VISIT OF ADMINISTRATOR TO GRENADA.
His Honour WALTER FLEMING COUTTS, M.B.E., Administrator, St. Vincent,
left the Colony by air for Grenada via St. Lucia at 10 a.m. today to attend a
conference of Administrators of the Windward Islands.
His Honour proposes to return to the Colony on 23rd April, 1951.

ACTING ADMINISTRATOR.
With reference to Government Notice No. 179 above, the Honourable
PERCIVAL CECIL LEWIS, Crown Attorney, Senior Resident Member of the
Executive Council, took the prescribed Oaths today and, in accordance with the
provisions of Article 15 of the Wind 'ard Islands Letters Patent bearing date 13th
November, 1936; as amended by the Windward Islands Letters Patent bearing date
llth May, 1945, assumed the administration oi the Government of St. Vincent.
Mr. Lewis will also perform the duties of his substantive post.

The Saint Vincent (Legislative Council) (Electoral Provisions)
Order in Council, 1951'.

Made 27th February, 1951.
Coming into Operatio On a day to be appointed by the Governor,
by Proclamation in the Saint Vincent
Government Gazette.'

At the Court at Buckingham Palace, the 27th day of February, 1951.
Present,

The King's Most Excellent Majesty in Council.

-Whereas by Letters Patent constituting the Office of Governor and Commander-
.in-Chief of the Windward Islands, comprising the Islands of Grenada, Saint
e Vincent, Saint Lucia and Dominica, and their' Dependeucies, bearing dAte the
Thirteenth day of November, 1936,(a)-as amended by Letters Patent bearing date
the Twenty-eighth day of December, 1939, and the Eleventh day of May, 1945,(b)
it is provided that there shall be a, Legislative Council for the Colony of Saint
Vincent constituted in such manner and consisting of such persons and having
such powers as, are directed, by any Order or Orders in His Majesty's Privy Council:
And Whereas by the Saint Vincent (Legislative Council) Orders in Council,
1936 to 1947(c) (hereinafter called the existing Orders "), provision is made for
-the constitution-of a'Legislative Council for the Colony of Saint Vincent:
And Whereas it is proposed that other provision should be made for the
*constitution of a Legislative Council for the Colony of Saint Vincent (hereinafter
called the proposed Legislative Council ") :
And Whereas it is expedient, for the avoidance of delay, that the Legislature
of the Colony of Saint Vincent should be empowered' to make provision, by law
made under the existing Orders, for the election of members to the proposed
Legislative Council, notwithstanding that the same has not yet been constituted
by Order of His Majesty in Council: -

Nw, therefore, His Majesty, by virtue and in exe~~eie of the powers vested-inA
Him by the Saint Virmcenit .Tobago andiOrenada Constitution Act, 1876,(d) and of
all other powers'enabling Him in that behalf,-is pleased,. by and with the advice of
His Privy Council, to order, and'it is hereby ordered, as follows :-

Short title and -1. This Order may be cited as the Saint Vincent (Legislative
' commencement. Council, (Electoral- Provisions) Order in Council, 1951, 'and shall.
come into operation on a. date to be .appointed by the Governor
and Commander-in-Chief of the Windward Islands by-
Proclamation in.the. Saint Vincent Government Gazette.

Interpretation. 2. In this Order "the Colony of Saint Vincent means the,
-Island of Saint Yincent and its Dependencies.

Provision for 3. Provision may be made, by or in pursuance of any law
election of enacted-under-the existing Orders, for the election of members to
members t -the proposed. Legislative Council, including (without prejudice to
the proposed the generality of the foregoing power) the following matters,
Legislative that is to say:-
Council. .(aY the qualifications and disqualifications of electors;
(b) the registration of electors;
(c) the ascertainmentKof the qualifications of persons who
submit themselves for election ;
(d) the division of the Colony of Saint Vincent or any part
thereof into electoral districts ior the purpose of elections;
and the division of electoral districts into polling divisions;
(e) the holding of elections;
(f) the determination of all questions which may arise as to
the right of -any person to be or to remain an elected
member of the proposed Legislative Council;
(g) the definition and trial of offences relating to elections
and the. imposition of penalties therefore, including
disqualification for membership of the proposed Legislative
-Council, or for registration as an elector, or for voting at"'
elections, of any person concerned in any such offence;
and
(h) the disqualification for election as members of the
proposed Legislative Council of persons holding, or acting
in, any office the functions of which involve any-
responsibility for, or in connection with, the conduct of
any election or the compilation or revision of any electoral
register.:
Provided that no election of members to .the proposed
Legislative Council shall be held under any such' law until
provision shall have been made by Order of His Majestyin Council
for the establishment of the proposed Legislative Council, and
that provision shall have come into operation.

Power to revoke 4. His. Majesty hereby reserves to Himself, His Heirs and
or amend this Successors, power, with the advice of His or Their Privy Council,
Order. to revoke, add to or amend this Order, as to Him or Them shall
seem fit.

EXPLANATORY NOTE.

(This Note is not Part of the Order, but is intended to indicate its general purport.)

It is essential, in order that the -new Saint Vincent constitution should be
brought into force as early as possible this year, that provisions for elections to
the new Legislature should be made by local legislation very shortly. It would
not, however, be constitutionally proper that such legislation should be enacted
by the existing Saint Vincent Legislature in advance of the new constitutional
instruments without special enabling provision made by Order in Council. This
Order makes the necessary provision and gives the required powers to the existing
Legislature.

COLONY FOR THE YEAR 19.49.

Sir,
I have the honor to'submit this Report oni the Vital Statistics of the Colony
of Saint Vincent foi the Year 1949.
The estimated population of the Colony at 31st D ecember, 1948 was 64,985
The excess of Births -(2593) over ibeaths (898) for 1949 Nwas ...... ..... 1,695

The excess of the number of persons who left the Colony (5032) over
the number who arrived (4522) at the Colony during 1949.was ...... 516
The total population of the colony and its Dependencies at 31st

BIRTHS.
2. There were 2,593 registered live births, 1,294 males and 1,299 females. Still
births numbered 79 (38 males and 41 females) of this number 8 were legitimate
and 71 illegitimate.
In 1948 when the total live births, registered was 2,480, there were. 1,274 males
and 1,206 females. Still births for that Year were 63 (37 males and 26 females)
of this number 9 were legitimate and 54 illegitimate.
3. The birth rate for the Year under review was 39.53 per thousand calculated
on a mean population of 65,570.. It was 38.49 in 1948 when the mean population
was 64,430.
Legitimate live births numbered 703. The illegitimate live births were 1890.
In 1948 the legitimate live births numbered 705 and the illegitimate live births
numbered 1,775.. The percentage of illegitimate live births for the Year 1949 was
72.9. In 1948 it was 71.6.
5. The percentage of still births to the total live births during the Year was
3.09. In 1948 the percentage was 2.54 when the total still births was 63.
6. The percentage of still births was highest in the First. District where it
was 4.5.
MARRIAGES.
7. There were 216 marriages contracte.,during the year, 58 m6re than the
previous year. The marriages per thousand of the population in 1949 were 3.26.
Among the contracting parties 2'8 males and 15 females were unable to sign their
names. In 1948 there were 11 males and 12 females unable to sign their names.
There were 7 Civil marriages during the Year.

DEATHS.
8. Registered deaths (excluding'still births) numbered 898 (.435 males and
463 females). In 1948 the total was 966 (439 males and 527 females),

9. Deaths of infants under one year (exclusive of still births) numbered 235,:.
:the percentage of the total deaths being 26.17. The number in the previous year
' 276 with a percentage- of'28.44,
10. Deaths of children- from one to four years were i (56 males and 52
females)..
11.- Deaths over-the age of seventy totalled 162 namely (75 males and 87.-
females). In 1948 it was 193-over the age of seventy-one, (males 62 andfemales,

A PROCLAMATION.

Governor.

WHEREAS by Letters Patent constituting the Office of Governor 'and
Commander-in-Chief of the Windward Islands, comprising the Islands of Grehada,
Saint Vincent, Saint Lucia and Dominica, and their Dependencies,- bearing date
the 13th day of November, 1936, as amended by Letters Patent bearing-date the
28th day of December, 1939, and the 11th day of- May, 1945, it is .provided 'that
there shall be a Legislative Council for the Colony of Saint'Vincent constituted in
such manner and consisting of such persons alid having- such powers as are
directed by any Order or Orders in His Majesty's Privy Council:
AND WHEREAS by the Saint Vincent (Legislative Council) Orders in Council,
1936 to 1947, provision is madefor the constitution of aLegislative Council for the
Colony of Saint Vincent:
AND WHEREAS by an Order in Council bearing date the 27th day of February,
1951, His Majesty the King was pleased to-empower the Legislature of the Colony
of Saint Vincent to make other-provision for the constitution of a Legislative
Council for the Colony of Saint Vincent :
AND WHEREAS by section 1 of the said Order it' is provided that the said Order
may be cited as the Saint Vincent (Legislative Council) (Electoral Provisions)
Order' in Cofncil, 1951; and that it shall come into operation on a date to be
appointed by the Governor and Commarider-in-Chief of the Windward Islands by
Proclamation in the Saint Vincent Government Gazette :
AND WHEREAS it is expedient that the said Order should come into operation
on the 25th day, of April, 1951.
I Do THEREFORE proclaim and notify that the Saint Vincent (Legislative
Council) (Electoral Provisions). Order in Council, 1951, shall come into operation
on the 25th day of April, 1951.
GIVEN under my hand and the Public Seal of the Colony of, Saint. Vincent at
Government House this 7th day of April, 1951, and in the Fifteenth
Year of the Reign of- His Majesty King GEORGE THE SIXTH.
