SCIENTIFIC AND CULTURAL
ORGANISATION.
THE UNESCO BOOK COUPON SCHEME.
Though mention has been made in the
press, and especially in the technical
journals, about, the Unesco Book Coupon
Scheme, not much is generally known
about it, even by the very people whom
it is principally designed to help, namely
students, research workers and librarians
in universities, learned societies and
research institutions. The purpose of
this letter is to explain the uses of the
-scheme and how it works.
The Object of the Scheme.
The use of these coupons enables in-

be bought with them, and they can also
be used for subscriptions to periodicals
and for payment ior photo copies.
How it works.
Any institution or individual, who is
finding *.!fl,.:ii"' in obtaining the books
he needs from any of the above countries
through normal commercial channels can
have recourse to the scheme. All he
needs to do is to purchase, with Sterling,
from the United Kingdom distribution
centre, coupons to the value required
and send them either direct or through
his usual bookseller to an agencyy in the
country concerned, together with an
order for the books. The agency will post
the books direct to the purchaser or to
his bookseller. If the exact value of the
book required is not known, enquiry
may be made beforehand to the agency
in the country concerned. A list of
these agencies is given below. The
coupons have a dollar face-value and are
available in the foll owingc denominations:
25 cents, $1.00, ;.1".'-', 810.00, ,0 i and
$100.00. The smilleist denomination
was specially designed to enable pur-
chasers to pay for single issues of
periodicals, reprints, etc., payment for
which is difficult under present currency
regulations in most countries. In
addition to theface-value of the coupon,
the purchaser pays a small surcharge to
cover the expenses cf the scheme. The
period of validity of a coupon is 10
months.

REGULATIONS FOR BRITISH
COUNCIL SCHOLARSHIPS.
1. The Council offers scholarships to
overseas students, tenable at Universi-
ties and other educational institutions
in the United Kingdom.
2. The awards are mainly for men and
women who have already successfully
completed university degree courses or
who have equivalent professional quali-
fications. Preference is given to candi-
dates between 25 and 35 years of age.
3. The scholarships are normally for
one academic year of 10 months or for
two academic years, according to the
duration of the approved course of study.
4. A full scholarship is intended to
cover all expenses of maintenance and
study. and includes fares, fees, personal
maintenance, a grant for books and
apparatus of 10 per annum and
approved travelling expenses in the
United Kingdom. The maintenance
allowance varies between 25 and 35
monthly, according to the seniority of
the scholar and the place in which he is
studying. Where scholars are in a
position to do so, they are expected to
contribute to the cost.
5. Scholarships are awarded only on
the recommendation of the Council
Representatives overseas.
6. Conditions of Tenure.
(a) A scholar mustspend the whole of
his scholarship period in the
United Kingdom and must under-
take to return to his own country
at the end of this time.
(b) A scholar may not take paid em-
ployment without the consent of
the Council, which will be granted
only in exceptional cases.
(c) A scholar must follow the course
of study approved by the Council
and abide by the rules of the
University or other institution in
which he is placed.
(d) Scholars may not bring their
wives or families with them to the
United Kingdom.
7. Method of Application.
Farther information and application
forms may be obtained from the Educa-
tion Department.
These application forms must be
,completed and returned with supporting
documents before 6th October, 1050.
Candidates recommended by local
selection committees will be required to
supply five (5) sets ol. all documents and
may also be required to submit a medical
certificate of fitness.
A candidate who has previously ap-
plied for a scholarship min st make his
:second application in full.
8. Method of Selection.
A local selection committee will con-
sider applications from residents in
St. Vincent. The recommendations of
this committee will be further consider-
ed, together with others from Barbados,
the Leeward and the Windward Islands,
by an area selection committee under
the chairmanship of the British Council
Representative.
The final selection will be made by
the British Council in London from
among those on the short list recom-
mended by the Area Selection Com-
mittee.

At the direction of the Central Hurri-
cane Committee a brochure is in course
of preparation containing :
(1) detailed arrangements for warn-
ings in the event of the approach of hur-
ricanes and concerning the organisation
of hurricane relief;
(2) nominal roll of Hurricane Com-
mittees;
(3) information on the relationship of
Central Committees to District Commit-
tees;
(4) supply Services;
(5) protection and Reserve Services;
(6) shipping arrangements,
and a number of other directions and ar-
rangements which will become operative;
in St. Vincent and the St. Vincent Gren-
adines in the event of storm warning
and if hurricanes materialise.
Pending completion, publication, dis-
tribution and sale of this brochure, the
customary Notices are meanwhile being
published hereunder for information and
guidance.

POST OF HEADMASTER, BOYS' GRAM-
MAR SCHOOL, ST. KITTS.
Applications are invited for the post
of H-eadmaster of the Boys' Grammar
School in St. Kitts, which will be vacated
by the present holder on the 31st Decem-
ber, 1950. The school roll at present
numbers 110, and courses are offered up
to the Higher School Certificate exam-
ination of Cambridge University.
2. The post is pensionable and carries
a salary scale of $2,640 by $120 to $2,880.
A temporary cost of living allowance of
$240 per annum is also payable and free
quarters are provided for the Head-
master. The appointment will be on
probation for 2 years and subject to the

of Supervisor of Education, British
Virgin Islands.
2. The post is pensionable, carries a
salary of 400, 450 x 25--500. Quarters
not provided. Non-pensionable cost of
living allowances paid at rates which.
would give this officer 168.15 p.a. at a
salary of 400 and 206,5 p.a. at the
maximum of the scale. He will be re-
quired to keep a horse, for which he will
be eligible to draw a travelling allow-
ance, the present rate of which is 30-
p.a. The appointment will be on pro-
bation for one year.
3. The principal duties of the Super-
visor of Education are :- (a) to supervise
and inspect all elementary schools, (b)
to advise the school managements on
policy and curricula, (c) to train teachers
and (d) to supervise (in connection with
a local committee) the Road Town
Library and the extension of Library
services throughout the Presidency.
There is only one Government elemen-
tary school (in Road Town, Tortola) the
other schools (in other districts of Tor-
tola and in the out-islands) are managed
by the Anglican and Methodist church-
es with financial assistance from Gov-
ernment.

not later than 30th November, 1950.
They should show clearly the age,
educational qualifications, experience,
special subjects and interests of candi-
dates and should be accompanied by

is to prepare children for the Cambridge
School certificate. There is a hostel for
girls which it is hoped to open in 1951.
The Headmaster will be required not
only to perform normal teaching duties,
but also to supervise the conduct of the
hostel (which will have a resident ma-
tron) and to perform the administrative
duties arising from his being the head
of the Department of Secondary Educa-
tion. The teaching staff consists of
three Assistants and a Domestic Science
Teacher.
4. Applications should reach the
Commissioner, British Virgin Islands,
not later than 30th November, 1950.
They should show the age, educational
qualifications, experience, special sub-
jects.and interests of candidates, and

The attention of the public is drawn
to Sections 12 and 13 of Cap. 194 of the
Laws of St. Vincent relating to the Land
and House Tax Ordinance which are
quoted hereunder :
Returns to be made on purchase,
sale, etc., of property.
12. (1) Any person who shall:-
(a) Become the owner of any land, or
house, or both, whether by purchase,
gift, deed, parol, or in any other manner
whatsoever;
(b) Dispose of any land, or house, or
both, whether by salo, gift, deed, parol,
or in any other manner whatsoever; shall,
within 30 dTys after he has beco:.ne the
owner or disposer of the same, as afore-
said, imaie a return. in writing thereof to
the Tax O1er. Sachz return s:-all con-
tain a true ond correct statement of the
description, situation, extent and value
of the :.ld land, cr house, or both, and

a return by taxpayer.
13. If for any reason the Tax Officer
should consider it advisable or expedient
for the purpose of procuring any infor-
mation he may deem necessary for any
assessment he may, at any time, deliver
or cause to be delivered, to the owner, or,
in his absence from the Colony, to the
person for the time being in charge of
any land or house, or both, a notice in
writing, calling upon him to deliver to
him within 30 days from the receipt
thereof, a return containing the particu-
lars required by the last preceding sec-
tion of this Ordinance."
Section 18 of the above Ordinance pre-
scribes the penalties for breaches of the
Sections quot'-d above, and reads:
Penalty for woilful acts of evasion.
18. If any person fails to attend in
obedience to a summons served on him
under the provisions of this Ordinance,
or attending pursuant to such summons

as may be asked of him by a Magistrate,
or if any person required to make any re-

Ordinance" means the Small Towns Regulation Ordinance, Cap. 211 and
all amendments thereto.
Public Place means any public way, yard or room in which any public
duty is performed and to which the public have a right of access either
with or without payment of a fee.

agriculture.
PART II.
.* GOVERNMENT AND CONTROL.

cooper, weigh or pack or cause to be opened, weighed or packed any goods on any
street, pathway, side walk or under any opn to the public use.

shall without the permission of the Board, in writin-, use or occupy any portion of
any street, drain, side-walk or public place for keeping or leaving building
materials, scaffolding or debris of any kind in connection with the erection or
repair of any building or other -sructure.
5. Clothes and .'....', No clothes, bcdding or other articles shall be
suspended from any premises adjacent to any shirct, or hung out in any public
place not set aside by the Board for the purpose.

fruit skin, fish ofal, rubbish or any offensive matter in any street or in any public

7. Injury or damage to trees and enclosures. No person shall
wilfully injure or destroy any plant, tree, or fence, or any object in any enclosure
or place belonging to or under the control of the Board.
S. Picking of flowers and fruit.. No person shall pick or pluck
any fruit or flower growing upon any tree in any enclosure or belonging to or under
the control of the Board except with the permission of the Board.
9. Damage to Streets. No person shall damage any street by drawing
on it things of weight, otherwise than upon a vehicle or other suitable contrivance.
10. Encroachment by fences, hedges and trees. (1) If any portion
of any tree overhangs any street or land of the Town, or if any fence or hedge
encroaches upon any such street or land, the Warden may give notice to the
owner of such tree, fence or hedge or the occupier of the premises on which such
tree, fence or hedge is standing to remove the overhanging portion of the tree or
remedy the encroachment, as the case may be.
(2) If such owner makes default in complying with the requirements of the
notice within the time specified in such notice (which time shall not be less than
seven days) he shall be guilty of an offence against these by-laws. Provided that
it shall be lawful for the Warden, after the expiration of the time specified in the
said notice, to remove or cause to be removed the overhanging portion of the tree
referred to or remedy the encroachment, and for that purpose he may enter upon
such lands or any lands adjoining thereto, if necessary, and the costs thereby
incurred shall be recoverable by the Board as a civil debt against the owner or
occupier thereof. -, ;-
11. eImoval of dangerous trees. (1) Whenever, in the opinion of
the Board, it is considered desirable in the interest of public safety that any tree
which by reason of its height, condition or otherwise, should be cut down and
removed, the Board shall cause a notice in writing to be served on the owner or
specified time, (which time shall fiot be less than seven days) to cut down and
remove such tree. i|.:l'
(2) The person upon whom a notice is served shall take all reasonable
measures for the safe execution of the work.
(3) In case of default in complying with the notice, the procedure as laid
down in the proviso to By-law 10 (2) shall apply mutatis mutandis.
12. Closing streets for repairs. For the purpose of effecting repairs
to any street, drain, bridge, pipeline or other appliance connected with the Water
Supply of the Town, the Warden may erect any temporary barrier, fixture or other
contrivance across any street or part thereof or in any public place in the town at
such times and for such period as may be necessary for the due execution of such
work; and no person shall drive through any such barrier, fixture or other
contrivance; nor shall any one remove such barrier, fixture or other contrivance
as aforesaid without the consent of the Warden.
13. Animals. No owner or person having the charge of any horse, mule,
sneep, goat, cattle or pig shall suffer the same to be at large or tied in any street.

14. Parts of beach reserved for boats. All boats kept, built or
repaired on the beach in the Town shall be kept, built or repaired only in the areas
reserved by the Board for such purposes.
Provided that the Warden may by notice in writing call upon the owner of any
dilapidated boat to remove such boat from the beach.
15. Notice to Board of intention to build or rebuild boats.
(1) Any person who intends to build or rebuild any boat of any description shall
give notice, in writing, to the Warden of such intention together with the
dimensions of such boat.
(2) The Warden shall in every case, indicate the site on which any such boat
may be built or repaired and any person who builds on a site not so indicated
shall be guilty of an offence against these by-laws.
16. Parts of beach reserved for fishing seine. No fishing seine or
net shall be kept, spread out, hung up to dry or for repair on any part of the
beach except in an area approved by the Board.
PART III
CEMETERIES.
17. Animals in cemetery forbidden. No person shall ride or lead
any animal within or through the cemetery.
18. Animals not to, be taken in cemetery. No person shall tether
any animal or allow any animal to be at large in any part of the cemetery.
19. Cutting of grass without permission of Warden. No one shall
cut grass in the cemetery without the permission of the Warden.
20. Injury to erection, etc. in cemetery. Any person who :-
(a) wilfully or negligently destroys or injures any building, wall, fence, or
gate belonging to the cemetery, or
(b) destroys, injures or removes any part of land not being an ailiotmE i
owned by such person, or
(c) puts or affixes any bill, advertisement or other matter or thing
whatsoever on any wall, or on any tree in the cemetery, or
(d) injures or defaces any railing, monumiceni, tablet, vase, -vrcath or any
other matter or thing whatsoever upon any alloi.uenL no Ling an:
allotment owned by such persons, shall be guilty of an oilence against
these by-laws.
21. Vehicles. (1) No carriage, motor-car, cart or other vohiele shall center
or remain in the cemetery except :-
(a) a hearse, carriage or other vehicle entering or beingin n the cometery in
connection with a burial therein.
(b) a hearse or other vehicle entering or being in the cemetery for the
purpose of removing a body.

(c) a carriage or other vehicle engaged by some person attending a funeral.
(d) a carriage or other vehicle engaged by some person lawfully visiting any
grave or allotment.
(e) a cart or other vehicle '.:! ..- ini to the Board.
(i) a cart or other vehicle entering or being in the cemetery in connection
with some work being done therein.
(2) The driver of any hearse, carriage, motor-car, cart or other vehicle which
shall enter or be in the cemetery contrary to this by-law shall be guilty of an
uttence against these by-laws.
22. Climbing over enclosure or writing on0 tombstone. No person
shall i clirm or leap or walk over any enclosure or write upon any
rnonument or tombstone or headstone in the cemetery.
2. .Removal Of uIrrlants t. No person shall pluck or take away or
remo-ve any flower, plant or shrub or taike away or remove any vase, flower pot or
other article whatsoever from any allotment or from any part of the cemetery
without the express emission of the owner of the allotment.

the person having charge thereof shall maintain such allotment in a clean

taken away from the cemetery except with the permission in writing of the
War den.
28. .. P to cut down unsightly shrub or plant. Small shrubs,
plants and flowers may be placed on any grave, but the Board reserves the right to
prune, cut down, dig up, and remove after due notice to the owner of the allotment
or grave space, any shrub, plant or flower, at any time, if in their opinion, the
same has 5;ecome unsightly or insanitary.
29. Burial of persons of same religious denomination. The Board,
may, onil .:: '''i::. from any religious denomination, assign a definite area in the
cemetery for the burial therein of the bodies of persons who were members of such
religious denomination. Provided that the bodies of persons in respect of which

30. t .....'i for burial. Every person, desiring to have a corpse

and shall produce at the time of making such application, the certificate of death
or in the case of a still-born child, the requisite medical or other certificate.

No grave shall be opened and no burial shall take place without the consent of the
Wardei,.
PART IV.
WATER.
32. Pe l on l:,, li to, be supplied with water etc. Any person
desiring to be supplied with water on his premises from the water supply of the
'iown or to ci'cc any exIension, alteration or repairs to a service shall apply in
wri.inZ to th1 3 *ora stating the nature of the work required to be done. The
Dsard may grant juch .. i,:.:::,;L:: on such terms it shall see fit and shall cause
the Warden to make an estimate of the cost of the work to be undertaken and
iurnish a statement thereof to the applicant. On payment of such sum
representing the estimated cost of laying on such service the Warden shall cause
the work to be executed.
33. Actual cost exceeding estimated cost. In the event of the
actual cost of laying on a service exceeding the estimated cost, the applicant shall
pay to the Warden such excess before the water service is turned on, and if the
payment to the Warden exceeds the actual cost, then such excess shall be refunded
to the applicant.
34. No installation, extension etc. to be made without previous
sanction of Board. No installation, extension, alteration or repairs of or to
any service shall be made or done without the previous sanction of the Board and
under the supervision of the Warden or other employee of the Board.
35. Water may be locked off if necessary. The Warden may at
any time for such period as the Board may direct look off the Water Supply
whenever it is considered expedient by the Board so to do for the purpose of
conserving the supply of water and in cases of emergency the Warden may also
lock off the Water Supply without the previous sanction of the Board, but shall
make a report to the Board of the action taken as soon as possible thereafter.
36. Warden may lock off water supply. The Warden may from
time to time lock off the Water Supply from any part of the Town or any pmvate
premises whenever he may deem it necessary so to do for the purpose of effecting
repairs or making connections to the water supply and for preventing the waste
of water. .:.,.. _
37. Warden to give notice of locking off of water supply.
On all occasions relative to By-laws 35 and 36, it shall be the duty of the Warden
to give due notice thereof whenever practicable to consumers of water who may be
affected thereby, 2 ; i .

38. No rebate or reduction to be given. Whenever it may be
necessary to look off the Water Supply in any part of the Town or private premises
therein pursuant to By-laws 35 and 3G no rebate or reduction in any water rate
will be made on account thereof.
39. Wastage of water. No person shall cause or allow the waste of
water at any stand pipe or private water service by leaving open any tap so that
the water runs to waste or by allowing waters to flow from any tap into a receptacle
already filled with water or not capable of containing water.
40. Leaks or breaks in pipes. Every occupier of premises with a
private water service shall immediately report to the Warden or an officer of the
Board any leak or break that may occur in the pipes, taps or other appliances.
41. Washing at public stand pipe. No person shall wash any
part of his body, or any child, animal or thing at any public standpipe or water
tap.
42. Mouth not to be put to any tap. No person shall put his mouth
to any tap attached to a public standpipe or rest anything against or upon any
public standpipe.
43. Protection of reservoirs. No person shall throw or deposit or
cause to be thrown or deposited any rubbish or refuse, or noxious or deleterious
matter of substance whatsoever into any reservoir catchpit or pipe or in any such
place whereby the same may be washed into any reservoir, catchpit or pipe or
commit any other act likely to pollute the water supply.
44. Capacity of baths. No bath shall be connected to the Water
Supply which has a capacity greater than thirty cubic feet.
45. Fountains. No fountain of the Town connected with the Water
Supply shall be operated except on condition that the Board may cause it to be
locked off whenever it appears necessary for the Board so to do.
46. List of persons having water services. In the month of
December in every year, the Warden shall prepare and submit to the Board a list
of all persons whose premises are supplied with water from the Water Supply.
47. Sale of water to owners of vessels. Masters and Owners of
vessels may on application to the Warden and on payment of two cents for every
five gallons obtain water from the Water Supply of the Town.
48. Entry on premises. The Warden or any other person authorised
by hin shall have power to enter any premises at any reasonable time for the
purpose of aseertaining whether any water is being wasted on the premises.
49. Obstruction of Warden etc. No person shall interfere with or
obstruct the Warden or any person authorised by him or the Board in the
performance of the duties prescribed by these By-laws.
PART V.
MARKET.
50. Opening and closing of market. The market established in
the Town shall be open to the Public from 6.00 a.m. to 6.00 D.m. except on Sundays,
Bank Holidays and days proclaimed Public H-olidays when it shall be open from
6.00 a.m. to 9.00 a.m. or at such other times as may be permitted by the Board.
51. Sale of fish and meat. No person shall expose for sale in any street or
in any public place in the town or within one mile from the limits thereof other than
in the market, or other place approved by the Board any meat, fish whalemeat or
turtle : Provided that nothing herein contained shall extend to prevent any
person from disposing of any tinned meat or salted fish in any shop or in the
course of any auction of general effects.
52. Slaughtering ; '-':..';. (i) No person shall slaughter or cause to
be slaughtered any animal for the purpose of selling the carcass thereof within
the town or within one mile from the limits thereof elsewhere than in the market
and by a butcher duly licensed by the Board.
(2) Every person who desires to have an animal slaughtered in the market
shall, before such animal is slaughtered, pay to the Warden the slaughterhouse
dues in respect thereof as are specified in the First Schedule hereto.
(3) Every animal to be slaughtered shall first be inspected by the Sanitary
Inspector or in his absence by the VWarden and passed as fit for human
consumption.
(4) No animal shall be slaughtered in the market before the hour of 5.06 a.m.
53. Butchers, slaughtermen a-d fish eendors. (1) No person shall
butcher or slaughter animals or sell fish in the market unless he produces a
medical certificate of fitness and pays to the Warden the licence fee prescribed in
the second schedule to these By-laws.
(2) Medical certificates and licences shall expire on the 30th June and 31st
December in eash year.
54. Ticket dues. (1) No person shall sell, offer for sale or expose for
the purpose of sale, any produce in the Town or within one mile from the limits
thereof, elsewhere than in the market, or until after such produce has been
brought to the market .and the market dues referred to in the Fourth Schedule
hereto have been paid in respect thereof : Provided however, that this By-law
shall not apply to a person selling or disposing of any such produce at his
residence, shop or store.
(2) Every person disposing of produce in the Town or within one mile of the
limits thereof, except at his own residence, shop or store, shall produce his market
ticket in respect thereof to any agent of the Board immediately on being requested
to do so.
(3) It shall be the duty of every vendor to make the required payment to the
Warden before any article is sold.

55. Meat market. The stalls in the market set apart for the purpose
of selling meat shall be used exclusively for the sale of meat and shall be hired
half-yearly to such persons as the Board may approve on applications made in
writing for the half years ending 30th June and 31st December, respectively, at the
rate, specified in the Second Schedule to these By-laws.
56. Butcher to wear clean a:. rel. Every butcher shall keep his
stall clean and shall wear a clean aoron and! shall provide himself with clean
towels and shall keep his scales, weights and other aPli-ances in a clean and
sanitary condition.
57. Fsh. Boats bringing fresh or corned fish intended for sale in the
Town shall, on arrival, be beached only on that portion of the sea frontage
reserved for that purpose.

sale shall be brought to the fsh shed for the purpose of ascertaining the dues
payable thereon in accordance with the Third Schedule to these By-laws
which dues shall be Daid to the Warden or other o.Ticer authorized by the Board
to receive the same.

60. Wc>- .' of articles. All articles or things sold in the Market
shall be properly weighed, and in all cases of dispute with respect to the weight,
thereof, the seller, if required t o do by a prospective .prclaser, shall cause such
article or thing to be weighed in the presence of the Warden or other Officer
appointed by the Board.

(a) sit or lie on any counter, table or stand in the market;
(b) throw any dirt, filth, rubbish or litter in the market;
(c) loiter in or about the market;
(d) remain in the market during the hours in which the market is not open
to the public.
(e) light any fire in the market or cook therein, except in such parts thereof
and under such conditions as may from time to time be permitted by the
Warden.
(f) place or keep the hide of any animal in any part of the market other
than the place set apart by the Warden from time to time for the
purpose.
PART VI.
PENALTIES.
67. .PG?2.,. Any person guilty of an offence against these By-laws shall
be liable on summary conviction to a fine not exceeding fifty dollars or to
imprisonment for a period not exceeding three months or in the case of a
continuing offence to a fine not exceeding ten dollars for each day during which
the offence continues.
