WEST INDIAN LABOUR DELEGATION TO U.S.A.
A Delegation representing the Governments of all the British Caribbean
Territories was received by Members of the State Department and the United
States Department of Labour on Thursday 9th November, 1950.
The Delegation represented the great benefits which had accrued from the
opportunities afforded to Agricultural workers during World War 2 and
subsequently, and expressed the hope that-these opportunities would be continued
and that West Indian Workers would be able to share in any increased demand for
foreign labour in the United States.
The Delegation was informed that, in the opinion of the United States
Authorities, an increase in the requirement for Agricultural Labour was to be
expected and were assured that the availability of workers from the West Indies
would be fully considered in meeting the demand. It was not possible at this
time to give any precise indication of the increased number of West Indian
workers that would be required, but it was hoped to inform the West Indian
Governments on this point early in 1951.
The Delegation indicated that they would recommend to Governments that in
the meantime consideration should be given to the organisation which would be
required to deal with the recruitment, transportation, etc. of an increased number
of workers.
The Delegation also inquired as to the possibility of arrangements being made
for the recruitment of women workers of various categories for employment in
the United States, and was informed that this possibility would be sympathetically
examined.

been appointed to the post of Adminis-
trative Secretary on the Staff of the
Development & Welfare Organisation
in the West Indies, in succession to Mr.
C. Y. CARSTAIRS, who has been appoint-
ed as Director of Information Services,
Colonial Office.
It is expected that Mr. GROSSMITH
will assume duty in Barbados early in

ST. VINCENT.
Applications are invited for appoint-
mnent to the post of Overseer of Roads
attached to the Public Works Depart-
ment of Saint Vincent.
The salary of the post will be at $180
per annum, rising by annual increments
of $48 to $720 per annum, with a travel-
ling allowance of $480 per annum.
A cost of living allowance at the rate
of $109.20 per annum is also being paid.

Vacancies exist for an Assistant
Mechanical Engineer (Locomotive) and
.an Assistant Mechanical: Engineer (Ma-
rine) in the British Guiana Transport
.and Harbours Department. The posts
are permanent and pensionable and the
salary of each is in the scale 750 x
30-900 per annum.
The Assistant Mechanical Engineer
;(Locomotive) is required to assist the
Chief Mechanical Engineer and take
charge of locomotives, Carriage and
Wagon maintenance and operation.
The Assistant Mechanical Engineer
(Marine) is required to assist the Chief
Mechanical Engineer and take charge
of the maintenance of Marine craft
hulls, boilers and engines.
Candidates for either post should be
under 40 years of age, corporate mem-
bers of the Institution of Mechanical
Engineers or (in the case of the Assistant
Mechanical Engineer, (Locomotive) hold
exempting qualifications with experi-
ence of Steam, Diesel-electric and Pet-
rol Locomotives, and carriage and
wagon maintenance, or (in the case of
the Assistant Mechanical Engineer (Ma-
rine) hold other technical qualifications
covering the field of a'Marine Engineer.
The holders of each of these offices
should be capable of acting for the
,Chief Mechanical Engineer.
In each case, free passages to British
,Guiana will be provided for the officer,
his wife and children under 18 years
not exceeding five persons in all. On
leave after completion of a minimum
tour free passages return (not exceeding
a total of 200) will be provided for the
officer only subject to the provision of
funds annually by the Legislative Conn-
-cil. Five days leave for each completed
month of resident service, up to a maxi-
mum of six months' leave, may be
granted after a minimum tour of two
years. Free quartPrs are not provided.

Government Secretary, Government Of-
fice, and the envelopes are to be marked
"Tender for Milk ".
Tenders over the prices fixed by the
Board of Control will not be considered.
Any delivery charge should be stated
on the Tender separate from the actual
price of the commodity.

the Fishery Nets (Amendment) Ordi-
nance, 1915, all Fishicg Nets through-
out the Colony will be examined for
the purpose of discovering whether they
con form to the measurements prescribed
by the said Ordinance.
In the case of those which do not
conform to the correct measurements,
a period of 12 months will be allowed
for their replacement by nets of the
prescribed size.

KINGSTOWN BOARD (BUILDINGS AND STREETS)
(AMENDMENT) BY-LAW.
(Gazetted 21st November, 1950).
1. Short title. These By-laws may be cited as the Kingstown Board
(Buildings and bureecs) (Amenament) By-laws, 1950, and shall be read as one
with the Kingstown Board (Buildings and Streets) By-laws, 1947, (S. R. & 0. 1947,
No. 59) (hereimater lelerrea to as the principal by-laws ").
2. Amendment. By-law 9 of the principal by-laws is hereby amended by
the addition of the following proviso thereto :-
"Provided that where a vacant lot situate in an area zoned for
commercial purposes or for combined commercial and housing purposes, is
less than one thousand eight hundred square feet, it shall be in the
discretion of the Board to permit the erection of a building on such lot to be
used for commercial purposes only subject to the prior approval of the
Central Housing and Planning Authority."
Made by the Kingstown Board under section 74 of the Kingstown Board
Ordinance (Cap. 209) this 12th day of September, 1950.

Introductory Remtarks.
This was the first meeting of the Board which came into existence on 5th Febru-
ary, 1950, and the hearty welcome extended to the members by the Chairman who
also solicited their cooperation was cordially accepted.

The minutes'of the meeting held on the 30th September, 1949, which had been
previously circulated to members, were confirmed.
Business arisin.q out of the Minutes.
The last Board had recommended that Regulations 39 and 81 of the Regulations
for Government and Assisted Primary Schools (Reg. 39. Each school stall each
year be classified as of 1, 2, or 3 in general efficiency within its grade. Schools failing
to attain the 3rd class of efficiency shall he regarded as inefficient, and the Education
Officer shall send with the report, formal notice to the Manager that if the s hool is
again reported to be inefficient, the Head Teacher or the teacher concerned shall be
liable to removal from that school." reg. 81. "No increment siall be given to a
Head Teacher unless the Efficiency Grading for the preceding school year in accord-
ance with Regulation 39 is at least Third Giade ") be rescind d, anI the Adminis-
trator had asked for recommendations to replace them.
With reference to Reg. 39 the Chairman said he did not think thnt there were
any objections to the classification of schools or to their examination or inspection.
Regulation 69: For breaches of tlhee Regulations, neglcrt of duty, unpuctuality
or lack of zeal, a.teacher in an Assistod School shall, iftet due inqiiy by the Com-
mittee of Management, be subject to such disciplinary action as ii, with the approval
(,f the Education Officer may in each case determine-such action may take the.form
of a fine, a reduction of class or status, o,. in the case ol' Head Teacher, rransfbr. to
a school of a lower grade or to a post as an Assistant Teacher. The disciplinary action
referred to above shall in the I:s, of a GUo, rnmen't School be taken by the Education
Officer but in all cases be first submitted to the Governor for confirmation or other--
wise," "which contained adequate sanctions had not been considered in previous
discussions, and he felt that a simple and satisfactory amendment of Reg. 39 could be-
effected by the following: Each school shall each year be classified as of 1,'2, or 3
in general efficiency within its grade. Schools failing to attain the 3rd class of
efficiency shall be regarded as inefficient, and the Education Officer shall send with the
report, formal notice to the Manager that if the school is again reported to be ineffi-
cient, the Head 'Teacher or the teacher concerned shall be proceeded against under
Regulation 69."
Mr. Thomas said that such an amendment to Regulation 39 would be contrary to
a Motion passed by the Board on the 10th June, 1949. Further, Reg. 69 called for
an Inquiry, but reasons for possible inefficiency iu schools had been set out in a
.Memorandum from the St. Vincent Teachers' Association, and were still very apparent.
The matter was discussed at length, and the recommendation that Regulation 39
should be revoked .was carried by d majority not including Mr. McIntosh who asked
that it be recorded tlit he had abstained from voting. His Lordship and Mrs. Cox
had not been members of the 1949 Board and did not vote.
SThe following proposal to rel;lace Reg. 39 made by Mr. Thomas was seconded by
the Headmaster of the Grammar School: Each school shall each year be classified
as of 1, 2, or in general efficiency within its grade. Only pupils who have made 250
attendances during the school year will be considered for purposes of grading the
schools. Schools failing to attain the 3rd class of efficiency shall be regarded as in-
efficient. If the Inspector of Schools report a school to be inefficient he shall state
specifically the grounds of such judgment, and shall send the report to the Manager
who shall relay it to the Head Teacher. Three such reports in three .consecutive
years shall make. the Head Teacher then liable to be transferred or.demoted if he fail
to prove satisfactorily to the Manager and the Education Officer that the inefficiency
is due to causes over which he' cannot reasonably be considered to have control."
The Inspector of Schools said. that the sentence. Only pupils who have made
250 attendances during the school year will be considered for purposes of grading the
schools," was not necessary as teachers were permitted to ask for the exclusion from
the tests of any pupils whose attendances they considered insufficient. In view of that
statement Mr. Thomas agreed to withdraw the sentence.
Mr. Forde's counter-proposal, "Each school shall each year he classified as of 1,
2, or 3 in general efficiency within its grade. Schools failing to attain the 3rd class of
efficiency shall be regarded as inefficient. If the Inspector of Schools report a school
to be inefficient he shall state specifically the grounds of such judgment, and shall
send report to the Manager who shall relay it to the Head Teacher. Such report
shall make the Head Teacher then liable to be transferred or demoted if he fail to
prove satisfactorily to the Manager and the Education Officer that the inefficiency is
due to causes over which lie cannot reasonably be considered to have control," was

With the use of the Chairman's casting vote the counter-proposal was carried.
The Board agreed, with no dissenting voice, that Regulation 81 should be rescind-
ed and should not be replaced.
3. Anderson's Cups Competition.
The Chairman informed the Board that in 1917 Mr. R. M. Anderson had present-
ed ten Silver Cups to the' Primary Schools for Annual Competition in English (written
and spoken). Ile read Rules for the Competition made by the then Board for reconm-
menlation to Government. It was now agreed that Rule 8: That the Education
Officer shall be required to investigate the cause why any e school failed to enter the
Competition in any year," should be deleted.
In compliance with Rule 3, Messrs. Anderson and Forde, Mrs. E. D. B. Charles
and the Education Ollicer were appointed as the hBard to control the Competition.
It was decided that.copies of the Rules should be issued to Members of the Bo;rd
of Education and to the Teachers.
4. Trophmes offered by i1r. J D. i)Ran)ohn oJ Trmndad.
The Chairman ren'd correspondence between Mr. Noel Baynes and himself in con-
nection with the offer of Mr. J. I). Ramjohn of Trinidad to pr).-ent a Cup for an
Annual Football Competition among the Kingstown Primary Schools and a Shield
for an Island-wide Recitation Competition. The Managers and Head Tenchei's of the
Kingstown Schools had already been informed, and it was likely that the first Football
Competition would take place in the Football Season of 1950.
It was agreed to ask the Board for the Anderson's Cups Competition to undertake
the Recitation Cbmpetition.
5. Physical Recreation in Schools.
The-Chairman explained that financial assistance from the C.lonial Development
and Welfare Organisation had made it possible for Mr. Mclityre Keane, a Pupil
Teacher of the Kingstown Methodist Scho ol to receive a year's training in Barbados in
physical recreation from Mr. St. John. a Physical Training Instructor trained in
England. Mr. Keane had returned and had commenced to work in the Kinistownr
Schools. In reply to the Chairman's inquiry, Mr. Thomas said that as far as his
school was concerned the arrangements were quite all right and asked if Mr. Keano

6. School Buildingq: Present development.
The Chairman said that governmentt was building a Priniary S"ihool in Kingstown
which would accommodate 500 pupils and thereby the over-crowding in the Kiugstown
Schools would be relieved. A Craft Block was also to be attached to the School. A
saving of 3,000 was anticipated and it was suggested that that amount be used on
the Barrouallie School which was to be an experiment in the use of landcrete for
school buildings.
It was not yet known what amount of the Airfields Reserve Moniey would be
available for school building.
