The following text of a telegram despatched by His Excellency the Governor
to the Secretary of State for the Colonies, in connection with the present illness
of His Majesty the KING, is published for general information:-
On behalf of the Governments and people of the Windward Islands, I
beg to convey, with my humble duty to the KING, our deep sympathy
with His Majesty in his illness. We are united in prayer for His Majesty's
speedy recovery."

GOVERNOR'S MESSAGE TO ELECTORS.
The following message to Electors which has been received from His
Excellency the Governor is published for general information :-
In the coming Election of Members to the new Legislative Council every
adult man and woman will have the free right to vote for the representative of
his or her choice. This right is a duty which must be honestly discharged by
each one of you if you have your country's interests at heat.
Do not be led away like sheep by wild claims that may prove empty, or
extravagant promises that cannot be fIlfilled. Do not. allow yourselves to be
bullied : no one will know which way you cast your votes.
Keep your feet on the ground and make up your own minds fearlessly and
-conscientiously to vote for the candidate who, you believe, will do most to guide
your country forward to greater happiness and prosperity.

BRITISH CARIBBEAN FEDERATION.
The Secretary of State has sent the
following message to the Governor of
Jamaica:-
"I should like you to know how much
I welcome resolution passed by House
of Representatives and Legislative Coun-
cil on the subject of West Indian Fed-
eration. Subject to views of other
Colonies that have accepted principle
of Federation, I also welcome proposals
to hold a conference in London.
I note that a Joint Committee of the
Legislature is being set up in Jamaica to
consider details of proposals in report
of Standing Closer Association Com-
mittee. The suggested conference could
be held when report of this joint com-
mittee and results of any similar studies
that may be made in other Colonies are
available.
It would seem that conference might
then be held early next year. This
would give time for remaining Colonies
to decide whether or not they wish to
participate in projects of Federation."

MEETING OF COMMONWEALTH
MINISTERS.
The Meeting of Commonwealth Min-
isters concerned with supply and
production, foreshadowed by the Lord
Privy Seal in the House of Commons on
June 27th, opened in London on Septem-
ber 24th, and is expected to last about a
week. It was preceded by discussions
on the official level between represent-
atives of'the participating countries.
Canada. Australia, New Zealand, South
Africa, India, Pakistan, Ceylon and
Southern Rhodesia have accepted the
U. K. invitation to attend the meeting;
the Colonial Empire is represented
through the Minister of State for Colo-
ni:,l Affairs who will be a member of the
U. K. delegation. In addition a number
of colonial governments in Africa. South
East Asia, the West Indies, and else-

where have sent representatives to acb as
advisers to the Minister of State in
matters concerning their territories. Mr.
STOKES, Lord Privy Seal, and Minister
of Materials is the leader of the U. K.
delegation. The names of the leaders of
the other delegations will be announced
later. The purpose of the meeting is to
discuss problems concerned with the
mutual supply of and demand for raw
materials and manufactured goods. The
U. K. Government welcome this opport-
unity of an exchange of views with
Commonwealth countries and joint
examination of these common problems.

PAYMENT AGREEMENT WITH
JAPAN.
A sterling Payments Agreement be-
tween the United Kingdom and Japan, to
replace the former Overall Sterling Pay-
ments Agreement of 31st May, 1948,
between the United Kingdom and the
Supreme Commander Allied Powers,
was signed in Tokyo on 31st August.
Prolonged but cordial negotiations
have been going on during recent
months. The intention of the New
Agreement is to create a more normal
payments relationship between Japan
and the sterling area, and thus pave the
way for relaxation of the payments
restrictions which have hitherto ham-
pered developmi-nts of a fuller exchange
of goods and services. The Agreement
comes into force immediately and runs
for 12 months subject to renewal or
extension by mutual consent.
The parties recognize the desirability
of keeping Japan's sterling balances
within reasonable limits and will -con-
sult together to ensure a satisfactory
operation of the Agreement in this and
all its other aspects.
Japan will have opportunities to make.
and receive payments in sterling to and
from countries outside the sterling area,
nnder the system of administrative
transferability.

It is hereby notified for general information that a Liquor Licensing Ses-

Friday, 19th October. 1951, at 11 o'clock in the forenoon for the purpose of con-

CONTROL NOTICE.
REMOVAL OF BAN ON THE EXPORT-
ATION OF PIGS.
With reference to Gazette Notice No.
454 of 19Lh September, 1950, it is noti-
fied for general information that the
Trinidad Governinenthas now expressed
itself willing to resume the importation
of swine products into Trinidmd from
St. Vincent.
Licences will now accordingly be
issued granting permission to export
pigs from the Colony, but due to the
reduction in the island's pig population
the quantities to be exported will have
to be quota-ed.
Applications for export licences must
be made to the Controller of Supplies
-at least one week in advance of the pro-
posed date of shipment. No licences
will be granted in respect of pigs weigh-
ing 100 lb or less.

ELECTRICITY AND TELEPHONE

ELECTRICITY.
The Power Station at present is run-
ning without any adequate stand-by,
and this condition may not improve for
some considerable time.
In the circumstances, it is not intend-
ed to connect any more new consumers,
neither will the system of transferring
connections be any longer acceptable
to the department, this system being
liable to abuse.
Applications, however, for connections
may continue to be sent in and will be
treated strictly on their merits ; a wait-
ing list will be kept and wherever it is
possible, after careful consideration.

no addition to the existing number of
consumers is entailed.
TELEPHONES.
It will not be possible to add any
more subscribers to the telephone sys-
tem, either direct, or by party line.
The system is already very heavily
overloaded and it is extremely difficult
to maintain operating efficiency.
The condition of the plant, too. does
not justify any further additions to the
list of subscribers and only very urgent
applications, such as from doctors, will
be considered.

Consumers are notified that as from
and including the 14th October, No. 4
engine at the Power Station will be
closed down for general overhaul.
This will entail load shedding in cer-
tain districts, as No. 4 being the largest
unit in the station carries during peak
hours the bulk of the load.
The production of ice will also be
very much curtailed during this period.
Every effort will be made to minimise
the inconvenience resulting from this
close down.

PRESSED IN GERMAN CURRENCY.
The Board of Trade announces that
H.M. Government in the United King-
dom have decided to waive certain of
their rights in respect of such German-
owned securities as are expressed in
German currency and issued by the
German State or by a body of persons
constituted or incorporated in or under
the laws of Germany.
Accordingly, the Board of Trade is
prepared to receive applications from
their former German owners for the
release from control under Trading
with the Enemy legislation of securities
of German issue expressed in German
currency, whether issued in registered
or bearer form, and also of certain docu-
ments evidencing ownership in such
securities. These documents may be
for example certificates of interest
issued by persons other than the issuers
of the securities, where either the cer-
tificate of interest or the register in
respect thereof is in the United King-
dom.
