APPOINTMENT.
POST OF ASSISTANT SECRETARY
(FINANCE AND ECONOMICS),
WINDWARD ISLANDS.
His Excellency the Governor has been
pleased to appoint Mr. G. E. Luck, B.A.
B.Sc. Econ. (Hons.) LLB. (Hons.), with
effect from 1st February, 1951, to the new-
ly created pest of Assistant Secretary
(Finance and Economits' of the Wind-
ward Islands under Colonial Develop-
ment and Welfare Scheme D. 1100.
The Assistant Secretary will be a mem-
ber of the Governor's Headquarters Staff
and will work under the direction of the
Financial and Economic Adviser.
Mr. Luck is 29 years' old, and was edu-
cated at the Central High School and
Queen's College, British Guiana, and at
London University. He obtained his
Bachelor of Arts degree in Mathematics,
History and Latin in 1941, B.Sc.Economics
(2nd Class Honours) in 1949.
Mr. Luck attended the Colonial Service
Summer School, Brasenose College, Ox-
ford, 1947, and the Second Devonshire
Course in Colonial Administration 1947/
48 at the London School of Economics,
obtaining the Cambridge University
Teachers' Certificate in Education. He
has also passed the final examination for
call to the English Bar. He was appoint-
ed an Assistant Master of the Grenada
Boys' Secondary School and part-time
lecturer in mathematics to the Public
Health Engineering Unit of the Wind-
ward and Leeward Islands in 1944.
Mr. Luck has been acting as Assistant
Chief Secretary of the Windward Islands
since November, 1949.

Lederle Research Fellowship in Yaws.
Applications are invited from regis-
tered medical practitioners for the above
Fellowship, which is tenable for one year
at a salary of 800. The Fellow will work
under the direction of the Professor of
SAINT \'VICENT'1, TUESDAY, 12 JUNE, 1951.-(No. 31).
Pathology on the clinical, pathological
and the rapentic aspects of Yaws, includ-
ing field work and animal experiments.
Travelling expenses both to and from Ja-
maica will be paid. The duties will begin
at a date to be arranged with the Profes-
sor of Pathology, from whom further par-
ticulars can be obtained.

(i) Qualified Senior Surveyor on two
year contract with salary at rate
of $2880 per annum. Applicant
should have not less than 3 years.

$2040 per annum.
2. Cost of Living allowance at rate of
$256 per annum is payable. No quar-

force and to taxation at local rates.
4. Cost of passages for appointee and
family (up to maximum of five) will be
paid in first instance and on completion
of contract, unless person appointed
relinquished appointment before expira-
tion of contract in which case return
passages will not be paid.
5. Applications should furnish full
details of qualifications and experience-
accompanied by at least two testimonials
and a certificate of medical fitness and
should be addressed to reach the Ad-

1. These Rules may be cited as the Saint Vincent Scholarship (Amendment)
Rules, 1951, and shall be read as one with the Saint Vincent Scholarship Rules,
1938, (hereinafter referred, to as "the principal Rules ") and all amendments
thereto.
2. Rule 3 (c) of principal Rules revoked and replaced.
Paragraph (c) of Rule 3 of the principal Rules is hereby revoked and replaced as
follows :-
(c) for three years nex? preceding the day of the commencement of the
examination for the scholarship-
(i) he has been educated at a school in the Colony; or *
(ii) if he has left such school, has received his education wholly and
entirely within the Colony; or
(ii) if he has -never attended a school in the Colony has nevertheless
received his education wholly and entirely within the Colony.

Ordinance (No. 29 of 1937) this 30th day of March 1951.

1. Short title. These Rules may-be cited as the Colonial Hospitbal
2. Certain tests to be free. The tests mentioned in Part I of the
Schedule hereto shall be conducted at the Colonial Hospital laboratory free of
charge.
3. Fees. Subject to the provisions of the succeeding rule the fees payable'
for the tests and examinations mentioned in Part II 6f the Schedule shall be those,
set out oppositethe said tests and examinations.
4. Reduction of fees. On the recommendation of a Medical Practitioner
the fees in Part II of the Schedule may either be reduced to one-half thereof or
wholly remitted.
5. Tests not specifically mentioned in Schedule. The S e n i r
Medical 'Officer may charge fees for tests and 'examinations not specifically
mentioned in the Schedule hereto where such tests and examinations have been
performed at an individual' request.

WHEREAS it is provided by section 19 (1) of the Central Water Distribution
Authority Or'dinance, No. '12 of 1950, that the, Governor in Council may by
Proclamation published in the Gazette declare that any area specified in such
Proclamation shall be a distribution area for the purposes of the said Ordinance :
AND WHEREAS it is expedient that the areas hereinafter mentioned shall be duly .
proclaimed to be distribution areas :
Now THEREFORE, I, WALTER FLEMING COUTTS, the Officer administering
the Government of the Colony-of Saint Vincent in exercise of the powers vested in
mne by the said-Ordinance, and with the advice and consent of the Executive.
Council do hereby specify that the areas mentioned in the Schedule to this
Proclimation shall be distribution areas for -the purposes of the aforesaid
Ordinance: -
SSCHEDULE.
(a) The* Troumaca-Coull's Hill Distribution -Area. The Troumaca-Coull's
Hill Distribution Area shall 1e bounded in the North and East-by a line
running from the mouth of the Petit Bordel river along the North Bank
of the same river to the source of the Troumaca Water Supply at
Antoine, in the South by a line running from the source of the Troumaca:
Water Supply at Antoine through Spring Village to the mouth of the
Cumberland River, and in the West by the Caribbean Sea from the
mouth of the Cumberland River to the mouth of the Petit Bordel River;
(b) The Southern bDstribution Area. The Southern Distribution Area shall
be bounded in the North by a line running from the Grand Bnhomme -
Mountain through the Petit Bonhomme Mountain to the mouth of the
Biabou River,. in .the South and East by the Carilbean Sea and the
Atlantic Ocean from Clare Valley to the mouth of the Biabou River, and
in the West by a line running from the Grand Bonhomme Mountain
through Mt. St. Andrew to Clare Valley;

(c) The Lowman's-Biabou Distribution Area. The Lowman's-Biabou
Distribution Area shall be bounded in the North by a line running froin
the Petit Bonhomme Mountain to the mouth of the Sans Souci River, in
the South and West by a line running from the Petit Bonhomme
Mountain to the mnouth of the Biabou River, and in the East by the
Atlantic Ocean from the mouth of the Sans Souci River to the, mouth
of the Biabou River;
(d) The Colonarie Distribution Area. The Colonarie Distribution Area shall
be bounded in the North by a line running from Richmond Peak in the
Morne Garu Mountains to the mouth of the Rabacca River, in the South
by a line from the mouth of the Sans Souci River through the Petit
Bonhopme Mountain to the Grand Bonhomme Mountain, in the East by
the Atlantic Ocean from the mouth of the Sans Souci River to the mouth
of the Rabacca River, and in the West by the main central range of
mountains from the Grand Bonhomme to Richmond Pe'ak;
(e) The Sandy Bay Distribution Area. The Sandy Bay Distribution Area
shall be bounded in the North by the Ackeyan River, in the South by
the Carru River, iht theEast by the Atlantic Ocean, and in the West by
the lands of the Orange Hill Estates Limited and by Crownri Lands.
GIVEN under my hand and the Public Seal of the Colony of Saint Vincent at
SGovernment Office in the said Colony this 12th day of June in the year
of our Lord One thousand- nine hundred and fifty-one and in the
Fifteenth Year of thea Reign of His Majesty KING GEORGE THE SIXTH.
