The following telegram received from
the Administrator of Antigua is publish-
ed for general information :-

SMUG GLIN G.
During the course of the various dis-
cussions which took place within recent.
weeks at meetings both of the unofficial
Committee appointed to consider ways
and means of raising additional revenue
and of the Finance Committee consider-
ing the Colony's Budget for 1951, atten-
tion was drawn to the widespread smug-
gling into the Colony of articles particu-
larly of liquor and cigarettes with the
consequent loss to revenue of possibly
thousands of dollars.
The smuggling of livestock and local
produce out of the mainland to the
Grenadines so as to evade export con-
trols in Kingstown has apparently also
grown to large proportions.
At this particular time when tHe *
Colony is experiencing great difficulty
to balance its budget, this state of affairs
can hardly be permitted to continue
without check. It has therefore been
decided by Government to adopt in the
future stronger measures for the sup-
pression of smuggling. Apart from the
normal safeguards which will be
strengthened, it is proposed to offer to
anyone giving information leading to
the discovery of uncustomed goods 10%
of the proceeds of sale of the contraband
after its confiscation. Such information
can be communicated confidentially in
writing or otherwise to the Superinten-
dent of Police or to -the Senior Castoms
Officer, and the anonymity of persons
giving such information will be fully
respected.
If such persons should by any chance
require the assistance and use of a Gov-
ernment launch and of Police and Cus-
toms Guards personnel to enable them
to follow up reasonably reliable clues
leading to smuggling activity on the
beaches and coasts away from the
Kingstown wharf-front and in the
Grenadines islets, they should apply
accordingly to either of the two Officers
mentioned above who would of course
have to be satisfied with the bona fides
of such applications before releasing the
launch and personnel.

smuggling of goods into and out of the
Colony, and those who hold uncustomed

goods without having receipts establish-
ing the payment of import duty on these
goods, are hereby warned that measures
.against breaches of these laws will be
made much more effective than.they are
now.

BRITISH RED CROSS SOCIETY.
POST-CERTIFICATE NURSING SCHOL-
ARSHIPS FOR COLONIAL NURSES.
The British R.d. Cross Society are
offering a 350 Post-Certificate Scholar-
.ship to Colonial Nurses. This study;
period will be for one year, covering
the 1951/52 Session, starting in Septem-
ber, 1951, and the type of Course
undertaken and the selection of the
candidate will be the responsibility of
the British Red Cross Society, and the
National Florence Nightingale Memo-
rial Committee of Great Britain and
Northern Ireland, in consultation with
the Colonial Office.
The candidates should, if possible,
have obtained the School Certificate, or
have proved themselves to be of a suit-
able educational standard in their Nurs-
ing examinations and work.
No candidate can be accepted with-
out having had at least three years
experience following her Final N-ursing
Examination.

1946, (No. 22 of 1946), that if the Gov-

EDUCATION NOTICE.
RICHMOND HILL SCHOOL.
The new Richmond Hill School will
be opened for use in January, 1951.
The school is designed to accommodate
500 children, and is intended primarily
to relieve the congestion in the Denomi-
national Schools in Kingstown which
are overcrowded.
Parents and gnardiains of children
attending these schools are hereby in-
vited to send to (he Education Depart-
ment the names of any childre-n whom
they would like to attend the new school.
Such information must give the:-
Name of Parent or Guardian, Name of
child, age, school which child is at pre-
sent attending, Standard attained,-and
must reach the Department before 31st
December, 1950.

STATUTORY RULES AND ORDERS,
1950, No. 97.
POLICE (AMENDMENT) REGULATIONS.
(Gazetted 28th November, 1950.)
1. Short title. These Regulations may be cited as the Police
(Amendment) Regulations, 1950, and shall be read as one with the Police
Regulations, 1948, (S. R. & 0. 1948, No. 110) (hereinafter referred to as the
.principal Regulations).
2. Insertion of New Regulations. After Regulation 186 of the
principal Regulations the following new Regulations shall be inserted :-
"186A. FREE MEDICINES AND SUPPLIES. (1) All medicines and
supplies prescribed by the appropriate District Medical Officer in the course
of his treatment of members of the Force up to and including the rank of
Inspector shall be supplied from the dispensary at the Colonial Hospital or
the district dispensaries free of charge. If these medicines or supplies are
not available at the Colonial Hospital or dispensaries then, they may be
"obtained from private chemist, but the cost will be borne by Government.
(2) The District Medical Officer shall pass for free supply only those
medicines or articles which in his opinion are absolutely necessary for the
treatment of the individual concerned.
186B.. FREE ADMISSION TO HOSPITAL. All members of the Force up
to and including the rank of Inspector shall be admitted to the Public Wards
of the Hospital free of charge : Provided that they may apply for entry
into any other ward, but they will be required to pay the appropriate fees as
specified by the Hospital Authorities.
186C.* FREE DENTAL TREATMENT. All members of the Force up to
and including the rank of Inspector shall be provided with free dental
treatment in respect of extractions. In the case of other dental treatment,
fifty per cent of the costs will be borne by Government.
186D. FREE TREATMENT TO EYES. District Medic1! Officers shall
recommend all members of the Force up to and including the rank of
Inspector suffering from eye disease to be sent to a Government Eye
Specialist for treatment. Treatment shall be free of charge.
186E. 'FREE SPECTACLES. All members of the Force up to and
including the rank of Inspector shall on the prescription of a Government
Eye Specialist be supplied with spectacles free of charge, but in the event of
their requiring frames of a more expensive type than those normally
supplied by the Optician under the Government Contract they shall be
