B.W.I. TRADE LIBERALIZATION
PLAN.
WEST INDIES TOKEN IMPORTS
SCHEME.
The West Indies Token Imports.
Scheme will commence on January 1st,
1951. On October 31st some details
were announced of a token import
scheme designed to re-open West Indies.
and Bahamas market on a limited scale
to certain Canadian and American
goods. Discussions with Canadian and
American authorities continued since-
then and it has been arranged that the-
scheme will take effect from January
1st, 1951. Following these discussions.
a number of items have been added to
original list of goods for inclusion
in the scheme. The most important.
are :-rayon fabrics and dresses ; cotton
dresses and shirts.
The Canadian Department :of Exter-
nal Trade and Commerce is itself calcu-
lating quotas and issuing to individual
exporters SCRIP which will be used by
West Indies Import Authorities as a
basis for the grant of import licences.
SCRIP vouchers are necessary (a) to sat-
isfy the import control authorities in
each colony that the Agent designated
by the Canadiin firm on the voucher
has authority to dispose of the firm's
allocation in the colony among -various
customers who are to be entitled to
claim import licences for quan titles sold
to themby the-Agent ; r (b) to'enable
customers, who purchls'e direct f'om a
Canadian firm, instead of through A-
gents, to secure an Import licence.
American exporters will not be given
SCRIP but will make direct application
to export from their authorities who
will generally issue export licences to
exporters on a "first come first served"
basis up to limit established qultas.
The list of commodities for inclusion-
in the Token Export Scheme include:

INCOME TAX NOTICES.
TO GOVERNMENT OFFICERS.
All Government Officers are hereby
reminded that the latest date for the
submission of income tax returns for
assessment in the year 1951 is the 31st
January, and that failure to give notice
of chargeability is an offence against the
Income Tax Ordinance, rendering the
person concerned liable on conviction to
a fine not exceeding FOUR HUNDRED
AND EIGHTY DOLLARS.
2. EVERY PERSON whose income,
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $480 is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
blank return forms to such persons
through their Heads of Department. It
is to be clearly understood, however,
that a person is not exonerated from the
statutory liability to make a return even
though that person may not have re-
ceived a blank form, which may be
obtained, on application at the Revenue
Offices at Georgetown, Barrouallie,
Bequia and Union Island, or, in other
districts, from the Police Station situate
therein. These forms may also be obtain-
ed from the Income Tax Office, Kings-
town, where any person requiring
information in connection therewith is
invited to enquire.

Every person concerned, not being a

FOREIGN COMPENSATION COMMISSION.
A Commission has been established in
the United Kingdom under the Foreign
Compensation Act, 1950, for the purpose
of registering and determining claims to
participate in compensation under agree-
ments with foreign governments, and
of distributing compensation as provided
by the Act.
As its first task the Commission will
deal with applications for compensation
from the Funds to be paid under the
agreements with the Governments of
Czechoslovakia and of Yugoslavia.
Any persons having claims against
either of these two Governments should
communicate with the Custodian of
Enemy Property at the Registrar's Office,
Kingstown, without delay and, in any
event, not later than 31st January, 1951.

MEDICAL NOTICE.
YELLOW FEVER CAMPAIGN.
An international effort is being made
to eradlicate the Aedes msgypti (mosqui-
to) the urban vector (carrier) of Yellow
Fever from the Western Hemisphere.
The first stop in any such attempt is
to make a survey of the mosquito infes-
tation in the Colony.
Sanitary Inspectors are making a,
house to house inspection throughout
the Island and people are asked kindly,
to co-operate to make this survey a
success.

DECLARATION OF SUSPECTED
AREAS.
Owing to an outbreak of Swine Fever
in the Colony and being satisfied that
there is reasonable suspicion that the
said disease may exist in the areas
specified in the Schedule to this declara-
tion, I, MICHAEL A. G. HANSOHELL,.
Agricultural Superintendent, acting un-
der the Authority vested in me by
section 14(2) of the above-named Ordin-
ance hereby declare the areas specified
in the Schedule hereto to be suspected
areas.
SCHEDULE.
CHARLOTTE PARISH, comprising
the lands extending from the northern
boundary of the Fancy Estate to the
river lambon and running along the bed
of the said river until they reach the
high ridge of mountains which runs
through the centre of the Island of
Saint Vincent.
ST. GEORGE'S PARISH, comprising
the lands extending from the said river
called Iambou to Kingstown North River
where it empties itself into the sea and
running up the bed of the last named
river until it divides and from thence
continuing along the course of the
northern branch of the said river to the
great ridge of mountains running
through the centre of the Island of
Saint Vincent.
ST. ANDREW'S PARISH, compris-
ing the lands extending from the said
river called the Kingstown North River
and from the said northern branch
thereof unto the high ridge to the north-
ward of Queen's Valley, which divides
the said Valley from Rutland,Valley and
running along the said ridge until it
meets the great ridge of mountains
which runs through the centre of the
Island of Saint Vincent.
ST. PATRICK'S PARISH, extending
from the said ridge to the northward of
Queen's Valley unto the high ridge to
the northward of Cumberland Valley
commonly called Byam's Hill, and runs
alongthe said last named ridge until it
meets the great ridge of mountains
which runs through the centre of the
Island of Saint Vincent.
ST. DAVID'S PARISH, extending
from the said last mentioned and north-
ern boundary of St. Patrick's Parish
unto the northern boundary of Charlotte
Parish.
THE GRENADINES PARISH, com-
prising the Island of Bequia and such
other of the Islands within this Colony
commonly called the Grenadines as lie
to the northward of the Island of
Carriacou.

(AMENDMENT) REGULATIONS.
(Gazetted 3rd January, 1951).
1. Short title. These Regulatiors may be cited as the Importation of
Animals (Diseases Prevention) (Amendment) Regulations, 1951, and shall be read
as one with the Regulations made by the Governor in Council on the 21st day of
September, 1934, (hereinafter referred to as the principal Regulations ") and all
amendments thereto.
2. Principal Regulations amended. The principal Regulations are
hereby amended by the insertion after regulation 48 of the following regulation :-
48A. All swine found in any area which has been declared to be an
area in which Swine Fever is suspected to exist shall be deemed to have been
exposed to infection and shall be compulsorily inoculated."
Made by the Governor in Council under section 20 (c) of the Importation of
Animals (Diseases Prevention) Ordinance, 1933, this 30th day of December 1950.
