxti;iciition AI1,
1870, in the case of Sweden and Norway, is hereby revoked in so far as it
applies in the case of Sweden.
2. The Order in Council of the twelfth day of August, 1]C7(1l), which in
accordance with the aforesaid agreement of 1907 applied the F'xtradition AcIeF
1870 to 1906(d), in the case of Sweden, is hereby revoked.

3. The Order in Council of the thirtieth day of July, 1923(e), which
directed that the Extradition Acts. 1870 to 1906, should apply in the case of
certAii.-foreign states in accordance with existing treaties, as supplemented by
the Convention of the fourth day of May, 1910(f), for the suppression of the
White Slave Traffic, is hereby revoked in so far as it applies in the case of
Sweden.
4. The operation of this Order is restricted to the United Kingdom of
Great Britain and Northern Ireland, the Channel Islands, the Isle of Man and
the Colonies.
5. This Order may be cited as the Sweden (Extradition) (Termination)
Order in Council, 1951, and shall come into operation on the 2nd day of
August, 1951.

INSTRUCTIONS passed under the Royal Sign Manual and Signet
to the Governor and Commander-in-Chief of the Windward
Islands.

INSTRUCTIONS to Our Governor and Commander-in-Chief in and
over the Windward Islands or other Officer for the time being
administering the Government of the said Islands.
Whereas by the Windward Islands Letters Patent, 1951
(hereinafter called "the Letters Patent"), We have ordered and
declared that there shall be a Governor and Commander-in-Chief
in and over the Windward Islands :
And Whereas We have thereby authorised, empowered and
commanded the Governor to do and execute all things that belong
to his Office in accordance with such Instructions as may from
time to time be given to him by Us under Our Sign Manual and
Signet:
And Whereas certain Instructions under Our Sign Manual
and Signet were issued to the Governor on the ninth day of April,
1924; and whereas such Instructions were amended by Additional
Instructions issued on the thirteenth day of November, 1936, the
twenty-eighth day of December, 1939, and the eleventh day of
May, 1945 :
And Whereas we are minded to substitute fresh Instructions
for the aforesaid Instructions and Additional Instructions
(hereinafter together called the existing Instructions ") :
Now, therefore, as from the commencement of the Letters
Patent, We do hereby revoke the existing Instructions, but without
prejudice to anything lawfully done thereunder, and instead
thereof We do hereby direct and enjoin and declare Our will and
pleasure as follows :-
1. The Governor may, whenever he thinks fit, require any
person in the public service to take the Oath of Allegiance in the
form set out in the Third Schedule to the Letters Patent, together
with such other oath or oaths as may from time to time be
prescribed by any laws in force in the Islands. The Governor
shall administer such oaths or cause them to be administered by
some public officer.
2. The Governor shall ordinarily reside in the Island of
Grenada, except when the interests of Our service appear to him
to require his presence in any other of the Islands.

3. Once at least in every year, at such time of the year as
shall be found most convenient, the Governor shall visit each of
the Islands, other than Grenada, remaining in each of the Islands
during such a period as he may deem expedient in the interests
of Our service.
4. The powers and authorities belonging to the Office of
Governor shall, in respect of the administration of the government
of -each of the Islands, be exercised by the Administrator, subject
to and in accordance with these Our Instructions and any general
and special instructions which the Governor may from time to
time think fit to give him for his guidance, and, in the-case of a.
person appointed as Administrator by the Governor, subject to
and in accordance with the terms of his appointment.
5. Every Administrator shall correspond with the Governor
on all subjects connected with his office, and shall transmit to him
all official reports and information touching the same, and shall
apply to the Governor for all such instructions as he may require
for his guidance in the discharge of his office, and shall conform
-to and obey all such lawful instructions as the Governor shall
address to him :
Provided that an Administrator shall be permitted to
correspond direct with Us through a Secretary of State on matters
which require no direction on policy or other action by the
Governor.
6. The Governor shall transmit to Us, through a Secretary
of State by the first convenient opportunity, copies of all
important despatches, reports and communications received by
him from each Administrator, and of all similar communications
and of all instructions addressed by him to each Administrator.
7. If in any emergency it is necessary that instructions
should be obtained from Us without delay, an Administrator may
apply to Us, through a Secretary of State, for instructions in the
matter; but in every such case the Administrator shall forthwith
transmit to the Governor a copy of every despatch or
communication which he has so addressed to Us.
8. (1) Whenever there is a subsisting appointment of a
Deputy to the Governor under the Letters Patent, these
Instructions, so far as they apply to any matter or thing to be
done, or any powers or functions to be exercised or performed, by
such Deputy, shall be deemed to be addressed to, and shall be
observed by, such Deputy.
(2) Any such Deputy may, if he thinks fit, apply to Us
through a Secretary of State for instructions in any matter; but
he shall forthwith transmit to the Governor a copy of every
despatch or other communication so addressed to Us.
9. (1) The Executive Council of each of the Islands shall
consist of the following :-
(i) Two, or, if the Governor is present in the Executive
Council, three, ex-officio Members;
(ii) One Member, being a person holding a public office in the
Island, appointed as provided in Clause 11 of these
Instructions, who shall be styled the Official Member;
(iii) One Member, being a Nominated Member of the
Legislative Council of the Island, appointed as provided
in Clause 11 of these Instructions, who shall be styled the
Nominated Member; and
(iv) Three Members, being Elected Members of the Legislative
Council of the Island, elected as provided in Clause 12 of
these Instructions, who shall be styled Elected Members.
10. The ex-officio Members shall be :-
(i) the Administrator, if Ihe Governor is present in the
Executive Council; and
(ii) in the case of Grenada, the Attorney-General, and, in the
case of Saint Vincent, Saint Lucia and Dominica, the
Crown Attorney; and
(iii) in the case of Grenada, Saint Vincent and Saint Lucia, the
Treasurer, and, in the case of Dominica, the Financial
Secretary.
11. (1) The Official Members and the Nominated Members
shall be appointed by the Governor by Instrument under the
Public Seal of the Island concerned.
(2) The Governor shall forthwith report to Us through a
Secretary of State every appointment made under paragraph (1)
of this Clause.
12. (1) At the first meeting of the Legislative Council of an
Island after the commencement of the Legislative Council Order
in Council constituting that Council, and thereafter at the first
meeting after every dissolution thereof, or as soon as convenient
after such meeting, the Legislative Council shall elect from
among its Elected Members, three Members to serve as Elected
Members of the Executive Council of that Island.
(2) Whenever the seat of an Elected Member of an Executive
Council becomes vacant from any cause other than the dissolution
of the Legislative Council of that Island, the Legislative Council
shall, as soon as convenient, in like manner elect a Member to fill
the vacancy.
13. (1) Subject to the provisions of these Our Instructions,
the Official Members and the Nominated Members shall hold their
seats in the Executive Councils during Our pleasure.
(2) The seat of the Official Member of an Executive Council

(3) If the Nominated Member of an Executive Council shall
be disqualified from sitting or voting in the Legislative Council of
that Island by reason of the fact that he is appointed temporarily
to, or to act in, any public office as that expression is defined in
the Legislative Council Order in Council constituting that Council,
he shall not sit in the Executive Council by virtue of his
appointment as the Nominated Member so long as he shall be so
disqualified from sitting or voting in the Legislative Council.
(4) The seat of the Nominated Member or of an Elected
Member of an Executive Council shall become vacant- A
(a) if he shall cease to be a Member of the Legislative Council
of that Island :
Provided that, if he shall cease to be a Member of the
Legislative Council by reason of a. dissolution thereof, he
shall not on that account vacate his seat in the Executive
Council until the first meeting of the Legislative Council
after such dissolution; or
(b) if he shall, by writing under his hand addressed to the
Governor, resign his seat in the Executive Council; or
(c) if he shall be absent from the Island without written
permission from the Governor.
(5) The Legislative Council of an Island may, by resolution,
in favour of which there are cast the votes of not less than two-
thirds of all the Members of that Council, revoke the election to
the Executive Council of that Island of any Elected Member
thereof, and, upon the passing of such resolution, the seat of such
Member in that Executive Council shall become vacant.
(6) Any person vacating a seat as an Official, Nominated or
Elected Member may, if qualified, be again appointed or elected
from time to time.
14. (1) (a) The Governor may, by an Instrument under the
Public Seal of an Island, suspend the Official Member or the
Nominated Member from the exercise of his functions as a
Member of the Executive Council of that Island; and while such
suspension is in force the person suspended shall not sit in, or take
part in the proceedings of, the Executive Council.
(b) Every such suspension shall forthwith be reported by the
Governor to Us through a Secretary of State, and shall remain in
force unless and until it shall be removed by the Governor by an
Instrument under .the said Seal, or by Us, through a Secretary of
State, or the person suspended ceases to be a Member of the
Executive Council,
(2) The Governor may, by Instrument under the Public Seal
of an Island, declare the Official Member, the Nominated Member
or an Elected Member to be, by reason of illness, temporarily
incapable of discharging his functions as a Member of the
Executive Council of that Island; and thereupon such Member
shall not sit in, or take part in the proceedings of, the Executive
Council until he is declared in manner aforesaid again to be
capable of discharging his said functions.
15. (1) Whenever there shall be a vacancy in the number of Temporary
persons sitting as Members in the Executive Council of an Island Members.
by reason of the fact that-
(a) an ex-oficio Member is administering the Government of
the Windward Islands; or
(b) one person is lawfully discharging the functions of more
than one of the offices the holders of which are specified
in Clause 10 of these Instructions; or
(c) no person is lawfully discharging the functions of one of
those offices; or
(d) the Official Member or the Nominated Member is suspended
from the exercise of his functions as a Member under
paragraph (1) of Clause 14 of these Instructions; or
(e) the seat of the Official Member or the Nominated Member
is vacant for any cause; or
(f) a Member is declared by the Governor under paragraph
(2) of Clause 14 of these Instructions to be, by reason of
illness, temporarily incapable of discharging his functions
as a Member; or
(g) a Member is absent from the Island; or
(h) the Nominated Member is temporarily disqualified from
sitting in the Council by reason of the provisions of
paragraph (3) of Clause 13 of these Instructions;
a person may be appointed or elected a temporary Member for the
period of such vacancy.
(2) The said person-
(a) in the case of a vacancy in the number of persons sitting
in the Executive Council as ex-offtcio Members, shall be a
public officer and shall be appointed by the Governor by
an Instrument under the Public Seal of the Island;
(b) in the case of a vacancy in respect of the person sitting in
the Executive Council as Official Member, shall be qualified
for appointment as Official Member, and shall be
appointed by the Governor by an Instrument under the
Public Seal of the Island;
(c) in the case of a vacancy in respect of the person sitting in
the Executive Council as the Nominated Member, shall be
qualified for appointment as Nominated Member, and shall
be appointed by the Governor by an Instrument under the
Public Seal of the Island; and

(d) in the case of a vacancy in the number of persons sitting
in the Executive Council as Elected Members, be elected by
the Legislative Council of that Island from among the
Elected Members thereof.
(3) Every person so appointed or elected shall, as long as his
appointment or election shall subsist, be to all intents and
purposes-
(a) in the case of a vacancy in the number of persons sitting
in the Executive Council as ex-officio Members, an ex-
officio Member;
(b) in the case of a vacancy in respect of the person sitting in
the Executive Council as Official Member, the Official
Member;
(c) in the case of a vacancy in respect of the person sitting in
the Executive Council as Nominated Member, the
Nominated Member; and
(d) in the case of a vacancy in the number of persons sitting
in the Executive Council as Elected Members, an Elected
Member;
and, subject to the provisions of this Clause, the provisions of
Clauses 13 and 14 of these Our Instructions shall apply
accordingly.
(4) (a) The Governor shall forthwith report every
appointment made by him under this Clause to Us through a
Secretary of State, and every person so appointed shall hold his
appointment during Our pleasure.
(b) Any such appointment may be revoked by the Governor
by an Instrument under the Public Seal of the Island.
(5) An appointment by the Governor made under this Clause
shall cease to have effect on notification by the Governor to the
person appointed of its revocation by him, and any appointment
or election made under this Clause shall cease to have effect on its
supersession by the definitive appointment or election, as the case
may be, of a person to fill the vacancy, or when the vacancy shall
otherwise cease to exist.
16. (1) The Members of an Executive Council shall have
seniority and precedence as We may specially assign and, in
default thereof, as follows :-
First, the ex-officio Members, in the order in "which they are
referred to in Clause 10 of these Instructions;
Secondly, Members temporarily appointed under Clause 15 of
these Instructions to fill a vacancy in the number of
persons sitting in the Executive Council as ex-offcio
Members, in such order as the Governor may assign;
Thirdly, the Official Member;
Fourthly, the Nominated Member and the Elected Members
according to the length of time for which they have been
continuously Members of the Executive Council, Members
who have been continuously Members for the same length
of time taking precedence according to the alphabetical
order of their names.
(2) In ascertaining, for the purposes of paragraph (1) of this
Clause, the length of time for which any person shall have been
continuously a Member of an Executive Council-
(a) no account shall be taken of any interval between the
vacation by that person of his seat in that Executive
Council in consequence of a dissolution of the Legislative
Council of the Island and the date of his election or
appointment to fill a vacancy in that Executive Council
caused by that dissolution; and
(b) if any person, having been for any period immediately
before the date upon which the Executive Councils
established for the Islands by the Letters Patent of 1986
cease to exist, a Member of the Executive Council of an
Island becomes a Member of the Executive Council of that
Island as first elected and appointed under these
Instructions, he shall be deemed to have been a Member
of that Executive Council during that period; and no
account shall be taken of any interval between the end of
that period and the date upon which such person is first
elected or appointed as a Member of that Executive
Council under these Instructions.
17. Whenever upon any special occasion the Governor or an
Administrator desires to obtain the advice of any person in an
Island touching Our affairs therein he may, in writing, summon
such person to the Executive Council of that Island for such
special occasion.
18. The Governor shall forthwith communicate to the
Administrators and to the Executive Councils these Our
instructions and likewise all such others as he shall from time to
time find convenient for Our service to impart to them.
19. (1) The Executive Councils shall not be summoned
except by the authority of the Governor or of the Administrator.
(2) No business except that of adjournment shall be
transacted if objection is taken by any Member present that there
are less than two Members present besides the Governor or the
Administrator or other Member presiding.
20. (1) The Governor shall, so far as he considers it to be
necessary for the exercise of his powers and the performance of
his duties, attend the meetings of the Executive councill of the
Island in which he is, from time to time, present; and, whenever
he shall so attend, he shall preside.

(2) Every Administrator shall, so far as is practicable, attend
at all meetings of the Executive Council of the Island of which he
is Administrator; and, whenever he shall so attend in the absence
of the Governor, he shall preside.
(3) In the absence of both the Governor and theAdministrator,
such Member as the Governor may appoint, or, in default of such
appointment or in the absence of any Member so appointed, the
senior Member of the Executive Council actually present shall
preside.
Governor and 21. (1) In the exercise of his powers and the performance of
Administrators his duties the Governor shall, subject to the provisions of
to consult paragraph (3) of this Clause-
Executive (a) in cases relating exclusively to one Island only or to some
Councils. of the Islands only, consult with the Executive Council of
that Island or the Executive Councils of those Islands, as
the case may be; and
(b) in all other cases, consult with the Executive Councils of
all the Islands;
Provided that where the Governor cannot conveniently consult
with the Executive Council of an Island in person on any
matter, he shall authorise and instruct the Administrator
of that Island to consult with the Executive Council thereof
on such matter on his behalf; and the Administrator,
having done so, shall forthwith communicate the advice of
the Council, together with any recommendations the
Administrator may think fit to make, to the Governor.
(2) In the exercise of his powers and the performance of his
duties the Administrator of each of the Islands shall, subject to
the provisions of paragraph (3) of this Clause, consult with the
Executive Council of his Island.
(3) The Governor or an Administrator, as the case may be,
shall not be obliged to consult with the Executive Council or
Councils concerned in any case-
(a) which is of such a nature that, in his judgment, Our service
would sustain material harm by such consultation; or
(b) in which the matters to be decided are, in his judgment,
too unimportant to warrant such consultation; or
(c) in which the matters to be decided are, in his judgment,
too urgent to admit of such consultation by the time
within which it may be necessary for him to act.
In every case falling within sub-paragraph (c) of this
paragraph the Governor or Administrator, as the case may be,
shall, as soon as is practicable, communicate to the Executive
Council or Councils concerned the measures which he shall have
taken together with the reasons therefore.
22. The Governor and the Administrators shall alone be
entitled to submit questions to the Executive Councils for their
advice or decision; but if the Governor or Administrator declines
to submit any question to any Council when requested in writing
by any Member thereof so to do, it shall be competent to such
Member to require that there be recorded upon the Minutes his
written application together with the answer returned by the
Governor or Administrator thereto.
23. (1) The Governor or an Administrator may act in
opposition to the advice given to him by the Members of an
Executive Council if he shall in any case consider it right to do so;
but if in any case the Governor or Administrator shall so act, the
Governor shall, at the first convenient opportunity, report the
matter to Us through a Secretary of State with the reasons for
such action, and when an Administrator so acts he shall report
the matter to the Governor, at the first convenient opportunity,
with the reasons for his action.
(2) Whenever the Governor or an Administrator shall so act
against the advice of an Executive Council any Member of such
Executive Council may require that there be recorded upon the
Minutes any advice or opinion which he may give upon the
question at issue and the reasons therefore.
24. (1) Minutes shall be kept of all the proceedings of the
said Executive Councils; and at every meeting of each Council
the Minutes of the last preceding meeting shall be confirmed with
or without amendment, as the case may require, before the
Council proceeds to the despatch of any other business.
(2) Twice in each year a full and exact copy of all the said
Minutes for the preceding half year shall be transmitted to Us
through a Secretary of State.
25. In the making of laws the Governor and the Legislative
Councils shall observe, as far as practicable, the following Rules:-
(a) All laws shall be styled Ordinances ", and the words of
enactment shall be "enacted by the Legislature of (the
Island in which the Ordinance is passed) "
(b) All Ordinances shall be distinguished by titles, and shall be
divided into successive sections consecutively numbered,
and to every such section there shall be annexed in the
margin a short summary of its contents.
(c) The Ordinances of each year shall be distinguished by
consecutive numbers, commencing in each year with the
number one. Ordinances passed by the Legislative
Councils and assented to by the Governor or, in cases to
which the proviso to Clause 28 of these Instructions
applies, by an Administrator, shall be dated as of the day
on which such assent is given, but, whatever that day may
be, shall be numbered as of the year in which they are
passed. Ordinances reserved by the Governor for the
signification of Our pleasure shall be dated as of the day
and numbered as of the year on and in which they become
law.

(d) Matters having no proper relation to each other shall not
be provided for by the same Ordinance; no Ordinance
shall contain anything foreign to what the title of the
Ordinance imports; and no provision having indefinite
duration shall be included in any Ordinance expressed to
have limited duration.
26. (1) The Governor shall not, without having previously
obtained Our Instructions through a Secretary of State, assent to
any Bill within any of the following classes, unless such Bill shall
contain a clause suspending the operation thereof until the
signification of Our pleasure thereon, that is to say :
(a) any Bill for the divorce of married persons;
(b) any Bill whereby any grant of land or money or other
donation may be made to himself or to an Administrator;
(c) any Bill affecting the currency of any of the Islands or
relating to the issue of bank notes;
(d) any Bill establishing any banking association, or amending
or altering the constitution, powers, or privileges of any
banking association;
(e) any Bill imposing differential duties;
(f) any Bill, the provisions of which shall appear to hint
inconsistent with obligations imposed upon Us by Treaty;
(g) any Bill affecting the discipline or control of Our Forces
by land or sea or air;
(h) any Bill of an extraordinary nature and importance
whereby Our prerogative, or the rights or property of Our
subjects not residing in the Windward Islands, or the
trade or transport or communications of any part of Our
dominions may be prejudiced;
(i) any Bill whereby persons of any racial or religious
community are made liable to any disabilities or
restrictions to which persons of other such communities
are not also made liable, or are granted advantages which
are not enjoyed by persons of other such communities;
(j) any Bill containing provisions to which Our assent has
been once refused, or which have been disallowed by Us :
Provided that the Governor may, without such Instructions
as aforesaid and although the Bill contains no such clause as
aforesaid, assent in Our name to any Bill falling within any of the
classes described in this Clause (except a Bill the provisions of
which appear to him to be inconsistent with any obligations
imposed upon Us by Treaty), if he shall have satisfied himself
that an urgent necessity exists requiring that the Bill be brought
into immediate operation; but in any such case he shall forthwith
transmit to Us the Bill to which he shall have assented together
with his reasons for so assenting.

(2) Notwithstanding that the requirements of the proviso to
Clause 28 of these Instructions are satisfied, an Administrator
shall not assent to any Bill within any of the classes mentioned
in paragraph (1) of this Clause.
27. (1) Every Bill, not being a Government measure,
intended to affect or benefit some particular person, association,
or corporate body, shall contain a section saving the rights of Us,
Our Heirs and Successors, all bodies politic and corporate, and all
others, except such as are mentioned in the Bill and those
claiming by, from or under them.
(2) No such Bill shall be introduced into the Legislative
Council of any of the Islands until due notice has been given by
not less than three successive publications of the Bill in the
Government or Official Gazette of the Island to which it relates;
and the Governor shall not assent thereto in Our Name unless it
has been so published. A certificate under the hand of the
Governor signifying that such publication has been made shall be
transmitted to Us with the Bill or Ordinance.
28. Every Bill passed in any of the Islands shall be presented
to the Governor for his assent on Our behalf, if he be present
within such Island, or, if he be absent therefrom, shall be
transmitted to him by the Administrator :
Provided that if the Governor is not present within an island
in which a Bill has been passed and if the Administrator of such
Island is satisfied that circumstances require that the Bill should
become law without delay, he may, on Our behalf, assent to such
Bill if previously authorised by the Governor so to do; and
provided further that if in any case of great urgency he is
satisfied that time does not permit of such authority being
obtained, the Administrator may, on Our behalf, assent to the Bill
without such authority; but in any such case he shall forthwith
transmit to the Governor a copy of the Bill to which he shall have
assented together with a statement of his reasons for so assenting.
29. When any Ordinance shall have been passed in any of
the Islands, the Governor shall forthwith transmit to Us, through
a Secretary of State, for the signification of Our pleasure, a
transcript in duplicate of the Ordinance, duly authenticated
under the Public Seal of the Island and by his own signature,
together with an explanation of the reasons and occasion for the
enactment of the Ordinance.
30. As soon as practicable after the commencement of each
year the Governor shall cause a complete collection of all
Ordinances enacted in each of the Islands during the preceding
year to be published for general information.
31. (1) Before disposing of any vacant or waste lands to Us
belonging in any of the Islands, the Governor shall cause the
same to be surveyed, and such reservations to be made thereout
as he may think necessary for any public purpose.

(2) Neither the Governor nor an Administrator shall, either
directly or indirectly, purchase for himself any land or building to
Us belonging in the Windward Islands without Our special
permission given through a Secretary of State.
32. Every appointment by the Governor of any person to any
office or employment shall, unless otherwise provided by law, be
expressed to be during pleasure only.
33. The Governor is, to the utmost of his power, to promote
religion and education in the Windward Islands.
34. (1) Whenever any offender shall have been condemned
by the sentence of any civil Court in any of the Islands to suffer
death, the Governor, or in his absence the Administrator, shall
call upon the Judge who presided at the trial to make to him a
written report of the case of such offender, and shall cause such
report to be taken into consideration at a meeting of the Executive
Council of the Island in which the trial was held, and he may
cause that Judge to be specially summoned to attend at such
meeting and to produce his notes threat. If the Governor is
absent from such meeting the Administrator shall, immediately
thereafter, transmit to the Governor the report of the Judge on
the case, together with a copy of the Minutes of the meeting, and,
where production of the notes of the Judge was required, such
notes, or a certified copy thereof.
(2) The Governor shall not pardon or reprieve any such
offender unless it shall appear to the Governor expedient so to do,
upon receiving the advice thereon of the Executive Council of the
Island in which the trial was held, or upon receiving the report of
the Judge and the copy of the Minutes of the meeting of that
Executive Council as aforesaid; but in all such cases the Governor
is to decide either to extend or to withhold a pardon or reprieve
according to his own deliberate judgment, whether the Members
of that Executive Council concur therein or otherwise; causing,
nevertheless, to be entered on the Minutes of that Executive
Council a statement of his reasons at length, in case he should
decide any such question in opposition to the judgment of the
majority of the Members thereof.
35. Except in circumstances in which he is not regarded as
absent from the Windward Islands for the purposes of Article 8
of the Letters Patent, the Governor shall not quit the Windward
Islands without having first obtained leave from Us for so doing
through a Secretary of State.
36. (1) The Administrator of any of the Islands shall not
absent himself from such Island without having first obtained
leave from the Governor.
(2) The Governor shall report all such absences as they occur
to Us through a Secretary of State.

37. (1) In these Instructions, unless thle context otherwise Interpretation.
requires-
"Administrator" means the Administrator of any one of
the Islands, and includes any person for the time being acting
as Administrator;
the Letters Patent of 1936" means the Letters Patent
passed under the Great Seal of the Realm constituting the
Office of Governor and Commander4n-Chief of the Windward
Islands and dated the thirteenth day of November, 1936, as
amended by Letters Patent dated the twenty-eighth day of
December, 1939, and the eleventh day of May, 1945;
"the Governor means the Governor and Commander-in-
Chief of the Windward Islands, and includes the officer for the
tinh' being administering the Government of the Windward
Islands and, to the extent to which a Deputy for the Governor
is authorised to act, that Deputy;
"Legislative Council" means the Legislative Council
constituted by virtue of the Grenada (Legislative Council)
Order in Council, 1951, the Saint Vincent (Legislative Council)
Order in Council, 1951, the Saint Lucia (Legislative Council)
Order in Council, 1951, or the Dominica (Legislative Council)
Order in Council, 1951, as the case may be, or by any Order or
Orders from time to time amending or replacing the same;
Legislative Council Order in Council" means one of the
four Orders in Council mentioned in the definition of the
expression Legislative Council ", or any Order or Orders from
time to time amending or replacing the same;
publice office" means any office of emolument in the
public service;
"public officer means the holder of any public office and
includes any person appointed to act in any such office;
the public service means the service of the Crown in
respect of the government of the Windward Islands or of any
of the Islands;
the Windward Islands" and the Islands" mean the
Colonies of Grenada, Saint Vincent, Saint Lucia and Dominica
and the respective Dependencies thereof, and Island means
one of such Colonies and the Dependencies of that Colony.
(2) Reference in these Instructions to Our dominions shall
have effect as if it included a reference to all British protectorates
and British protected states and to all territories administered by
the Government of any part of Our dominions under the
trusteeship system of the United Nations.
(3) For the purposes of these Instructions, any reference to
any public officer by the term designating his office means the
person for the time being lawfully discharging the functions of
that office.
(4) The several Islands adjacent to and usually administered
by the Governments of the Islands of Grenada, Saint Vincent, or
52 & 53 Vict.
c. 63.
Saint Lucia, as the case may be, shall, for the purposes of these
Instructions, be considered as Dependencies of such respective
Islands.
(5) Save as in these Instructions otherwise provided or
required by the context, the Interpretation Act, 1889, shall apply
for the interpretation of these Instructions as it applies for the
interpretation of an Act of Parliament.

1951, in the Fifteenth year of Our Reign.
