A Message from THE LORD
MILVERTON, G.C.M.G.,
Governor and Commander-
in-Chief, Nigeria.
1948—1947
Last year this Message came to you
from Lord GOWRIE, our late Presi-
dent, who died on 2nd May, shortly
before Empire Day. In him we lost
aman who had spent a full life in
public service of all kinds. He never
spared himself in anything that would
foster or strengthen the unity of the
Commonwealth and, to that end, he
always took the keenest interest in
the young people of all its component
nations.
This year I have been asked,
as one of your Vice-Presidents, to fill
a temporary gap before the appoint-
ment of our new President.
I am particularly pleased that I
should be sending you the Empire
Day Message this year, so recently
made significant by Her Majesty’s
visit to Nigeria. I can readily
visualise the enthusiastic and sponta-
neous welcome given to Her Majesty
everywhere in that vast country
where so many tribal communities
combine to make a miniature Com-
monwealth of their own.
It inspired great happiness to read
of the welcome given by old and
young alike to demonstrate their
loyalty and affection for their Queen
—and ours. This, like her Majesty’s
great journey two years ago to many
of her cther lands, shows how strong
are the ties which unite us in com-
mon support of all that makes for
greater human happiness.
Many of us have memories of other
lands in which we have lived and
worked and on this day, especially
and consciously, our thoughts are of
them and of those friends whose
lives we shared for a while. Within
our scattered family we have our
difficulties and troubles, but this is a
day in our busy lives when we pause
to think of those great and gentle
people of many races whose lives and
work have added, /and will continue

Our Movement gives annual ex-
pression on the 24th May to our
faith in what the Commonwealth and

will amongst men and the further-
ance of world prosperity.
This voluntary association of
nations is a living experiment in
which all can play a useful part, and
my hope is that many adventurous
young people will make friendships
with others overseas, and so pour the
ever-fresh spirit of adventure and
enterprise into the channels of public
service.

In accordance with the provisions
of Section 12 of the Land Acquisition
Act No. 11 of 1944, His Excellency
the Governor has caused a Board of
Assessment to be appointed to deter-
mine all questions and claims relating
to the payment of compensation in
connexion with the acquisition of an
area of land of 129.309 acres and
forming part of the Five Islands’
Estates situated in the Parish of St.
John, Antigua, for the wunder-
mentioned purposes :-—
(1) to obtain a site for the erec-
tion of a school and provision of a
playground.
(2) to obtain an area for exten-
sion of the existing village of Five
Islands ;
(3) to provide agricultural plots
for the villagers of Five Islands ;
and,
(4) to provide a grazing arca for
the stock of the said villagers.
2. The Board will be constituted
as follows:—

Mr. McChesney George, appointed by
the Governor; and
Mr. Noel Slack, nominated by the
owner of the land to be acquired.

the said Presidency, and in exercise
of the powers conferred by the Act
aforesaid, appoint Friday the 11th
day of May, 1956, as « special day to
be reserved as a Public Holiday in
the said Presidency, under and in
aceordance with the said Act, and T

the said day to be so reserved and
kept, and all Her Majesty’s loving

INSURANCE OF GOVERN-
MENT MOTOR VEHICLES.
Tenders are invited for comprehen-
sive insurance coverage of all Gov-
ernment own vehicles. There are
approximately 71 such vehicles to be
insured.
2. The contract of insurance should
provide that where coverage is given
during the currency of the Policy
such coverage will expire on the
termination of the Policy and in
every such case for an adjustment of
the appropriate premium.

1. This Ordinance may be cited as the Nurses
Registration (Amendment) Ordinance, 1956, and shall be
read as one with the Nurses Registration Ordinance, 1954
in this Ordinance referred to as the Principal Ordinance.
2. Section 7 of the Principal Ordinance is hereby
amended by -—
(a) inserting in snbsection (1) thereof immedi-
ately after the words “ paying such fee†appearing
therein the words “not being greater than the fee
payable on ordinary applications for registration
under this Ordinaneeâ€â€™;
(6) inserting in. subsection (2) thereof immedi-
ately after the words ‘on payment of such feeâ€

the said Medical Board, as the case may be,
may appoint a person to act in place of such

be a member of the Council, whichever is
the earlier;
(6) if such member was elected in
accordance with the scheme referred to in
paragraph 4 of this Schedule, the Conneil
may appoint a person to act in the place of
such member until such member is again
able to perform the duties of his office or
ceases to be a member of the Council,
whichever is the earlier:—
Provided that in appointing a person
under this sub-paragraph the Council shall,
so far as practicable, select a person, being
a person registered as a nurse under this
Ordinance who is representative of the same
interests as those represented by such
members’.

2. ‘There shall be and there is hereby granted
to Her Majesty the Queen for the service of the
Presidency of Montserrat for the year ending on the
thirty-first day of December, 1956, the sum of one
million two hundred and twenty-nine thousand,
two hundred and nine dollars over and above the
sums granted and provided under the Acts and
Ordinances in force in the Colony and this Presi-
dency, to he applied and expended in the manner
and for the services set forth in the schedule hereto.
3. The sum of one million two hundred and

A Message from THE LORD
MILVERTON, G.C.M.G.,

in-Chief, Nigeria.

Last year this Message came to you
from Lord GOWRIE, our late Presi-
dent, who died on 2nd May, shortly
before Empire Day. In him we lost
aman who had spent a full life in
public service of all kinds. He never
spared himself in anything that would
foster or strengthen the unity of the
Commonwealth and, to that end, he
always took the keenest interest in
the young people of all its component
nations.
This year I have been asked,
as one of your Vice-Presidents, to fill
a temporary gap before the appoint-
ment of our new President.
I am particularly pleased that I
should be sending you the Empire
Day Message this year, so recently
made significant by Her Majesty’s
visit to Nigeria. I can readily
visualise the enthusiastic and sponta-
neous welcome given to Her Majesty
everywhere in that vast country
where so many tribal communities
combine to make a miniature Com-
monwealth of their own.
It inspired great happiness to read
of the welcome given by old and
young alike to demonstrate their
loyalty and affection for their Queen
—and ours. This, like her Majesty’s
great journey two years ago to many
of her cther lands, shows how strong
are the ties which unite us in com-
mon support of all that makes for
greater human happiness.
Many of us have memories of other
lands in which we have lived and
worked and on this day, especially
and consciously, our thoughts are of
them and of those friends whose
lives we shared for a while. Within
our scattered family we have our
difficulties and troubles, but this is a
day in our busy lives when we pause
to think of those great and gentle
people of many races whose lives and
work have added, /and will continue

my hope is that many adventurous
young people will make friendships

ever-fresh spirit of adventure and

In accordance with the provisions
of Section 12 of the Land Acquisition
Act No. 11 of 1944, His Excellency
the Governor has caused a Board of
Assessment to be appointed to deter-
mine all questions and claims relating
to the payment of compensation in
connexion with the acquisition of an
area of land of 129.309 acres and
forming part of the Five Islands’
Estates situated in the Parish of St.
John, Antigua, for the wunder-
mentioned purposes :-—
(1) to obtain a site for the erec-
tion of a school and provision of a
playground.
(2) to obtain an area for exten-
sion of the existing village of Five
Islands ;
(3) to provide agricultural plots
for the villagers of Five Islands ;
and,
(4) to provide a grazing arca for
the stock of the said villagers.

INSURANCE OF GOVERN-
MENT MOTOR VEHICLES.
Tenders are invited for comprehen-
sive insurance coverage of all Gov-
ernment own vehicles. There are
approximately 71 such vehicles to be
insured.
2. The contract of insurance should
provide that where coverage is given
during the currency of the Policy
such coverage will expire on the
termination of the Policy and in
every such case for an adjustment of
the appropriate premium.

An Ordinance to amend the Nurses Registration Ordi-
nance, 1954.
ENACTED by

the Legislature of Antigna as
1. This Ordinance may be cited as the Nurses
Registration (Amendment) Ordinance, 1956, and shall be
read as one with the Nurses Registration Ordinance, 1954
in this Ordinance referred to as the Principal Ordinance.
2. Section 7 of the Principal Ordinance is hereby
amended by -—
(a) inserting in snbsection (1) thereof immedi-
ately after the words “ paying such fee†appearing
therein the words “not being greater than the fee
payable on ordinary applications for registration
under this Ordinaneeâ€â€™;
(6) inserting in. subsection (2) thereof immedi-
ately after the words ‘on payment of such feeâ€
appearing therein the words “ not being greater than
the fee payable on ordinary applications for admis-
sion to such final examination â€â€™.
Xx 3. Section 9 of the Principal Ordinance is hereby
amended by substituting for parazraph (a) of subsection
(1) thereof the following:—

under this Ordinance, or is recognised by law asa

So 4. The Schedule to the Principal Ordinance is
Ordained hereby amended by adding the following paragraph
amended, immediately after paragraph 6 thereof:—
“GA. If any member of the Council is pre-
vented by illness, temporary absence from the
Presidency or any other cause from performing the
duties of his office as such memnber—
(a) if such member was appointed by
the Governor in Council or by the Medical
Board established in the Medical Registra-
tion District of which the Presidency of
Antigua forms part under paragraph 4 of
this Schedule, the Governor in Council or
the said Medical Board, as the case may be,
may appoint a person to act in place of such
member until such member is again able to
perform the duties of his office or ceases to
be a member of the Council, whichever is
the earlier;
(6) if such member was elected in
accordance with the scheme referred to in
paragraph 4 of this Schedule, the Conneil
may appoint a person to act in the place of
such member until such member is again
able to perform the duties of his office or
ceases to be a member of the Council,
whichever is the earlier:—
Provided that in appointing a person
under this sub-paragraph the Council shall,
so far as practicable, select a person, being
a person registered as a nurse under this
Ordinance who is representative of the same
interests as those represented by such
members’.

as follows:—
1. This Ordinance may be cited as the
Antigua Constitution and Elections (Amendment)
Ordinance, 1956, and shall be read as one with the
Antigua Constitution and Klections Ordinance,
1951, as amended hereinafter called the Principal
Ordinance.
2. Section 12 of the Principal Ordinance is
hereby amended as follows:—
(i) by substituting in subsection (1) the

Presidency of Montserrat for the year ending

WN ACTED by the Legislature of Montserrat.
1. This Ordinance may be cited as the
Appropriation Ordinance, 1956.
2. ‘There shall be and there is hereby granted
to Her Majesty the Queen for the service of the
Presidency of Montserrat for the year ending on the
thirty-first day of December, 1956, the sum of one
million two hundred and twenty-nine thousand,
two hundred and nine dollars over and above the
sums granted and provided under the Acts and
Ordinances in force in the Colony and this Presi-
dency, to he applied and expended in the manner
and for the services set forth in the schedule hereto.
3. The sum of one million two hundred and
twenty-nine thousand, two hundred and nine dollars
shall be and the same is hereby declared to be charged
upon and made payable from and out of the Gen-
eral Revenue and other funds of the said Presidency.
4. The Treasurer of the said Presidency is,
hereby authorised and required from time to time
upon the order or warrant of the Governor to pay
the several sums appropriated by and in the said
Schedule to the several services therein mentioned
as the said order or warrant shall direct, out of
the General Revenue and other funds of the
Presideney without farther order or formality.
