A PROCLAMATION.

WHEREAS by section 34 of the
Crown Proceedings Ordinanee, 1955
(No. 4/1955) it is provided that the
said Ordinance shall come into opera-
tion on a day to be appointed by the
Governor by Proclamation published
in the Gazette.
NOW, THEREFORE, I, Hunry
ANTHONY CAMILLO HOWARD, the
Officer for the time being administer-
ing the Government of the Presidency
of the Virgin Islands, do by this my
Proclamation declare that the said
Ordinance shall come into operation
on the 30th day of June, 1956.
AND all Her Majesty’s officers and
loving subjects in the Presidency of
the Virgin Islands and all others
whom it may concern are hereby
required to take due notice hereof
and to give their ready obedience
accordingly.
GIVEN at the Commissioner’s Office,
at Tortola, in the Virgin Islands,

The Vehicles & Road Trafiic
Ordinance, 1946.
By virtue of the powers conferred
on me in Section 2 of the Vehicles
and Road ‘Traffic Ordinance 1946
(No. 5 of 1946), I hereby fix the
period hereunder for the lighting of
Vehicles.
Until further notice, the lighting
period of vehicles shall be from
6.30 p.m. to 6 a.m.

ment to the post of Headmaster of
St. Vincent Grammar School, particu-
lars of which are as follows:—
APPOINTMENT: The post is pen-
sionable and the appointment oarries
with it the liability of transfer to any
post of equivalent status within the
Windward Islands. The officer will
be subject to the Colonial Regulations
and local General Orders for the time
being in force insofar as they are
applicable.
SALARY: The salary of the post
is at the rate of $3,840 (£800) per
annum in the scale $3,840 x 120-
$4,560 (£800x25-£950) per annum.
QUARTERS: Quarters are not pro-
vided.
PASSAGES: Free first class pas-
sages to St. Vincent will be provided
for the officer, his wife and children,
not exceeding five persons in all;
children should be under 18 years of
age, unmarried, and dependent on tha
officer.
LEAVE AND LEAVE PASSAGES:
Vacation leave on full salary will be
granted at the rate of 14 months for
each completed period of 12 months
resident service.
Leave passages will be provided in
accordance with local regulations,
MEDICAL ATTENTION: Free medi-
cal attention and medicines are not
provided.

PRISONS DEPARTMENT.
Vacancy for an _ Assistant
Superintendent of Prisons,
British Guiana.
Applications are invited from suit-
ably qualified persons for appoint-
ment to a vacant post of Assistant
Superintendent of Prisons in the
Prisons Department. The post is on
the permanent and pensionable estab-
lishment of the Colony and is on the
salary scale A 9: $3,120x$144-—
$3,984// x $144—$4,560. Free quar-
ters are provided or a house allowance
is paid in lieu thereof.
2. The duties of the post are as
follows: - -
(i) to be in charge of the admin-
istration of a Prison and of
the training of subordinate
officers;
(ii) checking warrants of com-
mitment, their daily entry
in the registers and the
accuracy of entries record-
ing the dates of discharge of
prisoners;
(iii) inspecting daily every part of
the Prison at which he may
be stationed and, as fre-
quently as possible gangs
working outdoors;
(iv) investigating complaints, re-
quests of prisoners and
charges against them; and
dealing with the charges in
accordance with the rules
and regulations governing
the Prisons of the Colony;
(v) interviewing all prisoners on
admission and on discharge.
(vi) paying night visits to the
Prison at which he may be
stationed to ensure proper
administration;
(vii) observing strictly and carry-
out Prison Rules and Orders
and instructions of the
Superintendent, and ensur-
ing compliance therewith by
all concerned; and
(viii) such other duties as may be
assigned to him by the
Superintendent of Prisons.
3. Candidates should be under 35
years of age, of good physique and
personality, and have ability to com-
mand respect. Previous Prison, Police
or Military Service would be an asset
but is not essential. The educational
qualifications shall be a First Class
Army Certificate of Kducation: or
the Cambridge School Certificate
with credits in at least four subjects
of which one must be English Lan-
guage, or the General Certificate of
Education at Ordinary Level with
passes in at least five subjects of
which one mnet be English Language;
in either case, three of the subjects
must be obtained at one examination,
but the supplementary credits or sub-
jects need not be from the same
examining body eg., a School Certi-
ficate with 3 credits may be supple-
mented by a G.C.E. Certificate at
Ordinary Level. Experience of agri-
culture and mixed farming would be
an advantage.

4. The conditions in paragaaph 3
in respect of the age and educational
qualification requirements do not
apply to applicants who are already
in the Service or are in a Prison
Service.
5. The successful candidate, if
not already in the Service, will be
required to pass a medical examina-
tion for admission thereto.
, 6. Vacation leave is earned at the
rate of five days for each completed
month of resident service up to a
maximum of six months, subject to
the completion of a minimum tour of
service of two years. ‘The candidate
selected will be eligible for the grant
of assisted leave passages, in accord-
ance with the Public Officers Leave
(Passages) Regulations No. 34 of 1952.
7. Applications stating name in
full, date and year of birth, qualifica-
tions, details of any previous ex-
perience and accompanied by copies
of two recent testimonials, should be
addressed to the Secretary, Public
Service Commission, General Post
Office Building, Georgetown, British
Guiana, for delivery not later than
the 18th April, 1956. Applications
received after this date will not be
considered. ,

An Ordinance to provide for the services of the
Presidency of the Virgin Islands for the year
ending on the thirty-first day of December,
1956.

ENACTED by the Legislature of the Virgin
Islands.
1. This Ordinance may be cited as the
Appropriation Ordinanee, 1956.
2. There shall be and there is hereby granted
to Her Majesty the Queen, for the services of the
Presidency of the Virgin Islands for the year
ending on the thirty-first day of December, 1956,
the sum of seven hundred and nine thousand
-and three dollars, to be applied and expended in
the manner and for the services set forth in the
Schedule hereto.
3. Such part of the said sum of seven
hundred and nine thousand and = three dollars
as is payable by the said Presidency shali be and
the same is hereby declared to be charged upon

and made payable from and out of the General
Revenue and other funds of the said Presidency.
4. The ‘Treasurer of the said Presidency is
hereby authorised and required from time to time
upon the order or warrant of the Governor to pay
the several sums appropriated by and in the said
Schedule to the several services therein mentioned,
as the said order or warrant shall direct, out of the
General Revenue and other funds of the said
Presidency without further order or formality.

The Land and House Tax (Rates) Order, 1956, dated
March 5, 1956, made by the Governor in Council
under Section 3 of the Land and House Tax Ordinance,
1955, (No. 6/1955).
1. Short Title. This Order may be cited as the
Land and House Tax (Rates) Order, 1956. .
2. Rates of Land Tax. Tand tax shall be payable
at the rate of thirty-four cents for every acre or part of an
acre not exceeding five acres and at the rate of seventeen
cents for every additional acre or part of an acre over the
first five acres.
3. Rate of House Tax. House tax shall be pay-
able at the rate of one per centum per annum on the
assessed value of all houses:
Provided that in no case shall a lesser sum than thirty-
four cents be paid in respect of any house.
Made by the Governor in Council this 5th day of
March, 1956.

the sum of seven hundred and nine thousand
-and three dollars, to be applied and expended in
the manner and for the services set forth in the
Schedule hereto.
3. Such part of the said sum of seven
hundred and nine thousand and = three dollars
as is payable by the said Presidency shali be and
the same is hereby declared to be charged upon

and made payable from and out of the General
Revenue and other funds of the said Presidency.
4. The ‘Treasurer of the said Presidency is
hereby authorised and required from time to time
upon the order or warrant of the Governor to pay
the several sums appropriated by and in the said
Schedule to the several services therein mentioned,
as the said order or warrant shall direct, out of the
General Revenue and other funds of the said
Presidency without further order or formality.

1956, No. 5.
The Land and House Tax (Rates) Order, 1956, dated
March 5, 1956, made by the Governor in Council
under Section 3 of the Land and House Tax Ordinance,
1955, (No. 6/1955).
1. Short Title. This Order may be cited as the
Land and House Tax (Rates) Order, 1956. .
2. Rates of Land Tax. Tand tax shall be payable
at the rate of thirty-four cents for every acre or part of an
acre not exceeding five acres and at the rate of seventeen
cents for every additional acre or part of an acre over the
first five acres.
3. Rate of House Tax. House tax shall be pay-
able at the rate of one per centum per annum on the
assessed value of all houses:
Provided that in no case shall a lesser sum than thirty-
four cents be paid in respect of any house.
Made by the Governor in Council this 5th day of
March, 1956.
