A PROCLAMATION.

WHEREAS by section 1 of the
Public Service Commission Ordi-
nance, 1956 (No. 1/1956) it is provided
that the said Ordinance shall come into
operation on a day to be appointed by
the Governor by Proclamation pub-
lished in the Gazette.

NOW, THEREFORE, I, KENNETH
WILLIAM BLACKBURNE, a Knight
Commander of the Most Distingnish-
ed Order of Saint Michael and Saint
George, an Officer of the Most Excel-
lent Order of the British Empire,
Governor and Commander in Chief
in and over the Colony of the
Leeward Islands and Vice Admiral of
the same, do by this my Proclamation
declare that the said Ordinance shall
come into operation on the 9th day
of February, 1956.



AND all Her Majesty's officers and
loving subjects in the Presidency of
Montserrat and all others whom it
may concern are hereby required to
take due notice hereof and to give
their ready obedience accordingly.

GIVEN at the Government House,
Antiqua, this 2nd day of Febru-
ary, 1956, and in the fourth year
of Her Majesty’s reign.

Invalidation of Stamps.

It is hereby notified for general
information that, in accordance with
the provisions of the Stamps (Invali-
dation) Order, 1956 (General
Government 8.R. & O. No. 5 of 1956),
the special issue of stamps commem-
orating the three hundredth
anniversary of the settlement of the
island of Anguilla, originally
authorised for use by and under the
Stamps (Anguilla Tercentenary)
Order, 1950 (General Government
S.R.&0O. No. 29 of 1950), the
continued use whereof was authorised
by the Stamps (Continuance of Use)
Order, 1953 (General Government

(S.R. &O. No. 21 of 1953), will no
longer be used for the payment of
postage or stamp duties after the 31st
July, 1956.

2. Provision has, however, been
made in the abovementioned Invali-
dation Order for a period of grace of
three months thereafter, that is, on or
before the 31st October, 1956, within
which holders of stamps invalidated
by the Order may effect their
exchange at a Post Office in the
Presidency of St. Kitts-Nevis-Anguilla
for astamp or stamps of equal value
authorised for use in that Presidency.

the Workmen’s Compensation Act,

injuries to workmen during the
year in respect of which compen-

pensation in respect of non-fatal
injuries.

(d) The total amount paid to
dependents in respect of fatal
injuries,

(e) The number of non-fatal

INCOME TAX NOTICE,

The Income Tax Ordinance No.
7 of 1945 (as amended).

PUBLIC OFFICERS AND PENSIONERS.

Any public officer or pensioner
liable to pay income tax whose
income including that of his wife
consists solely of his andjor her
emoluments as a public officer or
pensioner or other allowance from
public funds, shall deliver a true
and correct return of his whole
income to the Commissioners not
later than the 31st day of January,
1956. (Section 67 and 8S. R. & O.
1946, No. 13).

OTHER PERSONS.

Every person (including a com-
pany) liable to pay income tax shall
deliver ateue and correct return of
his whole income not later than the
31st day of March, 1956 (Section 67
and 8. R. & O. 1946, No. 13).

AGENTS, TRUSTEES, ETC.

Any person having the direction,
control or management of any
property or concern, or being in
receipt of income; on behalf of any
person, whether resident or non-
resident, as attorney, factor, agent,
trustee, curator or committee
should make and deliver to the
Commissioners. a return in respect
of such property, concern or income
not later than the 3lst day of March,
1956. (Sections 28 and 29).

GENERAL.

Any perscn may be considered to
be ‘liable to pay income tax” if his
income from all sources exceeds one
hundred and twelve pounds ($537.60).

All claims for deduction from
income tax must be substantiated by
the production of receipts or other
bona fide evidence.

PENALTIES.

Any person liable to pay income
tax who fails to make or deliver a
return within the prescribed period
shall be guilty of an offence against
this Ordinance and shall be liable on
conviction to a penalty not exceed-
ing one hundred pounds, and in
default of payment to imprisonment
with or without hard labour for a
term not exceeding six months.
Section 68.

Any person who makes or delivers
a false return or keeps or prepares
any false accounts or particulars
concerning any income on which
tax is payable shall be guilty of
an offence and shall be liable on
conviction to a fine not exceeding
five hundred pounds, or to imprison-
ment with or without hard labour
for a term not exceeding six months.
(Section 64).

HARBOUR NOTICE.
BOAT LICENCES

The attention of owners of hoats
is drawn to the following provisions
of the Porters, Watermen, and Boats
Licensing Ordinance, 1909, as
amerded—

1. Within twenty days after the
first day of January in each year
every owner of every drogher,
lighter, flat, boat, or craft of
any description whatever, ply-
ing or engaged in any way at
or about this Island (except such
boats as are carried by registered
vessels) shall apply to the Har-
bour Master for a licence to
possess and use such drogher,
lighter, flat, or craft (Section
14 (1).)

Any person owning or being in
possession of a drogher, lighter,
flat, boat, or craft required to be
licensed under this Ordinance,
and who fatls to lioence the same
within the time prescribed by
this Ordinance, shall be liable
on summary conviction to a
penalty not exceeding five
pounds besides the amount of
licence imposed by this Ordi-
nance in respect to such drogher,
lighter, flat, boat, or craft (Sec-
tion 29).

2. Every drogher, lighter, flat, boat
or craft licensed as before men-
tioned not being a registered
vessel within the meaning of
the Harbour and Roadsteads Act,
1894, shall have the number of
such licence, and the name of the
owner, legibly painted on the
stern in letters and figures not

less than one and a half inches
in length, and the said stern shall
be bona fide a fix part of the
drogher, lighter, flat, boat or
craft, and not a shifting board
moveable at pleasure; and if any
person shall be employed or
shall ply in any such flat, boat
or craft as a boatman without
having the number of the
licences so thereon painted as
aforesaid he shall forfeit and
pay a penalty not exceeding ten
shillings (Section 18).

3. It any drogher, lighter, flat,
boat or craft shall, in the opinion
of the owner, become unfit for
use, such owner shall within
twenty days after the first day
of January of the year succeed-
ing that in which such drogher,
lighter, flat, boat or eraft became
unfit for use make declaration
before the Harbour Master that
such drogher, lighter, flat, boat,
or craft, in respect to which no
such declaration as aforesaid has
been made or a licence granted
shall be liable on summary
conviction to @ - penalty not
exceeding in pounds (£10).

post of Statistician on the staff of the
Central Secretariat of the Caribbean
Commission, Port-of-Spain, Trinidad.
Men and Women are equally eligible
for the post.

Qualifications: Candidates
should be University graduates hold-
ing an advanced degree in Economics
and Statistics or be able to provide
evidence of advanced graduate work
in an academic institution of good
standing. In addition they should
have advanced practical experience
in the particular fields indicated, in
a specialised Government Depart-
ment, International Agency or
Private enterprise.

Applicants should:

(1) have a working knowledge
of the two languages of the
Caribbean Commission (English
and French) with complete
fluency in at least one of them,
and

(2) be familiar with modern
and standard systems in use in
the coordination of international
statistics.

Job Description: To collect,
collate, analyse and oth-rwise prepare
for publication and dissemination
Caribbean social and economic statis-
tics and to carry out such other
specific studies and projects in the
field of statistics and related economic
problems as may be assigned to the
successful candidate from time to
time. To supervise and direct a
Statistical department.

The salary for this post is US
$3,600 per annum rising by inere-
ments of US $240 on the basis of
satisfactory work to a maximum
of US $6,000 per annum.
Salary is expressed in US dollars
but will be payable in the currency
of the country in which the employee
is stationed. Entrance at a higher
point in the salary scale will depend
on the qualifications and experience
of the candidate,

Preference will be given to appli-
cants who, besides being able to carry
out the duties of the job described
above, possess practical experience in
the field of economic research.

than March 31, 1956 and should
indicate whether the applicant, if
appointed, will be able to assume

An Act to provide that the Island of Sombrero
shall cease to form part of the Presidency of
the Virgin Islands and shall be included in
and form part of the Presidency of Saint
Christopher Nevis and Anguilla.

ENACTED by the Legislature of the Lee-

ward Islands.

1. This Act may be cited as the Transfer of
Sombrero Act, 1956.

2. From and after the coming into operation
of this Act the Island of Sombrero shall cease to
form part of the Presidency of the Virgin Islands
and shall be included in and form part of the
Presidency of Saint Christopher Nevis and An-
guilla.

3. The Sombrero Act is hereby repealed.

ENACTED by the Legislature of the Lee-
ward Islands.

1. This Act may be cited as the Pensions
(Amendment) Act, 1956, and shall be read us one
with the Pensions Act, 1947, us amended; herein-
after called the Principal Act.

2. (1) Subsection (1) of section 2 of the
Principal Act is hereby amended by the substitution
of the following for paragraph (a) of the definition
of the expression “ pensionable emoluments ”—

“(a) in respect of service in the Colony,
includes salary, personal allowance, house
allowance, and, in the case of u teacher, any
charge pay that may be paid to such teacher
when in charge of a government elementary
school, but does not include duty allowance,
entertainment allowance or any other emolu-
ments whatever;”’,

of a Public Service Com nission.

ENACTED by the Legislature of Mont-

serrat:

1. This Ordinance may be cited as the Public
Service Commission Ordinance, 1956, and shall
come into operation on a day to be appointed by
the Governor by Proclamation published in the
trazette.

2. In this Ordinance, unless the context
otherwise requires—

‘Commissioner’? means the person for the

time being holding the office of Commis-
sioner of the Presidency and includes
every person for the time being acting as
euch in his stead;

“ Governor”? means the Governor and Com-

mander in Chief of the Leeward Islands
and includes every person for the time
being administering the Government of

public office and includes any person

Crown in respect of the Government of
the Presidency.

8. (1) In the exercise of the functions eon-
ferred on him by this Ordinance the Governor shall
not be obliged to consult with the Executive
Council of the Presidency.

(2) The Commissioner shall not be obliged to
consult with the Executive Council of the Presi-
deney in the exercise of any functions delegated to
him by the Governor under section 8 of this
Ordinance.

4. The appomtment, promotion, transfer,
dismissal and disciplinary control of public officers
is hereby vested in the Governor.

5. (1) There shall be, in and for the Presi-
dency, @ Public Service ye (hereafter in
this Ordinance referred to as “ the Commission ”’)
and, subject to the provisions f this section, the Commission shall consist of such
persons, appointed in such manner, as may be
pre-cribed by Regulations made under this Ordi-
nance,

(2) The Governor may terminate the appoint.
ment of any member of the Commission and, sub-
jeet ax aforesaid, the members of the Commission
shall hold office upon such terms and conditions as
mav be prescribed by Regulations made under this

(3) No person shall he appointed as, or shall

6. (1) The Governor may refer to the
Commission for its advice any question reliting to
the appointment (including promotion and trans-
fer), or to the dismissal or other diseiplinery con-
trol of public officers or of any public officer, or to
any other matter which, in his opinion, affects the
public service:

Provided that no Judge or Magistrate shall be
regarded, for the purposes of this section, as a

public officer.

(2) [t shall be the duty of the Commission
to advice the Governor on any question which
he shall refer to it im aceordance with the
provisions of thix section, but the Governor shall
not. be required to act in accordance with the
advice given to him by the Comumnssion,

7. Kxcept with the consent of the Governor
signified in writing under the hand of the Colonial
Secretary, no person shall in any legal proceedings
produce or be permitted to give secondary evidenc
as to the contents or nature of any letter, state-
ment, report or other document or any oral
information addressed, made or oiven—

(a) to the Commission by or on behalf
of the Governor, the Colonial Secretary,
the Commissioner or the head of any Covent:
ment Department for the purpose of enabli ig
the Commission to discharge any of its
duties under this Ordinance; or

(6) by the Commission to the Governor,
the Colonial Secretary, the Commissioner
or the head of anv Government Department
in relation {0 any matter concerning or
arising out of the duties of the Commission.

8. The Governor may by order delegate to
the Commissioner all or any of the fanelions

9. The Governor may make Regulations

for giving effect to the provisions of this Ordi-
nance, and in particular and without prejudice
to the generality of the foregoing power may by
such Regulations make provision for all or any
of the following matters, that is to say:—

(a) the membership of the Commission;

(6) the appointment, tenure of office
and terms of service of members of the
Commission ;

(c) the organisation of the work of
the Commission and the manner in which
the Commission shall perform its functions;

(d) consultation by the Commission
with persons other than members of the
Commission ;

(e) the appointment, tenure of office
and terms of service of staff to assist the
Commission in the performance of _ its
functions;

(7) the protection and privilege of
members of the Commission in respect of
the performance of their duties and the privi-
lege of communications to and from the
Commission or its members in case of legal
proceedings;

(g) the definition and trial of offences
connected with the functions of the Commis-
sion and the imposition of penalties for such
olfences:

Provided that no such peralty shall
exceed a fine of one thousand dollars «und
imprisonment for a term cf six months,

It is hereby notified for general
information that, in accordance with
the provisions of the Stamps (Invali-
dation) Order, 1956 (General
Government 8.R. & O. No. 5 of 1956),
the special issue of stamps commem-
orating the three hundredth
anniversary of the settlement of the
island of Anguilla, originally
authorised for use by and under the
Stamps (Anguilla Tercentenary)
Order, 1950 (General Government
S.R.&0O. No. 29 of 1950), the
continued use whereof was authorised
by the Stamps (Continuance of Use)
Order, 1953 (General Government

(S.R. &O. No. 21 of 1953), will no
longer be used for the payment of
postage or stamp duties after the 31st
July, 1956.

2. Provision has, however, been
made in the abovementioned Invali-
dation Order for a period of grace of
three months thereafter, that is, on or
before the 31st October, 1956, within
which holders of stamps invalidated
by the Order may effect their
exchange at a Post Office in the
Presidency of St. Kitts-Nevis-Anguilla
for astamp or stamps of equal value
authorised for use in that Presidency.

INCOME TAX NOTICE,

The Income Tax Ordinance No.
7 of 1945 (as amended).

PUBLIC OFFICERS AND PENSIONERS.

Any public officer or pensioner
liable to pay income tax whose
income including that of his wife
consists solely of his andjor her
emoluments as a public officer or
pensioner or other allowance from
public funds, shall deliver a true
and correct return of his whole
income to the Commissioners not
later than the 31st day of January,
1956. (Section 67 and 8S. R. & O.
1946, No. 13).

OTHER PERSONS.

Every person (including a com-
pany) liable to pay income tax shall
deliver ateue and correct return of
his whole income not later than the
31st day of March, 1956 (Section 67
and 8. R. & O. 1946, No. 13).

AGENTS, TRUSTEES, ETC.

Any person having the direction,
control or management of any
property or concern, or being in
receipt of income; on behalf of any
person, whether resident or non-
resident, as attorney, factor, agent,
trustee, curator or committee
should make and deliver to the
Commissioners. a return in respect
of such property, concern or income
not later than the 3lst day of March,
1956. (Sections 28 and 29).

GENERAL.

Any perscn may be considered to
be ‘liable to pay income tax” if his
income from all sources exceeds one
hundred and twelve pounds ($537.60).

All claims for deduction from
income tax must be substantiated by
the production of receipts or other
bona fide evidence.

PENALTIES.

Any person liable to pay income
tax who fails to make or deliver a
return within the prescribed period
shall be guilty of an offence against
this Ordinance and shall be liable on
conviction to a penalty not exceed-
ing one hundred pounds, and in
default of payment to imprisonment
with or without hard labour for a
term not exceeding six months.
Section 68.

Any person who makes or delivers
a false return or keeps or prepares
any false accounts or particulars
concerning any income on which
tax is payable shall be guilty of
an offence and shall be liable on
conviction to a fine not exceeding
five hundred pounds, or to imprison-
ment with or without hard labour
for a term not exceeding six months.
(Section 64).

HARBOUR NOTICE.
BOAT LICENCES

The attention of owners of hoats
is drawn to the following provisions
of the Porters, Watermen, and Boats
Licensing Ordinance, 1909, as
amerded—

1. Within twenty days after the
first day of January in each year
every owner of every drogher,
lighter, flat, boat, or craft of
any description whatever, ply-
ing or engaged in any way at
or about this Island (except such
boats as are carried by registered
vessels) shall apply to the Har-
bour Master for a licence to
possess and use such drogher,
lighter, flat, or craft (Section
14 (1).)

Any person owning or being in
possession of a drogher, lighter,
flat, boat, or craft required to be
licensed under this Ordinance,
and who fatls to lioence the same
within the time prescribed by
this Ordinance, shall be liable
on summary conviction to a
penalty not exceeding five
pounds besides the amount of
licence imposed by this Ordi-
nance in respect to such drogher,
lighter, flat, boat, or craft (Sec-
tion 29).

2. Every drogher, lighter, flat, boat
or craft licensed as before men-
tioned not being a registered
vessel within the meaning of
the Harbour and Roadsteads Act,
1894, shall have the number of
such licence, and the name of the
owner, legibly painted on the
stern in letters and figures not

less than one and a half inches
in length, and the said stern shall
be bona fide a fix part of the
drogher, lighter, flat, boat or
craft, and not a shifting board
moveable at pleasure; and if any
person shall be employed or
shall ply in any such flat, boat
or craft as a boatman without
having the number of the
licences so thereon painted as
aforesaid he shall forfeit and
pay a penalty not exceeding ten
shillings (Section 18).

3. It any drogher, lighter, flat,
boat or craft shall, in the opinion
of the owner, become unfit for
use, such owner shall within
twenty days after the first day
of January of the year succeed-
ing that in which such drogher,
lighter, flat, boat or eraft became
unfit for use make declaration
before the Harbour Master that
such drogher, lighter, flat, boat,
or craft, in respect to which no
such declaration as aforesaid has
been made or a licence granted
shall be liable on summary
conviction to @ - penalty not
exceeding in pounds (£10).

Commission, Port-of-Spain, Trinidad.
Men and Women are equally eligible

Qualifications: Candidates
should be University graduates hold-
ing an advanced degree in Economics
and Statistics or be able to provide
evidence of advanced graduate work
in an academic institution of good
standing. In addition they should
have advanced practical experience
in the particular fields indicated, in
a specialised Government Depart-

Private enterprise.

Caribbean Commission (English
and French) with complete
fluency in at least one of them,

for publication and dissemination
Caribbean social and economic statis-
tics and to carry out such other
specific studies and projects in the
field of statistics and related economic
problems as may be assigned to the
successful candidate from time to

The salary for this post is US
$3,600 per annum rising by inere-
ments of US $240 on the basis of
satisfactory work to a maximum
of US $6,000 per annum.
Salary is expressed in US dollars
but will be payable in the currency
of the country in which the employee

point in the salary scale will depend
on the qualifications and experience
of the candidate,

Preference will be given to appli-
cants who, besides being able to carry
out the duties of the job described
above, possess practical experience in
the field of economic research.

1. This Act may be cited as the Promissory
Oaths (Amendment) Act, 1956, and shall be read
tig one with the Promissory Oaths Act, hereinafter
called the Principal Act.

2. The Principal Act is hereby amended by
the substitution of the following for the form of
Oath of Executive Councillor in the Schedule to
the Principal Act:—

ENACTED by the Legislature of the Lee-

ward Islands.

1. This Act may be cited as the Overseas
Nurses’ Pensions (Amendment) Act, 1956, and
shall be read as one with the Overseas Nurses’
Pensions Act, hereinafter called the Principal Act.

2. Section 3 of the Principal Act is hereby
amended by the substitution of the words “ four
dollars and eighty cents” for the words ‘ eight
shillings and four pence” appearing therein.

Principal Act is hereby amended by the sabstitu-
tion of a comma for the full-stop at the end of
subsection (3) and the addition thereafter of the
following words “and in a matter relating to
salvage or the title to wreck where the sum in

dispute exceeds ninetyesix dollars ”.

An Act to amend further the Pensions Act, 1947.

ENACTED by the Legislature of the Lee-
ward Islands.

1. This Act may be cited as the Pensions
(Amendment) Act, 1956, and shall be read us one
with the Pensions Act, 1947, us amended; herein-
after called the Principal Act.

2. (1) Subsection (1) of section 2 of the
Principal Act is hereby amended by the substitution
of the following for paragraph (a) of the definition
of the expression “ pensionable emoluments ”—

“(a) in respect of service in the Colony,
includes salary, personal allowance, house
allowance, and, in the case of u teacher, any
charge pay that may be paid to such teacher
when in charge of a government elementary
school, but does not include duty allowance,
entertainment allowance or any other emolu-
ments whatever;”’,

appearing in the first line of paragraph (6) of the
subsection.

4. The following ameudmeuts are hereby
made to section 17 of the Principal Act: —

(1) Subsection (1) is amended by—

(a) inserting after the words

words ‘for in addition to the pay-
ment, if any, made to his dependant
or dependants’; and

(6) deleting the words ‘‘ para-

An Ordinance to make provision for the creation
of a Public Service Com nission.

ENACTED by the Legislature of Mont-

serrat:

1. This Ordinance may be cited as the Public
Service Commission Ordinance, 1956, and shall
come into operation on a day to be appointed by
the Governor by Proclamation published in the
trazette.

2. In this Ordinance, unless the context
otherwise requires—

‘Commissioner’? means the person for the

time being holding the office of Commis-
sioner of the Presidency and includes
every person for the time being acting as
euch in his stead;

“ Governor”? means the Governor and Com-

mander in Chief of the Leeward Islands
and includes every person for the time
being administering the Government of

to which a Deputy for the Governor is
authorised to act, that Deputy;

‘public office”? means any office of emolu-
ment in the public service;

“public officer” means the holder of any
public office and includes any person
appointed to act in any such office;

“the public service ’’ means the service of the
Crown in respect of the Government of
the Presidency.

8. (1) In the exercise of the functions eon-
ferred on him by this Ordinance the Governor shall
not be obliged to consult with the Executive
Council of the Presidency.

(2) The Commissioner shall not be obliged to
consult with the Executive Council of the Presi-
deney in the exercise of any functions delegated to
him by the Governor under section 8 of this
Ordinance.

4. The appomtment, promotion, transfer,
dismissal and disciplinary control of public officers
is hereby vested in the Governor.

5. (1) There shall be, in and for the Presi-
dency, @ Public Service ye (hereafter in
this Ordinance referred to as “ the Commission ”’)
and, subject to the provisions f this section, the Commission shall consist of such
persons, appointed in such manner, as may be
pre-cribed by Regulations made under this Ordi-
nance,

(2) The Governor may terminate the appoint.
ment of any member of the Commission and, sub-
jeet ax aforesaid, the members of the Commission
shall hold office upon such terms and conditions as
mav be prescribed by Regulations made under this

(3) No person shall he appointed as, or shall
remain, a member of the Commission f he is a

6. (1) The Governor may refer to the
Commission for its advice any question reliting to
the appointment (including promotion and trans-
fer), or to the dismissal or other diseiplinery con-
trol of public officers or of any public officer, or to
any other matter which, in his opinion, affects the
public service:

Provided that no Judge or Magistrate shall be
regarded, for the purposes of this section, as a

public officer.

(2) [t shall be the duty of the Commission
to advice the Governor on any question which
he shall refer to it im aceordance with the
provisions of thix section, but the Governor shall
not. be required to act in accordance with the
advice given to him by the Comumnssion,

7. Kxcept with the consent of the Governor
signified in writing under the hand of the Colonial
Secretary, no person shall in any legal proceedings
produce or be permitted to give secondary evidenc
as to the contents or nature of any letter, state-
ment, report or other document or any oral
information addressed, made or oiven—

(a) to the Commission by or on behalf
of the Governor, the Colonial Secretary,
the Commissioner or the head of any Covent:
ment Department for the purpose of enabli ig
the Commission to discharge any of its
duties under this Ordinance; or

(6) by the Commission to the Governor,
the Colonial Secretary, the Commissioner
or the head of anv Government Department
in relation {0 any matter concerning or
arising out of the duties of the Commission.

8. The Governor may by order delegate to
the Commissioner all or any of the fanelions
conferred on the Governor by sections 4 and 6 of
this Ordinance subject to such conditions, excep-
tious and qualifications as the Governor may
prescribe and the Commissioner shall accordingly
have and exercise such funetions, subject as
aforesaid.

9. The Governor may make Regulations

for giving effect to the provisions of this Ordi-
nance, and in particular and without prejudice
to the generality of the foregoing power may by
such Regulations make provision for all or any
of the following matters, that is to say:—

(a) the membership of the Commission;

(6) the appointment, tenure of office
and terms of service of members of the
Commission ;

(c) the organisation of the work of
the Commission and the manner in which
the Commission shall perform its functions;

(d) consultation by the Commission
with persons other than members of the
Commission ;

(e) the appointment, tenure of office
and terms of service of staff to assist the
Commission in the performance of _ its
functions;

(7) the protection and privilege of
members of the Commission in respect of
the performance of their duties and the privi-
lege of communications to and from the
Commission or its members in case of legal
proceedings;

(g) the definition and trial of offences
connected with the functions of the Commis-
sion and the imposition of penalties for such
olfences:

Provided that no such peralty shall
exceed a fine of one thousand dollars «und
imprisonment for a term cf six months,
