TERMINATION OF THE STATE OF
WAR WITH GERMANY.
It is notified that the formal state of
War with Germany .is terminated as
from 4 o'clock p.m. on the 9th of July,
1951.
On the instructions of His Majesty's
Principal Secretary of State for Foreign
Affairs, the United Kingdom High
Commissioner in Germany addressed
on 9th July, 1951, a communication to
the Federal Government of Germany in
the following terms :-
His Majesty's Government in the
United Kingdom, bearing in mind that
on 3rd. September, 1939 a state of war
was notified with the German Reich,
that active hostilities were ended by
the Declaration regarding the Surrender
of the German Reich issued on the 5th
June, 194i, but nevertheless a formal
state of war with Germany has con-
tinued to subsist as far as the municipal
law of the U.K. is concerned, and will
be so continued until appropriate action
is taken by His Majesty's Government
to terminate it, that through circum-
stances beyond German control it has
as yet proved impossible to conclude a
Treaty which would dispose of questions
arising out of the state of war with the
German Reich, have determined that,
without prejudice to the Occupation
Statute, or to the decision of questions
the settlement of which must await the
conclusion of a Treatby, the formal state
of war between the United Kingdom
and Germiny shall be immediately
terminated.
A notification is, therefore, being

of Farm Manager, Ottley Hall Prison
Farm.
The conditions of appointment are
as follows :-
1. Salary in ihe grade of $1032 x $72-
$1440.
2. A temporary cost-of-living bonus
is payable at the usual rate granted
to Civil Servants.
3. The post is non-pensionable and
lasts for a period of 4 years.
4. Probationary period of 6 months
in the first instance.
5. No travelling allowance is payable.
The applicant should have good prac-
tical knowledge of agriculture, includ-
ing the management of livestock, and
mnusi possess considerable experience
as an estate overseer. The duties of the
post will include the management of the
Ottley Hall Prison Farm, and the appli-
cant will be responsible for the perfor-
mance of his duties to the Superintea-
dent of Prison.

must bear suitable testimonials from
previous estate owners with whom lie
has been employed.

be required to perform any duties in
connection with the running and main-
tenance of the Electricity and Telephone
Department which the Engineer-in-
Charge, to whom he will be directly re-

in the work of supervision of the plant
at the Power Station (including the Re-
frigeration Plant).
The initial salary may be at a figure
above the minimum in .the case of an
exceptionally qualified person.

NOTICE S.
At a recent meeting of the Caribbean
*Commission, Mr. JuSUs T. PINERO,
former Governor of Puerto Rico, and
now a Commissioner of the United
States Section of the Commission,
offered a prize of $100 U. S. to be award-
ed for the best essay in any one of the
Commission languages-English, French,
Spanish or Dutch-submitted by school
children of the area, on a subject relating
to the accomplishments or objectives of
the Commission.
To encourage competitors and heighten
interest in the project, it has been de-
cided by the Secretariat, in accordance
with a directive from the Commission
that consideration should be given to
the sponsorship of es/-ay contests. that a
number of corsolat-ion book prizes, not
exceeding 50, will be preseontcd by the
Commission.
Competitors must be between the ages
of 1.4 and 18 and must lbe children in
attendance at schools in this Colony.
Arrangements have been made for the
competition to take place on Satu rday,
1st S'eptlenber, 19.51, at the Grammar
School at 10.00 a.m.
All school children between the ages
of 14-18 who wi-h to compete are asked
to send their names together with evi-
dence of their age to anyone of the
foll owing :

EVENING CLASSES.
It is the intention of the Department
of Education to organise a series of
Evening Classes in Secondary School
subjects commencing in the Miclhelmas
Term of 1951.
These classes will, at first, be directed
to preparing students for the Cambridge
School Certificate Examination. The
Cambridge Syndicate has agreed to
accept students from these Evening
Classes as private candidates for this
examination provided (acl candidate is
vouched for by the Education Officer as
having been suitably prepared. The
classes to be started will prepare candi-
dates for the 1952 Examination.
I am soliciting applications from
suitably qualified persons to act as
Tutors. The remuneration offered is
$2.00 per lesson per subject to School
Certificate standard, and the intention
is to offer 78 lessons per annum in each
subject, or 26 lessons per term of 13
weeks each.
Applications for th e posts of Tutors
will be accepted from all suitably quali-
fied persons whether they are at the
moment engaged in teaching or not.
For the present the Department will
need Tutors in the following snbjects:-
English Language, English Literature,
Religions Knowledge. History. Geogra-
phy. Elementary Mathematics, Hygiene
and Physiology, French. Latin. -At the
same time I should be glad to receive
applications from perIons who would
be prepared to tuttor in other subjects-
e.g. commercial subjects, teclinical sub-
jects. languages, on the assumption that
classes in these subjects may be intro-
duced at a later date.
Application forms can be obtained
from the Department of Education.
Students who wish to take these
classes will be informed as soon as
possible of the regnlntions which will
govern enrolnent and the fees to be
paid. In the meantime information

of Education.

THE PORT ELIZABETH TOWN BOARD (TRADERS'
RATES) BY-LAWS.
(Gazetted 24th July, 1951U.
1. Short title. These By-Laws may be cited as the Port Elizabeth Town
Board (Traders' Rates) By-Laws.
2. Interpretatior In these By-Laws :-
"Board means'the Port Elizabeth Town Board.
"Person" includes body corporate, company and partnership.
"Town means the town of Port Elizabeth.
"Trader" means any huckster, merchant, shopkeeper a&d person engaged
in trade in the town.
Clerk" means the Clerk of the town.
3. Licnces to trade. (1) Every person who desires to carry on'
businesss as a trader in the town shall obtain a licence from the Clerk to enable
him to do so and the said licence shall be in the form in the First Schedule hereto
annexed, or as near thereto as possible.
(2) An application for a licence to carry on the business of a trader in the
*town shall be in the form in the second Schedule hereto annexed, or as near
thereto as possible.
4. Traders' rates. Every person carrying on the business of a trader in
the'town shall be assessed at, and shall pay the rate, applicable to his particular
case asset out in the Third Schedule hereto : Provided that where a trader has
been carrying on business for only a part of the year in respect of which he is
being assessed, he shall be assessed for the actual period during which he was
carrying on business.
5. Clerk to settle kind of licence. In the event of any disagreement
arising between the Clerk and any.person who desires to trade, or is trading in the
town as to the kind of licence to be taken out under the Third Schedule of these
By-Laws, such disagreement shall be settled by the Board : Provided that any
person who alleges any error with reference to the kind of stock he, as a trader, is
selling or desires to sell, and the sum to be paid by him for a permit and is not
satisfied with the decision of the Board, niay appeal against such decision within
the time and in the manner provided'in Section 41 of the Local Government
rdinancend the provision of Sections 41--45 of the said Ordinance shall apply

6. Proceedings subsequent to decision of appeals. The Board
shall on the determination of an appeal cause its assessment list to be amended 1f
necessary and shall collect the rates accordingly.
7. Licences may be taken out for a year or half year. Traders'
licences in the town may be taken out for a year, or for six months, and shall be
granted by the Clerk at any time of the year, but no licences, no matter what the
date of issue, shall in the- case of an annual licence continue in force any longer
than the~lst day" of Deerember of the year current at the date of issue, or, in the
oase of a half yearly licence, continue in force any longer than the 30th day of
June or the 31st day of December of the half-year current at the dLate of issue.
8. Penalty. Any parson guilty of an offence against these By-Laws shall
be liable on summary conviction to a fine' not exceeding fifty dollars or to
-inprisonmeit for": period not exceeding three months or in the case of a
continuing offence to a fine not exceeding ten dollars for each day during which
the offence continues.

Government Ordimance No. 17 of 1951, this 6th day of June, 1951.
