COMMISSION OF ENQUIRY,
Published hereunder for general information is a Commission appointing Mr.
,T. D. TOWERS, Principal Auditor of the Windward Islands, Commissioner to
conduct an enauiry -into the working and administration of the funds of .Ihe
-.Kingstown Ecard.
The enquiry will be held in public at the offices of the .Kingstown Board,
Kingstown, and will commence at 10 A.M.. on Tuesday, 22nd May, 1951.
All persons desirous of giving evidence before the Commission. are.,invited to
get into touch with the Secretary of the Commission, Mr. O'N. S. BARROW, c/o the
S.Registry, Kingstown.

In exercise of the powers vested in me by the Commissions of Enquiry
Ordinance of Saint Vincent (Cap. 160) I hereby appoint and constitute YOU the
said THOMAS DUNDAS TOWERS to be a Commissioner to exercise the powers
and to discharge the duties of a Commissioner as provided by the said Ordinance
and-

(a) to take evidence and enquiry into such matters (set out in the letter of
Mr. S. 0. Jack to His Excellency the Governor of 10th November, 1950)
as you may consider worthy of further investigation;
(b) to take evidence from some of the persons who signed a petition to the
Administrator, St. Vincent, on 24th October, with a view to discovering
the nature of their complaints regarding the working and management
of the present Board, and, if necessary, to make recommendations
regarding improvements;
(c) generally to enquire into the spending of Board monies, but with specific
reference to Development and Welfare grants for the South River drain
and the Paul's Lot drainage scheme;
(d) generally to make recommendations, if this is deemed necessary, for the
better management of the Board's affairs.
AND THEREAFTER to report to me in the manner provided by section 7 of
the said Ordinance.
I furthermore direct:
1. that this Commission be executed at the earliest convenient date,
2. that the sittings of the Commission be held in St. Vincent in public,
3. that O'NEALE SINCLAIR BARROW be appointed Secretary to the
Commission to act in accordance with the provisions of section 6 of the
said Ordinance,
4. that the Superintendent of Police shall detail constables to attend the
Commissioner and to perform such duties as the Commissioner shall
direct under section 13 of the said Ordinance.

CANADA/WEST INDIES TRADE.
RESOLUTION BY REGIONAL ECONOMIC COMMITTEE CONFERENCE
IN BARBADOS.
At the Conference of the Regional Economic Committee now being held in
Barbados, a Resolution, which is published hereunder for general information,
was unanimously adopted in regard to proposals for facilitating future trade
between Canada and British Caribbean Territories :-
This Regional Economic Committee of the British West Indies, British
Guiana and British Honduras in conference assembled, being conscious of
the gravity of the economic consequences which would accrue to these
territories if they lost the Canadian preferential market for their sugar and
other exports and of the deterioration of trade relations with Canada
principally' as a result of the currency restrictions imposed by the United
Kingdom, hereby resolve-
(1) that an urgent request be made to the United Kingdom authorities
for an immediate and substantial relaxation of currency
restrictions at present imposed on trade between Canada and the
West Indies sufficient to meet the full requirements of Canada/
West Indies trade;
(2) that the Government of Canada be requested to agree to the
immediate despatch of .a delegation appointed on the
recommendation of this Committee to confer with the Government
cf that Dominion with the object of preserving the happy trade
relations between these territories and Canada which are now
seriously threatened;
(3) that the Governments of the United Kingdom and Canada be
requested to agree to the attendance of members of the delegation
referred to above at the meetings of the Trade Liberalization
Committee and the meetings of the Canada/United Kingdom
Continuing Committee, both of which are due to be held in
Canada, in the immediate future."
It is proposed that the delegation should consist of the following
persons :

Honourable W. A. Bustamente, Jamaica;
Honourable A. Gomes, Trinidad;
Mr. G. H. Adams, Barbados;

Mr. Youngman or other nominee of the Incorporated Chambers of
Commerce.

POST OF CHIEF SECRETARY, WINDWARD ISLANDS.
It is notified for information that the Secretary of State for the Colonies has
selected Mr. L. COOLS-LARTIGUE, Assistant Administrator, St. Lucia, for
appointment to the post of Chief Secretary of the Windward Islands.
The date of assumption of duty will be notified later.

THE LAND ACQUISITION ORDINANCE, 1946, No. 22 OF 1946.
APPOINTMLItNT OF AUTHORISED OFFICER.
In exercise of the powers vested in him by Section 2 of the Land Acquisition
Ordinance, 1946 (No. 22 of 1946), the Governor has appointed and constituted Mr.
CHARLES FITZ-WILLIAM RICHARDSON, Land Surveyor, St. Vincent, to fill the
office of Authorised Officer under the above Ordinance.
Mr. Richardson will have and exercise within this Colony all the functions
and authority appertaining to the office of Authorised Officer in connection with
the survey of the lands described in the Schedule to the Preliminary Notification
and Power to enter Land published as Notice No. 219 in the Government Gazette
of 15th May, 1951, which are likely to be required for .a public purpose, namely,
the accommodation of head-works, pipe-lines, balancing tank and power station
of the Hydro-electric generating system.

The Governor-in-Council is of the opinion that the lands described in the
schedule hereto are likely to be required for a public purpose, to wit, the
accommodation of head-works, pipe lines, balancing tank and power station of
the Hydro-electric generating system, and thai; it is necessary to make a
preliminary survey or other investigation of the said lands.

ALL THAT lot piece or parcel of land bordered and shaded in RED in six
drawings thereof numbered respectively C.H.E. 2A, C.H.E. 2B, C.H.E. 2C, C.H.E. 2D,
C.H.E. 2E and C.LE. 2P which may be seen at the Surveys Office in the Public
Works Department Kingstow-n.
