Dear Sir,
A few months ago the Acting Colonial
Secretary for Trinidad was kind enough
to circulate Heads of Departments sug-
gesting that they might care to support
the appeal which we are making for
used Colonial and Foreign postage
stamps. His kindness has created a
constant source of income for research
into the causation and cure of Cancer,
which is the object of the Campaign.
2. I am aware of the many duties and
responsibilities which you must have,
but I am wondering if you would care
to afford similar help. It would be
deeply valued by all connected with
the Campaign if you could see your
way clear to do so.
3. At the same time I wish to find
some public-spirited and influential per-
son who would enlist the aid of such
organizations as banks, business houses,
chambers of commerce, hospitals, schools
etc. which might lhe prepared to holp
in the same way. In Trinidad the
Manager of the Agricultur;al Bank did
so and I am glad to say that we are re-
ceiving 100% supper trinm everyone
approached. In the past. 1 have written
direct to business Ilous(s in the Colo-
nies'with considerable though scattered
success, but what has happened in Tri-
nidad has led me to valne the approach
from someone on the spot. Could you
help here ?
4. We like the stamps left on the

STUDENTS PROCEEDING TO THE
UNITED KINGDOM FOR HIGHER
EDUCATION 1952-53 SESSION.
The pressure upon Universities and
Colleges in the United Kingdom shows
few signs as yet of relaxing and in the
Faculties of Medicine, Dentistry, Science
and Engineering the difficulty of ob-
taining places is still acute. Universi-
ties are, however, in general disposed
to look with a kindly eye on Colonial
candidates, provided that they can give
evidence of a high standard of potential
ability. The matriculation requirements
are considerably stiffer under the new
regulations.
2. Both Government scholars and
private students should show that they
have attempted to take advantage of
such local University facilities for
higher education as now exist, before
submitting applications for admission
to Universities in the United Kingdom.
3. Every effort will be made to secure
vacancies for properly sponsored and
really well qualified Colonial students.
Though in some cases, particularly in
Scotland, it may be possible to place
Students up to the end of March, 1952,
the main body of applications should be
in the hands of the Director of Colonial
Scholars not later than 31st January,
1952, if the fullest advantage is to be
taken of the places available.
In the following categories, however,
an earlier approach is essential and ap-
plications should reach the Director of
Colonial Scholars by 30th November,
1951, at the latest:-
(a) Courses in M-dicine, Dentistry,
Engineering and pure Science.
(b) Teachers'training courses (includ-
ing Physical Training, Domestic
Science and Frcebel or other
kindergarten training for which
the sponsorship of the Ministry
of Education is required.
(c) Applications for admission to Ox-
ford or Cambridge Colleges.
(d) Recommendations for awards un-
der the 1,000,000 Colonial De-
velopment and Welfare Scholar-
ship Scheme.
4. It is most undesirable that would-
be candidates for admission should
proceed to the United Kingdom unan-
nounced and unsponsored in the hope
of obtaining admission to Universities
and Colleges. Tutorial Colleges and
Polytechnics, as well as Universities,
are overburdened with long waiting
lists of non-priority candidates and it
is almost impossible to gain admission
to such institutions without due notice
in the proper form. Students are,
therefore, strongly warned against pro-
ceeding to the United Kingdom for
higher education until they are assured
that a place has been made available
for them.
5. It is particularly important that
students should complete their pre-
matriculation studies in their own coun-
try, unless for any reason this should
prove to be quite impossible, in which
case application should be made in the
normal way, and they should not arrive
without sponsorship and the guarantee
of a place in a suitable institution.
6. Full details of financial and other
arrangements are obtainable on applica-
tion at Government Office and all stu-
dents who intend to proceed to the
United Kingdom are strongly urged to
consult the Administration for advice
before making their arrangements.

NOTICE.
Notice is hereby given that a compe-
titive examination for the award of the
annual Kingstown Board Scholarship
will be held at the Richmond Hill
School on Friday, 5th October, 1951,
beginning at 9.00 a.m.
Candidates must have been less than
12 years of age on the 31st July, 1951,
and must have attended a Government
or Assisted School within Kingstown
or within one mile from the Boundaries
of the Town during the 12 months pre-
ceding the 31st July, 1951, for not less
than 75% of the maximum attendances
possible during such period.
Applications accompanied by proper
proof of age must reach the Kingstown
Board Office not later than Saturday,
22nd September, 1951.

TIONS.
By virtue of the power granted by
Section 79 of the Motor Vehicle and
Road Traffic Ordinances 1940, it is here-
by ordered that from the date of publi-
cation of this Order and until further
notice or completion of the cable laying,
the parking of any Motor Vehicle or
other vehicle opposite any open trench
or so as to cause obstruction to other
traffic in Tyrell, Grenville, Halifax and
Gran by Streets, Kin gstown, is prohibited.
For the duration of the above men-
tioned roadworks, waiting vehicles must
be parked in an official car park or in
side roads as provided for in the M.V.
& R.T. (Amendment) Regs. 1949.

FOREIGN COMPENSATION
COMMISSION.
Attention is invited to the publication
of the Foreign Compensation (Czecho-
slovakia) (Amendment) Order in Coun-
cil, 1951, (S.1. 1951 No. 1166). This
Order adds further Slovak and Czecho-
slovak Laws and Decrees to the
Schedule to the Foreign Compensation
(Czechoslovakia) Order in Council 1950,
(S.1. 1950 No. 1191) and amends certain
of the Articles of that Order laying down
the requirements which persons claiming
compensation are called up to satisfy.
Persons who consider that they may
claim to be enttitled to receive compen-
sation by reason of the Amending Order
in Council should write giving their full
name and address to the Secretary of the
Foreign Compensation Commission, 1,
Princes Gate, London, S. W. 7, Eigland,
forthwith and in any event not later
than the 30th November, 1951. An
application Form with accompanying
instructions will then b1 forwarded.
Persons who have already submitted
an application andc who may wish to

It is hereby notified for general information that a quarterly Licensing
Session will be held at the Court House, Clifton, Union Island, on Thursday,
20th September, 1951, at 10 o'clock a.m. for the purpose of hearing applications
for the granting of certificates in accordance with the Liquor Licences (Amend-
ment) Ordinance 1948.
