IMPORTATION OF ANeIMALS (DISEASES PREVENTION)
(AMEDENENT) REGULATIONS.
(Gazetted 29th August, 1950).
1. Short title. These Regulations may be cited as the Importation of
Animals (Diseases Prevention) (Amendment) Regulations, 1950, and shall be read
as one with the Importation of Animals (Diseases Prevention) Regulations, 1941,
(S. R. & 0. 1041, No. 129) (hereinafter referred to as the principal Regulations)
and all amendments thereto.
2. Principal Regulations amended. After Regulation 17 of the
principal Regulations the following Regulation shall be added :-

toh Agricultural Superintendent by the owner of any pig suffering from swine
fever for each inoculation of the said animal."

SCHOOL BUILDINGS.
(Mr. J. L. Nicol, Educational Adviser to the Development and Welfare
Organisation, was present.)
No. 1. The Chairman said that this matter was the subject of discussion
during the past few days between the Executive Architect, the Educational
Adviser, and himself, and they had reached the conclusion that with regard to
the proposed Senior School in Kingstown the plans would have to be modified to
provide accommodation for 500 pupils. The final revised plan was not yet ready,
but a rough plan was submitted for the Committee's information. The Chairman
told the Committee that the Superintendent of Public Works estimated that the
school, as modified, could be constructed for 15,000.
Finance Committee agreed that the school building should be erected with
14,000 provided from Colonial Development Funds, together with 1,000 of the
amount provided in the 1950 Estimates.
The Chairman remarked that there were staffing difficulties involved in
operating the school as a senior school, and asked Mr. Nicol to give his opinion
with regard to Senior Schools generally.
Mr. Nicol said that the greatest difficulty was that of staffing. Experience in
other islands showed that the tendency was for the senior schools to become just
other Grammar Schools as a result of the staff concentrating on preparing a few
children for the School Certificate, a tendency which upset the curriculum and
destroyed the whole spirit of the senior school idea. His own feeling was that the
time was not yet ripe for the establishment of senior schools in St. Vincent; there
was need to replace the system of teacher training first. He saw no reason,
however, why the building should not be erected and used in the first instance as
a primary school, and subsequently reorganised as a senior school when the
Colony was ready for such a school. He stressed -the fact that it would be
impossible to staff a senior school satisfactorily without serious detriment to the
staffs of the existing schools.
Finance Committee, in the light of Mr. Nicol's submissions, agreed by a
majority that the building should be used as a primary school to absorb the
overflow from the existing three schools. Mr. Bonadie reiterated his objection to
the erection of any type of school in the Kingstown area before the needs of what
he considered more deserving rural areas were met, and Mr. McIntosh felt that
some attempt should be made to have the school operate as a, senior school.
As regards the site for the new school, Finance Committee agreed that the
final decision should be left to the Executive Architect, as between the site
occupied by the Molasses Pool and that earmarked for the Peace Memorial Hall.
With regard to Rural Schools the Chairman said that from discussions he had
had with the Governor during his visit to Grenada he was of the opinion that St.
Vincent's portion of the share out of the Airfields Allocation should amount to no
less than 20,000, and His Excellency felt that there was no more urgent need to
which this could be put than to school buildings. The Chairman anticipated that
the Secretary of State might put in a plea for using the allocation for Slum
Clearance, but discussion with Mr. Rose had revealed that Slum Clearance was an
expensive proposition which 20,000GO would not go very far in solving. He felt that,
if 15,000 could be earmarked for school buildings together with the remaining
3,000 provided in the current year's estimates, four rural schools might be built,
and by making provision for one school each year within a few years the problem
would be close to solution.
Mr. Hughes asked what was the position with regard to the suggestion to
convert the Biabou Hospital buildings into a school, to which the Chairman
replied that the matter was being pursued in the appropriate quarters.
The Chairman touched on the problem of dual control of schools. He referred
to a previous decision of Executive Council that the new schools to be built should
be erected on Government-owned land, and should be Government schools. His
own feeling was that to adopt that principle in areas where there were existing
denominational schools would be to alienate further the sympathies of the
Denominations and the teachers whose cooperation at the present time was
lacking. Only the children would suffer. He preferred the decision arrived at by
Finance Committee in a discussion with His Excellency, Brigadier Arundell, on the
10th May, 1949, that each case should be decided on its merits. Mr. Nicol
supported this latter view. He felt that when it is remembered how important a
part the denominations played in education in the past, they should be allowed to
retain control of their schools provided that these schools were run in conformity
with the Colony's educational policy, failing which Government should step in and
take over control. He felt that there should be sufficient latitude for the
enforcement of a common policy in education, and the attainment of a common
standard. Finance Committee agreed.
The question of teacher-training was fully discussed. Mr. Nicol said he
regarded this as the most important factor in education at the moment. He said
that the present system of training with its various categories of teachers was not
conducive to the best results. He had discussed a scheme to replace the present
system with the Caribbean Governors during their conference in Barbados to
whom it was acceptable in principle. The proposal was that there should be
established three training colleges for first year students-one in Antigua for the
Leeward Islands, one in Grenada for the Windward Islands, and one in Barbados;
all second year students would be transferred to Barbados. So far as the scheme
for the Windward Islands went the proposal was that a start should be riade with
eighteen students, five each from Grenada and St. Vincent, and four each from
St. Lucia and Dominica.

It would be possible to reduce capital expenditure by making use of the
military buildings at Tanteen and the facilities provided by the Hostel of the
Grenada Boys' Secondary School.
Staffing could be provided by an increase in the staff of the Grenada Boys'
Secondary School, who would cater for the academic side of the training with the
addition of an agricultural instructor and a teacher of educational methods and
technique.
The curriculum would be arranged by a Board, and the training should lead to
an external examination.
Mr. Nicol's proposal was that there should be issued at first a common
certificate for the Eastern Caribbean and later the scheme might be expanded to
include British Honduras, British Guiana, Jamaica and Trinidad. He did not feel
that cost was an insuperable difficulty, as he felt that Colonial Development and
Welfare Funds might be made available, and there would be savings from the
existing Pupil Teacher Training System which should gradually disappear.
Mr. McIntosh, supported by Mr. Duncan, felt that it was possible that the
matter of teacher training was one of the things to be dealt with on a federal
basis in a Federated West Indies. Mr. Nicol pointed out that a scheme for
teacher-training combined with agricultural training was considered some six
years ago. A great deal of money and time were expended, and then it was
decided that the site was unsuitable, and warned that there might be a repetition
of this error by waiting for Federation. Finance Committee approved the scheme
in principle, subject to an examination of the cost.
CONFIRMATION OF MINUTES.
No. 2. The Minutes of the meeting of Finance Committee held on the 16th
December, 1949, which had been previously circulated, were taken as read, and
were confirmed.
MATTERS ARISING OUT OF THE MINUTES.
Hydro-Electricity-Item 438.
No. 3. The Chairman informed members of the correspondence on this
matter subsequent to the previous meeting of Finance Committee. Copies of a
further letter from Mr. Roddam were given to members for study along with the
copies of previous correspondence already in their possession. It was decided
that the matter should be thoroughly discussed with Mr. Roddam during his
expected visit to the Colony during the latter part of the month.
Loan to Mr. R. N. Jack-Item 439.
No. 4. The Chairman informed the Committee that he had agreed with Mr.
Jack that repayment of the loan, with interest at three per cent, should commence
after three years.
POST OF MEDICAL SUPERINTENDENT BELAIR HEALTH INSTITUTE.
(The Senior Medical Officer was present by the Chairman's direction.)
No. 5. The Chairman communicated the feelings of Finance Committee as
expressed at the meeting of the 6th December, 1949, to the Senior Medical Officer,
and asked for his opinion as to whether the post was redundant. The Senior
Medical Officer pointed out that the Institute existed for providing preventive
measures, and as such was extremely important. The training of nurses was
included in its programme. The present arrangement was that apart from the
course provided by the Medical Superintendent each of the medical officers gave
lectures occasionally, and the scheme would certainly collapse if the only
continuity in training provided by the Medical Superintendent was removed.
The Senior Medical Officer stressed the impossibility of the Medical Officer
District III carrying on the duties of this post in conjunction with those of his
substantive post. He informed the Committee that during his tenure of the post
of Medical Officer, District III in conjunction with that of Medical Superintendent,
Belair Health Institute, part of his district had had to be taken over by the Medical
Officer stationed at Cedars, part of whose duties in turn had to be performed by
the Medical Officer, Georgetown.
The Senior Medical Officer said so far as he was aware the posts of Senior
Medical Officer and Medical Superintendent, Health Institute, were combined in
the case of Antigua, Dominica, and St. Lucia.
Finance Committee, in the light of the facts expressed by the Senior Medical
Officer agreed that the present arrangement was the most economical and should
continue.
LABORATORY STAFF, COLONIAL HOSPITAL.
(The Senior Medical Officer was present by the Chairman's direction.)
No. 6. The Chairman informed the Committee of correspondence with the
Governor regarding the grant of the maximum salary to the Laboratory
Technicians, Colonial Hospital, and of the case for the regrade of the posts
submitted by the Senior Medical Officer. The Senior Medical Officer again
stressed the importance of the technicians, on whom a great deal of diagnosis
depended. He said that it was an easy matter, as he knew was the case in other
islands, for laboratory diagnosis to be reduced to a farce where there were
unreliable technicians. The present staff was absolutely reliable. Mr. Babb had
unfortunately gone to the United States of America and had resigned, and Mr.
McKie would have no difficulty whatever in securing a job elsewhere.
Finance Committee agreed to the grant of the maximum of his salary to Mr.
McKie as from 1st January, 1950, the question of the regrade of the post to be
considered with the 1951 Budget.
BLOCK-MAKING MACHINE FOR THE PRISONS.
(The Superintendent of Public Works and the Superintendent of Prisons were
present by the Chairman's direction.)
No. 7. Finance Committee considered the question of the purchase of a
"Trianco" block-making machine for the Prisons. The Superintendent of
Prisons explained that the blocks made by the machine now owned by the
Department-the Dandy "-were not popular. He felt, and the Superintendent
of Public Works agreed with him, that the new machine would pay for itself
within a year.
Finance Committee agreed to the purchase of the machine-" Trianco "-and
that the present machine be put up for sale.
STONE-CRUSHING MACHINE FOR OTTLEY HALL.
(The Superintendent of Public Works and the Superintendent of Prisons were
present by the Chairman's direction.)
No. 8. Finance Committee considered an application from the Superintendent
of Prisons for a stone-crushing machine for Ottley Hall, which he felt would
contribute towards increasing the revenue from the quarry. The Superintendent
of Public Works explained that his Department owned a complete plant which was
never erected owing to the curtailment of the road programme. This machine, he
estimated could be erected at Ottley Hall at a cost of 300.
The question was considered as to whether it was feasible to use 300 from the
school building funds for this purpose on the basis of supplying 300 worth of
stones for the construction of the Kingstown School.
The Superintendent of Public Works believed it could be arranged if the
Financial Officers offered no objection.
The Acting Colonial Treasurer advised that it could be arranged through an
Advance Account.
Finance Committee approved the erection of the plant at Ottley Hall, the
question of the ultimate ownership to be determined at a later date.
SITE FOR EXTENSION HOSPITAL.
(The Supt. Public Works was present by the Chairman's direction.)
No. 9. During discussion the question of the site for the Extension Hospital
arose. The Chairman informed the Committee that the Superintendent of
Prisons had an alternative site in view, which the Chairman, the Senior Medical
Officer, the Superintendent of Public Works, and the Superintendent of Prisons
were together to examine. The Superintendent of Public Works said he had
recently walked over the site and was of the opinion that it was very unsuitable.
AIR SURVEY.
(The Superintendent of Public Works was present by the Chairman's
direction.)
No. 10. The Chairman explained that this matter had been discussed in
Executive Council who were of the opinion that the survey should be carried out.
The Chairman said that His Excellency the Governor was prepared to support an
application for Colonial Development and Welfare funds for the carrying out of
the survey if sufficiently strong reasons for its execution could be shown. Several
potent reasons showing the need of the survey were adduced by the Superintendent
of Public Works.
Finance Committee agreed that the survey should be undertaken.
GEOLOGICAL SURVEY.
No. 11. The Chairman said that it was of paramount importance that the
resources of the island should be accurately known. There were some persons
who thought that uranium or other radio-active minerals might be present in St.,
Vincent, and it was desirable that a geological survey should be carried out. He
referred to correspondence with the Government of Trinidad regarding the loan
of the Government geologist to the Colony. Finance Committee approved the
carrying out of the survey to be financed from Colony funds.
FARM INSTITUTE FOR THE EASTERN CARIBBEAN.
No. 12. The Chairman mentioned for the information of the Committee the
scheme for the establishment of a Farm Institute in Trinidad. He explained that
no finality, even in the question of siting, had been reached. Mr. Frampton, the
Agricultural Adviser to the Development and Welfare Organisation was
considering the scheme on an eastern Caribbean basis, and seeinod particularly
keen on St. Vincent as the site of the Institute.
CAMDEN PARK AND OTTLEY HALL ESTIMATES.
No. 13. The Chairman explained that the new scheme submitted for the
joint operation of Camden Park and Ottley Hall had not yet been approved. It
was being vetted by the Agricultural Adviser to the Development and Welfare
Organisation. It was therefore necessary to make provision for the operation of
Camden Park for the period January to June 1950. The Secretary of State had
agreed to a further grant pending Mr. Frampton's decision.
Finance Committee considered and approved the detailed estimates for the
period January to June.
STAFF, BOYS' GRAMMAR SCHOOL.
No. 14. Finance Committee considered a memorandum from the Headmaster,
Grammar School, on the staffing conditions at the school. The Headmaster asked
that Mr. Jacobs' place be permanently filled, that an acting appointment be made
during Mr. John's absence on leave, and that in consequence of the increased
attendance, an additional master be appointed.
Finance Committee approved that Mr. Jacobs be provided for from the
Scholarship Fund, and that his place should be permanently filled, and
recommended that the Headmaster should for the present try to carry on with one
additional master to be paid from the Acting Appointments vote.
SALT FISH INDUSTRY.
No. 15. The Chairman presented a report on the salt fish industry for the
period 10th November to 15th December, 1949. It was agreed that a careful check
should be maintained on the industry to prevent it getting out of hand.
SALT INDUSTRY IN THE GRENADINES.
No. 16. The Chairman reported that His Excellency the Governor and the
Chief Adviser, Development and Welfare Organisation, had both supported the
application for Colonial Development and Welfare funds for this industry, but
that the Secretary of State had suggested that it should be financed from local
funds. He had however submitted further reasons why the Colony could not
finance the scheme. It was agreed to await developments.
PARKING AREAS IN KINGSTOWN.
No. 17. The Chairman informed the Committee that acting on a mandate
from Executive Council he had authorised an advance of $600 to the Kingstown
Board for preparing the lot at the Market Place to be used as a parking area.
Finance Committee approved the action taken.
QUARTERS FOR SUPERINTENDENT OF PRISONS.
No. 18. Finance Committee discussed an application from the Superintendent
of Prisons for the installation of sanitary conveniences in his quarters, pending
the anticipated removal of the prison. Reference to previous discussions on the
matter showed that the question of renting suitable quarters was once considered.
Finance Committee agreed that the Chairman should go into the matter with the
Superintendent of Prisons and that a further attempt to rent quarters should be
made, and failing that, consideration should be given to installing the sanitary
conveniences from funds provided under Head 26, subhead 4 of the 1950 Estimates.
MR. V. C. JOSSE, SALARY ETC.
No. 19. The Chairman explained that during Mr. Josse's course in the United
Kingdom, through circumstances which were no fault of his, an overpayment of
salary had been made to him, arising out of an oversight in the calculation of his
allowances, based on instructions from the Secretary of State.
Finance Committee approved the recommendations of the Director of Colonial
Scholars and the Honourable Colonial Treasurer that the over-payment at the
rate of 90 per annum for the period 1st August, 1948, to 30th April, 1949, should
be met from Government funds; and that he be paid two increments for 1949 in
accordance with the Salaries Revision Committee's recommendations.
INTERNATIONAL AERADIO LIMITED.
No. 20. The Chairman referred to correspondence in connection with the
provision of wireless facilities for the Sealand air service. He said that in most
of the other Colonies it was agreed that these should be provided by International
Aeradio Ltd. Finance Committee agreed that the Company should be asked to
provide wireless facilities for the service.
LOAN TO S. F. BONADIE.
(The Honourable S. F. Bonadie left the meeting during the discussion on this
matter.)
No. 21. The Chairman referred to correspondence with Mr. Bonadie on the
conditions of repayment of the cost of repairs to his property which he had agreed
to make available for the use of the Puisne Judge. The question of payment of
interest was considered, and having regard to the small amount involved Finance
Committee agreed that interest should be waived.
