ROYAL NAVAL PRIZE MONEY.
T'hi: Admiralty will be prepared to
consider applications for Royal Naval
Prize Money, forwarded within three
months of the date of this Notice by,
or on behalf of, any individuals residing
in Saint Vincent who claim entitlement
by reason of service in the Naval and
Marine forces of the United Kingdom.
Persons eligible to apply are member s
of the Naval and Marine Forces raised
by the Government of the United King-
domr, crews, (including certain civilians)
of His Majesty's Ships, and members of
the Royal Artillery. who served 180
days between the 3rd. September 1939,
anti the 2nd September 1945 either
(a) on the books of sea-going ships of
war, or
(b) on the books of non-sea going
ships or establishments for service
in sea-going .hips of war, opera-
tional coastal force craft, D.E.M.S.,
M.A.C. Slips, convoy staffs, or as
members of regular crews of Com-
bined Operations craft.
The legal personal representative may
claim entitlement for persons killed in
action at sea. died of wounds received in
or from causes directly attriiuablle to
action at sea, were lost at sea, or died at
sea of injury or illness attributable to
service afloat before completing 180 days'
service.
Members of the Royal Air Force are
not eligible, as a special Royal Air Force
Prize Fund has been constituted for their
benefit. Service while mo loan in other
Commonwealth Navies counts as quali-
fying. time.

At the direction of the Central Hurri-
cane Committee a brochure is in course
of preparation containing :
(1) detailed arrangements for warn-
ings in the event of the approach of hur-
ricanes and concerning the organisation
of hurricane relief;
(2) nominal roll of Hurricane Corn
mittees;
(3) information on the relationship of
Central Committees to District Commit-
tees;
(4) supply Services;
(5) protection and Reserve Services;
(6) shipping arrangements,
and a number of other directions and ar-
rangements which will become operative
in St. Vincent and the St. Vincent Gren-
adines in the event of storm warning
:and if hurricanes materialise.

STATUTORY RULES AND ORDER >
1950, No. 71.
THE BY-LAWS OF THE GEORGETOWN TO ROARD.

PART I.
PRELIMINARY.
1. Short title. These By-Laws may be cited as the Georgetown Town
Board By-Laws, 1950.
2. Interpretation. In these By-Laws-
Ordinance means the Small Towns Regulation Ordinance, Cap. 211 and
all amendments thereto.
Public Place means any public way, yard or room in which any public
duty is performed and to which the public have a right of access either
with or without payment of a fee.
"Produce includes anything whether live or dead produced in the course of
agriculture.
PART II.
GOVERNMENT AND CONTROL.
3. Packages not to be opened in street etc. No person shall open,
cooper, weigh or pack or cause to be opened, weighed or packed any goods on any
street, pathway, side walk or under any gallery open to the public use.
4. Building materials etc. not to be kept in street. No person
shall without the permission of the Board, in writing, use or occupy any portion of
any street, drain, side-walk or public place for keeping or leaving building
materials, scaffolding or debris of any kind in connection with the erection or
repair of any building or other structure.
5. Clothes and bedding. No clothes, bedding or other articles shall be
suspended from any premises adjacent to any street, or hung out in any public
place not set aside by the Board for the purpose.
6. Depositing rubbish. No person shall throw or deposit any fruit,
fruit skin, fish offal, rubbish or any offensive matter in any street or in any public

7. Injury or damage to trees and enclosures. No person shall
wilfully injure or destroy any plant, tree, or fence, or any object in any enclosure
or place belonging to or under the control of the Board.
8. Picking of flowers and fruits.. No person shall pick or pluck
any fruit or flower growing upon any tree in any enclosure or belonging to or under
the control of the Board except with the permission of the Board.
9. Damage to streets. No person shall damage any street by drawing
on it things of weight, otherwise than upon a vehicle or other suitable contrivance.
10. Encroachment by fences, hedges and trees. (1 If any portion
of any tree overhangs any street or land of the Town, or if any fence or hedge
encroaches upon any such street or land, the Warden may give notice to the
owner of such tree, fence or hedge or the occupier of the premises on which such
tree, fence or hedge is standing to remove the overhanging portion of the tree or
remedy the encroachment, as the case may be.
(2) If such owner makes default in complying with the requirements of the
notice within the time specified in such notice (which time shall not be less than
seven days) he shall be guilty of an offence against these by-laws. Provided that
it shall be lawful for the Warden, after the expiration of the time specified in the
said notice, to remove or cause to be removed the overhanging portion of the tree
referred to or remedy the encroachment, and for that purpose he may enter upon
such lands or any lands adjoining thereto, if necessary, and the costs thereby
incurred shall be recoverable by the Board as a civil debt against the owner or
occupier thereof.
11. Removal of dangerous trees. (1) Whenever, in the opinion of
the Board, it is considered desirable in the interest of public safety that any tree
which by reason of its height, condition or otherwise, should be cut down and
removed, the Board shall cause a notice in writing to be served on the owner or
specified time, (which time shall not be less than seven days) to cut down and
remove such tree.
(2) The person upon whom a notice is served shall take all reasonable
measures for the safe execution of the work.
(3) In case of default in complying with the notice, the procedure as laid
down in the proviso to By-law 10 (2) shall apply mutatis mutandis.
12. Closing streets for repairs. For the purpose of effecting repairs
to any street, drain, bridge, pipeline or other appliance connected with the Water
Supply of the Town, the Warden may erect any temporary barrier, fixture or other
contrivance across any street or part thereof or in any public place in the town at
such times and for such period as may be necessary for the due execution of such
work; and no person shall drive through any such barrier, fixture or other
contrivance; nor shall any one remove such barrier, fixture or other contrivance
as aforesaid without the consent of the Warden.
13. Animals. No owner r r person having the charge of any horse, mule,
sneep, goat, cattle or pig shall suffer the same to be at large or tied in any street.
114. Parts of beach reserved for boats. All boats kept, built or
repaired on the beach in the Town shall be kept, built or repaired onli in the areas
reserved by the Board for such purposes.
Provided that the Warden may by notice in writing call upon the owner of any
dilapidated boat to remove such boat from the beach.
15. Notice to Board of intention to build or rebuild boats.
(1) Any person who intends to build or rebuild any boat of any description shall
give notice, in writing, to the Warden of such intention together with the
dimensions of such boat.
(2) The Warden shall in every case, indicate the site on which any such boat
may be built or repaired and any person who builds on a site not so indicated
shall be guilty of an offence against these by-laws.
16. Parts of beach reserved for fishing seine. No fishing seine or
net shall be kept, spread out, hung up to dry or for repair on any part of the
beach except in an area approved by the Board.
PART III
CEMETERIES.
17. Animals in cemetery forbidden. No person shall ride or lead
any animal within or through the cemetery.
18. Animals not to be taken in cemetery. No person shall tether
any animal or allow any animal to be at large in any part of the cemetery.
19. Cutting of grass without permission of Warden. No one shall
cut grass in the cemetery without the permission of the Warden.
20. Injury to erection, etc. in cemetery. Any person who:-
(a) wilfully or negligently destroys or injures any building, wall, fence, or
gate belonging to the cemetery, or
(b) destroys, injures or removes any part of land not being an allotment
owned by such person, or
(c) puts or affixes any bill, advertisement or other matter or thing
whatsoever on any wall, or on any tree in the cemetery, or
(d) injures or defaces any railing, monument, tablet, vase, wreath or any
other matter or thing whatsoever upon any allotment not being an
allotment owned by such persons, shall be guilty of an offence against
these by-laws.
21. Vehicles. (1) No carriage, motor-car, cart or other vehicle shall enter
or remain in the cemetery except :-
(a) a hearse, carriage or other vehicle entering or being in the cemetery in
connection with a burial therein.
(b) a hearse or other vehicle entering or being in the cemetery for the
purpose of removing a body.
(c) a carriage or other vehicle engaged by some person attending a funeral.
(d) a carriage or other vehicle engaged by some person lawfully visiting any
grave or allotment.
(e) a cart or other vehicle belonging to the Board.
(f) a cart or other vehicle entering or being in the cemetery in connection
with some work being done therein.
(2) The diiver of any hearse, carriage, motor-car, cart or other vehicle which
shall enter or be in the cemetery contrary to this by-law shall be guilty of an
offence against these by-laws.
22. Climbing over enclosure or writing on tombstone. No person
shall -iliully climD or leap or walk over any enclosure or write upon any
monument or tombstone or headstone in the cemetery.
23. Removal of plants etc. No person shall pluck or take away or
remove any flower, plant or shrub or take away or remove any vase, flower pot or
other article whatsoever from any allotment or from any part of the cemetery
without the express permission of the owner of the allotment.
24. Allotment to be kept clean. The owner of every allotment or
the person having charge thereof shall maintain such allotment in a clean
condition.
25. Warden may require cleaning of allotment. The Warden
may require the owner of any allotment or the person having charge thereof to
clean the said allotment whenever, in his opinion such cleaning is required.
26. Board to clean allotment when owner cannot be found.
In cases where the owner or person, having the charge of an allotment, cannot be
fund or failed to clean his allotment after having been requested to do so by the
warden it shall be the duty of the Board to do such cleaning as may be necessary
and the cost thereby incurred shall be recoverable by the Board in the same
manner as a civil debt against the owner or occupier thereof.
27. Memorial of grave stone. 'No memorial or grave stone shall be
taken away from the cemetery except with the permission in writing of the
Warden.
28. Right to cut down unsightly shrub or plant. Small shrubs,
plants and flowers may be placed on any grave, but the Board reserves the right to
prune, cut down, dig up, and remove after due notice to the owner of the allotment
or grave space, any shrub, plant or flower, at any time, if in their opinion, the
same has become unsightly or insanitary.
29. Burial of persons of same religious denomination. TheBoard,
may, on application from any religious denomination, assign a definite area in the
cemetery for the burial therein of Ihe bodies of persons who were members of such
religious denomination. Provided that the bodies of persons in respect of which
no internment fees have been paid to the Board may be buried in a separate
section to be set apart for such burials.

30. Application for burial. Every person, desiring to have a corpse
interred in the cemetery, shall make application for the purpose to the Warden,
and shall produce at the time of making such application, the certificate of death
or in the case of a still-born child, the requisite medical or other certificate.
31. Permission to open grave and bury bodies essential.
No grave shall be opened and no burial shall take place without the consent of the
Warden.
PART IV.
WATER.
32. Person desiring to, be supplied with water etc. Any person
desiring to be supplied with water on his premises from the water supply of the
Town or to effect any extension, alteration or repairs to a service shall apply in
writing to the Board stating the nature of the work required to be done. The
Board may grant such application on such terms it shall see fit and shall cause
the Warden to make an estimate of-the cost of the -work to be undertaken and
furnish a statement thereof to the applicant. On payment of such sum
representing the estimated cost of laying on such service the Warden shall cause
the work to be executed.
33. Actual cost exceeding estimated cost. In the event of the
actual cost of laying on a service exceeding the estimated cost, the applicant shall
pay to the Warden such excess before the water service is turned on, and if the
payment to the Warden exceeds the actual cost, then such excess shall be refunded
to the applicant.
34. No installation, extension etc. to be made without previous
sanction of Board. No installation, extension, alteration or 'repairs of or to
any service shall be made or done without the pre /ious sanction of the Board and
under the supervision of the Warden or other employee of the Board.
35. Water may be locked off if necessary. The Warden may at
any time for such period as the Board may direct lock off the Water Supply
whenever it is considered expedient by the Board so to do for the- purpose of
conserving the supply of water and in cases of emergency the Warden may also
lock off the Water Supply without the previous sanction of the Board, but shall
make a report to the Board of the action taken as soon as possible thereafter.
36. Warden may lock off water supply. The Warden may from
time to time lock off the Water Supply from any part of the Town or any private
premises whenever he may deem it necessary so to do for the purpose of effecting
repairs or making connections to the water supply and for preventing the waste
of water.
37. Warden to give notice of locking off of water supply,
On all occasions relative to By-laws 35 and 36, it shall be the duty of the Warden
to give due notice thereof whenever practicable to consumers of water who may be

38. No rebate or reduction to be giyen. Whenever it may be
necessary to lock oil the Water Supply in any part of the Town or private premises
therein pursuant to By-laws 35 and 36 no rebate or reduction in any water rate
will be made on account thereof.
39. Wastage of water. No person shall oause or all w the waste of
water at any stand pipe or private water service by leaving open any tap so that
the water runs to waste or by allowing water to flow from any tap into a receptacle
already filled with water or not capable of containing water.
40. Leaks or breaks in pipes. Every occupier of premises with a
private water service siall immediately report to the Warden or an officer of the
Bearc any leak or break that may occur in the pipes, taps or other appliances.
41. Washing at public standpipe. No person shall wash any
part cf his tody, or any cnild, animal or tiing at any public standpipe or water
tap.
42. Mouth not to be puit to any tap. No person shall put his mouth
to any tap attached to a public standpipe or rest anything against or upon any
public :n'andppe.
43. Protection of reservoirs. No person shall throw or deposit or
cause to be thrown or deposited any rubbish or ref use, or noxious or deleterious
matter of substance whatsoever into any reservoir catehpit or pipe or in any such
place whereby the same may be washed into any reservoir, catchpit or pipe or
commit any other act likely to pollute the water supply.
44. Capacity of baths. No bath shall be connected to the Water
Supply which has a capacity greater than thirty cubic feet.
45. Fountains. No fountain of the Town connected with the Water
Supply shall be operated except on condition that the Board may cause it to be
locked off whenever it appears necessary for the Board so to do.
46. List of persons having water services. In the month of
December in every year, the Warden shall prepare and submit to the Board a list
of all personsiwhose premises are supplied with water from the Water Supply.
47. Sale of water to owners of vessels. Masters and Owners of
vessels may on application to the Warden and on payment of two cents for every
five gallons obtain water from the Water Supply of the Town.
48.. .Entry on premises. The Warden or any other person authorised
by him shall have power to enter any premises at any. reasonable time for the
purpose of ascertaining whether any water is being wasted on tihe premises.
49. Obstruction of Warden etc. No person shall interfere with or
obstruct the Warden or any person authorised by him or the Board in the
performance of the duties prescribed by these By-laws.
PART V.
MARKET.
50. Opening and closing of market. The market established in
the Town shall be open to the Public from 6.00 a.m. to 6.00 p.m. except on Sundays,
Bank Holidays and days proclaimed Public Holidays when it shall be open from
6.00 a.m. to 9.00 a.m. or at such other times as may be permitted by the Board.
51. Sale of fish and meat. No person shall expose for sale in any street or
in any public place in the town or within one mile from the limits thereof other than
in the market, or other place approved by the Board any meat, fish whalemeat or
turtle : Provided that nothing herein contained shall extend to prevent any
person from disposing of any tinned meat or salted fish in any shop or in the
course of any auction of general effects.
52. Slaughtering animals. (1) No person shall slaughter or cause to
be slaughtered any animal for the purpose of selling the carcass thereof within
the town or within one mile from the limits thereof elsewhere than in the market
and by a butcher duly licensed by the Board.
(2) Every person who desires to have an animal slaughtered in the market
shall, before such animal is slaughtered, pay to the Warden the slaughterhouse
dues in respect thereof as are specified in the First Schedule hereto.
(3) Every animal to be slaughtered shall first be inspected by the Sanitary
Inspector or in his absence by the Warden and passed as fit for human
consumption.
(4) No animal shall be slaughtered in the market before the hour of 5.00 a.m.
53. Butchers, slaughtermen and fish vendors. (1) No person shall
butcher or slaughter animals or sell fish in the market unless he produces a
medical certificate of fitness and pays to the Warden the licence fee prescribed in
the second schedule to these By-laws.
(2) Medical certificates and licences shall expire on the 30th June and 31st
December in each year.
54. Ticket dues. (1) No person shall sell, offer for sale or expose for
the purpose of sale, any produce in the Town or within one mile from the limits
thereof, elsewhere than in the market, or until after such produce has been
brought to the market and the market dues referred to in the Fourth Schedule
hereto have been paid in respect thereof : Provided however, that, this By-law
shall not apply to a person selling or disposing of any such produce at his
residence, shop or store.
(2) Every person disposing of produce in the Town or within one mile of the
limits thereof, except at his own residence, shop or store, shall produce his market
ticket in respect thereof to any agent of the Board immediately on being requested
to do so.
(3) It shall be the duty of every vendor to make the required payment to the
Warden before any article is sold.

55. Meat market. The stalls in the market set apart for the purpose
of selling meat shall be used exclusively for the sale of meat and shall be hired
half-yearly to such persons as the Board may approve on applications made in
writing for the half years ending 30th June and 31st December, respectively, at the
rate, specified in the Second Schedule to these By-laws.
56. Butcher to wear clean apparel. Every butcher shall keep his
stall clean and shall wear a clean apron and shall provide himself with clean
towels and shall keep his scales, weights and other appliances in a clean and
sanitary condition.
57. Fish. Boats bringing fresh or corned fish intended for sale in the
Town shall, on arrival, be beached only on that portion of the sea frontage
reserved for that purpose.
58. Fish to be weighed. All catches of fish, before being offered for
sale shall be brought to the fish shed for the purpose of ascertaining the dues
payable thereon in accordance with the Third Schedule to these By-laws
which dues shall be paid to the Warden or other officer authorised by the Board
to receive the same.
59. Sale of fish. All such fish shall be sold on counters provided in the
fish shed for that purpose.
60. Weighing of articles. All articles or things sold in the Market
shall be properly weighed, and in all cases of dispute with respect to the weight,
thereof, the seller, if required to do so by a prospective purchaser, shall cause such
article or thing to be weighed in the presence of the Warden or other Officer
appointed by the Board.
61. Preservation of order. Every person resorting to the market as
buyer, seller or otherwise shall at all times comply with any reasonable directions
of the Warden or other Officer responsible for the maintenance of order in the
Market or for the due observance of any By-laws of the Board.
62. Ejectment of offenders from market. The Warden may without
using more force than is necessary in the circumstances eject or cause to be
ejected any person contravening these By-laws provided that such ejectment shall
not be a bar to any subsequent criminal proceedings.
63. Dogs prohibited. 'No person shall bring a dog, or permit any dog to
follow him into or remain with him in the market, and it shall be lawful for the
Warden to eject or cause to be ejected any dog found therein.
64. Articles to be sold in places provided for the purpose.
No person resorting to the market for the sale of any article, shall place such
article in any part of the market other than the place set apart for that purpose.
65. Articles left at owner's risk. Articles left in the market shall
be left at the sole risk of the person or persons leaving the same.
66. Miscellaneous offences. No person shall --
(a) sit or lie on a-ny counter, table or stand in the marketi
(b) throw any dirt, filth, rubbish or litter in the market;
(3) loiter in or about the market;
(d) remain in the market during the hours in which the market is not open
to the public.
(e) light any fire in the market or cook therein, except in such parts thereof
and under such conditions as may from time to time be permitted by the
Warden.
(f) place or keep the hide of ary animal in any part of the market other
than the place set apart by the Warden from time to time for the
purpose.
PART VI.
PENALTIES.
67. Penalty. Any person guilty of an offence against these By-laws shall
be liable on summary conviction to a fine not exceeding fifty dollars or to
imprisonment for a period not exceeding three months or in the case of a
continuing offence to a fine not exceeding ten dollars for each day during which
the offence continues.
