Merchant Navy and am sure that wherever they may be they will be among
friends and enjoy themselves at this time of festivity and good fellowship. A
Merry Christmas and a Prosperous New Year to you all.

of the Scottish Departments on problems
of organisation and methods. During
the past few years Mr. FOSTER has been
responsible for the conduct of planned
reviews of the organisation of all the
Scottish Departments. He is a member
of the Review Committees which have
been set up by the larger Scottish De-
partments, i.e., Home, Health, Education
and Agriculture, and is also a member of
the Scottish Local Government Mal-
power-Committee and the Scottish Com-
mittee on Office Machines.
Mr. FOSTER is expected to leave the
United Kingdom by air on or about the
12th January, 1951. After a short stay
in Grenada for discussion with the
Governor he will proceed to St. Vincent
where the investigation will begin.

FOREIGN COMPENSATION COMMISSION.
A Commission has been established in
the United Kingdom under the Foreign
Compensation Act, 1950, for the purpose
of registering and determining claims to
participate in compensation under agree-
ments with 'foreign governments, and
,of distributing compensation as provided
by the Act.
As its first task the Commission will
deal with applications for compensation
from the Funds to be paid under the
agreements with the Governments of
Czechoslovakia and of Yugoslavia.
Any persons having claims against
either of these two Governments should
communicate with the Custodian of
Enemy Property at the Registrar's Office,
Kingstown, without delay and, in any
event, not later than 31st January, 1951.

YELLOW FEVER CAMPAIGN.
All international effort is being made
to eradicate the Aedes sgypti (mosqui-
to) the urban vector (carrier) of Yellow
Fever from the Western Hemisphere.
The first step in any such attempt is
to make a survey of the mosquito infes-
tation in the Colony.
Sanitary Inspectors are making a
house to house inspection throughout
the Island and people are asked kindly
to co-operate to make this survey a
success.

AN ORDINANCE further to amend the Arrowroot Ordinance,
1930.
[ On Proclamation. ]
Enacted by the Governor with the advice and consent of the
Legislative Council of Saint Vincent.
1. This Ordinance may be cited as the Arrowroot
(Amendment) Ordinance, 1950, and shall be read as one with the
Arrowroot Ordinance, (hereinafter referred to as the principal
Ordinance) and all amendments thereto.
2. Section 4 of the principal Ordinance is hereby repealed
and replaced as follows :-
4. (1) The following shall be eligible for
membership of the Association:-
(a) growers of arrowroot,
(b) licensed dealers in arrowroot, and
(c) co-operative societies, corporations and
partnerships legally constituted,
whose delivery of arrowroot to the Association
is not less than fifty barrels in each arrowroot
year; and the provisions of this Ordinance
:" shall apply to such society, corporation or

partnership as though such society, corpora-
tion, or partnership were a person.
(2) Members of the Association as described
in subsection (1) of this section, shall have the
right to appoint by power of attorney, or nom-
inate by other authority in writing addressed
to the Secretary, a representative to the Asso-
ciation; and such representative may exer-
cise, (subject to the provisions of this Ordin-
ance) on behalf of the person making the ap-
pointment or nomination as the case may be,
any rights conferred upon a member of the
Association or other person by this Ordinance.

3. Section 7 of the principal Ordinance is hereby repealed
and replaced as follows :

7. (1) (a) The members of the Association
as described in section 4, of this Ordinance
shall, on a day in the month of August in each
year to be appointed by the Board and pub-
lished in the Gazette at least one month be-
fore such appointed day, elect by ballot fif-
teen delegates who shall meet within fifteen
days of their election for the purposes of elect-
ing by ballot six members of the Association
to the.Board for the ensuing arrowroot year.
Such delegates shall themselves be eligible for
election to the Board.
(b) The Secretary shall, as soon as practi-
cable after such delegates have been elected,
cause them to be served with a notice in writ-
ing stating the day appointed for the election
of six members to the Board for the ensuing
arrowroot year. Such notice shall be served
at least 7 days prior to the appointed day, and
shall state the place and hour at which the
said election shall be' held.
(c) At a meeting of delegates for the pur-
poses of electing six members of the Associa-
tion to the Board, ten delegates shall consti-
tute a quorum.
(2) (a) The small growers of each dis-
trict mentioned in the First Part of the Sched-
ule to this Ordinance, if the total amount of
arrowroot grown in their district and delivered
to the Association is not less than fifty barrels
in each arrowroot year, shall, on a day in the
month of July in each year to be appointed by
the Superintendent of Agriculture and pub-
lished in the Gazette at least fourteen days

before such appointed day, elect from among
their number a representative (hereinafter
called a district delegate). The district del-
egates so elected shall have the rights and
privileges of members of the Association and
may attend the meetings of the Association
and sit and vote threat in accordance with
the provisions of paragraph (d) of this sub-
section.
(b) The election of district delegates shall
be by ballot, and shall be conducted under the
supervision of the Superintendent of Agricul-
ture, or such other persons as he may author-
ise in writing in that behalf. The Superin-
tendent of Agriculture shall give directions as
to, the district or districts in which small
growers shall vote, the manner in which the
ballot shall be taken, and the counting and
recording of votes; and his decision on any
question or dispute arising in connection with
the election of district delegates shall be
final.
(c) Such district delegates shall meet at
the offices of the Association, on a day in the
month of August in each year, to be appointed
by the Secretary and notified to them in writ-
ing at least seven days before such appointed
day, for the purpose of electing by ballot one
of their number to a seat on the Board for the
ensuing arrowroot year. Such notice shall
state the hour at which the election shall be
held. For the purposes of such meeting three
district delegates shall constitute a quorum.
(d) On the election of a representative to a
place on the Board under paragraph (c) of
this subsection, or on a show of hands at meet-
ings of the Association, a district delegate
shall be entitled to only one vote; but at meet-
ings of the Association when a poll is taken
the number of votes to which he shall be en-
titled shall be based on the total amount of
arrowroot delivered by his district to the As-
sociation, calculated in accordance with the
provisions of the proviso to section 13 of this
Ordinance: Provided that a district dele-
gate shall not be entitled to vote on the elec-
tion of delegates under subsection (1) of this
section.

(3) In the event of there not being a suf-
ficient number of delegates or district dele-
gates present to constitute a quorum at the
times appointed under this section for holding
of elections to the Board, the Secretary shall
adjourn the said election or elections to some
other.convenient date, and shall cause the del-
egates or district delegates, (as the case may
be) to be served with a notice stating the date,
time and place to which the said election has
been adjourned.
(4) The names of the members, and the
name of the district delegate, elected to the
Board shall as soon as practicable, thereafter,
be submitted by the Secretary to the Governor
who shall, within fourteen days after the re-
ceipt of the same, nominate at least one but
not more than two persons to serve on the
Board. At least one officer of the Civil Ser-
vice of the Colony shall be nominated to the
Board by the Governor.
(5) All delegates, district delegates and
members of the Board shall be eligible for re-
election or re-nomination as the case may be."
4. Section 8 of the principal Ordinande is hereby repealed
and replaced as follows :-

sentative of a member of the Association duly
appointed or nominated under subsection (2)
of section 4 of this Ordinance, shall be eligible
for election as a delegate, or a member of the
Board, as the case may be, for the ensuing
arrowroot year; but shall not be eligible for
election in any subsequent year unless he is at
the time of such election a duly appointed or
nominated representative of a member of the
Association." .

have delivered to the Association more than
one hundred barrels of arrowroot grown dur-
ing the crop which shall have been reaped
next before the compilation of the last an-
nual list of members, shall have an extra vote
in respect of every complete hundred barrels
of arrowroot after the first hundred so deliv-
ered by him to the Association; but no mem-
ber shall have more than ten votes.
(2) Any arrowroot exported by a member
under licence of the Board shall for the pur-
poses of this section be deemed to have been
delivered to the Association."
6. Subsection (4) of section 15 of the principal Ordinance is
hereby repealed and replaced as follows :-
(4) The voting on all matters in connection
with the affairs of the Association, at general
meetings not expressly stated in this Ordin-
ance to be by ballot, shall be by a show of
hands : Provided that a poll shall be held
upon a request from members present at a
general meeting of the Association if. the
members making such request possess one-
fifth of the total votes which all members pres-
ent at such general meeting would have on the
taking of a poll. The election of dele-
gates shall be by ballot in accordance with the
provisions of the proviso to section 13 of this
Ordinance.

Enacted by the Governor with the advice and consent of the
Legislative Council of Saint Vincent.
1. This Ordinance may be cited as the Income Tax
(Amendment Ordinance, 1950, and shall be read as one with the
Income Tax Ordinance, 1948; (hereinafter referred to as the
principal Ordinance) and all amendments thereto.
2. After section 23 of the principal Ordinance the following
section shall be inserted :-

1. This Ordinance may be cited as the Firearms
(Amendment) Ordinance, 1950, and shall be read as one with the
Firearms Ordinance, (hereinafter referred to as the principal
Ordinance) and all amendments thereto.
2. Subsection (1) of section 4 of the principal Ordinance is
hereby amended by deleting the words five shillings in the first
line thereof and substituting therefore the words ten shillings."
3. This Ordinance shall come into operation on the first day
of January, 1951.

AN ORDINANCE to amend the Kingstown Board Ordinance.
[ 27th December, 1950. ]
Enacted by the Governor with the advice and consent of the
Legislative Council of Saint Vincent.
1. This Ordinance may be cited as the Kingstown Board
(Amendment) Ordinance, 1950, and shall be read as one with the
Kingstown Board Ordinance (hereinafter referred to as "the
Principal Ordinance ") and all amendments thereto.
2. After subsection (3) of Section 24 of the Principal
Ordinance the following new subsection shall be added-
(4) The Board may by resolution declare the post of any
officer or servant of the Board to be a pensionable office,
and for the purposes of pension such office shall be
deemed to have been declared a pensionable office under
Section 2, of the Pensions Ordinance, 1948, but if such
officer shall become entitled to a pension, such pension
shall be payable by the Board."
3. Subsection (2) of Section 25 of the Principal Ordinance
is hereby amended as follows :-
(a) by inserting a full stop after the word "notice" in the
third line, thereof, and
(b) by deleting the words "or ,any claim for pension or
compassionate allowance" appearing at the end thereof.

Legislative Council of Saint Vincent.
1. This Ordinance may be cited as the King. George V
Playing Field (Amendment) Ordinance, 1950, and shall be read
as one with the King George V Playing Field Ordinance, 1945,
(hereinafter referred to as the "principal Ordinance") and all
amendments thereto.
2. Section 4 of the principal Ordinance as amended by the
King George V Playing Field (Amendment) Ordinance, 1947, is
hereby repealed and replaced as follows :-
Committee of "4(1) A Committee of Management shall
Management. be appointed annually by the Governor who
shall appoint from its members a Chairman
and a Secretary. The Governor may, how-
ever, delegate to the Committee the authority
to appoint the aforesaid officers.
(2) The Committee shall consist of the Su-
perintendent of Works, the Games Master of
the Grammar School, one member of the
Kingstown Board as ex officio members and at
least five.other members.
(3) The Committee may with the approval
of the Governor co-opt the services of such
persons as may be necessary from time to

AN ORDINANCE to provide for the Registration of Firms and
Persons carrying on business under Business Names and for
purposes connected therewith.

Enacted by the Governor with the advice and consent of the
Legislative Council of Saint Vincent.
1. This Ordinance may be cited as the Registration of Short title and
Business Names Ordinance, 1950, and shall come into operation Commencement
on a, day to be appointed by the Governor by Proclamation in the
Gazette.
2. (1) In this Ordinance- Interpretation.
business includes profession;
business name means the name or style under which any
business is carried on, whether in partnership or otherwise;
christian name includes any forename;
Court" means the Supreme Court of the Windward Islands
and Leeward Islands or a Judge thereof;
"firm" means an unincorporated body of two or more
individuals, or one or more individuals and one or more
corporations, or two or more corporations, who have
entered into partnership with one another with a view to
carrying on business for profit;
"foreign firm" means any firm, individual, or corporation
whose principal place of business is situate outside His
Majesty's dominions;- X
"individual" means a natural person and does not include a
corporation, .2.

name;
"Registrar" means the Registrar of the Court;
"showcards" means cards containing or exhibiting articles
dealt with, or samples or representations thereof.
(2) References in this Ordinance to a. former christian name
or surname shall not, in the case of natural-born British subjects,
include a former christian name or surname where that name or
surname has been changed or disused before the person bearing
the name had attained the age of eighteen years, and, in the case
of a married woman, shall not include the name or surname by
which she was known previous to the marriage.
(3) References in this Ordinance to a change of name shall
not include, in the case of natural-born British subjects, a change
of name which has taken place before the person whose name has
been changed has attained the age of eighteen years.
3.: Subject to the provisions of this Ordinance-
(a) every firm having a place of business in the Colony
and carrying on business under a. business name which does
not consist of the true surnames of all partners who are
individuals and the corporate names of all partners who are
corporations without any addition other than the true
christian names of individual partners or initials of such
christian names;
(b) every individual having a place of business in the
Colony and carrying on business under a business name which
does not consist of his true surname without any addition other
than his true christian names or the initials thereof;
(c) every individual or firm having a place of business in
the Colony, who, or a member of which, has either before or
after the commencement of this Ordinance changed his name,
except in the case of a woman in consequence of marriage.

Provided that-
(i) where the addition merely indicates that the business
Is carried on in'succession to a former owner of the business,
that -addition shall not of itself render registration necessary;
and
(ii) where two or more individual partners have the
same surname, the addition of an s at the end of that surname
shall not of itself render registration necessary; and
(iii) where the business is carried on by a trustee in
oankruptcy or the Official Receiver (if any) or a. receiver or
manager appointed by the Court, registration shall not be
necessary, and

(iv) a purchase or acquisition of property by two or more
persons as joint tenants or tenants in common is not of itself
to be deemed carrying on a business whether or not the owners
share any profits arising from the sale thereof.
4. Where a firm, individual, or corporation having a place of Registration
business within the Colony carries on the business wholly or by nominee
mainly as nominee or trustee of or for another person, or other etc.
persons, or another corporation, or acts as general agent for any
foreign firm, the first mentioned firm, individual, or corporation
shall be registered in manner provided by this Ordinance, and, in
addition to the other particulars required to be furnished and
registered, there shall be furnished and registered the particulars
mentioned in the Schedule hereto : Provided that where the
business is carried on by a trustee in bankruptcy or the Official
Receiver (if any) or a receiver or manager appointed by the
Court, registration under this section shall not be necessary.
5. (1) Every firm or person required under this Ordinance Manner and
to be registered shall furnish to the Registrar a statement in particulars of
writing in the prescribed form containing the following registration.

(a) the business name;
(b) the general nature of the business;
(c) the principal place of the business;
(d) where the registration to be effected is that of a firm,
the present christian name and surname, any former christian
name or surname, the nationality, and if that nationality is
not the nationality of origin, the nationality of origin, the
usual residence, and the other business occupation (if any) of
each of the individuals who are partners, and the corporate
name and registered or principal office of every corporation
which is a partner;
(e) where the registration to be effected is that of an
individual, the present christian name and surname, any
former christian name or surname, the nationality, and if that
nationality is not the nationality of origin, the nationality of
origin, the usual residence, and the other business occupation
.(if any) of such individual;
(f) where the registration to be effected is that of a
corporation, its corporate name and registered or principal
office;
(g) if the business is commenced after the commencement
of this Ordinance, the date of the commencement of the
business.
(2) Where a business is carried on under two or more
business names, each of those business names must be stated.

6. The statement required for the purpose of registration
must in the case of an individual be signed by him, and in the
case of a corporation by a director or secretary thereof, and in
the case of a firm either by all the individuals who are partners,
and by a director or the secretary of all corporations which are
partners or by some individual who is a partner, or a director or
the secretary of some corporation which is a partner, and in
either of the last two cases must be verified by a statutory
declaration made by the signatory: Provided that no such statutory
declaration stating that any person other than the declarant is a
partner, or omitting to state that any person other than as
aforesaid is a partner, shall be evidence for or against any such
other person in respect of his liability or non-liability as a partner,
and that the Court may, on application of any person alleged or
claiming to be a partner, direct the rectification of the register
and decide any question arising under this section.
7. (1) The particulars required to be furnished under this
Ordinance shall be furnished within fourteen days after the firm
or person commences business, or the business in respect of which
registration is required, as the case may be.
(2) This section shall apply, in the case where registration is
required in consequence of a change.of name, as if for references
to the date of the commencement of the business there were
substituted references to the date of such change.
8. Whenever a change is made or occurs in any of the
particulars registered in respect of any firm or person, such firm
or person shall, within fourteen days after such change, or such
longer period as the Registrar may, on application being made in
any particular case, whether before or after the expiration of
such fourteen days, allow, furnish to the Registrar a statement in
writing in the prescribed form specifying the nature and date of
the change signed, and where necessary verified, in like manner
as the statement required on registration.
9. If any firm or person by this Ordinance required to furnish
a statement of particulars or of any change in particulars shall
without reasonable excuse make default in so doing in the manner
and within the time specified by this Ordinance, every partner in
the firm or the person so in default shall be liable to a fine not
exceeding twenty-four dollars for a first offence, and for any
subsequent offence to a fine of five dollars for every day during
which the default continues, and the Magistrate shall order a
statement of the required particulars or change in the particulars
to be furnished to the Registrar within such time as may be
specified in the order.
10. (1) Where any firm or person by this Ordinance
required to furnish a statement of particulars or of any change in
particulars shall have made default in so doing, then the rights

of that defaulter under or arising out of any contract made or
entered into by or on behalf of such defaulter in relation to the
business in respect to the carrying on of which particulars were
required to be furnished at any time while he is in default shall
not be enforceable by action or other legal proceeding either in
the business name or otherwise :
Provided that-
(a) the defaulter may apply to the Court for relief against the
disability imposed by this section, and the Court, on being
satisfied that the default was accidental, or due to
inadvertence or some other sufficient cause, or that on
other grounds it is just and equitable to grant relief, may
grant such relief either generally or as respects any
particular contracts, on condition of the costs of the
application being paid by the defaulter, unless the Court
otherwise orders, and on such other conditions (if any) as
the Court may impose, but such relief shall not be granted
except on such service and such publication of notice of
the application as the Court may order, nor shall relief be
given in respect of any contract if any party to the
contract proves to the satisfaction of the Court that, if
this Ordinance had been complied with, he would not
have entered into the contract;
(b) nothing herein contained shall prejudice the rights of any
other parties as against the defaulter in respect of such
contract as aforesaid;
(c) if any action or proceeding shall be commenced by any
other party -against the defaulter to enforce the rights of
such party in respect of such contract, nothing herein
contained shall preclude the defaulter from enforcing in
that action, or proceedings, by way of counterclaim, set
off, or otherwise, such rights as he may have against that
party in respect of such contract.
(2) Without prejudice to the power of the Court to grant
such relief as aforesaid, if any proceeding to enforce any contract
is commenced by a defaulter in a Magistrate's Court, such last
named Court may, as respects that contract, grant such relief as
aforesaid.
11. If any statement required to be furnished under this Penalty for
Ordinance contains any matter which is false in any material false
particular to the knowledge of any person signing it, that person statements.
shall be liable to a fine not exceeding ninety-six dollars, or to
imprisonment for three months, or to both such. fine and
imprisonment.
12. (1) The.Registrar may require any person to furnish to Duty to furnish

alteration made in the registered particulars, and may also, in the
case of a corporation, require the secretary, or any other officer of
a corporation performing the duties of secretary, to furnish such
particulars, and if any person, when so required, fails to supply
such particulars as it is in his power to give, or furnishes
particulars which are false in any material particular, he shall be
liable to a, fine not exceeding ninety-six dollars, or to imprisonment
for three months, or to both such fine and imprisonment.
(2) If, from any information so furnished, it appears to the
Registrar that any firm or person ought to be registered under
this Ordinance, or an alteration ought to be made in the
Registered particulars, the Registrar may require the firm or
person to furnish to him the required particulars within such
time as may be allowed by the Registrar, but, where any' default
under this Ordinance has been discovered from the information
acquired under this section, no proceedings under this Ordinance
shall be taken against any person in respect of such default prior
to the expiration of the time within which the firm or person is
required by the Registrar under this section to furnish particulars
to him.

13. On receiving any statement or statutory declaration
made in pursuance of this Ordinance, the Registrar shall cause
the same to be filed, and he shall send by post or deliver a
certificate of the registration thereof to the firm or person
registering, and the certificate or a certified copy thereof shall be
kept exhibited in a conspicuous position at the principal place of
l)usiness of the firm or individual, and, if not kept so exhibited,
every partner in the firm or the person, as the case may be, shall
be liable to a fine not exceeding ninety-six dollars.
14. The Registrar shall keep an index of all the firms and
persons registered under this Ordinance.
15. (1) If any firm or individual registered under this
Ordinance ceases to carry on business, it shall be the duty of the
persons who were partners in the firm at the time when it ceased
to carry on business, or ofthe individual, or, if he is dead, hi5
personal representative, within three months after the business
has ceased to be carried on, to deliver to the Registrar notice in
the prescribed form that the firm or individual has ceased to
carry on business, and if any person whose duty it is to give such
notice fails to do so within such time as aforesaid, he shall be
liable to a fine not exceeding ninety-six dollars.
(2) On receipt of such a notice as aforesaid the Registrar
may remove the firm or individual from the register.

(3) Where the Registrar has reasonable cause to believe that
any firm or individual registered under this Ordinance is not
carrying on business, he may send to the firm or individual by.
registered post a notice that, unless an answer is received to such
notice within one month from the date thereof, the firm or
individual may be removed from the register.
(4) If the Registrar either receives an answer from the firm
or individual to the effect that the firm or individual is not
carrying on business, or does not, within one month after sending
the notice, receive an answer, he may remove the firm or
individual from the register.
16. (1) Where any business name under which the business
of a firm or individual is carried on contains the word "British"
or any other word which, in the opinion of the Registrar, is
calculated to lead to the belief that the business is under British
ownership or control, and the Registrar is satisfied that the
nationality of the persons by whom the business is wholly or
mainly' owned or controlled is at any time such that the name is
misleading, the Registrar shall refuse to register such business
name, or, as the case may be, remove such business name from
the register, but any person aggrieved by a decision of the
Registrar under this provision may appeal to the Governor in
Council, whose decision shall be final.
(2). The registration of a business name under this Ordinance
shall not be construed as authorising the use of that name if,
apart from such registration, the use thereof could be prohibited.
17. The Registrar of the Court shall be the Registrar for the
purposes of this Ordinance.
18. (1) Any person may inspect the documents filed by the
Registrar on payment of a fee of twenty-four cents for each
inspection; and any person may require a certificate of the
registration of any firm or person, or a copy of or extract from
any registered statement, to be certified by the Registrar, and
there shall be paid for such certificate of registration, certified
copy, or extract a fee of forty-eight cents for the certificate of
registration, and twelve cents for each folio of seventy-two words
of the entry, copy, or extract.
(2) A certificate of registration, or a copy of or extract from
any statement registered under this Ordinance, if duly certified
to be a true copy or extract under the hand of the Registrar
(whom it shall not be necessary to prove to be the Registrar),
shall, in all legal proceedings, civil or criminal, be received in
evidence.
19. (1) The Governor in Council may make rules concerning
any of the following matters-

(b) the duties to be performed by the -Registrar under this
Ordinance; and
(c) generally, the conduct and regulation of registration under
this Ordinance, and any matters incidental thereto.
20. All fees payable under the provisions of this Ordinance
shall be paid into the Treasury by the Registrar.
21. (1) Every individual and firm required by this Ordinance
to be registered shall, in all trade catalogues, trade circulars,
showcards, and business letters, on dr in which the business name
appears and which are issued or sent by the individual or firm to
any person in any part of His Majesty's dominions, have
mentioned in legible characters-
(a) in the case of an individual, his present christian name or
the initials thereof, and present surname, any former
christian name or surname, his nationality if not British,
and if his nationality is not his nationality of origin his
nationality of origin; and
(b) in the case of a firm, the present christian names or the
initials thereof and present surnames, any former
christian names and surnames, and the nationality if not
British, and if the nationality is not the nationality of
origin of all the partners in the firm or, in the case of a
corporation being a partner, the corporate name.
(2) If default is made in compliance with this section the
individual or, as the case may be, every member of the firm shall
be liable for each offence to a fine not exceeding twenty-four .
dollars :
Provided that no proceedings shall be instituted under this
section except by or with the consent of the Crown Attorney.
22. Where a corporation is guilty of an offence under this
Ordinance, every director, secretary, and officer of the corporation
who is knowingly a party to the default shall be guilty of a like
offence and liable to a like penalty.
23. All offences under this Ordinance may be prosecuted,
rnd all penalties incurred may be imposed or recovered in the
manner provided by the Summary Conviction Offences Ordinance.

assistance to poor and needy persons within the Colony.
4. (1) The Governor may appoint a fit and proper person to
be Public Assistance Officer.
(2) The Public Assistance Officer shall be under the direction
of the Chief Public Assistance Officer and shall perform such
duties as the Chief Public Assistance Officer may direct or as may
be prescribed under the provisions of this Ordinance or by
regulations made thereunder.

nt 5. For the purposes of this Ordinance there shall be
established a Public Assistance Board which shall advise the
Governor on all matters connected with Public Assistance as may
be referred to the Board. The Board shall consist of a Chairman
and not more than eleven other persons as the Governor may
S appoint.
6. (1) Members of the Board shall be appointed to hold
oi.ce for a. period of one year from the first day of January in
each year : Provided that on the coming into force of this
Ordinance the Governor may appoint a Board forthwith which
shall hold office until the 31st day of December next succeeding
the day of appointment of such Board.
(2) Should a vacancy occur in the office of any member of
the Board, on account of the death or resignation of a. member, or
for any other cause, the Governor may appoint another person to
fill the vacancy so created, and the person so appointed shall hold
office for so long only as the member in whose place he was
appointed would have held office.
(3) Members of the Board ceasing to hold office on the
expiration of their term of office shall be eligible for re-
appointment.
(4) The quorum of the Board shall be five, and subject to this
number the Board may act notwithstanding any vacancy in their
number.
(5) In the absence of the Chairman, the members of the
Board present at a meeting shall elect one of their number to act
as Chairman.
(6) Decisions of the Board shall be taken by a majority vote
of the members present and voting : Provided that in the event
of the voting at any meeting being equal, the Chairman shall
have a second or casting vote.
(7) The Public Assistance Officer shall be Secretary of the
Board and shall attend the meetings of the Board and keep the
minutes thereof, but shall not be entitled to vote threat.

Public Assistance.
7. (1) It shall be lawful for the Governor, in consultation
with the Superintendent of Police, from time to time, to appoint
non-commissioned officers of the police force or other fit and
proper persons to be District Relieving Officers for such district or
districts as he may prescribe.
(2) There shall be paid to District Relieving Officers such
allowances as the Governor, with the consent of the Legislative
Council, may, from time to time, direct.
(3) District Relieving Officers shall perform such duties, in
connection with this Ordinance, as may be prescribed by
regulations made thereunder or as the Chief Public Assistance
Officer may direct.
8. (1) It shall be lawful for the Governor, from time to time,
to appoint District Committees for such district or districts as he
may prescribe.
(2) District Committees shall consist of-
(a) a Board appointed under the Small Towns Regulation
Ordinance, as amended, or under any other Ordinance or
Ordinances repealing and replacing the same; or
(b) a Village Council appointed under the Village Councils
Ordinance, 1948, as amended, or under any other
Ordinance or Ordinances repealing and replacing the
same, or
(c) such number of other persons as the Governor may deem
necessary,
and shall perform such functions as are prescribed by this
Ordinance, or by regulations made thereunder, and shall advise
the Governor on such matters in connection with public assistance
within their districts as may be referred to them.
(3) District Committees other than a Board or a Village
Council shall elect one of their number to be Chairman of the
Committee, but in the case of a Board or a Village Council the
Chairman of such Board or Village Council shall be Chairman of
the District Committee. The Chairman shall convene meetings
of the Committee at such times as may be necessary.
9. (1) It shall be the duty of the Chief Public Assistance
Officer in the months of June and December of every year to
submit to District Committees and District Relieving Officers a list
of public assistance recipients, resident in their respective district
or districts.
(2) District Committees and District Relieving Officers shall
have no power to add to, or in any way vary, the list of public
assistance recipients, but shall make such report thereon to the
Chief Public Assistance Officer as circumstances may require.

10. (1) Where assistance is.given to, or money expended for,
any person under this Ordinance, it shall be lawful for the Chief
Public Assistance Officer, or for any person appointed by the
Governor for that purpose, to sue for and recover from that
person or from his personal representative after his death, the
amount given to or expended for such person as aforesaid,
whenever such suit shall be directed by the Governor to be
brought.
(2) In any such suit a certificate under the Governor's hand,
showing the amount expended, shall be conclusive evidence that
the amount stated in such certificate was truly expended as
described in the certificate.
(3) The amount adjudged to be paid by the defendant in any
such suit shall rank as prior to all other claims and charges on
the defendant, or on the estate of the deceased, as the case may
be, accruing subsequent to the giving or expending of the relief
aforesaid.
11. The Governor in Council may make regulations not being
inconsistent with this Ordinance-
For disbursing the funds voted by the Legislature for public
assistance.
For regulating the duties of the Chief Public Assistance Officer,
Public Assistance Officer and District Relieving Officers;
For the regulation of the Pauper Asylum, the mode of its
visitation, the employment of the inmates, and the terms
of their admission and discharge; and
For the better performance of the purposes of this Ordinance.
12. The Poor Relief Orainance is hereby repealed : Provided
that Regulations made under the provisions of the Ordinance
hereby repealed, and in force at the date of the coming into
operation of this Ordinance, shall be deemed to have been made
under this Ordinanoe until other provision shall be made by virtue
of this Ordinance.
