INTERNATIONAL LABOUR CONFER-
ENCE AT GENEVA.

APPOINTMENT OF TRINIDAD LABOUR
COMMISSIONER AS COLONIAL ADVISER
TO UNITED KIdNGDOM DELEGATION.

The Secretary of State "for the Colo-
nies, with the agreement of His Excel-
lency the Governor of Trinidad and
Tobago, has been pleased to appoint
Mr. SOLOMON HOCHOY, Commissioner
of Labour, to be an Adviser to the
United Kingdom Government Delega-
tion at the 34th Session of the Interna-
:tonal Labour Conference which will
be held at Geneva, from 6th to 30th
June, 1951.
Mr. HOCHOY will be the sole Colonial
representative on the United Kingdom
Government Delegation. He left Tri-
nidad on Sunday, 27th May, by air for
London where he will spend a few days
at the Colonial Office before proceeding
to Geneva..
All travelling and other expenses
incurred by Mr. HOCHOY on his visit
to the United Kingdom and Geneva will
.be met from funds of His Majesty's
Government.
Mr. HOCHOY,V*ho is 46, was educated
in Trinidad :ad joined the Service ii
*that Colony 20 years ago. In 1939 he
was attached to the newly formed La-
bour Department where he rose succes-
sively to be Labour Officer in 1944,
Deputy. Commissioner in 1946 and he
was appointed Labour Commissioner in
1949. ,,
D'nring that time Mr. HOCHOY took
specialised training in Canada and the
'United Kingdom and also attended
various conferences. In 1943 he spent
six months at Montreal studying Labour
Administration and Statistics with the
International Labour Office, whose
headquarters were there. Then in 1948
while holi'ldaing in the United King-
dom he spent 14 weeks on a refresher
course studying Wages and Factory
InspectiOn, Industrial Relations. Em-
ployment Exchange Services and Voca-
lional Gnidance a d Training.
Mr. HocroT will proceed from Lon-
- don with Mr. N. D. WAT'SON, Colonial
-Office Adviser to the Delegation. Mr.


WATSON was formerly an Assistant
Secretary, Colonial Secretary's office,.
Trinidad.

CONTROL, ST. VINCENT.

For some months the Government of

my. The main difficulty, however, as

from those products which are not ex-
ported from the Colony and for which
theLre is no external competitive price.
These products may be listed as fol-
lows :-
Fish, MIilk, Beef, Pigs, and Pig
Products, some types of Ground
Provisions, Vegetables.
The re-introduction of cotirol on pigs.
will become necessary when export is
once more allowed.
3. The decontrol of these things,
however, will not come in immediately,
and will be gradually introduced dur-
ing the next three or four weeks. The
first decontrol will, however, take place
this week when fish and milk and cer-
tain ground provisions will be removed
from the control list. It is fully realis-
ed that this is going to add to the gen-
eral cos! of living. and the community
are asked to bear with this as mnch as
possible in order to allow the economic
prosperity of the island to improve.
4. It is further realized that this will
,have to be an experiment, and therefore
if in two or three months' time it is
found that the prices rise to such a
degree as to make it difficult for people
tO live, then the re-introduction of con-
trol will hb considered. In the mean-
time the Government will ask the
Labour Advisory Board in view of the
possible immediate increases of prices
to consider whether w-nges should he
raised once inore in the near future.

VACANT POSTS IN PUBLIC WORKS
DEPARTMENT, ST. LUCIA.

Applications are invited for the fol-
lowing posts in Public Works Depart-
ment, St. Lucia:-
(i) Qualified Senior Surveyor on two
year contract with salary at rate
of $2880 per annum. Applicant
should have not less than 3 years
experience and should possess
knowledge of road location work.
(ii) Junior Surveyor on two year
contract with salary at rate of
$2040 per annum.
2. Cost of Living allowance at rate of
$256 per annum is payable. No quar-
ters provided.
3. Appointments are subject to Colo-
nial Regulations and Local Orders in
force and to taxation at local rates.
4. Cost of passages for appointee and
family (up to maximum of live) will be
paid in first instance and on completion
of contract, unless person appointed
relinquished appointment before expii a-
tion of contract in which case return
passages will not be paid.
5. Applications should furnish full
details of qualifications and experience
accompanied by at least two testimonials
and a certificate of medical fitness and
should be addressed to reach the Ad-

NOTICE.

ELECTRICITY DEPARTMENT.

It has again become necessary to over-
haul and check upon the 135K.W.
engine at Power Station. The engine
has been running for over one thousand
hours.
It is therefore notified for general
information that the supply of electri-
city will be interrupted from Sunday
the 3rd June, 1951, for about four days,
while these essential repairs are being
effected.
Current will be "off" at various
supply areas as follows :-
Sunday 3rd June, from 6.30 p.m. to
9 p.m.
All consumers on the II.T. supply
between Arnos Vale and Golf Club.
6.30 p.m. to 8.30 p.m.
Cane Garden, Frenches, Montrose,
Richmond Hill, Upper Edinboro
and from Mr. T. M. Saunders' resi-
dence along Murray Road and Sion
Hill to Arnos Vale House, resi-
dence of Mr. F. A. Casson.
Monday 4th June, 6.30 p.m. to 9 p.m.
Montrose, Murray Road, Murray Vil-
lage, Sion Hill, McKies Hill,
Richmond Hill, Kingstown Park,
Carpenter's Yard, and Governmenb
House circuit.


Tuesday 5th June, same as on Sunday
above.
Wednesday 6th June, same as on
Monday.
There will be no street lights during
this period.
Electricity may also be off duringthe
day and between midnight and 6 a.m.
over the entire system with the excep-
tion of essential services.
Consumers connected during this
period of overhaul are requested to
curtail on the use of Electricity and so
assist in tiding over this difficulty and
and spreading the available, supply to a
wider area.

COLD STORAGE NOTICE.

All persons having perishable goods
at the Cold Storage are requested to take
them out by the 3rd June, as the
temperature of these rooms will rise
about 42 degrees during the period of
overhaul of the Power Station engine,
and this rise in temperature may be
harmful to certain goods. The produc-
tion of ice will also be affected.

AN ORDINANCE to amend< the General Loan and Stock
-Ordinance, No. 14 of 1950.

Enacted by the Governor with the advice and consent of the
Legislative Council of Saint Vincent.

1. This Ordinance may be cited as the General Loan and
Stock (Amendment) Ordinance, 1951, and shall be read as one
with the General Loan and Stock Ordinance (hereinafter
referred to as the principal Ordinance "),

2. The amendments specified in.the second column of the,
Schedule to this Ordinance being minor amendments of the
principal Ordinance, shall be made in the provisions of that
Ordinance specified in the first column of that Schedule.

1. Short title. This Notice may be cited as the Prices Control
(Amendment No. 20) Notice.

2. Amendment. The First Schedule P.art A to the Prices Control Order.
(S.R. & O. No. 25) is hereby further amended by deleting from the Schedule the

POST OFFICE (AMENDMENT NO. 3) REGULATIONS.


(Gazetted 5th June, 1951).



1. Short title. These Reghlations may be cited as' the Post Office
(An endrnent No. 3) Regulations, 1951, and shall be read as one with the-Post
Office Regulations, 1938, (hereinafter referred to as the'principal Regulations)
S and all amendments thereto.

2. Addition of New Regulation, After Regulation 324 of the principal
Regulations the following Regulation shall-be inserted:-
324A. DEMONETISATION OF CERTAIN STAMPS. Stamps issued, in
the Colony in the reign of His Majesty King George the Fifth and during the
year 1937 to commemorate the coronation of His Majesty King George the
'Sixth shall no longer be valid fcr the payment of postage on stamp duties."

3. Commencement. These Regulktions shall come into operation on the
1st day of August, 1951.


Made by the Governor in Council under section 22 of the Post Office Ordinance
(Cap. 134) this 1st day of June, 1951.

SWHEREAS it is enacted by section 10 of the Arrowroot (Amendment) Ordinance,
1950, that the said Ordinance shall come into operation on a date to be appointed
by the Governor by proclamation in the Gazette;

AND WHEREAS it is deemed expedient that the said Ordinance shall come into'
operation on the 5th day, of June, 1951.:

I Do THEREFORE proclaim and notify that the said Ordinance shall come into
operation on the 5th day of June, 1951.

GIVEN under my hand and the Public Seal of the Island of Saint Vincent at
Government Office in the, said Island this 5th day of June,. 1951, in the
year of Our Lord One thousand nine hundred and fifty-one and in the
