Applications are invited from
suitably qualified persons for ap-
pointment to the post of Mechanical
Engineer, Public Works Department,
British Gniana.
2. The salary of the post will be
on the scale A 3: $3,696x$ 144-$4,560]/
x$240-$6,720 per annum.
3. The successful candidate may
be appointed according to his prefer-
ence, either on a permanent and
pensionable basis subject, if the
officer is not already in government
employment, to his serving
satisfactorily as Mechanical Engineer
during a probationary period of one
a three year contract,
renewable by. mutual consent on
such terms as may be agreed upon
between the Government and the
person engaged. Candidates should
preferably be under 40 years of age,
but a successful candidate if over 40
years, and not in the public service
would be offered appointment on
contract.
4. The candidate selected will be
responsible subject to directions
from the Director of Public Works
or other duly authorised officer for
the maintenance of the Public Works
Department equipment which in-
cludes road making apparatus, sea
and river defence machinery. The
candidate must ke an_ associate
Member of the Institute of Mechan-
ical Engineers.
5. Vacation leave is earned at the
rate of five days for each completed
month of resident service up to a
maximum of six months, subject
to the completion of a minimum
tour of two years.
A pensionable officer, or a contract
officer, on the satisfactory completion
and renewal of his contract, would
be eligible for the grant of assisted
leave passages in accordance with
the Public Officers Leave (passages)
Regulations.
A contract officer, if selected from
overseas, would be provided with
passages to British Guiana for him-
self, his wife and children (if any)
not exceeding five persons in all
provided they either accompany him
to British Guiana or join him here
within twelve months of his depar-
ture for the Colony. (Children to be
under 18 years of age, unmarried
and dependent on the officer), A
similar passage concession will be
granted for the officer and_ hig
family, back to the country from
which he was recruited on the
satisfactory completion of his
contract.
6. Applications should be ad
dressed to the Chief Establishment
Officer, Central Secretariat—Estab-
lishment Department, Public
Buildings, Georgetown, British
Guiana, and should state the
applicant’s date of birth, qualifica-
tions and experience and should be
accompanied by two recent testimo-

Vacancy for Inspector of
Labour (Factories).
BRITISH GUIANA.
Applications are invited from guit-
ably qualified persons for appoint-
ment to the vacant post of Inspector
of Labour (Factories), Labour Depart-
ment.
2. The post is pensionable and on
the salary scale A 4: $4,560x240-
$5,760 per annum.
3. The successful candidate will
be required to pass the usual medical
examination for admission to the
Public Service and confirmation in
the appointment is subject to satis-
factory work and conduct during a
probationary period of two years.
4, Applicants should have—
(a) either a degree or equivalent
qualification in Mechanical andjor
Electrical Engineering (eg. A.M.I.
Mech. E. or A.M.I.E.E.), or con-
siderable knowledge of, and experi-
ence in, these subjects, proof of
which will be required; and a
knowledge of the operation of
steam boilers and pressure vessels;
(6) some idea of, andjor experi-
ence in, the operation of safety
measures would be an advantage;

(c)a general aptitude for this
_ type of work. This is a funda-
mental necessity and candidates
should be ‘able to provide some
evidence; and
(Z) attained the age of 25 years,
and should not be over 45 years of
age.
5. The duties of the post are as
follows:—
(a) the inspection generally of
factories in the Colony;
(6) the inspection of general
registers and other records required
to be kept under the provisions of
the Factories Ordinance, and the
Regulations made thereunder;
(ec) advising the Commissioner of
Labour on the working of the
various factories legislation in force
and making suggestions, when
necessary, for the enactment of
further legislation for the improve-
ment of working and safety condi-
tions in factories;
(2) assisting in the education of
both employers and employees in
becoming safety conscious, and the
carrying out of propaganda in
relation thereto;
(e) the scientific study of the
causation, frequency and severity
of secidents generally and the
formulation of proposals to over-
come them;
(f) the enforcement of the pro-
visions of the Factories Ordinance,
1947, and other related legislation,
with special reference to Safety
provisions and the investigation of
accidents;

(g) the general organisation. of
office work relating io the registra-
tion and inspection of factories, and
the keeping of appropriate records;
(A) the training of officers in
factory inspection work;
(2) any other duties that the
Commissioner of Labour may
assign.
6. The successful candidate if
over 40 years of age, and not already
in the Public Service, would be ap-
pointed on contract for 3. years;
renewable on snch terms as may be
agreed upon between the Govern-
ment and the person engaged.

DEFENCE REGULATIONS, 1939.
1. Short Title. This Order may be cited as the Control of Prices (Amendment No. 1)
Order, 1955, and shall be read together with the Control of Prices Order, 1944 (No. 9 of 1944), as
amended, hereinafter referred to as the Principal Order. .
2. Commencement. This Order shall come into force on the 15th day of August, 1955.

WATER METERS AND RATES.

The attention of householders is invited to the contents of this Notice which aims at supplying information
and guidance on the reading and testing of water meters as well as enumerating the rates payable for consumption
and use of water.
The meters which are being installed are capable of registering consumption up to 10,000,000 gallons.
Fivery meter consists of five small dials, registering as follows:—
(i) hundreds
(ii) thousands
(iii) ten thousands
(iv) hundred thousands
(v) millions,
_all of which are set within a larger dial which registers every gallon of water used. All these dials work clockwise
put not necessarily in the same direction. ‘The large, thousand and hundred thousand dials move from right to left
while the hundred, ten thousand and one million dials move from left to right. These diala register in the same
manner as the electric meters.
Any one can read the meter by simply noting the numbers on each dial. If the pointer on a dial is between
two numbers the lower number is taken. Thus if a pointer is between the figures “8†and 9†the reading of that
dial is “8â€.
As the standard unit is 1000 gallons charges will be made to the nearest 1000. If at the end of the first
quarter your meter reading is as follows:-—
(i) thousand dial Ore
(ii) hundred dial “8â€
(iii) large dial “92â€
The consumption will be 5,892 gallons and the units charged will be 6,000 gallons.
Each building will be supplied with a Meter Record Card on which the reading of the meter and the units
used will be recorded at the end of each quarter.
The Regulations provide that whenever any questiun shall arise as to the accuracy of any meter, the house-
holder may, on depositing into the Treasury the sum of $3.60, require that the meter be tested. If the error found
in the meter does not exceed three per cent. the meter shall be deemed to be correct but if it is found to be incorrect
the amount of the deposit will be refunded.
To obviate any unnecessary request for the testing of a meter and the attendant deposit the householder is
advised to satisfy himself of the accuracy of the meter by making the following rough check.
(i) make sure that all taps and fittings in the premises are closed, then read the meter.
(ii) open one tap and fill a container of not less than 4 gallons capacity (¢.¢. a kerosene tin). Close the
tap and again read the meter. he difference between the two meter readings should be equal to
the quantity in the container.
(iii) Only after having made this check should a householder make a request for a meter test.
The testing of meters will entail, particularly in cases where the honse is situated at a fair distance from the
Public Works Department, the sending of a meter testing tank of 200 gallons capacity on a vehicle with a plumber to
the spot and this costs money as well as time. The deposit which householders have to make must not be considered
as a penalty or device to obtain money from the public but rather as a deterrent to check unnecessary complaints.
The Water rates are as follows:
DOMESTIC.
Minimum charge of $1.20 per quarter for the first 3,000 gallons or part thereof consumed and an additional
charge of 50 cents for each further 1,000 gallons consumed.
NON-DOMESTIC.
Minimum charge of $3.00 per quarter for the first 3,000 gallons or part thereof consumed and an additional
charge of 80 cents for each further 1,000 gallons consumed.
The rental payable for meters are as follows:—
4 inch Meter aes 30 cents per month 90 cents per quarter
3 inch Meter ee —_— $1.00 per quarter
Exceeding 3? inch but not exceeding 14 inches ie 60 cents per month $1.80 ,, 4

Labour (Factories).
BRITISH GUIANA.
Applications are invited from guit-
ably qualified persons for appoint-
ment to the vacant post of Inspector
of Labour (Factories), Labour Depart-
ment.
2. The post is pensionable and on
the salary scale A 4: $4,560x240-
$5,760 per annum.
3. The successful candidate will
be required to pass the usual medical
examination for admission to the
Public Service and confirmation in
the appointment is subject to satis-
factory work and conduct during a
probationary period of two years.
4, Applicants should have—
(a) either a degree or equivalent
qualification in Mechanical andjor
Electrical Engineering (eg. A.M.I.
Mech. E. or A.M.I.E.E.), or con-
siderable knowledge of, and experi-
ence in, these subjects, proof of
which will be required; and a
knowledge of the operation of
steam boilers and pressure vessels;
(6) some idea of, andjor experi-
ence in, the operation of safety
measures would be an advantage;

(c)a general aptitude for this
_ type of work. This is a funda-
mental necessity and candidates

5. The duties of the post are as
follows:—
(a) the inspection generally of
factories in the Colony;
(6) the inspection of general
registers and other records required
to be kept under the provisions of
the Factories Ordinance, and the
Regulations made thereunder;
(ec) advising the Commissioner of
Labour on the working of the
various factories legislation in force
and making suggestions, when
necessary, for the enactment of
further legislation for the improve-
ment of working and safety condi-
tions in factories;
(2) assisting in the education of
both employers and employees in
becoming safety conscious, and the
carrying out of propaganda in
relation thereto;
(e) the scientific study of the
causation, frequency and severity
of secidents generally and the
formulation of proposals to over-
come them;
(f) the enforcement of the pro-
visions of the Factories Ordinance,
1947, and other related legislation,
with special reference to Safety
provisions and the investigation of
accidents;

(g) the general organisation. of
office work relating io the registra-
tion and inspection of factories, and
the keeping of appropriate records;
(A) the training of officers in

in the Public Service, would be ap-
pointed on contract for 3. years;

WATER METERS AND RATES.

The attention of householders is invited to the contents of this Notice which aims at supplying information
and guidance on the reading and testing of water meters as well as enumerating the rates payable for consumption
and use of water.
The meters which are being installed are capable of registering consumption up to 10,000,000 gallons.
Fivery meter consists of five small dials, registering as follows:—
(i) hundreds
(ii) thousands
(iii) ten thousands
(iv) hundred thousands
(v) millions,
_all of which are set within a larger dial which registers every gallon of water used. All these dials work clockwise
put not necessarily in the same direction. ‘The large, thousand and hundred thousand dials move from right to left
while the hundred, ten thousand and one million dials move from left to right. These diala register in the same
manner as the electric meters.
Any one can read the meter by simply noting the numbers on each dial. If the pointer on a dial is between
two numbers the lower number is taken. Thus if a pointer is between the figures “8†and 9†the reading of that
dial is “8â€.
As the standard unit is 1000 gallons charges will be made to the nearest 1000. If at the end of the first
quarter your meter reading is as follows:-—
(i) thousand dial Ore
(ii) hundred dial “8â€
(iii) large dial “92â€
The consumption will be 5,892 gallons and the units charged will be 6,000 gallons.
Each building will be supplied with a Meter Record Card on which the reading of the meter and the units
used will be recorded at the end of each quarter.
The Regulations provide that whenever any questiun shall arise as to the accuracy of any meter, the house-
holder may, on depositing into the Treasury the sum of $3.60, require that the meter be tested. If the error found
in the meter does not exceed three per cent. the meter shall be deemed to be correct but if it is found to be incorrect
the amount of the deposit will be refunded.
To obviate any unnecessary request for the testing of a meter and the attendant deposit the householder is
advised to satisfy himself of the accuracy of the meter by making the following rough check.
(i) make sure that all taps and fittings in the premises are closed, then read the meter.
(ii) open one tap and fill a container of not less than 4 gallons capacity (¢.¢. a kerosene tin). Close the
tap and again read the meter. he difference between the two meter readings should be equal to
the quantity in the container.
(iii) Only after having made this check should a householder make a request for a meter test.
The testing of meters will entail, particularly in cases where the honse is situated at a fair distance from the
Public Works Department, the sending of a meter testing tank of 200 gallons capacity on a vehicle with a plumber to
the spot and this costs money as well as time. The deposit which householders have to make must not be considered
as a penalty or device to obtain money from the public but rather as a deterrent to check unnecessary complaints.
The Water rates are as follows:
DOMESTIC.
Minimum charge of $1.20 per quarter for the first 3,000 gallons or part thereof consumed and an additional
charge of 50 cents for each further 1,000 gallons consumed.
NON-DOMESTIC.
Minimum charge of $3.00 per quarter for the first 3,000 gallons or part thereof consumed and an additional
charge of 80 cents for each further 1,000 gallons consumed.
The rental payable for meters are as follows:—
4 inch Meter aes 30 cents per month 90 cents per quarter
