Applications are invited for the post
of Forest. Gtard, Department of Agri-
culture, St. Vincent.
2. The'salary of the post is 55 per
annumh in the scale 55 ,x 3-70, and
in addition, and for as long as this allow-
ance is paid to Government employees,
a Cost of Living Bonus at the approved
rate.
3. The post is non-pensionable and
liable to termination by one month's
notice in writing on either side.
4. The successful candidate will be
attached to the. Forestry Division of the
Department of Agriculture and will be
responsible to the Superintendent of
Agriculture, in his capacity as Chief
Forest Officer, for the performance of
his duties.
5. The duties of the post entail the
patrolling and policing of whichever
forest beat is allotted, assistance in the
sale of forest produce and supervision of
silvicultural work.

COLONIAL DEVELOPMENT
CORPORATION.
The Colonial Development Corporation
has been giving attention to the need for
securing the interest and goodwill of
Colonial peoples, and of bringing them
into closer association with the Corpora-
tion's projects.
The Corporation's essential task is to
help Colonial peoples to develop their
countries for their own benefit and
betterment. At the same time, its
schemes must be developed on a sound
economic basis if a stable and prosperous
economy is to be provided on which
democratic institutions can be built.
The Corporation welcomes the help
and co-operation of the people of the
Colonies in its work ; it is a partnership
ideal.
Accordingly, a directive has been
issued to all staff in charge of the Cor-
poration's undertakings in which this
aspect of its obligations is stressed.
"'Mr. C. W. DUMPLETON, of the head-
quarters staff, will make regular visits to
territories where the Corporation is
working in order to assist in furthering
this policy.
Mr. C. W. DUMPLmrTON is a former Member
of Parliament for St. Albans and former Mayor
and Alderman of St. Albans. While in Parlia-
nent, Mr. DUMPLETON took an active interest
in Colonial Affiiirs adc was a member of the
Colonial Economic and Development Council.

THE BY-LAWS OF THE VILLAGE COUNCIL OF -
MARRIAQUA.
(CGazetted 13th March, 1951.)
PART I. /
PRELIMINARY.
1. Short title. These By-Laws may be cited as The Marriaqua ByLaws,
1951.
2. Interpretation. In these By-Laws--
Ordinance means the Village Councils Ordinance, 1948, (No. 21 of 1948).
Public Place means any public way, yard or room in which any public
duty is performed and to which the public have a right of access either
with or without payment of a fee.
Village" means the Village of Marriaqua mentioned in Part A of uhe
Schedule to the Village Councils- Order, 1948, (S. R. & O. 1948, No. 96) and
any amendments thereto.
Village Council" or "Coincil" means the Village Council of Marriaqua
established under Section 4 of the Ordinance and under the Village
Councils Order, 1948.
PART II.
GOVERNMENT AND CONTROL.
3. Building 'Materials etc. No person shall without the permission
S of the Council, in writing, use or occupy any portion of any street or road or public
place or keeping or leaving building materials, scaffolding or debris of any kind in
connection with the erection or repair of anybuilding or other structure.
4. Depositing rubbish or offensive matter in public places.
No person shall throw or deposit any rubbish, fruit, fruit skin, fish offal or any
offensive matter in any street\or road or in any other public place.
5. Injury or damage to trees and enclosures No person shall
wilfully injure or destroy any plant, tiee, or fence or any object in any enclosure
belonging to or under the control of the Council.

6.- Picking of Flowers and Fruits. No person shall pick or pluck
any fruit or flower growing upon any tree in any enclosure or place belonging to
or under the control of the Council.
7. Encroachment by fences, hedges and trees. (1) If any portion
of any tree overhangs any street, or road, or land of the Council- or if any fence or
hedge encroaches upon any such street, road or land, the. Warden may give notice
to the owner of such tree, fence or hedge or the occupier of the premises on which
such tree, fence or hedge is situate to remove the overhanging portion of such tree
or remedy the encroachment, as the case may be.
(2) If such owner or occupier, as the case may be, makes default in complying
with the provisions of such notice withinthe time specified therein, (which time
shall not be less than seven days) he shall be guilty 9f an offence against these
By-Laws. Provided that it will be lawful for the Warden to remove or- cause to be
removed the overhanging portion of such tree or remedy the encroachment, and
for that purpose, to enter upon such lands or any lands adjacent thereto, and any
costs thereby incurred shall-be recoverable by the Council as a civil debt from the
person on whom such notice was served.
8. Removal of dangerous trees. (1) Whenever in the opinion of the
Council, it is considered desirable in the interest of public safety that any tree
which by reason of its height, condition or otherwise, should be cut down and
removed, the Council shall cause a notice, in writing, to be served on the occupier
of the premises on which such tree is situate requiring him within.a specified time,
(which time shall not be less than seven days) to cut down and remove such tree.
(2) The person upon whom such a notice is served shall take all reasonable
measures for the safe execution of the work.
(3) In case of default in complying with such notice, the provisions of By-Law
7 (2) shall apply -mutatis. mutandis.
9. Barriers across Town Board roads etc. For the- purpose of
carrying out repairs to any road, street, drain, bridge or pipelines under the
control of the Council, the Warden may erect any temporary barrier, fixture or
cther contrivance across any road or street or part thereof or in any public place
in the Village at such time and for such periods as may be necessary for the dlue
execution of the work; and no person shall pass or drive through any such barrier,
fixture or other contrivance as aforesaid without the consent of the Warden.
10. Animals not to be at large or tied in any street. No owner or
person having the charge of any horse, mule, sheep, goat, cattle or pig shall suffer,
the same to be at large in the Village or tied in any road or street.
11. Playground. The Council may, from time to time, declare any publTi
open space in the Village to be a Playground. The Playground shall be under the
direct control of the Council," and- a fee may be charged for the uise of the
Playground. - s.
12. An-imals not to be tied in playground. No horse, mule, sheep,
goat, cattle or pig shalP be at laxge-or -tied on the Playground without- the
permission of the Council. ...

13. Bath' houses and public conveences. The Council may
provide bath houses and public conveniences for the use of the residents of the
Village.--
PART III.
.. CEMETERIES.
14. Animals in cemetery forbidden.
. any animal within or through the cemetery.
No person shall ride. or lead
15. Animals not to be taken in cemetery. -No person shall tether
any animal or allow any animal to be at large in any part of the cemetery.
16. Cutting of grass without perinission of warden. No one shall
cut grass in the cemetery/without thJe permission of the Warden.
'17. Injury to erection, etc. in cemetery. Any person who :-
(a) .wilfully or negligently destroys or injures any building, wall, fenee or
-gate belongingg to the cemetery, or-
(iO) destroys, injured or removes'any part of land not being an allbtment-
owned,by suchperson, or
(c) -puts or affixes any bill, advertisement or-other matter or. thing
whatsoever on any wall, or on any tree in the cemetery, or -
(d) injures or defaces-any railing, monument, tablet, vase, wreath or 'ainy
other matter or thing whatsoever upon any allotment- not _being an
allotment owned by such person, shall-be guilty of an offence against
,* ~ these By-laws. -
. 18. Vehicles. (1) No carriage, motor-car, cart or other vehicle shall enter
or'remain inthe cemetery-except :
S(a) a hearse, carriage or other vehicle entering or being in the cemetery in
connection with a burial therein.
.(b) a hearse or other vehicle entering-:or being in the cemetery -for the
S purpose of iemrn:ing a body.
(c) a carriage.pr other vehicle engaged by some person attending a funeral.
(d) a carriage-or other vehicle engaged by some person lawfully visiting any
grave or allotment.
(e) a cai't or other vehicle belonging to the Boarid.-
(f) a cart or other vehicle entering or being in the cemetery in connection
with so-me work being done therein.
(2) The driver of any hearse, carriage, motor-car, cart or other vehicle which.
shall enter or be in .the cemetery contrary to this By-law shall be guilty of an
offence against these By-laws.
19. Climbing over enclosure or .Writing on tombstone.
No person shall wilfully'climb or leap or walk over any enclosure or write ipon any
monument Or tombstone or headstone in the cemetery.

20, Removal of plants etc.; No person shall pluck or take away or
remove any flower, plant or lshrub or take away .dr remove any vase, flower pot or
other article -whatsoever. from-any part of the cemetery without the express
"- permission of the owner do the allotment.
21. Allotment to be kbpt. clean. The owner of every allotment or
the person having charge thereof shall- maintain such allotment in a clean -
condition.
22> 'Warden may require cleaning of allotment. The Warden mamy
require the owner of any allotment- or the person having the chc4ge thereof to
clean the'said allotment whenever, in his opinion such cle-ining is required.'

In cases where the owner or person, having the charge. of-an-allotment, canflot be
found, or has failed to clean his allotment after having been requested.to do so by
he Warden, it shall be the duty of the uCou.cilj to do-such, cleaning as may be

same manner as a civil debt.against the owner or occupier flie eof.
24. Memorial or grave stone. No meibprfal or grave stone'shall be
taken away from the cemetery, except with the permission in writing of. the
Warden. .
25. Right to cut down.unsightly shrub or plant., s all shrubs,
plants and.flowers lay be.placed on any- grave, but the Co .cil reserves the right
to prune. cut down, dig up, and remove after due notice to-the owner of the
S. allotment or grave space, any shrub, \plant or, flower, at aiy time, if in their
opinion, the same has become unsightly or insanitary.
S26. Burial of persons of same religious deinontination.
The Council, may, on application from -any religious denominationo, assign a
definite area in the cemetery for the burial therein of t~he bodies of.persons who
Were members of such religious denomination.. Provided that, the bodies of
persons in-respect- of which -no. iterment fees have beehn- paid .to the Council may
be-buried in a.separate section to be set apart for such burials..
27. Application for burial. Every person, desiring to have a corpse
interred in the cemetery, shall make application fr. the purpose, to the Warden,
and-shall produce at the time of making such application, the certificate of death
or in the case of a still-born child, the requisite medical or other certificate.
28.-- Permission to open gave aid, bury- bdies, essential.
No grave shall be/opened and no burial shall take place-\% without the consent of the
Warden, : ..
PART IV.
SELECTIONS.
29. Notice of elections. At least fourteen clear days before.-the third
Monday in November in the year in which elections shall be held to fill the places
of the'Elected Members due to go out of office in the said year, the- Council shall
cause notice of such forthcoming elections to be published-in the Government
Gazette and the local'press; and shall post copies of the said notice at the Warden's
Office, the Police Station and the Post Office,
30. Dates of-election and'taking of poll.- (1) The dates fixed for
election shall be the third-Monday in November and-for the taking of a Poll, if
necessary the first-Monday in December in the year in which the period of office of
the Elected Members expires. .
(2) The taking of the Poll shall be between the hours of 8 a.m. and 12 noon
and 1 p.m. and 5 p.m.
31. Mode of-holding election and manner of voting. (1) Every
election shall be held at the Mesopotamia Police Station or some other convenient
place-by-the Wardeh who shall be the Presiding Officer: or by some other person
appointed by the Council and approved by the Governor for the purpose.
(2)' Every candidate shall be named and designated;by his fulkname, with his
residence, profession or occupation and the natui; of his qualification in a
Nomination Paper in the Form contained in the First Schedule to these By-Laws
by two duly qualified voters. The. said nomination paper shall be delivered
between the hours, of.8.00 a.m. and 9.00 a.m. on the third Monday in November in
.the year of such elections and the person so named shall express iniwriting on the
Nomination Paper-his consent to such nomination.
- (3) Every candidate for election shall deliver, or cause to.be delivered to the
Presiding Officer, at the time and place appointed for the nomination of
candidates, a declaration in writing signed by him stating- the qualifications
possessed by -him under section 20 of the Ordinance and that he is in all other-.
respects qualified to be nominated and elected to the Council.
(4) The Declaration before mentioned shall be, in the form following, namely:

(5) No candidate for election shall be deemed to be duly nominated unless the
declaration before mentioned has been delivered to the Presiding Officer.
(6) If the number of candidates duly nominated does not exceed the number
of members required to be elected; such candidates shall be'deemed to be elected
without the. necessity-for a poll and the Presiding Officer shall at the expiration of-
the time fixed Tor the nomination of candidates publicly declare at the place of
nomination that such candidates have been duly elected as-members of the

SGovernor of the election of such-candidates not. later than noon of the day
following such election.
(7) If there shall be more than the required number of candidates duly nominated
S a poll of the electors shall be taken on the day fixed for the elections; .Provided
S that no person shall be voted for or elected who has not been duly nominated.
S (8) Every elector may" vote for any number of persons being members of the
Council not exceeding the number of vacancies to be filled.
S 32. -Ballot paper. Each "vote shall, be recorded on a paper (in these
by-laws called a ballot paper) which shall show the names and description of the
candidates arranged.alphabetically in the order of their surnames; it shall have a
printed nuiiber on theback, and shall have attached thereto a coiinterfoil with
the same number printed on the face, and shall be in -the Formi contained in the
Second Sqhedule'to-these By-laws, and shall be capable.of being folded-up.
33. Construction of ballot box. ,() -Every ballot boy shall be so
constructed that the ballot-papers can be introduced therein, but cannot be
withdrawn therefrom without the box being unlocked.
S. (2) The Presiding Officer, shall, immediately before.the commencement of the
poll,'show the ballot box empty to such persons asrmay be present in the Polling-
Station, so that they may see that it is empty. He shall then lock it and keep.it:.
locked until Cmpletio of the poll and shall place it.in his view for the receipt of
ballot papers.
34. Marking and delivery to elector of ballot-paper. Immediately
before a ballot paper'is delivered to. an elector it.shall be stamped with the official
S stamp of the' Council a'nd initialled by the Presiding Officer and the number of the'
elector as stated in the c.py of. the Elector's Roll shall be called out, and the -
number' of such elector shall be marked on the counterfoil- and a mark shall be
placed on the copy of. the Elector's Roll against the number of the electorto
denote that he has received-a ballot paper, but without showing which ballo- he
S hasreceived..
35. Method, of- voting. -(1): The elector shall, on. receiving the ballot
paper, forthwith proceed into the compartment in the Pollihg Station set apart
fof the purpose and there secretly mark his vote by drawing a pencfmark, with
---' :.the pencil provided through the names of all the candidates for whom he does not
wish-to vote; and shall then .fold up th ballot paper in such a manner as to
conceal his vote but to. show the official mark on the back, and shall thbenpdt his
-ballot paper so folded up into the. ballot box, in the presence of the Presiding
SOfficer after having shown him the official mark on-the back.
.(2) Any ballot',paper with.a greater number of names not scored out than
those required to fill the vacancies or which has not on its back the official mark,
or on which anything except the said number on the back is written, or is marked
ir-any way by which the elector. can be identified shall be void ..ad shall rot be
S counted.
(3) The elector shall vote without undue delay afid shall quit the polling
station as soon as he has put his ballot into the ballot box.

36. Who are to be admitted within polling station. (1) No person
shall be admitted within the Polling Station during the hours appointed for
taking the poll, except -the Presiding Officer, his clerk, if any, the Officer
responsible for Local Governinent or his Deputy, the candidates, one agent fpr
each candidate appointed by such candidates in.writing and one Voter at a time
to each polling booth.
(2) The Presiding Officer shall on request give such instruction as may appear
to be necessary to any voter as to the manner in -which he should record his vote.
-37. Voting by electors incapacitated by blindness etc. If any
-voter 1s incapacitated by blindness- or other physical cause from voting in the
manner prescribed by these by-laws, the Presiding Officer shall, at the request of
such voter in the presence of the agents for the candidate, if any, cause his vote to
be marked on a ballot paper in the manner directed by such voter, and.the, ballot
paper so-marked for shall be entered in a list to be called "The List of Votes
marked by the Presiding Officer "
38. Voting by person in whose name another person has previ-
ously voted. (1) If a person representing himself to be a particular elector
named on the Elector's Roll applies for a ballot paper after another person has
voted as such elector,-the applicant shall,. upon duly answering fhe questions
permitted to be asked of electors at the time of polling, as hereinafter provided, be
entitled to mark a ballot paper (in these by-laws called a tendered Ballot paper")
instead -of being -put into the box, shall be given to the Presiding Officer and be
endorsed by him with the name of the elector and the number in the Elector's Roll,
and shall be set aside and not be counted by the Presiding Officer-
(2) The name and number on the Elector's Roll, of every such elector shall be
entered on a list-to be called, The List of Tendered Votes."
39. Spoilt ballot paper. Any elector who has inadvertently dealt
with his ballot paper in such manner that it cannot be conveniently used, may,
,on delivering to the Presiding. Officer the ballot paper in the place of the ballot
paper-so delivered up, and the spoilt ballot paper shall be immediately cancel!ea
by the Presiding Officer. -
S40. Procedure at close of poll. (1) After the close of the poll, the
ballot box shall be opened by the Presiding Officer in the presence of the
candidates, and therr agents; and no other person shall, except with the sanction
of the-Presiding Officer, be present.
(2) The Presiding Officer shall ascertain the result of the'poll by counting the
votes given, to each candidate.
S41. \ Rejected ballot papers. ~l) The Presiding Officer shall endorse
the word "Rejected" on-any ballot paper which he may..reject as invalid, and
shall add to the-endorsement the .,ord.s -Rejection objected to" if any objection
is in fact made to his decision by any agent or- candidate.
(2-) The Presidin' Officer shall report to the Council the number of ballot ..
papers rejected, and not counted byhim, under the following heads-:.

S (a) want of official mark.-
(b) Voting for more candidates than the voter was entitled to vote for.
(c) Presence of writing or mark by which the voter could be identified; and
(d) unmarked or void for uncertainty.
42. Declaration and return of result of election. Upon the'
completion of the counting and before the Presiding Officer departs from the
-place o election, so many of the candidates voted for, being equal to the number
of persons then to be elected Members of the-Council as have the greatest.number
of votes, shall be publicly declared by the Presiding Officer to have been elected as
Members of the Council, and a return to this effect-shall be made to the Council
and to the Governor by noon of the day following such election. -
43. Council to. decide in case of equality of votes-cast for candi-
dates. (1) In case two or more candidates shall have an equal number of
votes, the Members of the Council at the first-meeting to be convened after the
election, shall choose any one-lor more of such candidates as may be required to
complete the required number of Elected Members; and the candidate or
candidates so chosen shall be deemed to be duly Elected Members of the Council.
(2) Such candidates shall not be present at the Meeting when this decision is
to be made by the other Merbers of the Council.
44. Disposal of documents and papers relative to election.
(1) The Presiding Officer shall in the presence of the candidates or'their agents,
seal up all documents and papers relating to the election and after endorsing on
the packet a-description of its contents' and the date of the election, shall deliver
the same to the Chairman of the Council.
(2) The Chairman of the Council shall retain for one year all such documents
Sandpapers so delivered to him and shall at the expiration of such time cause
them to be destroyed.
(3) No person shall be allowed'to inspect any ballot papers except under the
orders of the Council.
45. Opening f sealed packets. (1) No Officer of the Council or
other person shall, except under the order of the Council, open any sealed packet
or documents or papers relating to an election and delivered as aforesaid to the
Chairman of the Council.
(2) Any such order may be made subject to such conditions as to person,
time, place and mode of opening as the Council may think expedient.
'46. Polling booth. The Pokling Station shall be provided with one or
more booths as may be necessary, in which the electors can mark their votes in
secret-

The Presiding Officer may, in his discretion, an'd shall, if required by any candidate
.or his agent, put to any elector about to vote, the following questions or any of
them :-
(a) Are you the same person whose name appears as A............................................
B................................ ........................... on the Elector's Roll now in force in this Village?
(b) Have you already voted at this election?
(c) Are you now qualified by law to vote?
48. Help to be given, to voter. The Presiding Officer shall give
such instructions as may appear to be necessary to any Elector as to the manner
in which he may record his vote.
49. Holding of occasional elections. (1) In the event of-the death,
resignation, or inability to act, or of the vacation of office in any other manner, of
any elected member of the Council, the electors shall, on a day fixed by the'
Council, being within one month after such vacancy arises, and after the
publication of due notice in the Government Gazette, and the local press, and the
posting of such notice in a conspicuous place at the Warden's Office, the Pest -
Office or any other convenient place elect another person to fill such-vacancy.
(2) Such election shall be held, and the voting and other proceedings shall be
conducted, in the same inner and subject to the same by-laws and formalities
as are-herein-before p_ vided in the case of ordinary biennial elections for
members of the Council.
(3) Ifi the'event of the occurrence of a vacancy for similar reasons among
the nominated members of Council, the Governor shall at once be notified, and he
shall within one month after such vacancy arises nominate some other person to
fill the vacancy.
50. Interrupting or molesting presiding officer t .election.
No person shall interrupt, molest or obstruct the Presiding Officer at any election
and anyone so interrupting, molesting or obstructing the Presiding Officer, may be
removed from the polling statio.i.
PART -V.
PENALTIES.
51. Penalty. Any person guilty of an offence against these By-laws shall
be liable on summary conviction to a .fine not exceeding fifty "dollars or to
imprisonment for a period not exceeding three months or in' the case" of a
continuing offence to a fine not exceeding five dollars for each day during which
the offence continues.

1. Short title. This Notice may be cited as the Prices Control
(Amendment No. 10) Notice.
2. Amendment. The prices set out hereunder are the Maximum
