Headmaster Grammar School; the British Empire Medal to Mr. THOMAS INCE
of the Electricity Department and the King's Commendation to Mr. STANLEY
SUTHERLAND, also of the Electricity Depirtment.

this issue of the Gazette.

It is announced by the Secretary of State for the Colonies, Mr. JAMES
GRIFFITHS that he has appointed Mr. WALLACE MACMILLAN, Administrative
Officer, Tanganyika, to be Administrator of' Grerada. Windward Islands, in
succession to Mr. G. C. GREEN, C.M.G., 3M.B.E., who is retiring.

PRELIMINARY NOTIFICATION AND POWER TO ENTER LAND UNDER
SECTION 4 OF THE ABOVE ORDINANCE.

The Governor-in-Coi2ncil is of the opinion that the lands described in the
schedule hereto are likely to be required for a public purpose, to wit, the
accommodation of head-works, pipe lines, balancing tank and power station of the
Hydro-electrie generating system and any approach road thereto, and that it is
necessary to make a preliminary survey or other investigation of the said lands.
SCHEDULE.
ALL THAT lot piece or parcel of land bordered and shaded in RED in six drawings
thereof numbered respectively C.H.E.2A, C.H.E.2B, C.H.E.2C, C.H.E.2D, C.H.E.2E,
and C.H.E.2F which may be seen at the Surveys Office in the Public Works
Department, Kingstown, together with such other land in the vicinity thereof as
the authorised officer may consider necessary for the furtherance of the above-
mentioned public purpose.

District on the Arrowroot Association.
Under Arrowroot (Amendment) Ordinance No. 25 of 1950 notice is hereby
given that a ballot to elect the district delegate for Three Rivers will be taken on
Wednesday, 18Th July, 1951 between the hours of 3.30 p.m. and 6.30 p.m.
2. For purposes of polling, the district will be divided into 2 areas. 'Area 'A'
to include all si;iall growers delivering starch to the Association from Three Rivers,
South Rivers, Park Hill, Colonarie and Friendly Village. Area 'B' will include
North Union, New Adelphi, New Grounds, Chapmans, Diamond Village and
Lowmans.

AN ORDINANCE to amend the Entertainments Ordinance, No. 43
of 1947.

Enacted by the Governor with the advice and consent of the
Legislative Council of St. Vincent.
1. This Ordinance may be cited as the Entertainments Short title.
(Amendment) Ordinance, 1951, and shall be read as one with the
Entertainments Ordinance, 1947, (hereinafter referred'to as the No, 43 of 1947.

2. Section 8 of the principal Ordinance is hereby repealed
and replaced as follows i-

1. This OrdinanceJ nay be cited as the Pensions (Amendment)
Ordinance; 1951, and shall be read as one with the Pensions
Ordinance (hereinafter referred- to as 'the principal Ordinance)
and all amendments thereto.
2. Paragraph 2 of section .6 of the principal Ordinance is
hereby.amended as follows :-
(a) by the sabstitution of a colon for the semicolon after the.
word gratuity" at the end thereof;

AN ORDINANCE to implement an agreement made between the
Government-of the Colony of Saint Vincent and the Colonial
Development Corporation -for the construction maintenance
and operatioK of hydro-electric works by the Corporation in
the said Colony

WHEREAS it is desirable for the economic development of the
Colony that sufficient supplies of electricity should be readily
available and that hydro-eleCtric works should be- established in
Sthe Colony for this purpose, and
WHEREAS it is expedient that the Gevernor be empowered to
,enter int agreements with any person prepared to erect such
works and to generate and supply such electricity, aitd to grant
-liiences to such persons and to guarantee to them the necessary
advantages and facilities for the proper operation of such ah
undertaking, and
WHEREAS the Government has settled with the Colonial
-Development Corpolation a statutory body established under an
Act of the Parliament of Great Britain and 'Northern Ireland
entitled the Overseas Resources Development Act 1948 and having
its principal place of business at 33 Dover Street in the County of
London-an agreement in the form set out in the Schedule hereto
subject to the approval of the Legislature, and
SWHEREAS the Legislature of the Colony approved the said
agreement on the 3rd day of May 1951.

1. This Ordiniance may b:- cil':d 3s the HydroElectric

Interpretation. 2. In this Ordinance unless the context otherwise requipes:--
S" authorised person means any- person duly authorised by a
licencee to do any actdfor the purposes herein mentioned;-'
S- "the- Corporation" means, the Coloni al Development,
SCorporation; ...
electricity means electricity, -electric voltage, electric currerit,
electric energy or any like agency;
electric line" means a wire or wires, conductor-or other
S- mans used for the purpose of conveying, transmitting or
distributing electricity,-with any casing, coating, covering,
tube, pole, or insulator enclosing, surrounding or supporting
the same or any part thereof or any apparatus connected
therewith for the purpose of conveying, transmitting or
distributing electricity;
local authority means any authority 'having municipal or
-. adnministrati-ve-jurisdiction over and within .any area,-for
which -any rights are conferred by this Ordinance;
S"person," includes bodies of'persons and corporations;
s "works" means the works authorised by this .Ordinance and
includes any i.ydiaulic. electric, mechanicall, cdnstructional
lines, areas, works, buildings, machinery, appliances,
'engines, matter or things of whatever description,'required
in connection with the generation and supply of electricity.
Governor 3. The Governor is hereby- empowered to enter, into an'
empowered agreement with the. Corporation in the terms of the Schedule
to mpke hereto, and to grant to the Corporation an exclusive licence to
agreement with generate, distribute, and sell electricity for the periods and on. the
Corporation terms and conditions shown in the said Schedule which latter
Schedule.- shall have the force of law as if -enacted in this Ordinance .

time the Court may order the equipment to be forthwith
dismantled and the -expenses thereby incurred shall be paid by
the person against whom the order has been made.
5. (1) The Corporation or any person or body acting'under_

ia) erect or fix in, on, under or overhanging any land, any
posts, wire, works or other apparatus intentled to be used
"in the installation or working of the 'hydro-electric
undertaking : Provided that the Corporatiof shall first
give notice, in writing to -the owner or occupier of any
private land,,if such owner or occupier can reasonably be
ascertained .or post up such nbti.e -conspicuously on the-
land if the owner or occupier cannot be ascertained, of his
intention to erect or fix thereon any such post, wire,-works,
or other apparatus,. and if such ow~nr or occupier shall,
within three days from the service of such notice, give
notice in writing to the Corporation of his .objection
thereto, the matter shall be referred to the Governor and
no entry shall be made on such' land for such purpose
unless and until the Governoi'n-Council shall so direct;
(b# alter, substitute, repair or remove such post, wire, works
or other apparatus when so erected or fixed as aforesaid
at all times when, in the opinion of the Corporation, the
same-may be necessary or desirable;
(2) Subject as aforesaid the Corporation or any authorised
person may enter upon any land and may :-
(a) clear such land; ,.
(b) dig-the soil and remove the surface of such land;
(c) temporarily close or obstruct such land; and
(d) generally do all acts and things necessary for. the carrying
into effect of any such purpose.
6. In the course of construction and for the more effective
working of the hydro-electric undertaking, the Corporation shall
have power, by their officers and agents duly authorised for that
purpose to enter upon..and to cut and remove from any public or
private lands, ahy tree or any branch, bough, or other part of a
tree growing on-such lands within one hundred feet of any main
or sub-main used for conducting electricity and which may-tend
to interfere with, .endanger or otherwise prejudicially affect the
working of the undertaking; but no such officer or duly authorised
agent of the Corporation -shall, except with the consent of the
occupier, enter upon any private lands'under the, provisions of this
section until after the expiration of three days notice in writing
given to the occupier of the land or posted up conspicuously

Provided that where any condition exists which is dangerous
or is interrupting or threatening to interrupt, the supply of
electric energy to the distribution system or any'part thereof, the
officers of the. Corporation may immediately enter upon any
public or private lands and take whatever action is necessary to
establish safe conditions or to ensure the continuity of the.supply
of electric energy, without the consent or knowledge ofthe owner.
Wherever the officers of the.Corporation take'action under the
terms of this proviso the Corporation shall inform the owner of
the action taken within three-days thereof.
7. Any person who obstructs or attempts to obstruct the
Corporation-or aty aethorised person in the lawful performance
of any otthe powers conferred by section 5 or 6 of this Ordinance
shall e _guilty of an offence and shall be liable on summary'
conviction to a fine not exceedifig two hundred and forty dollars
or to im-prisonment with c( :' I:at hard labour for a period not
exceeding six months. -

Compensation 8. (1) Compensation for any tree eut; or any building or
growing crop or other private property injured or destroyed in
consequence of any act lawfully done in pursuance of the powers
conferred by this Ordinance, shall be paid by the Corporation to
the owner or othgr person interested in such tree, building, crop
or other property.
(2) The amount of such compensation shall, failing
\- agreement, be determined by two arbitrators one to be appointed
by the Corpor-tion and the other by- the owner or person
interested and In the event of their disagreement, by an umpire
to'be chosen by such arbitrators.
Maliciously or 9. The owner or person in charge of any private land who
carelessly nialiciouisly or carelessly fells, lops or trims any tree so as to cause
lopping trees damage toany post, wire or other apparatus erected or fixed for
causing damage the hydro-electric undertaking shall be guilty of an offence and
shall in addition to any penalty that may be imposed on him, be
liable to pay the expenses of remedying the damage so caused.
Unlawful and 10. Any person who unlawfully and maliciously cuts, breaks,
malicious throws clown, destroys, injures or removes any-wire, post, or other
damage matter or thing whatsoever being part pf or being used or
employed in- or about the hydro-electric undertaking shall be
liable on summary conviction to a fine not-exceeding fivehundred
'dollars or to imprisonment with or without hard labour for a
period not exceeding two years.
Stealing 11. Any person whil maliciously oC'fraudulenl.ly abstracts or
electricity consumes or uise-any electricity shall be guilty of larceny and
shall be liable on summary conviction to a fine not exceeding five
hundred dollars or to imprisonment with or without hard labour
for a period not exceeding two years.

12. Any person not being duly authorised 5y the Corporation, Tapping
'-who taps or tampers with the electricity supply system or diverts electricity -or
any portion thereof to any improper or unauthorised purpose tampering
shall be guilty of an offence and shall be liable to the same therewith
punishment as if he had been convicted of larceny under section
11 of this Ordinance.
13. Any consumer who wilfully or fraudulently, or by Liability of
culpable negligence, injures or suffers to be injured an.electric line, consumer
meter or other apparatus belonging to the Corporation, oralters
the index of any meter, or prevents any meter from duly registering
the quantity of energy supplied, or fraudulently extracts consumes
or uses electric energy of the Corporation, shall (without prejudice
to any other right or remedy for the protection of the Corporation
or the punishment of the offender)- for every such offense, be
liable to a penalty not exceeding one hundred and twenty dollars
and to a further penalty not exceeding twenty four dollars for
every day after the first day during which such offence continues; ,
and the Corporation may, in addition thereto, recover from such
Consumer the amount of any damage by them sustained, and in
any case in which any consumer has wilfully or fraudulently
injured or suffered to be injured any electric line, meter or
fittings belonging to the Corporation, or altered the index to any
meter,.or prevented any meter from duly registering the quantity
of energy supplied, the Corporation may- also, until the matter
complained of has been remedied, but no longer, discontinue the
supply of electricity to the consumer so offending (notwithstanding
any agreement or contract previously existing) ; and the existence
-of artificial means for causing such alteration or prevention, or
for fraudulently -abstracting, consuming or using electricity of
the Corporation, when such meter is under the. custody or control,
of the consumer, shall be p7 ima faacie evidence that such
alteration, prevention, abstraction or consumption as the case
may be has been fraudulently, knowingly and wilfully caused by
the consumer using such meter.
14. Any officer appointed by the Corporation may, at all Power of entry
reasonable times,, enterany pi'emises to which electricity is or has for ascertaining
been supplied by the Corporation,. in order to inspect the electric quantity of
lines, meters, accumulators, fittings, works and apparatus for the. electricity
supply of electricity belonging to the Corporation,, and for the consumed etc
purpose of ascertaining the quantity of electricity consumed or
supplied, or where-a supply of electricity -is no longer reqdlired, or
where the Corporation is authorised to take away and cut off the
supply of electricity from afiy premises, for .the purpose of
removing any electric lines, meters, accumulators, fittings, works
or apparatus belonging to. the Corporation: Provided that the
Corporation shall repair all damage caused by such entry,
inspection or removal. And provided further that should anyone

or hinders the easy entry,'inspection, maintenance or removal of
their property the Corporation-shall remove-same at the cost of
the occupier of the premises and shall not be responsible for any
damage- caused by such removal.
15. Where any electric- lines,meters, accumulators, fittings,
works or apparatus belonging to the Corporation are placed in or
upon any premises not being in the possession of the Corporation
for the purpose of supplying electricity, such electric lifies, meters,
accumulators, fittings, works, or apparatus shall not be subject to
distress or the landlord's remedy for- rent-of the premises where
the same may be, nor to be .taken in execution under any process
of a. Court of Justice, or under any proceeding in bankruptcy or
insolvency against the person in whose possession the same may
- be:
16. If any 'person or persons, local. authority, or company
neglect to pay within-two months any charge for-electricity or
any other sum due from them to th.e Corporation in respect of
the supply of electricity, the Corporation may cut off such supply,
and for that'purpose may cut or disconnect -any electric .line or
other work through which electricity may be supplied, and may
until such charge or other sum, together with any expenses
incurred by the Corporation in cutting off such supply of
electricity as aforesaid, is fully paid, but no longer, discontinue
the-supply of electricity to-such person or persons, local authority
or company.
17: (1) After consultation with the Corporation and after
considering any representations made by the Corporation or by
any other interested party the Governor-in-Council may make
rules
(a) For the protection of consumers and of the public generally
against personal injury or damage to property and for the
testing and inspection of electrical wiring fittings or
apparatus;
(b) To ensure the provision of a regular supply of electricity,
and the due fulfilment by the Corporation of- the
obligations undertaken, by it under the terms of the
Schedule. hereto and to provide for such rpodifications as
may be appropriate ih the event of any partial or
temporary failure.of the supply through Act of God, war,
accident,, industrial-dispute, failure of machinery, or any.
other cause beyond'the*c'ntrol of the Corporation;
(c) to provide for such enquiries as may be necessary in
connection with the matters mentioned in paragraphs (a)
and (b) of this sub-section.
(2) All such rules shall be published in the Gazette and shall
have the force and effect of law. ,

18. Any such rules-may impose' penalties for offences against
the same, or for failure or omission to observe or comply with the
provisions of the same. r any of them, such penalties not to
exceed -twenfy-four dollars for dach offence, wi"th \or without

SCHEDULE.
AGREEMENT AND LICENCE made the day of
One thousand nine hundred and fifty BETWEEN
the officer administering the Government of the Colony
of Saint Vincent and acting herein for and -on behalf of the said Government
(hereinafter called" the Government" which expression shall wherever the_
context so allows include his successors -in office) of the one part' and the
'COLONIAL DEVELOPMENT'CORPORATION a statutory body established under
an Act ofi the Parliament of Great Britain and 'Northern Ireland entitled the
Overseas Resources Development Act 1948 and having its principal place of
business at 33- Dover Street in the County of London (hereinafter called "the
Corporation ") of the OTHER PART
WHEREAS it is desirable for the economic development of Saint Vincent that
a proper and sufficient supply of electricity should be made available and that an
.hydro-electric works should be established for the provision of such supply, and
WHEREAS the Governor is empowered by an Ordinance of the Legislature of
,Saint Vincent entitled the Hydro-Electric Ordinance 1951 to enter into agreements
and to grant licences to any person or corporation prepared to undertake the
erection of hydro-electric works and the generation distribution and sale of
electricity, and
WHEREAS the Corporation 'is prepared to erect such works and undertake
such generation distribution and sale
NOW THEREFORE IT IS AGREED as follows :-
1. In this agreement unless the context otherwise requires, words and phrases
defined in the Hydro-Electric Ordinance 1951 shall have the same meanings as are
therein given to them.
2. This Agreement shall come into operation on the date of signature and
-shall continue uatil the expiration of the third period of the licence as hereinafter
defined unless it shall be determined-under any of the provisions hereof.
3. In consideration of the covenants by the Corporatidn herein contained
the Government shall grant to the Corporation a sole and exclusive licence to
generate, transmit, distribute and sell electric energy in the Colony of Sairnt
Vincent on the terms and conditions hereinafter appearing.
4. The licence. shall commence on the Thirty-first day of December One
thousand nine hundred and fifty-two, or on such earlier date as the Corporation
shall notify to the Government as the date on which it is ready to commence
operations and such date shall in either case be called "the Appointed Day."
Provided however that if the Corporation shall be prevented by Act of God, war,
act of the King's enemies, civil commotion, industrial unrest, or any other cause
beyond its control, from commencing operations by the Thirty-first day of
'December One thousand nine hundred and fifty-two the Appointed Day shall be
such date thereafter as the Corporation may notify the Government as being the
date on which it is prepared to commence operations.

5. Save as-provided hereafter the licence.shall continue in force for eighty
years divided into three periods of thirty years, twenlty-five years, anfd twenty-five
- years, to be known respectively as the first, second, and third periods on the
following terms.and conditions :-
(a) For the first period, on the terms and conditions contained in these
presents;
(b). For the second period, on the terms and conditions herein contained,
except that the statutory maximum lighting rates and power rates and
the maximum charges for street lighting services shall be such. as may-
S be agreed between the Corporation and the Government, or local-
authority as the case may be, or failing agreement, as may be established
by' arbitration under-the-provisions of clause 23 hereof;
S(c) For the third period, on such terms'and conditions as-the parties may
'agree, or failing agreement, as may be established by arbitration in
accordance with the provisions of clause 23 hereof;
Provided firstly, that it,shall be open to either of the parties at the end of
twenty-five:years to commence negotiations"with the other for the purchase by the
Government of the whole of the undertaking for which provision is made in these
presents including all land, buildings, plant, equipment; transmission distribution
and service lines, meters, spare parts, stores and appurtenances used for or in
connection withl. the C6rporation's electricity supply operations in the Colony on
the basis of .
(i) The physical value of the assets of the undertaking at-the time; and
(ii) The amount expended on" development by the Corporation during the
currency of the agreement; and_
(iii)- Compensation to the Corporation for the net loss of profits during the
following thirty years, that is, until the end of the second period of the
licence;
and in arriving at the appropriate-figures under this heading it should be open to
the parties to appoint an-independent valuer to assist them; and
Provided secondly that the Government may by giving to the Corporation
'not later than three years(before the end of the second period, notice in writing of
its' intention so to do, purchase at the end of the second period the whole
undertaking as hereinbefore defined for the actual physical value at that .time
without any addition for compulsory purchase, goodwill, or-actual or potential
profits; and
Provided -thirdly that in the event of the purchase by the Government of
the undertaking under either the first or second of 'these .provisos the licence to
the Corporation shall forthwith cease and be determined.
6. The Corporation shall have the right to harness water power throughout
.Saint Vincent at such sites as Government reserves for public electricity supply
purposes whether on Crown or private lands without payment for water rights:
Provided that this right shall not be so employed as to prohibit the use of
-:-.existing water .wheels or hydraulic turbines by their owners nor to.abrogate the
Sight of anyone to use the water power of that part of any river within the confines
of his property, where this-has not previously been reserved for public. electricity
supply purposes.-:

7. The Govermnent shall reserve for the, generation -of electric energy by
hydro-electric works for public electricity supply-purposes all the water power
rights of the COLONARIE RIVER from its sources to the point where the intake
Sto the BELLEVUE CANAL is situated, and no development for any other purpose
of those stretches ofthe above rivers and their tributaries shall be allowed
S8. The Government shall declare the watershed of the Colonarie River.to be
.a Forest Reserve and shall take cffective action to maintain protect and improve
the forest cover in the area reserved throughout the whole time that this licence,
continues in force.
9. Whenever requested by the Corporation, the Government shall acquire under
the provisions of the Land Acqtlisition Ordinance or any other Ordinance passed
for the purpose, any land reasonably required by the Corporation for intakes,
tanks; pipe-tracks, poles, transmission lines, power stations, access roads and all
other appurtenances-of hydro-electric and other electricity generating plants,
.sub-stations, transmission lines and distribution systems, and shall transfer the
freehold thereof to the Corporation at the actual cost of acquisition.
10. Whenever requested by the Corporation, the Government shall transfer
free of cost to the Corporation the freehold in any Crown land required by the
Corporation for, intakes, pipe-tracks, tanks, poles, transmission lines, .power
stations, access roads and all other appurtenances of hydro-electric and -other
electricity generating plants, sub-stations, transmission lines and distribution
systems.
11. The Corporation shall lave the power to run pipe lines, poles, transmission
lines and distribution systems along the public roads of the Colony without
payment of wayleaves, fees or any other charges :
Provided that any excavation or any other disturbance of the road surface
shall be reinstated by the Corporation to the satisfaction of the Superintendent
of Works, and in the case of roads under the jurisdiction of a local authority, to
the satisfaction of-that authority.
12. The Government shall admit free of all customs or other duties and
landing tax all plant, equipment and materials for the construction, maintenance
and operation of hydro-electric and other electricity generating -plants,
transmission and distribution systems, office supplies and equipment, buildings,
consumer services and other appurtenances of electricity supply systems used for
public electricity supply purposes: Provided that this exemption shall not
apply to plant, equipment or appliances imported for resale or rent.
13. (i) The Corporation shall be granted a tax holiday for seven years from
the Appointed bay. -
(ii) The effect of such a tax holiday shall be that:-
(a) No tax shall be payable under the Income Tax Ordinance during
the currency of such holiday; and-
(b) Capital allowances or any other allowance for ivear and tear or
depreciation ior which provision is made in the Income Tax
Ordinance shall first come into effect upon the termination of

..such tax holiday. All capital. expenditure incurred during the
Tax Holiday- shall, for the purposes of calculating such
allowances due after the termination of the tax holiday, be
deemed to have been incurred on the first day thereafter.
14. The Government shall not impose any tax on electric energy to be paid
by the Corporation and any tax imposed by the Government on electric energy
shall be--paid by the consumer: Provided that no such tax shall be imposed
during the first fifteen years computed from the Appointed Day, nor at any time
at a rate which will have the effect of unreasonably restricting the use by the
public of electric energy for any purpose.
15. The. Government agrees to use electric energy from the Corporation's
electric supply system .for all power and other-purposes in all Government-
factories, plants, works and installations situated where this power is available.
16. The Government shall sell to-the Corporation those parts.of the existing
electrical distribution system in the Colony which in -the .opinion of the
Corporation can be incorporated in the' new distribution system at a price based
on the fair market value at the time of purchase after making allowance for the
cost of modifications -required for working the new system. In the event 'of
failure to agree as to the price the matter shall be settled by arbitration.
17. (a) The Government shall sell to the Corporation the Cold Storage and
Ice Factory in Kingstown including the freehold tenure of the-site
at a physical valuation to be carried out at the time of transfer of
this installation. In the event of failure to .agree as to prioe the
matter shall be settled by arbitration
(b) The date of sale shall be the Appointed Day.
(c) The Government undertakes to operate and maintain the existing
plant in good order until the day of sale.
(d) The Government agrees that it will not undertake any major capital
expenditure -ipon the plant between the date of this agreement and
the date of sale except after consultation and agreement with the
Corporation.
(e) The Goverhment agrees that after the date of sale it will not instal
and operate a cold storage and ice-making plant within ten miles of
-Kingstown or Georgetown.
18. The Corporation shall have the right to acquire such part of the site,
buildings, machinery and equipment of the existing Government Power House in
Kingstown as may, be necessary for the purposes of the new scheme, such assets to
be paid for at a physical valuation made at the time of transfer. In the-event of
failure to agree as to price the matter shall be settled by arbitration.
19. The Corporation shall be entitled to purchase from the Government any
items of equipment and plant already imported or ordered by the Government at
the net landed price paid or payable by theGovernment for such equipment,
provided :-
(a) That the cost of any repairs necessary to put the equipment in full
working order shall be- borne by the Government, and

(b) That if any such equipment is found to be unuseable the Corporation
shall be entitled to be reimbursed by the Government the amount, if
any, by which- the price of equipment necessarily purchased to replace
such unuseable equipment, exceeds the net landed- cost to the
Government of such unuseable equipment.
20. The Government shall improve the existing cart road from South Rivers
Village to Silver Spoon Ford- to that standard where it is passable to a fully loaded
Jeep or." Landrover and trailer and maintain it at this standard.
21. The Corporation shall construct instal and put into service on or before
the "Appointed Day "-,
(i) A hydro-electric generating plant comprising head and intake works at
Silver Spoon Ford on the Colonarie River -pipeline and penstock therefrom to a
selected site at South Rivers Village, and a power house on this site containing
'ITwo-275 K "V hydro-electric generating sets with-switch gear step-up transformers
and all other necessary equipment and having therein space, for the installation
of a third 275 K W generating set or other suitable plant in the future.
(ii) An 11,000 volts 3 phase overhead main transmission line from the Power-
Station to Kingstown constructed to British Standard- Specification No. 1320. of
1946, and branch 11,000 volts transmission lines extending therefrom to
Georgetown, Mesopotamia and Camden Park of single phase or 3 phase
construction at the Corporation's choice and built to British Standard Specification
1320 of 1946.
(hi) Suitable step-down transformers and overhead distribution lines'to give
a public electricity supply service for industrial, commercial, and domestic lighting
and power and the lighting of public'streets and roads in the following areas:-
(a) In the streets in Kingstown and its environs, Georgetown,
Mesopotamia and Camden Park as enumerated in-the schedule hereto.
(b) By agreement in other areas according to demand for the service
S subject to an undertaking by prospective-users or by Government to take or
pay for or guarantee a minimum consumption of energy, the net. revenue
from which represents a reasonable return on the capital cost of the mains
and apparatus required to provide the service.
(iv)-The voltage for domestic and lighting supply shall be 230 volts and this
-shall be maintained by the Corporation within plus 4% and minus 8.% measured
at the consumers' terminals.
(v) The Frequency of supply shall be 50 cycles per second and this shall be
maintained within plus 3% and minus 3%. ..
(vi) The system of distribution shall be 3 phase 4 wire f&r 400 volts between
phases and 230 volts between line and neutral, single phase 3 wire for 460 volts
between line and neutral the neutral in each case being earthed, or single phase
2 wire for 230 volts between lines with one line earthed and designated "the
neutral ", all these systems to be used the choice in each particular case being by
Sthe Corporation according to load conditions and the most economical method of
supply :
Provided that any consumer niay under special contract with the Corporation
take a supply direct from the H.T. transmission system and step this down.in his
Sown transformers and for his exclusive use to any voltage of his own choice.
22. (a) The Corporation shall be entitled to charge the following maximum
rates hereinafter called statutory rates "-
(i) Lighting Rate 24 per unit. during the first 4 years from the
,Appointed Day reducing thereafter by 1i per unit each year until the price
shall be 20 per unit.. Minimum monthly charge shall be $1.00 There shall
be no charge for meter rent.
(ii) Power Rate applicable to industrial 'power installations having more
-than 5 H.P. of electric motors installed.
A Service- charge of $1.00 per month' per K.W. capacity of all motors and
-appliances connected (portaEble appliances being counted, as connected and each
H.P. of motor nameplates rating being calculated as /4 K.W.) plus 60 per unit
consumed during the first 3 years from the Appointed Day reducing to 50 per unit.
(b) The Corporation shall enter into contracts with Government or Local
Authorities to provide a street-lighting service including the provision of street
lighting fittings and lamps at an agreed schedule of monthly charges per lamp
according to the size and type computed on the basis of not more than 80 per unit
for energy consumed'-for all night lighting, plus reasonable charges for hire and
maintenance: of fittings and lamp renewals, with a'guaranteed minimum annual
revenue. In the event of failure to'agree to a Schedule of monthly charges or the
-guaranteed minimum annual rental the matter shall be referred to arbitration.
(c) The Corporation shall initiate the electricity supply service at the
following general tariff :-
(A) DOMESTIC
(1) .Lighting
At the Statutory rate, or
(ii) General Domestic Rate
A First Block of units numerically equal to the total floor area in square feet
of the house (including verandahs, kitchen and servants quarters and by,
agreement any additional outbuilding which may be lit) divided by 150 with a
maximum of 25 units at the statutory lighting rate. A Second Block of 50 units
at :f per unit. All additional consumption _at 40 per unit. Minimum monthly
-charge shall be equal to the price of the assessed First Block or $1.50 whichever is
the higher.
(B) COMMERCIAL
Applies to offices, stores, hotels and other business premises-Lighting at the
statutory rate
Power-r6frigerators, cookers small motors and the like. First 50 units.
consumption at 100 per unit; alladditional consumption at 50 per unit. The
minimum charge shall be.$1.00 per month per K.W. of installed capacity.
SNote Power and Lighting circuits shall be separately metered,

1. Short title. These Regulations may be cited as the Stamp (Obsolete
Issues) Regulations, 1951.
2. Prohibition of use of Obsolete Stamps. Stamps issued in the
C. olony in the reign of-His Majesty King George the Fifth and during the year 1937
to commemorate the coronation of His Majesty King George the Sixth shall no
longer be valid for the payment of staqp duties.
3. Commencement. These Regulations shall come into operation on the
first day of August, 1951.

1. Short title. This Notice may be cited as the Exotic Species of Fish
(Prohibition of Importation) Notice, 1951.
.2. Absolute Prohibition. The importation into the Colony of live
Black Bass or Carp is hereby prohibited.
3. Importation under licence. Except in compliance with a licence
granted by the Governor no exotic species of fish- shall be imported into the
Colony.
