CONFERENCE OF HEADS OF LABOUR
DEPARTMENTS.
The Parliamentary Under Secretary
of State for the Colonies, Mr. T. F.
COOK, presided at the opening session
of a Conference of Heads of Labour
Departments and senior Trade Union
Officers at the Colonial Office on Mon-
day, 24th September.
The Conference, which will last two
weeks, is being attended by more than
30 officials from 20 different territories.
The object of the Conference is to
survey, in the light of the first-hand
experience of the men on the spot, the
wide range of Labour problems common
to all territories, with particular atten-
tion to the field of industrial relations;
other subjects to be discussed will in-
clud'e workmen's compensation, social
insurance, technical training, employ-
ment, exchanges and trade Union
education.

GERMAN ISSUED SECURITIES EX-
PRESSED IN GERMAN CURRENCY.
The Board of Trade announces that
H.M. Government in the United King-
dom have decided to waive certain of
their rights in respect of such German-
owned securities as are expressed in
German currency and issued by the
German State or by a body of persons
constituted or incorporated in or under
the laws of Germany.
Accordingly, the Board of Trade is
prepared to receive applications from
their former German owners for the
release from control under Trading
with the Enemy legislation of securities
of German issue expressed in German
currency, whether issued in registered
or bearer form, and also of certain do-
cuments evidencing ownreship in such
securities. These documents may be
for example certificates of interest
issued by persons other than the issuers
of the securities, where eibber the cer-
tificate of interest or the register in
respect thereof is in the United King-
dom.

the Windward Islands and making certain provisions for the
Government thereof.

To all to whom these Presents shall come, Greeting !
Whereas by the Letters Patent mentioned in the First
Schedule to these Letters Patent, provision is made constituting
the office of Governor and Commander-in-Chief in and over the
Windward Islands, comprising the Colonies of Grenada, Saint
Vincent, Saint Lucia and Dominica and the Dependencies thereof,
and for the Government thereof :
And Whereas We are minded to make other provision for
the matters aforesaid :
Now KNOW YE that We do declare Our Will and pleasure
as follows :-
1.-(1) In these Letters Patent, unless the context otherwise
requires-
Administrator" means the Administrator of any one of
the Islands, and includes any person for the time being
acting as Administrator;
"the existing Instructions" means the Instructions under
Our Sign Manual and, Signet mentioned in the Second
Schedule to these Letters Patent;
"the existing Letters Patent" means the Letters Patent
mentioned in the First Schedule to these Letters Patent;
the Governor" means the Governor and Commander-in-
Chief of the Windward Islands, and includes the officer for
the time being administering the Government of the Wind-
ward Islands and, to the extent to which a Deputy for the
Governor is authorised to act, that Deputy ;
"the Windward Islands" and the Islands" mean the
Colonies of Grenada, Saint Vincent, Saint Lucia, and
Dominica and the respective Dependencies thereof, and
Island" means one of such Colonies and the Dependencics
of that Colony.
(2) Save as in these Letters Patent otherwise provided or
required by the context, the Interpretation Act, 1889, shall apply
for the interpretation of these Letters Patent as it applies for
the i terpretation of an Act of Parliament.

(3) The several Islands adjacent to and usually administered
by the Governments of the Islands of Grenada, Saint Vincent or
Saint Lucia, as the case may be, shall for the purposes of these
Letters Patent, be considered as Dependencies of such respective
Islands.
2. These Letters Patent may be cited as the Windward
Islands Letters Patent, 1951, and shall come into operation on a
day to be appointed by the Governor by Proclamation published
in the Grenada Government Gazette.
3. The existing Letters Patent are hereby revoked, but
without prejudice to anything lawfully done thereunder.
4. There shall be a Govern or and Commander-in-Chief in
and over the Windward Islands, and appointments to the said
Office shall be made by Commission under Our Sign Manual
and Signet.
5. We do hereby authorize, empower, and command the
Governor to do all things that belong to his Office in accordance
with these Letters Patent, such Commission as aforesaid, such
Instructions as may from time to time be given to him by Us
under Our Sign Manual and Signet or through a Secretary of
State, and such Orders in Our Privy Council and other laws as
may from time to time be in force.
G.-(1) Every person appointed to fill the Office of Governor
shall, with all due solemnity, before entering on any of the
duties of his Office, cause the Commission appointing him to be
Governor to be read and published at the seat of Government in
Grenada, in the presence of the Chief Justice or of some other
Judge of the Supreme Court of the Windward and Leeward
Islands if able to be present, and of such Members of the Execu-
tive Council of Grenada ascan conveniently attend ; which being
done, he shall thereupon take before them the Oath of Allegiance
and the Oath for the due execution of the Office of Governor in
the forms set out in the Third Schedule to these Letters Patent,
which Oaths the said Chief Justice or Judge or, if they be un-
avoidably absent, the senior Member of the Executive Council
then present, is hereby required to administer.
(2) The Governor shall take the like Oaths and in like
manner on his first visit to each of the Islands of Saint Vincent,
Saint Lucia and Dominica.
7.-(1) There shall be in each of the Islands an Administra-
tor appointed by the Governor by an Instrument under the
Public Seal of the Island concerned, who shall hold his office
during Our pleasure, and who shall administer the Government
of that Island.
(2) Whenever and so long as there shall be no person in the
Island appointed in accordance with parugi aph (1) of this Article
Lnd capable of discharging the duties of ad iinistiation, such per-
son as the Governor mayappoint in writing or, in default of such
appointment, the senior Member of the Executive Council of the
Island there present and so capable shall act as Administrator.
(3) Every Administrator,before assuming the administration
of the Government of any Island, shall, in the form and manner
prescribed in these Letters Patent, take the Oaths herein directed
to be taken by the Governor with the substitution, in the second
Oath set out in the Third Schedule hereto, for the words "the
Office of Governor", of a reference to the Office of Administrator
of the Island concerned.
(4) The Oaths having been taken in accordance with para-
graph (3) of this Article, We do hereby authorise, empower and
command every such Administrator to do within the Island, the
Government of which he is authorised to administer, all things
that belong to the Office of Governor as provided in these Letters
Patent, so far as the same can be done therein, but subject to and
in accordance with such Instructions as may from time to time
be given to the Governor under Our Sign Manual and Signet or
through a Secretary of State, and such lawful instructions as the
Governor shall address to the Administrator from time to time
for his guidance, and, if he is appointed by the Governor as
aforesaid, subject also to the terms of his appointment.
8.-(1) Whenever the Office of Governor is vacant, or the Succession to
Governor is absent from the Windward Islands or is from any Government.

tions of his Office, the Government of the Windward Islands
shall, during Our pleasure, be administered by-
(a) such person as We may appoint under Our Sign Manual
and Signet; or
(b) if there be no person in the Windward Islands so
appointed and capable of discharging the duties of admin-
istration, such person asWe may designate by Instructions
through a Secretary of State ; or
(c) if there be no person in the Windward Islands so desig-
nated and capable of discharging the duties of administra-
tion, the senior of the following officers who is in the
Windward Islands and so capable, namely-
(i) the person who holds the substantive appointment
of Administrator of Grenada ;
(ii) the person who holds the substantive appointment
of Administrator of Saint Vincent;
(iii) the person who holds the substantive appointment
of Administrator of Saint Lucia;
(iv) the person who holds the substantive appointment
of Administrator of Dominica ; or
(d) if all the substantive appointments of Administrator be
vacant, or if all the persons holding such appointments be
absent from the Windward Islands or be from any other
cause prevented from, or incapable of, performing the
functions of such appointments, the senior Member of the
Executive Council of Grenada then in Grenada and so
capable.
(2) For the purposes of this Article, the officers referred to
in sub-paragraph (c) of paragraph (1) of this Article shall take
seniority in such order as We may specially assign, and, in default
thereof, in the order of the respective dates of their appoint-
ments as Administrator.
(3) Before assuming the administration of the Government,
any such person as aforesaid shall, in that one of the Islands in
which he shall be at the occurence of the event by virtue of
which he is empowered to administer the Government, or at
which he shall first arrive thereafter, in the form and manner
prescribed in these Letters Patent, take the Oaths herein directed
to be taken by the Governor; which being done, We do hereby
authorise, empower and command such person, subject, if he is
appointed as aforesaid under Our Sign Manual and Signet, to the
terms of his appointment, to do during Our pleasure all things
that belong to the Office of Governor as provided in these Letters
Patent.
(4) Any such person as aforesaid shall not continue to
administer the Government after the Governor or some other
person having a prior right to administer the same has notified
that he is about to assume, or resume, the administration.
(5) The Governor or any other person as aforesaid shall not
be regarded as absent from the Windward Islands or prevented
from, or incapable of, acting in the duties of his Office for the
purposes of this Article during his passage between any of the
Islands or when there is a subsisting appointment of a Deputy
or Deputies under Article 9 of these Letters Patent.
Appointment of 9.-(1) Whenever the Governor-
Deputy to the (a) has occasion to be absent from the seat of Government
Governor. but not from the Wind ward Islands, or
(b) has occasion to be absent from the Windward Islands for
a period which he has reason to believe will be of short
duration, or
(c) by reason of illness, which he has reason to believe will
be of short duration, considers it desirable so to do,
he may, by an Instrument under the Public Seal of any of the
Islands, appoint any person in the Windward Islands to be his
Deputy during such.absence or illness, and in. that capacity.to
exercise and perform for and on behalf of the Governor during
such absence or illness all such powers and authorities, vested in
the Governor as shall be specified by such Instrument.
(2) By the appointment of a Deputy as aforesaid the power
and authority of the Governor shall not be abridged, altered, or
in any way affected otherwise than as We may at any time here-
after think proper to direct ; and every such Deputy shall con-
form to and observe all such instructions as the Governor shall
from time to time address to him for his guidance.
(3) Any appointment under this Article may at any time be
revoked by the Governor or by a Secretary of State and, in case
of absence as aforesaid, shall cease and determine upon the
return of the Governor to the seat of Government or to the
Windward Islands, as the case may be.
10.-(1) There shall be an Executive Council in and for
each of the Islands which shall consist in each case of such
persons as We shall direct by any Instructions under Our Sign
Manual and Signet.
Provided that, notwithstanding anything contained in these
Letters Patent, until such day or days as the Governor shall by
Order under his hand appoint, the Executive Council established
for each Island by the existing. Letters Patent and constituted
in accordance with the provisions of. the existing Instructions
shall continue to be the Executive Council of that Island, and
shall be constituted and shall perform its functions as if the
existing Instructions had not been revoked and as if no other
Instructions under Our SignManual and Signet had been issued
to the Governor.
(2) The Members of the Executive Councils shall hold their
seats in the said Councils for such period and upon such condi-
tions as may be specified in such Instructions as aforesaid.
(3) The Executive Councils shall not be disqualified for the
transaction of business by reason of any vacancy among the
Members thereof; and any proceedings therein shall be valid
notwithstanding that some person attended or took part in the
proceedings thereof who was not entitled so to do.
11. The Governor may constitute and appoint in Our name
and on Our behalf all such Judges and 9ther officers as may be
lawfully constituted or appointed by Us, all of whom, unless
otherwise provided by law, shall hold their offices during Our
pleasure.
12. Subject to the provisions of any law or regulations for
the time being in force and to such Instkuctions as may from
time to time be given to him by Us through a Secretary of State,

the Governor may, for cause shown to his satisfaction, dismiss or
suspend from the exercise of his office any person holding any
office under the Government of the Windward Islands or of any
one of the Islands, or may take such other disciplinary action as
may seem to him desirable.
13. When any crime has been committed for which the
offender may be tried within the Windward Islands, the Gover-
nor may, as he shall see fit, in Our name and on Our behalf,
grant a pardon to any accomplice in such offence who shall give
such information as shall lead to the conviction of the principal
offender, or of any one of such offenders, if more than one;
and further may grant to any offender convicted of any such
offence in any Court within the Windward Islands, a pardon,
either free or subject to lawful conditions, or any respite, either
indefinite or for such period as the Governor may think fit, of the
execution of any sentence passed on such offender, and may
remit the whole or any part of any such sentence or of any
penalties or forfeitures otherwise due to Us.
14. Subject to any law for the time being in force and to
any Instructions given to him by Us under Our Sign Manual and
Signet or through a Secretary of State, the Governor may, in
Our name and on Our behalf, make and execute, under the
Public Seal of any of the Islands, grants and dispositions of any
lands or other immovable property within any of the Islands
which may lawfully be granted or disposed of by Us.
15. The Public Seal of each Island shall be kept and used
by the Administrator of that Island for sealing all things what-
soever that shall pass the said Seal.
16. We do hereby require and command all Our Officers,
Civil and Military, and all other the inhabitants of the Wind-
ward Islands, to be obedient, aiding and assisting unto the
Governor and unto the Administrators.
17. We do hereby reserve to Ourselves, Our Heirs and
Successors, full power and authority from time to time to
revoke, add to, or amend these Our Letters Patent as to Us or
Them shall seem fit.
18.-(1) These Letters Patent shall be published in the
Official or Government Gazettes of each of the Islands, and shall
be read and proclaimed within each of the Islands.
(2) These Letters Patent shall be preserved within the
Island of Grenada, and a full and exact copy thereof shall be
deposited and duly recorded in the office of the Admuinistrator
of each of the Islands of Saint Vincent, Saint Lucia and
Dominioa,'and, so long as these Letters Patent remain in force,
every copy thereof recorded as aforesaid shall, within the
Island in which the same is recorded, have the same force, virtue
and effect as these Letters Patent.
In Witness whereof We have caused these Our Letters to
be made Patent.
Witness Ourself at Westminster this twenty-seventh day
of August, 1951, in the Fifteenth year of Our Reign.

1. Short title. These Rules may be cited as the Le council
(Elections) (Amendment) Rules 1951 and shall be used as one with the Legislative
Council (Elections) Rules 1951 (S.R. & 0. 1951 No. 87) (hereinafter referred to as
the principal rules).
2. Rule 13 of the principal Rules revoked and replaced.
Rule 13 of the Principal Rules is hereby revoked and replaced as follows :
13. SYMBOLS. There shall be printed upon every ballot opposite to
the name of each candidate, one of the symbols shown in the appendix to
these Rules. The order in which such symbols shall be allocated to each
candidate for an electoral district shall correspond with the order in which
his name appears on the ballot paper and with the order in which the
electoral districts are mentioned in the Legislative Council (Electoral
Districts) Order 1951 (S.R. & 0. 1951 No. 36) :
Provided that if after such allocation there shall remain any candidates
to whom symbols have not been allocated, the Supervisor of Elections shall
allocate to such candidates such of the aforesaid symbols as he shall deem
fit ".

THE GEORGETOWN TOWN BOARD A
RATES) BY-LAWS. t
(Gazetted 25th September, 1951).
1. Short title. These By-Laws may be cited as the Geor.0 i Town
Board (Traders' Rates) By-Laws.
2. Interpretation. In these By-Laws :-
Board means the Georgetown Town Board.
"Person includes body corporate, company and partnership.
Town means the town of Georgetown.
Trader means any huckster, merchant, shopkeeper and person engaged
in trade in the town.
Clerk means the Clerk of the town.
3. Licences to trade. (1) Every person who desires to carry on
business as a trader in the town shall obtain a licence from the Clerk to e-able
him to do so and the said licence shall be in the form in the First Schedule hereto
annexed, or as near thereto as possible.
(2) An application for a licence to carry on the business of a trader in the
town shall be in the form in the second Schedule hereto annexed, or as near
thereto as possible.
4. Traders' rates. Every person carrying on the business of a trader in
the town shall be assessed at, and shall pay the rate applicable to his pa' .icular
case as set out in the Third Schedule hereto : Provided that where a trader has
been carrying on business for only a part of the year in respect of which he is
being assessed, he shall be assessed for the actual period during which he was
carrying on business.
5. Clerk to settle kind of licence. In the event of any disagreement
arising between the Clerk and any person who desires tc. tracd, or is trading in the
town as to the kind of licence to be taken out under the Third Schedule of these
By-Laws, such disagreement shall be settled by the Board : Provided that any
person who alleges any error with reference to the kind of stock he, as a trader, is
selling or desires to sell, and the sum to be paid by him for a permit and is not
satisfied with the decision of the Beard, may appeal against such decision within
the time and in the manner provided in Section 41 of the Local Government
Ordinance and the provision of Sections 41-45 of the said Ordinance shall apply
to the said appeal.

6. Proceedings subsequent to decision of appeals. The Board
shall on the determination of an appeal cause its assessment list to be amended if
necessary and shall collect the rates accordingly.
7. Licences may be taken out for a year or half year. Traders'
licences in the town may be taken out for a year, or for six months, and shall be
granted by the Clerk at any time of the year, but no licences, no matter what the
date of issue, shall in the case of an annual licence continue in force any longer
than the 31st ddy of December of the year current at the date of issue, or, in the
case of a half yearly licence, continue in force any longer than the 30th day of
June or the 31st day of December of the half-year current at the date of issue.
8. Penalty. Any person guilty of an offence against these By-Laws shall
be liable on summary conviction to a fine not exceeding fifty dollars or to
imprisonment for a period not exceeding three months or in the case of a
continuing offence to a fine not exceeding ten dollars for each day during which
the offence continues.

Government Ordinance No. 17 of 1951, this 13th day of June, 1951.
