AWARDS FOR BRAVERY IN SAVING
LIFE.
His Majesty the KING has been
pleased to approve the immediate award
of the British Empire Medal to Mr.
THOMAS INCE, Linesman, Electricity
Department, in recognition of his heroic
deed in saving the life of Mr. IRA
YOUNG, Electrician, on the 6th May,
1950, when the latter got in contact with
live electric wires.
The award of the King's Commenda-
tion for brave conduct has also been
made to Mr. STANLEY SUTHERLAND,
Motor Vehicle Driver of the Electricity
Department, for the part he took in the
rescue.

TENDERS FOR CONVEYANCE OF MAILS
AND PARCELS (WINDWARD).
Tenders will be received at Govern-
ment Office, up to 3 p.m. on Thursday,
9th November, 1950, for the conveyance
daily of mails, including parcel post
mails, from, to, and between, each and
all Post Offices of Kingstown, Sion Hill,
Arnos Vale, Calliaqua, Stubbs, Mesopo-
tamia, Bridgetown, New Ground, Colo-
narie and Georgetown, by Motor Vehi-
cle for the year 1951.
2. The Motor Vehicle will be required
to leave Georgetown at about 7.30 a.m.
daily, and to return, leaving Kingstown
at about 2 p.m. daily, or at such other
hours as the Colonial Postmaster may
from time to time direct..
3. All mails will be delivered at, and
collected from, the General Post Office
and District Post Offices, except in the
case of New Ground and Mesopotamia.
Mails for and from the District Post
Offices of New Groand and Mesopota-
mia will be delivered to, and collected
from the mail carriers of those two Dis-
trict Post Offices at the point on the
Main Road at which the mail carriers of
those two District Offices deliver their
mails to the Motor Vehicle.
4. The Contract will be for a period
of one year to 31st December, 1951, and
may be terminated by two months' no-
tice on either side. The person to
whom thle contract is awarded will be
required to enter into a bond with Gov-
ernment for the satisfactory perform-
ance of the contract.
5. Tenders should state the amount

TENDERS FOR CONVEYANCE OF MAILS,
PARCELS, PASSENGERS AND CARGO
(LEEWARD).
Tenders will be received at Govern-
ment Office up to 3 p.m. on Thursday,
9th Novemnber, 1950, for the conveyance
daily of mails including .Parcel Post
mails from, to, and between each and
all the Post Offices of Kingstown, Layou,
Barrouallie, Cumberland, Troumaca and
Chateaubelair on the Leeward Coast of
the Island of St. Vincent by Motor
Launch from 1st January, 1951 and for
the Conveyance three times a week of
mails from, to, and between each of the
Post Offices already mentioned and the
Post Office of Questelles.
2. The motor Launch will be required
to leave Chateaubelair at about 7 a.m.
daily except on the Thursday following
the first Wednesday of each month. thd
to return to Chatenubelair leaving Kings-
town at about 3.00 p.m. daily except on
the first Wednesday only of each month.
On the first Wednesday of each month
the launch will be required to leave
Kingstown for Chateaubelair at about
1-30 p.m. and to return to Kingstown
the same evening leaving Chateaubelair
at about 7.00 p.m. The hours of leaving
Chateaubelair and Kingstown may be
modified by the Colonial Postmaster.
3. The Motor Launch will be required
to provide a service for the carriage of
passengers and cargo at the present fixed
rates which will be supplied to intended
Tenderers, if required, on application at
Government Office and to call three
times a week on the itinerary in each
direction at Ciare Valley for this pur-
pose and for the purpose of collecting
the mails front and delivering the mails
to Questelles Post Office.
4. All mails will be delivered at and
collected from the General Post Office
and District Post Offices except that
where such provision is made mails may
be delivered to and collected from the
mail carriers of the District Post Offices.
5. The Contract will he for a period of
one yoar to 31st December, 1951.
6. Tenders should state the amount
of subsidy required ar.d slhold also
sliie separately the extra anrnonnt of
subsidy which would be required if the
tri-weekly service to Clare Valley and
to Questelles Post Office were extended
into a daily service for those places.

'The Headmaster will be required not
only to perform normal teaching duties,
but also to supervise the conduct of the
host-l (which will have a resident ma-
tro.n) and to perform the administrative
duties arising from his being the head
of the Department of Secondary Educa-
tipn. The teaching staff consists of
three Assistants and a Domestic Science
Tepher.

Administrator.
WHEREAS by section 7 of the Bank Holidays. Ordinance; Cap. 161, it is enacted
that it shall be lawful for the Governor in Council from time to time, by
Proclamation in the Gazette, to appoint a special.day to be observed as a Bank
Holiday throughout the Colony :
-- AND WHEREAS it is meet that a day should be set apart at the close of the
Hurricane Season for General Thanksgiving for our preservation from the
elements and for other blessings vouchsafed to us to be duly observed in all
Churches, Chapels and other places of worship :
Now THEREFORE I do, with the advice of the Executive Council, and pursuant
to the authority in me vested by the said Ordinance, hereby appoint Monday, the
6th day of November, 1950, to be observed as a Bank Holiday throughout the
Colony, so that it may be set apart for General Thanksgiving as aforesaid.
GIVEN under my hand and the Public Seal of the Island of Saint Vincent at
the Government Office in the said Island this 17th day of October in
the year of our Lord one thousand niAe hundred and fifty and in the
Fourteenth Year of the Reign of His Majesty King George the Sixth.

GENERAL ELECTIONS, 1951.
No. 152. (Mr. R. N. Jack, Labour Commissioner, and Mr. G. L. E. Barker,
Crown Surveyor, were present by the Chairman's direction).
Mr. Jack's report on his visit to Trinidad, together with the estimates of the
cost of the election had been circulated to members previous to the meeting, and
were used as the basis for discussion. Mr. Jack also provided members with his
suggestions for delimitation of the Electoral Districts of the Colony, based on an
equitable division of population and on natural boundaries as far as possible,
between the constituencies. With the assistance of Mr. Barker he pointed out
the districts on a map. The Committee agreed with the divisions suggested by
Mr. Jack, but recommended that the name Suburban District should be changed
to the St. George Electoral District.
Mr. Jack gave a full explanation of the details of the programme of work to be
executed before the holding of the elections. He pointed cut that there was a
great deal of printing to be done, and suggested that some of it might have to be
done in Trinidad. For this reason he could give only a very tentative estimate for
this item of expenditure. The estimate as set out in Appendix 3 of the Report was
accepted by the Committee.
It was felt that because of the cost of a general election the life of the Council
should be for a greater period than three years. The majority were in favour of
a life of five years' duration, while Mr. Hadley favoured a period of four years.
The question of the literacy test was again discussed. The Chairman
informed the Committee that the Secretary of Stute had left the decision entirely
in the hands of the local Legislatures.

Mr. McIntosh reaffirmed his opposition to the retention of a literacy test. He
said that he had recently held meetings in several places in the Colony, and in
every case the people were all in favour of adult suffrage without a literacy test.
The Committee, with the exception of Mr. Hadley voted for the abolition of the
test.
Mr. Jack informed the Committee that he had already placed an order for
symbols to be used in the elections. Mr. McIntosh felt very strongly that
photographs of candidates and not symbols should be used. It was agreed that
photiogr-aphs would be ideal, but several practical difficulties precluded their use.
The Committee commended Mr. Jack for the thoroughness with which he had
so far performed the duties of Supervisor of Elections.
CONFIRMATION OF MINUTES.
No. 153. The Minutes of the meeting of Finance Committee held on the 30th
May, 1950, which had previously been circulated were confirmed without
amendment.
ADVISORY COMMITTEES OF THE LEGISLATIVE COUNCIL.
T3. 154. Finance Committee discussed the question of the setting up of
Consultative Committees of the Legislative Council as recommended by the
Governor in his address to the Grenada Legislative Council on the 30th March,
1950.
Mr. Duncan vigorously opposed the establishment of these Committees. He
felt that the inclusion of Heads of Departments in the personnel of the Committees
robbed them of the character of being true Committees of the Legislative Council.
He stressed the fact that the Royal Commission under Lord Moyne had expressly
recommended them for the larger Colonies, none of which, with the exception of
Blitish Guiana had given them a trial. He did not think that they were practical
for application in the smaller Colonies. He thought that the fact that the
suggestion was made as long as eleven years ago, and had not been sooner put
into effect was an indication of its disfavour, together with the fact of its failure
in Ceylon. As the suggestion clearly did not fit into the scheme of Federation he
was of the opinion that it should not be adopted.
Mr. Bonadie did not agree with the views expressed by Mr. Duncan. He
thought the idea good as it would give the elected representatives of the people
an opportunity to help in the direction of policy. He said that the matter had
been discussed and approved by a meeting of Windward Islands legislators in
Grenada in 1944.
The Chairman said that his own view was that these Committees were
desirable. He pointed out that in the recently appointed Committees in Grenada,
apart from a single Head of Department in each case, the members were all
unofficial members of the Council. He did not think that the present
arrangement whereby the whole Government policy issued from the
Administration was the best. These Committees would afford an opportunity to
members to take an active part in the shaping of policy.
Mr. McIntosh supported the views expressed by Mr. Duncan. He said that a
ministerial system should be initiated instead.
A vote was eventually taken, Messrs. Bonadie, De Freitas and Hadley being
for, and Messrs. Joachim, Duncan and McIntosh against the establishment of the
Committees.
SURVEYS.
No. 155. (The Superintendent of Public Works was present by the Chairman's
direction).
The Chairman explained that there was an urgent need for the carrying out
of surveys in connection with the revision of the Land and House Tax Rolls, the
demarcation of forest boundaries, and of Crown Lands, as well as for the carrying
out of general surveys of the island to tie up with the original geodetic surveys
carried out by the Royal Engineers and the more recent Air Surveys. The work
involved would take a period of at least three years.
The Superintendent of Works stressed the need for the surveys. He said that
the Land and House Tax Rolls had not been revised since 1934, and as a result
Government was losing revenue. There was, he pointed out, very little
information on which to base rates for the supply of water by the Central Water
Distribution Authority. He said that the whole matter of surveys should be taken
as a single problem, and its satisfactory solution would mean the employment of
three surveyors for a period of three years, that is, one in addition to the Crown
Surveyor and the Assistant Crown Surveyor. To attract good candidates higher
salaries than those at present paid would have to be offered.
The Chairman felt that increased revenue accruing from a more correct
assessment of taxes resulting from the revision of the Land and House Tax Rolls
should partly offset the expenditure involved. He suggested that the necessary
surveyor or surveyors should be engaged on three year contracts, renewable if
necessary.
Finance Committee agreed in principle.
REPATRIATION OF DISTRESSED VINCENTIANS.
No. 156. With reference to Item 134 of the Minutes of the meeting of the
30th May, 1950, the Chairman informed the Committee that the Foreign Office had
ruled that the Colony should bear the repatriation expenses of Mr. James from
Managua. He had accordingly authorised his repatriation, as well as those of Mr.
Bucchan from Cuba and Mr. Campbell from Venezuela. Finance Committee
approved, but felt that there should be a time limit beyond which the country of
origin should not be compelled to bear the repatriation expenses, and suggested
that this matter should be taken up with the appropriate authorities.
TRAINING AT FORT INSTITUTIONS.
No. 157. Finance Committee approved the suggestion for the training of an
attendant at the Fort Institutions in handicraft, and of her temporary
replacement at a total cost of $241.
IMMANUEL INSTITUTE.
No. 158. Finance Committee approved the recommendations of the Acting
Education Officer with regard to Government support of the Immanuel Institute.
As regards the payment of arrears of rent it was felt that this should not be paid
by Government, but that the Chairman should discuss the question on Mr.
Richards' behalf with the agent of the proprietors of the building with a view to
arriving at some agreement to facilitate the payment of the arrears.
SUBSISiENCE ALLOWANCES TO OFFICERS. ON TRAINING IN THE UNITED KINGDOM.
No. 159. Finance Committee approved the revision of rates of subsistence
allowances to officers on training courses in the United Kingdom as recommended
in recent correspondence from the Secretary of State.
OPENING OF NEW HOUSE OF COMMONS.
No. 160. In accordance with the suggestions of His Excellency the Governor
the selections of the elected members for a representative at the opening of
the new House of Commons were as follows :-

SPECIAL GRATUITY TO POOR RELIEF AND PROBATION OFFICER.
No. 161. The Chairman said that up to a point Mr. John had been performing
the duties of Poor Relief and Probation Officer satisfactorily. It was felt however
that to carry out the extended duties of the post it was necessary to have a
younger and more energetic man. According to the terms of his employment Mr.
John's services could be terminated simply by giving three months' notice, but he
had considered his position and felt that Mr. John should be given a gratuity. The
Acting Treasurer pointed out that according to the new Pensions Ordinance a
gratuity was payable after seven years of service. Mr. John's service as Poor
Relief and Probation Officer was five years.
Finance Committee agreed in principle to the grant of a special gratuity and
asked the Chairman to discuss with the Colonial Treasurer.
PAPER ON CONSTITUTIONAL DEVELOPMENT PREPARED BY HONOURABLE E. DUNCAN.
No. 162. (Mr. Duncan withdrew from the meeting during discussion of this
item).
The Chairman said that Mr. Duncan had hoped to be able to sell a. number of
copies of the paper on Constitutional Development which he had prepared for
laying on the table on the occasion of the commemoration of the twenty-fifth
anniversary of elected representation. He, however, felt that this might lead to
misinterpretation by the public, who might be led to think that any member of
Council could prepare and sell a Government paper. His feeling was that all
receipts from the sale of the paper should be paid into revenue and that Mr.
Duncan should be granted an ex-gratia payment on the grounds that the
preparation of the paper had involved ten days very detailed and hard work.
Finance Committee agreed to an ex-gratia payment of $48 to Mr. Duncan.
SEALAND AIR SERVICE.
No. 163. The Chairman informed the Committee that the Sealand Aircraft
had resumed its trials and was due to land at the Villa seadrome at 1.50 p.m.
The meeting adjourned at 12.10 p.m.
