THE EX-SERVICEMEN’S
ASSOCIATION OF ANTIGUA.
Pursuant to the provisions of Sec-
tions 71 (1) (8) and (8) of the Friendly
Societies Act, No. 8 of 1928, I have
this day with the approval of His
Lordship Mr. Justice Dar, Puisne
Judge of the Supreme Court of the
Windward Islands and Leeward Is-
lands for the Antigua Circuit, obtain-
ed in Chambers on the 6th day of
April, 1956, cancelled the registry
of the Ex-Servicemen’s Association
of Antigua, a Society duly registered
under the provisions of the said Act
on the 27th day of July, 1948.
The reason for such cancellation is
that the said Society has wilfully and
after notice from the _ Registrar,
violated the provisions of Sections 26
and 28 of the aforesaid Act.

BRITISH GUIANA
LEGAL OFFICER
LOCAL GOVERNMENT.
Applications are invited from
suitably qualified persons for appoint-
ment as Legal Officer, Local Govern-
ment. Appointment will be on con-
tract, secondment, or temporary
transfer in the first instance with
prospects of later permanent and
pensionable employment.
2. The salary will be up to £2,000
($9,600 B.W.I.) per annum depending
on the qualifications and experience
of the person selected but not less
than £1,800 ($8,640) per annum.
Furnished quarters will be provi-
ded at arental of 124% of salary to
a maximum of £12. 10 ($60) a month
If appointment is on contract, a gratu-
ity of 124% of salary will be paid in
respect of each completed period of
3 months satisfactory resident service,
either at six-monthly intervals during
the period of the contract, or in
a single lump sum on conclusion of
the leave earned under the contract.
Leave earned would count for gratu-
ity only if this is paid on conclusion
of the engagement in a single lump
sum.
3. The duties are to prepare draft
legislation for a reorganised system of
local government based on Dr. A. H.
MARSHALL’S Report on local Govern-
ment in British Guiana and _ its
application to selected areas. The
officer selected will work in close
conjunction with the members of the
Local Government team and with the
Legal Department; such other duties
as may be assigned to him by either
the Senior Administrative Officer or
the Member for Local Government.

ment. They should be comp-:tent
draftsmen with experience in draft-
ing legislation, and in the organisation
and control of records and facilities

suitably qualified persons for appoint-
ment to 3 vacancies for temporary
Local Government Commissioners.
2. The posts are temporary and
non-pensionable with salary up to
£2,000 ($9,600) per annnm depending
on qualifications and experience, but
not less than £1,800 ($8,640), and
appointment thereto will be for a

detailed schemes for the application
of a re-organised system of local
government to selected areas (urban
and rural) based on Dr. A. H.
MARSHALL’S Report on _ Local
Government in British Guiana and
to supervise their implementation;
and such ancillary duties e.g. the
training of local officers, as may be
assigned to him by either the Senior
Administrative Officer or the Member
for Local Government.
4 Candidates should have exten-
sive experience of Local Government
in the United Kingdom and prefer-
ably some colonial experience. The
Commissioner for the urban area
must have held, in addition, a senior
administrative position in a compara-
ble modern municipality. The two
Commissioners for the rural areas
must possess experience of compara-
tively advanced rural local authorities.
To each of them will be attached for
training at least one experienced local
officer with knowledge of the parti-
cular areas, so that he can eventually
take over as the Commissioner moves
on to the organisation of new areas.

An Ordinance to regulate the purchase, sale and
export of old metal and marine stores.
ENACTED by the Legislature of Antigua an
follows:—
1. This Ordinance may be cited as the Old
Metal and Marine Stores Ordinance, 1955. —
2. In this Ordinance, unless the context
otherwise requires—
“licensed dealer’ means any person licensed
under section 3 of this Ordinance to deal
in old metal or marine stores;
‘murine stores †includes second-hand anchors,
wire cables or chains, slings, sails, and
other second-hand marine stores of any
kind;
“old metal’? includes old metal, used or
second-hand metal fittings, scrap metal,
broken metal, partly manufactured nietal
goods, and defaced or old metal goods.

“Schedule� means a_ schedule to this
Ordinance.
rs a 3. (1) It shall not be lawful for any person
marine stores to carry on the business of a dealer in old metal or
to be licensed. marine stores unless he has previously taken out a.
: licence under this Ordinance.
(2) Licences under this Ordinance shall be
granted by and at the discretion of the Magistrate
of the District in which the premises to be licensed
are situate.
(3) No such licence shall be granted without
the previous report of the police officer in charge
of the division in which the premises to be licensed
are situate, and before the expiration of twenty-one
days at least after application in writing has been
made therefor to the Magistrate.
(4) Such licences shall be in the form in the
First Schedule and shall be annual licences termin-
ating on the 81st day of December of the year for
which they are granted. .\ fee of two dollars and
forty cents shall be paid to the Magistrate for each
such licence.

Sookâ€) in the form in the Second Schedule, in
which shall be legibly written in ink the date and
time of the day when any old metal or marina
stores are purchased or received by him or on his
behalf, the name in fall, and the residence and
occupation of the person from whom any such
metal or stores are purchased or reeeived, and, in
« case where the seller is the agent of another
person, the name and address of the principal, the
quantity purchased or received, and the price paid
for each purchase.

(2) Every such entry in a Licensed Dealer’s
Book shall be made at the time of the transaction,
and shall be signed by the licensed dealer or his .
agent and by the seller or his agent:
Provided that where a licensed dealer is
unable by reason of illiteracy or any physical cause
to sign the entry in the Licensed Dealer’s Book
the licensed dealer shall complete the entry by
making his mark thereto in the presence of a police
officer.
6. (1) No person shall purchase or receive Restrictions
any old metal or marine stores except between the ae
hours of seven o’clock in the morning and six
o’clock in the evening.
(2) No person shall purchase or receive any
old metal or marine stores from any person under
the aye of sixteen years. :
(3) No person shall employ any servant or
apprentice or other person under the age of sixteen
yeurs to purchase or receive any old metal or
marine stores.
(4) No old metal or marine stores shall be
purchased or received at any one time in any
quantity less than twenty-five pounds.
(5) Any person contravening any of the
provisions of this section shall be guilty of an
offence and shall be liable on summary conviction
to a fine not exceeding fifty dollars or to imprison-
ment for a term not exceeding six months.
%. (1) It shall be lawful for any police Power of
officer at any time when a licensed dealer's a
premises are open for business, to inspect the
Licensed Dealer’s Book and all old metal and
marine stores in the premises.
(2) The licensed dealer or his _ repre-
sentutive, or the person in charge of a licensed
dealer's premises, or the person in whose
custody or charge the Licensed Dealer’s Book,
any old metal, or marine stores may be, or any
person who has made an entry in the Licensed

Dealer’s Book with respect to which a police
officer may desire to ask any questions, shall permit
~ such police officer to inspect the Licensed Desaler’s
Book and all old metal, and marine stores,
and shall answer all such questions as may be
asked by the police officer with reference to the
Licensed Dealer’s Book, any old meta! or marine
stores in the premises or any of the entries or
contents of the Licensed Dealer’s Book.
8. (1) All old metal and marine stores
purchased or received by or on behalf of a licensed -
dealer shall be kept in the licensed dealer’s
premises and shall not in any way be changed in
form or shape or disfigured for a period of at least
fifteen days after their purchase or receipt:
Provided that the police officer in charge of
the division in which a licensed dealer carries
on his business may, in his discretion, on the
application of the licensed dealer grant a permit—
(a) for the shipment or alteration in
form or shape of any old metal or marine
stores without the same having been kept for
a period of fifteen days;
(6) for the shipment of broken machin-
ery direct from the place where the same is
purchased, notwithstanding the provisions of
this section to the contrary.
(2) livery person who fails to comply with
the provisions of subsection ‘(1) of this section
shall be guilty of an offence and shall be liable on
summary conviction to a fine not exceeding fifty
dollars or to imprisonment for a term not exceed-
ing three months.
9. (1) Every person licensed under this
Ordinance who, after notice has been given to him ,
by any police officer or by advertisement in the
Gazette or a local newspaper that any old metal or
marine stores have been stolen or fraudulently
obtained, fails to give information to the police
that articles of the like description were offered to
him or were or are in his possession, shall be guilty
of an offence against this Ordinance.

(2) Every licensed dealer who offends against
the provisions of subsection (1) of this section shall
be guilty of an offence and shall be liable on sum-
mary conviction to a fine not exceeding one
hundred dollars or to nnprisonment for a term not
exceeding six months.
10. Every person who—
(a) assaults, resists or obstructs uny
police officer in the execution of any duty
under this aed inane
(6) aids or abets any other person in
aussiulting, resisting or obstructing any police
officer w ie acting in the execution of his
duty under this Ordinance;
(¢) aids or abets any other person ina
contravention of any of the provisions of this
Ordinance;
(d) deals in old metal or marine stores
without a licence ns required by section 3;
(ce) fails to keep a signboard as required
by section 4;
(7) fails to keep a Licensed Dealer’s
Book as required by section 5;
shall be guilty of an offence and sliall be liable on
summary conviction to # fine not excceding fifty
dollars or to imprisonment for a term not exceed-
_ing three months,
11. Tf any licensed dealer is convicted of
an offence under this Ordinance, the Court may, in
its discretion, cancel the licence of that licensed
dealer.
12. Ail moneys received for licences, and all
penalties recovered under this Ordinance, shall be
paid into the Treasury for the use of the
Presidency.
18. The Metal Act, 1863, is hereby repealed.

ENACTED by the Legislature of Antigua
_as follows:—
1. This Ordinance may be cited as the
Appropriation Ordinance, 1956.
2. ‘There shall be aud there is hereby grant-
ed to Her Majesty the Queen for the service of the
Presidency of Antigua for the year ending on the
thirty-first day of December, 1956, the sum of
six million, nine hundred and seventy-six thous-
and, three hundred and forty-three dollars over and
above the sums granted and provided under the
Acts and Ordinances in force in the Colony ‘and
this Presidency, to be applied and expended in the
manner and for the services set forth in the Schedule
hereto.

REsoLuTION OF TUE LEGISLATIVE COUNCIL OF ANTIGUA
patep Marcu 29, 1956, MADE UNDER SECTION 15 oF
tue Customs Durims Orpinance, 1927 (No. 11 of 1927).
WHEREAS section 15 of the Customs Duties Ordinance,
1927, provides that the Legislative Council may from time to
time bv resolution increase, reduce, abolish or otherwise alter
the Customs duty leviable on any goods imported into
the Presidency:
Be IT RESOLVED. that the Second Schedule to the
Customs Duties Ordinance, 1927, as amended, Bhall be and is
hereby altered and amended by the addition of the following
new item in its proper place in the said Schedule:
14A. Braille equipment and literature for the blind.

WHEREAS— ~——â€
(a) by section 4A. of the Raum Duty Act, 1892,
(No. 3/ 1892) if is provided that the Governor in Council
may by order issued to the ‘Treasurer, increase, decrease,
or otherwise vary any excise duty ‘leviable under the
provisions of the said Act and from the date of the
publication of such order in the Gazeéée, and until the
expiry of such order, the duties specified in such order
shall be payble in liew of duties payable under the then
existing law:
(4) it is further provided by the said section that
every such order issued as aforesaid, shall after seven
days and within twenty-one days, be sabmitted to the
Legislative Council and the Council may by resolution
confirm, amend or revoke sich order, and upon publica-
tion of such resolution in the Gacette, the same shall
have the force of Inw and thereupon the said order
shall expire:
by the Treasury Reorganisation Ordinance, 1953
(No. 5/1953) it is provided that—
(1) the Governor in Council may from time to time
by order direct that any rights, powers, privileges,
immunities or daties which immediately before the
commencement of the Ordiunnes were or were capable of
being or were ¢v requiy fad GG tte exercised, enjoyed or
performed by the ‘Treasurer (whether pursuant to any
instrument having the force of the jaw in the Presidency
or otherwise) shall, with effect from such day as may he

specified in such order, be exercised, enjoyed and
performed by the Chief Accountant or by the Collector
of Customs whichever may be specified im such order;
(2) where any order under subsection (1) of the
section relates to any rights, powers, privileges, immuni-
ties or duties conferred or imposed by any Ordinance
there shall be substituted for references in such Ordinance
to the Treasurer references to the Chief Accountant or
to the Collector of Customs whichever may be appropriate
to bring such Ordinance into conformity with such order:
(d) by the Treasury Reorganisation (Allocation of
Duties) Order, 1953 (S.R. & O. 1953 No. 28) made on
the lst of December, 1953, the Governor in Council
directed that the rights, powers, privileges, immunities
and duties capable of being or required to be exercised,
enjoyed or performed by the Treasurer pursuant to the
provisions of the aforesaid Rum Duty Act 1892 should
thenceforth be exercised, enjoyed and performed by the
Collector of Customs:
(e) in exercise of the powers conferred as aforesaid
the Governor in Council on the 20th March, 1956, issued
to the Collector of Customs and published in the Gazette
an order whereby the rates of duty payable under the
provisions of Section 3 (1) of the Rum Duty Act, 1892,
as amended were altered as follows:—

BE IT THEREFORE RESOLVED by the Legislative
Council of Antigua as follows:—
The Order of the Governor in Council mentioned in para-
graph (e) of the above recital altering the rates of duty
payable under Section 8 (1) of the Rum Duty Act, 1892, as
amended, is hereby confirmed.
Passed the Legislative Council this 29th day of
March, 1956.
